Dans cet épisode, je reçois Jeanne d'Hautesserre. Fille de militaire et aînée d'une famille de 13 enfants, Jeanne quitte le Vietnam à cause de la guerre alors qu'elle a 10 ans et arrive en France, dans l'Allier. Elevée à la méritocratie, Jeanne est excellente élève.  Elle entre dans la vie active aux côtés de Jaques Seguela qui sera un de ses mentors. C'est en gérant la campagne de communication de François Mitterand en 1981, la fameuse Force Tranquille, que Jeanne touche au milieu de la politique. En 1993,  elle devient députée et poursuit son engagement dans la vie publique jusqu'à son élection de Maire du 8ème en 2014. Jeanne nous raconte les moments forts de sa vie, professionnelle comme privée, les réussites mais également les coups durs. Lorsqu'elle se sépare par exemple d'une relation toxique pour échapper à des violences conjugales, Jeanne prend le risque de tout perdre et se retrouve SDF durant quelques temps. Mais c'est une résiliante, elle rebondit et retrouve le chemin de l'apaisement. Nous avons également parlé de sa vie de Maire, de comment s'organise son quotidien après des administrés, de sujets majeurs pour les femmes comme la sécurité dans la rue, les éclairages de nuit ou encore les gardes d'enfants que sont les crèches et la difficulté à parfois en trouver une. Pháp sẵn sàng hỗ trợ Việt Nam trong xây dựng đường sắt cao tốc. Đây là lĩnh vực mà Pháp có thế mạnh và Việt Nam có kế hoạch thực hiện trong khuôn khổ dự án lên đến 67 tỷ đô la với tổng chiều dài toàn tuyến khoảng 1.541 km, tốc độ thiết kế 350 km/giờ. Hai nước đã ký Bản ghi nhớ hợp tác trong lĩnh vực Giao thông-Vận tải nhân nhân chuyến công du Pháp của tổng bí thư-chủ tịch nước Tô Lâm từ ngày 03-07/10/2024. Hệ thống đường sắt hiện nay ở Việt Nam được xây từ thời Pháp thuộc. Tuyến xe lửa đầu tiên “Sài Gòn-Mỹ Tho được khởi công tháng 11/1881 và đưa vào sử dụng từ ngày 20/07/1885” (*). 130 năm sau, Việt Nam vẫn sử dụng đường sắt khổ 1.000 mm có từ thời đó. Tuy nhiên, kế hoạch xây dựng đường sắt cao tốc, sử dụng khổ 1.435 mm sẽ làm thay đổi hoàn toàn phương tiện giao thông trọng điểm này và góp phần chống biến đổi khí hậu, mà Việt Nam là một trong những quốc gia không phải là đảo bị tác động nghiêm trọng.TGV Pháp giữ kỷ lục tốc độ hơn 40 nămCũng trong suốt gần 1,5 thế kỷ này, ngành đường sắt Pháp phát triển không ngừng và vẫn giữ kỷ lục về tốc độ tàu cao tốc TGV (train à grande vitesse). Thực ra, Nhật Bản là nước tiên phong về tàu cao tốc khi vận hành tàu Shinkansen đầu tiên ngày 01/10/1964 nối Osaka và Tokyo có tốc độ 210 km/giờ. Tại châu Âu, Đức và Ý cũng lao vào cuộc đua tốc độ. Các kĩ sư Pháp thì như ngồi trên lửa.Năm 1970, kĩ sư Jean Bertin có tầm nhìn xa đã thử nghiệm thành công phát minh Aérotrain - tàu hàng không - được khởi động đầu thập niên 1960 và được coi là “anh cả” của tàu TGV hiện nay. Tàu chạy dọc theo đường ray riêng (monorail, hình chữ “T” ngược). Nhờ được trang bị động cơ máy bay, Aérotrain như lướt trên đường và lập tốc độ kỷ lục thế giới 430 km/giờ khi chạy thử ở phía bắc Orléans, tỉnh Loiret.Kĩ sư Jean Bertin giải thích : “Toa tàu được các đệm khí hỗ trợ và dẫn đường. Những đệm khí này được tạo ra bởi những chiếc quạt chạy bằng động cơ có công suất rất lớn. Và một khi có được lực nâng này, đoàn tàu có thể di chuyển với tốc độ xấp xỉ tốc độ mà chúng tôi mong muốn”.Năm 1974, công ty của Jean Bertin ký hợp đồng đầu tiên với chính phủ Pháp nối hai thành phố Cergy và La Défense, ở ngoại ô Paris. Nhưng chỉ một tháng sau, tổng thống