The Greek Debt Crisis: Resolution and Lessons

“Grexit,” Greece dropping out of the Eurozone, seemed the most likely outcome of that country's debt crisis in the early 2010s. There were fears that Grexit would be followed by a more widespread splintering of the Eurozone. But Greece and its creditors came to an agreement that enabled the country to service its debt and contributed to its subsequent recovery (and the preservation of the Eurozone). In a striking turnaround, Greece was named the 2023 “Country of the Year” by The Economist magazine. Charles Dallara (Partners Group) recounts the resolution of this crisis, the Greek recovery, and his role in getting Greece and its creditors to come to agreement, in his new book 'Euroshock: How the Largest Debt Restructuring in History Helped Save Greece and Preserve the Eurozone,' which he discusses in this EconoFact Chats episode, along with the lessons of this experience for the current high-debt conditions today. Charles is Chairman and Advisory Partner at Partners Group. At the time of the Greek crisis he was the Managing Partner of the Institute for International Finance. Before that he spent nearly four decades working on international economic policy issues, including at the United States Treasury.

The memoirs of former German Finance Minister Wolfgang Schäuble were recently released in Germany. As expected, Greece features heavily. All the key moments of the crisis and its main actors are sketched in his memoirs, from the times Grexit was genuinely on the table, to his dealings with prime ministers Papandreou, Samaras, and Tsipras, and finance ministers Papaconstantinou, Venizelos, and Varoufakis. Xenia Kounalaki, a journalist and weekly columnist at Kathimerini, which acquired exclusive rights of publishing excerpts from the book in Greek, joins Thanos Davelis for an inside look into the Greek financial crisis through the lens of one of its main protagonists. You can read the articles we discuss on our podcast here:The Greek crisis through Schaeuble's memoirsParis 2024 Olympics torch lit in ancient OlympiaGreece becomes first European country to ban bottom trawling in marine parks

Take back control? Diens vader is zelfs Fransman geworden. Greetings! Welcome to Part Two of Episode 26, where we continue our interview with Adam Proctor. As I noted last time, while this is a long interview, it was also a long overdue interview. There was so much good stuff to talk about, it seemed wasteful to try to cram it all into one episode. In Part One, we spent some time looking back over the main themes and controversies of four years of DPS (freedom of speech issues, cancel culture, race essentialism, etc.). We also talked socialist strategy, and the application of work by Sam Ginden and Leo Pantich to the Grexit question. In Part Two, we turn our gaze more to the present, and to future. We join the conversation mid-flow, debating the post-Bernie moment, and the question of whether or not we should swallow, as it is sometimes termed, “the black pill.” Here, I push Adam on his latest slogan. That is, a warning that we should eschew taking up residence in “the basement of the vampire’s castle.” This of course is a modification of Mark Fisher’s ‘Vampire Castle’ hypothesis. In a well-known 2013 essay, Exiting the Vampire Castle, Fisher noted how in Late Capitalism the left confronts obstacles emanating not only from its foes on the other side of the ideological equation, but also from its own tendency for self-destructive behavior. Part of the problem, he wrote, is that the hyper-individuation of social life under the neoliberal cultural project has been so successful that even the left has forgotten the importance of collective power for politics. Hence its paradoxical descent into culture war and performativity. Addressing this critique, we discuss first the importance of Angela Nagle’s stance on sub-culture, and its tendency to compete for the accumulation of cultural capital, before then moving on to address what we might call “the black pill” question. The key, Adam notes, is to take measure of the goals you want the left to accomplish, and then envision what the left would have to look like, in order for these goals to be achieved. Later in the episode, we look at the post-2008 de-linking of the financial economy from the productive economy, the threat of a return of austerity (did it ever go?) in the aftermath of the coronavirus pandemic, and the question of what the left is, today. And we wrap up with a sympathetically critical discussion of the state of left media in general, and the “Patreon” model of left podcasting in particular.