mới Valéry Giscard d'Estaing hủy hợp đồng được ký dưới thời người tiền nhiệm Georges Pompidou vì chi phí quá cao. Trong chương trình “Những câu chuyện thế kỷ của bản tin thời sự 19/20 giờ” ngày 28/12/1999, đài truyền hình France 3 Orléans giải thích về “thất bại bị lãng quên” của Aérotrain :“Giấc mơ Aérotrain sớm vấp phải thực tế : chi phí quá cao, các vấn đề về cơ sở hạ tầng nhưng trên hết là sự cạnh tranh trực tiếp từ tàu cao tốc TGV. Chính phủ đã chọn đầu tư vào TGV, được coi là thực tế hơn và ít rủi ro hơn. Năm 1977, sau nhiều năm thử nghiệm và hy vọng không trọn vẹn, cuộc phiêu lưu của Aérotrain chấm dứt”. Kĩ sư Jean Bertin qua đời một năm sau đó vì ung thư.Để tiếp tục cuộc đua với Nhật Bản, công ty đường sắt quốc gia Pháp SNCF đặt cược vào Turbotrain, một công nghệ cũng được nhiều nước sử dụng. Mỗi động cơ được trang bị hai tua bin chạy bằng khí đốt. Thế nhưng người anh thứ hai của TGV hiện nay cũng bị cuộc khủng hoảng năng lượng năm 1973 quật ngã. Tuy nhiên, thành công của Turbotrain đã mở đường cho những nghiên cứu về tàu chạy bằng điện, hiện đại hơn, sang trọng hơn để có thể cạnh tranh với những phương tiện mới, như máy bay, ô tô... nhanh hơn, tiện lợi hơn, không ngừng bùng nổ sau Thế Chiến II. Các kĩ sư của SNCF muốn biến TGV như “sấm trời” (tonnerre de Dieu), theo giải thích của nhà sử học Clive Lamming, chuyên về lịch sử đường sắt, với trang Le Monde ngày 20/04/2018 :“Một số kỹ sư đam mê tốc độ ở SNCF đã thực hiện một thử nghiệm vào năm 1955 với tốc độ 331 km/giờ ở Landes. Thử nghiệm thành công và chứng minh rằng tàu có thể chạy nhanh và cũng sẽ cứu được ngành đường sắt ở Pháp. Tàu cao tốc sẽ giúp khôi phục lại hình ảnh của “thương hiệu” SNCF nhờ sự giúp đỡ của những người bạn “tuyệt vời” - những nước sản xuất dầu mỏ đã tăng giá dầu lên gấp 4 lần vào 1973. Nhưng con tàu không cần dầu bởi vì đã có “than trắng” - tức là điện hạt nhân - được tướng De Gaulle quyết định phát triển sau Thế Chiến II. Ngành đường sắt tiêu thụ điện quốc gia. Đường sắt bỏ than để sử dụng điện”.Theo trang web SNCF, nhà thiết kế Jacques Cooper là người phác thảo các đặc điểm của con tàu tương lai trong “dự án C03”, lấy cảm hứng từ xe Porsche Murène. Ngoài tốc độ cao mà nguyên mẫu này có thể đạt tới, cải tiến lớn nhất là khái niệm về đoàn tàu “có khớp nối” và không thể biến dạng… Sau này, những lựa chọn đó khiến TGV trở thành con tàu an toàn nhất thế giới. TGV cũng được sơn đúng màu da cam như xe Porsche Murène.Hai đoàn tàu TGV đầu tiên được Nhà nước đặt hàng năm 1975. Các cuộc thử nghiệm hoàn tất năm 1978. Ngày 26/02/1981, TGV phá vỡ kỷ lục thế giới với vận tốc 380 km/giờ. Bẩy tháng sau, đích thân tổng thống François Mitterand khánh thành tuyến đường sắt cao tốc đầu tiên tại Pháp nối Paris-Lyon vào ngày 22/09/1981. Con tàu đạt vận tốc 260 km/giờ như dự kiến.Lần thứ hai TGV phá kỷ lục thế giới về vận tốc đường sắt là vào ngày 18/05/1990. Chuyến TGV 325 đạt đến vận tốc 515,3 km/giờ ở gần ga Vendôme nằm trên tuyến đường sắt cao tốc thứ hai - TGV Atlantique - được đưa vào hoạt động tháng 09/1989.Cho dù từ năm 2003, Maglev - một mô hình nâng từ trường của Nhật Bản - giữ kỷ lục vận tốc tuyệt đối là 581,2 km/giờ. Nhưng chính TGV của Pháp một lần nữa lại phá vỡ kỷ lục thế giới trên đường ray. Ngày 03/04/2007, tàu V150 của Alstom đã đạt vận tốc 574,8 km/giờ sau 42 lần thử trong sáu tuần (bắt đầu từ ngày 15/01/2007) trên tuyến Strasbourg-Paris. Kỷ lục này vượt xa mục tiêu 540 km/giờ được đặt ra ban đầu (V150 : tốc độ 150 mét/giây, tức là 540 