Welcome to Episode 26 of Fully Automated… or, at least, Episode 26, Part One! This is a super long overdue episode with a guest I have wanted to have on the show for a long time: Adam Proctor, the host of Dead Pundit’s Society. Adam has been doing his show FULL TIME for the last four years, delivering not only on his commitment to evangelizing “socialism for ordinary ass’ed people” but to making an incredibly important (and often misunderstood) contribution to the critique of political economy. In Part One of this episode, we discuss Adam’s background, and the story behind the Dead Pundit’s Society. DPS emerged as part of the 2016 leftist podcast wave. Some I suppose would associate Adam with the “dirtbag left,” and shows like Chapo Trap House. But the story is more complicated than that. One of the interesting things about DPS is the niche it has always occupied, between audience accessibility and issues-driven programming, on the one hand, and a commitment to rigorous academic thought, on the other. There’s a certain public intellectual function to the show. So, in this episode, we discuss the role of the left intellectual. And the question of how to balance this sort of awkward relationship, of being neither an entertainer nor an academic, but something in between. DPS covers a wide range of themes — everything from state theory through race essentialism. These are less controversial topics today, perhaps, but in 2016 Adam was taking huge risks by trying to mainstream them among an American left that was still largely committed to horizontalist or “occupy” style ideals. Four years into this project, it is clear that DPS has played a major role in articulating these ideas to a wider audience that one might have imagined possible, back in 2016. In Part One, you’ll hear us address the early days of the show, and Adam’s notorious attempts to take on freedom of speech issues, cancel culture, and race essentialism. We also talk socialist strategy, and the application of work by Sam Ginden and Leo Pantich to the Grexit question. And as if these takes weren’t controversial enough, wait ’til you see what we get into in Part Two! (Coming later this week). The Graduate Record Exam - the GRE - is widely used in graduate school admissions. In recent years however, a number of graduate programs, including a few in psychology, have stopped requiring it in a movement that has been dubbed "GRExit." In this episode we discuss the arguments around using the GRE in graduate admissions. What is the evidence for and against its validity? For and against the presence of bias against various groups? How much do we know about validity and bias in the other materials routinely considered in admission, like grades, undergraduate institution, research experience, and letters of recommendation? Are arguments over the GRE just a proxy for larger and more difficult arguments about the purpose and social value of graduate education? And for programs that are dropping the GRE, what are they doing instead, and how will we know what the effects of that are? Plus: we answer a letter about giving authorship to undergrads who made minimal contributions to a project in order to help them get into grad school.  Links: CRediT - Contributor Roles Taxonomy A comprehensive meta-analysis of the predictive validity of the graduate record examinations: Implications for graduate student selection and performance, by Kuncel, Hezlett, and Ones (2001) Standardized tests predict graduate students' success, by Kuncel and Hezlett (2007) Beyond the GRE: Rethinking Admissions Procedures and GRE Scores Are Poor Predictors The Black Goat is hosted by Sanjay Srivastava, Alexa Tullett, and Simine Vazire. Café Weltschmerz
Has Greece learned its lessons from the crisis? Paul Buitink and George Papaconstantinou

Paul Buitink talks with George Papaconstantinou, author, professor and Greek Minister of Finance during the first bail out years 2009-2011. Papaconstantinou was persona non grata in Greece for taking difficult measures and imposing austerity. 10 years later the Greeks have a more balanced view. Should he have arranged debt restructuring from the start? Papaconstantinou says it was impossible. The Greek banks would have been wiped out. When he started as a Minister the deficit turned out to be close to 16% instead of 6%. He agrees that the bailout money went primarily to German and French banks. Debt to GDP is over 180% but there is no immediate problem due to low interest rates and long maturities of the debt. Debt restructuring should take place though in the future. Perhaps via the Paris Club rules. Nominal haircut is politically unfeasible, more reduction in net present value (NVP) is. You can call that voter deceit. Papaconstantinou expects new QE but Greece will probably not be part soon due to not being investment grade. The new government, despite being the same party that fooled Greece in the past, has new leadership and takes promising steps. No people from the former leadership were ever tried and also in the new government there is clientelism. So the new government has two faces. After the crisis no real soul-searching has taken place. Papaconstantinou doubts whether lessons were learned. Banks are still fragile. He blames Syriza. No political party wants Grexit at the moment. The country is in a post-bailout area but still suffers from the crisis, although things go better. Other things discussed are negative interest rates, the Lagarde list, his new book Whatever it Takes about the future of the eurozone, Brexit and migration.