km/giờ). Tuy nhiên, theo Le Monde ngày 03/04/2007, vì lý do hao mòn và bảo trì đường sắt, Mạng lưới đường sắt Pháp (RFF, cơ quan quản lý hạ tầng đường sắt được tách khỏi tập đoàn SNCF từ 1997-2015) không cho phép công ty SNCF vượt quá quy định 300 km/giờ, riêng tuyến TGV Est (Paris-Strasbourg) được phép lên tới 320 km/giờ.TGV “thu nhỏ” nước Pháp, “phá vỡ” biên giới châu ÂuTrả lời phỏng vấn RFI Tiếng Việt ngày 28/05/2021, kỹ sư Tạ Quang Anh, công tác tại SNCF nhận định : “Sự ra đời của TGV mở đầu một giai đoạn phát triển đột phá mới của ngành đường sắt Pháp. Khác với giai đoạn đột phá về hạ tầng nửa cuối thế kỷ 19, TGV đã “thu nhỏ” nước Pháp và thậm chí châu Âu trong bán kính 3-4 giờ đi lại. Trong giai đoạn 1990-2010, nhiều tuyến TGV trong nước được khánh thành, tiếp theo là các tuyến quốc tế, đáng chú ý là tuyến Eurostar chạy qua 50 km đường hầm eo biển Manche sang Anh Quốc (1994), tuyến Thalys đi sang Bỉ và Hà Lan…Trong khoảng 30 năm cuối thế kỷ 20, việc vận hành tuyệt đối an toàn 400 nghìn tấn thép trên đường ray ở vận tốc 320 km/giờ luôn là một biểu tượng công nghệ trong ngành vận tải hành khách mặt đất. Công nghệ TGV được xuất khẩu, chuyển giao ra nhiều nước : ở châu Âu như sang Tây Ban Nha, sang Hoa Kỳ, Maroc và cả Hàn Quốc. Đối với người Pháp, TGV là một “niềm tự hào dân tộc”. Theo một thăm dò dư luận trong dân chúng Pháp, TGV được coi là một trong những phát minh quan trọng nhất trong thế kỷ 20, cùng với máy tính, điện thoại di động và lò vi sóng”. Tham vọng trong năm 2025 của tập đoàn SNCF là đưa vào hoạt động tàu cao tốc sinh thái - TGV M (modulable) - được coi là sự tập trung của nhiều đổi mới : tái chế đến 97%, có khả năng điều chỉnh việc sử dụng năng lượng trên tàu, 100% kết nối... Loại tàu thế hệ thứ 5 này do tập đoàn Alstom phát triển, được cho là sẽ giảm mức tiêu thụ năng lượng 20% ​​và cải thiện lượng khí thải carbon thêm 37% mỗi năm so với các đoàn tàu hiện tại. 115 đoàn tàu được đặt hàng (trong đó có 15 theo phiên bản quốc tế) sẽ lần lượt được đưa vào lưu thông trong vòng 10 năm. Do kinh phí rất lớn nên tàu cao tốc không phổ biến trên quy mô thế giới. Ngoài phải cạnh tranh với Shinkansen của Nhật Bản, TGV của Pháp chật vật đối phó với Trung Quốc, cường quốc tàu cao tốc với hơn 40.000 km đường sắt cao tốc, rộng nhất thế giới. Hij is 86 jaar op het moment van ons gesprek en hij zit met een serieuze verkoudheid. Ik ben thuis bij oud-minister en ex-secretaris-generaal van de NAVO Willy Claes, in zijn grote villa in Kiewit bij Hasselt. Willy Claes (1938) is geboren in Hasselt. In 1964 werd voor het eerst hij gemeenteraadslid in Hasselt. Begin 2025 legde hij opnieuw de eed af. Hij was in zijn politieke carrière minister van onderwijs, economische zaken en buitenlandse zaken in verschillende Belgische regeringen. In 1994 werd hij secretaris-generaal van de NAVO - hij vertelt in deze podcast over het moment dat François Mitterand hem fijntjes meedeelde dat hij op zijn lijstje stond voor die functie. Die functie heeft hij maar 13 maanden uitgeoefend, hij moest ontslag nemen omwille van het Agusta-schandaal, waarbij socialistische politici geld gekregen hadden van een Italiaanse helikopterbouwer in ruil voor een contract. Willy Claes is ook muzikant: hij speelt piano. Ik zag toen ik de woonkamer binnenkwam meteen een prachtige vleugelpiano staan. Op de piano: een foto met oud-Amerikaans president Bill Clinton. Hij vertelt in deze podcast over zijn rampzalig veel te grote boekencollectie, over hoe hij elke dag