In this episode, we talk with Dr. Zen Faulkes about the graduate application process, what program directors are looking for and how hard it is (or indeed impossible) it is to have unbiased selection system. Zen gained a B.A., Psychology at the University of Lethbridge in 1989 and a Ph.D. at the University of Victoria about sand crab digging behaviour in 1996. He was a postdoctoral researcher at McGill University until 1999, and then he was a postdoc at the University of Melbourne until 2001. He is currently a Professor at the University of Texas Rio Grande Valley. Zen writes the “Better Posters” blog, which dispenses advice on how to improve the posters we present at meetings. In this episode, we discuss his publication, “Resolving authorship disputes by mediation and arbitration” in Research Integrity and Peer Review, and also his letter in Science titled “#GRExit's unintended consequences”. As graduate program coordinator, he talks about the pros and cons of GREs. Whilst universities are looking for “successful” people we have a chat about how we could define “success” to begin. Are assessments really consistent and reliable? Hm. We talk through the whole graduate application process step-by-step from both the applicant’s and recruiter’s point of views. We chat about how to structure personal statements and what to expect during interviews but also keeping in mind that everyone is different and perhaps more introverted students might feel at a disadvantage. Zen recommends students to ask program directors what competitive applications look like - they are very likely to give straight answers. While it is good to have a high GPA for a masters program, students really should get to know what the requirements and expectations are for different programs. Zen says, “If you inspire to go to graduate school, you have to be proactive thinking about what your opportunities are.” We leave students with a final piece of advice: every semester get to know one professor slightly better so at least you have a few people who know more about you. Asking for advice from professors and program directors can make graduate school application a whole lot smoother! March 29 is approaching which means Brexit time, so I've decided to get a bunch of my EU comedy mates around and chat to them about what it means. Kicking things off as they tend to historically, it's Greek comedian George Zacheropoulos (@GreekComedian)! He flew to the UK 3 days after 9/11, lived here for half his life as a Greek Geordie (read: in Newcastle-upon-Tyne) and now should be able to stay regardless of what happens.  After wading through through a (potentially) offensive discussion about offence, we get into the meat of it with George's avoiding compulsory military service, and becoming a comedian instead of a biochemist. A chance meeting made him consider studying in the UK, a chance friendship kept him from transferring back to Greece and how Greece invented Brexit with Grexit in 2015. There's also a great tale from his appearance on BBC1 talking to Andrew O'Neil about the financial crisis and literally smashing plates. The comedian we were talking about at the start is Daliso Chaponda who's great and definitely from Malawi, which is nowhere near Guinea and I'm an idiot.  Australian Comedians / Dope Comedy at Angel Comedy February 23rd 4pm, featuring past guest Alice Fraser - you can grab tickets here.

It looks like there is going to be some kind of deal to avoid the "Grexit" Greek's exit would be great for Europe, but it would not be politically attractive for either side As long as Greece stays in the Eurozone, the Greek government can continue to blame Germany or Brussels for their problems So-called austerity will continue without any haircut to the debt The same is true for cuts to government spending The Greek government may increase taxes and/or adjust the retirement age for pension, but no government spending cuts are on the table Tax increases will provide more incentive for tax evasion or avoidance by leaving the country All talks are re-arranging deck chairs on the Titanic - extend and pretend The markets are higher - the euro down big The market is anticipating more cheap money, which would be threatened by a Grexit In an ideal world, if Greece were to leave the Eurozone and set themselves up as a bastion of free market capitalism, then they could come back strong Given the electorate, this move is unlikely Socialism only works in Greece as long as they have another country's money The sell-off in gold based on the Fed's dovish statements last week The Fed will only raise interest rates nominally in order to keep the market from balance sheet expansion stimulus into its calculations Good news from housing numbers - a surge in the Northeast Mortgage rates have been rising, although still low.