studeert. Hoe het was om secretaris-generaal van de NAVO te zijn, over zijn contacten met de internationale politiek, over telefoneren met Bill Clinton. En het is de eerste keer ooit in deze podcast dat iemand een boek kiest dat hem persoonlijk aangeraden werd door koning Boudewijn. Alain est le co-fondateur d'Euro RSCG (qui deviendra Havas) et est devenu par la suite Président du club de football, le Paris Saint Germain (PSG). Alain Cayzac est un homme d'exception : Communiquant hors pair, en 1972, il créé avec 3 autres compères, dont Jacques Séguéla, Euro RSCG, une agence de communication. Ils vont monter jusqu'à 16 000 collaborateurs dans le monde. L'entreprise sera revendue à Havas, dirigé par Vincent Bolloré. Passionné de sport depuis tout petit, il est particulièrement amateur de football, et du PSG. En 2006, il réalise l'un de ses rêves : il devient Président du PSG. Épisode très intense de sa vie qu'il nous raconte dans cet échange. Enfin Alain, est reconnu pour être un humaniste, qui se dresse contre toutes les sortes de discriminations : racisme, homophobie, antisémitisme. C'est un grand patron, qui se dit ouvertement "plus à gauche". Trong mong muốn tìm lại tầm ảnh hưởng, một vị thế trên trường quốc tế và nhất là trong tư tưởng bài Mỹ mạnh mẽ, tướng De Gaulle năm 1966 đã đưa ra một chính sách được thể hiện rõ qua ba thuật ngữ « Lắng nghe, Hòa dịu, Hợp tác », vạch ra những nguyên tắc cơ bản cho mối quan hệ mà Paris muốn thiết lập với Matxcơva. Di sản này có một sức ảnh hưởng to lớn trong đời sống chính trị, một « kim chỉ nam » cho nền ngoại giao Pháp trong mối quan hệ với Nga, được hầu hết các đảng phái chính trị Pháp bám lấy suốt hơn nửa thế kỷ qua.François Mitterand có lẽ là người bám chặt nhất tư tưởng này của tướng De Gaulle khi chủ trương một chính sách « Bạn bè, Đồng minh nhưng không Liên kết » với Mỹ. Ưu tiên cho mối quan hệ với Nga, Pháp đôi khi không ngần ngại đi trái ý, gây bất lợi cho các nước đồng minh, mà cuộc chiến tranh tàn khốc ở Chechnya là một ví dụ điển hình.Nên khi nói rằng « chớ nên hạ nhục nước Nga », Emmanuel Macron chưa phải là người đầu tiên thốt lên câu nói này. Năm 1995, tại thượng đỉnh nhóm G7 tổ chức Halifax, New Scotland, Canada, Jacques Chirac đã cho rằng xung đột ở Chechnya là « chuyện nội bộ » của Nga, và có lời cảnh cáo các đồng nhiệm rằng « hãy cẩn thận đừng bao giờ làm nhục nước Nga ».Elsa Vidal : « Trong số các lãnh đạo Pháp, người đầu tiên nói về sự hạ nhục này là ông Jacques Chirac, người "yêu say đắm" nước Nga nhất. Ngay những ngày đầu nhiệm kỳ năm 2017, vị tổng thống trẻ tuổi nhất của nền Đệ Ngũ Cộng Hòa Pháp, không ngần ngại trải thảm đỏ, long trọng nghinh tiếp đồng nhiệm Nga Vladimir Putin tại cung điện Versailles tráng lệ. Tham vọng là nhằm xây dựng lại quan hệ Pháp – Nga đã bị rạn nứt từ sau vụ sáp nhập bán đảo Crimée, vượt qua những chia rẽ giữa phe mang tư tưởng Đại Tây Dương và bên chủ nghĩa hiện thực, chủ trương tự chủ, cũng như là chia rẽ giữa phe thân Nga và chống Nga.Elsa Vidal : « Vào thời điểm đó, cách tiếp cận của Emmanuel Macron quả thực là một phần trong truyền thống lâu đời. Đầu tiên, đơn giản nhất là truyền thống của Mỹ. Năm 2013, Barack Obama đã cố gắng tái khởi động quan hệ với Nga nhưng không thành công. Giới quan sát thật sự bị sốc khi nhìn thấy hình ảnh một chiếc bàn dài 4 mét ngăn cách tổng thống Nga Vladimir Putin với đồng nhiệm Pháp Emmanuel Macron tại điện Kremlin vài ngày trước khi Nga quyết định tấn công Ukraina. President Joe Biden will not be charged for mishandling top secret documents stored in his garage from his time as a U.S. senator and vice president. However, the report by Special Counsel Robert Hur may be even worse for Biden than prosecution. Hur's report documents several instances of Biden's cognitive decline; for example, his inability to remember when he served as vice president or the year of his son Beau's death, an event the the president often cites in his public appearances. « Un géant, un juste, un homme des lumières ». Les hommages sont unanimes depuis que la mort de Robert Badinter, ancien ministre de la Justice et avocat, a été annoncée, vendredi 9 février 2024. Invité sur le plateau des 4 vérités, Jack Lang, ministre de la culture l'année où Robert Badinter fut désigné garde Sceaux, se souvient d'un homme qui a fait « bien plus qu'abolir la peine de mort ». « C'était un combattant de la liberté », dit-il. Ajoutant que « bien avant 1981, année lors de laquelle la fameuse abolition de la peine de mort fut proposée, « nous [François Mitterand, Jack Lang et Robert Badinter, NDRL] nous retrouvions chez lui afin de travailler à l'élaboration d'une charte des libertés ». L'ancien avocat a aussi, rappelle le ministre délégué à la Culture du 24 mars 1983 à décembre 1984, contribué à l'amélioration des conditions de vie en prison, y introduisant par exemple la télévision et la radio. Et il s'est également battu contre la condamnation à la perpétuité, qui est, rappelle Jack Lang, « une condamnation à une mort lente ». Par ailleurs, au-delà des libertés civiles, le grand homme s'est battu pour sortir les libertés locales des mains des uniques préfets, et même pour la liberté des radios. « Enfin, il s'est battu pour la liberté en général ». Homme intègre et entier dans ses convictions, Robert Badinter l'était aussi dans son attitude. Jack Lang se souvient d'un impressionnant « personnage » au « physique, à l'allure et à la voix tour à tour surprenante, douce ou exaltante ». Sommes toutes, un mot qui, juge le président de l'Institut de monde arabe, pourrait résumer son ancien ami, serait « fidélité ». Aux convictions et aux amitiés notamment. Des hommages unanimes à Robert Badinter, décédé le vendredi 9 février 2024 À propos de cette immense intégrité, Jack Lang rappelle ce discours historique prononcé lors du 50ème anniversaire de la rafle du Vel d'Hiv en 1992. Lors de cette cérémonie commémorative, François Mitterrand, alors président de la République, avait été accueilli par des sifflets et des violentes invectives d'une partie de l'assistance à cause de son amitié avec René Bousquet, organisateur de la Rafle du Vel d'Hiv'. Robert Badinter, qui, selon le conseiller de Paris dans les années 1980, « savait que son ami, à aucun moment, n'était traversé par l'ombre d'un quelconque racisme », s'est dressé pour défendre le Président de la République. La mort de Robert Badinter a donc déclenché des hommages unanimes, même du côté du RN. Marine Le Pen a notamment salué une « figure marquante du paysage politique et intellectuel ». Jack Lang rappelle toutefois qu'en son temps, le garde des Sceaux avait fait l'objet d'une « manifestation hostile devant le Palais de Justice, dans la presse et ailleurs » à cause de ses convictions de liberté. Reste-t-il toujours quelques flammes de cette gauche de 1980 incarnée par Robert Badinter, François Mitterrand et Jack Lang ? « Oui, dans le cœur de beaucoup de gens », considère le président de l'Institut du monde arabe. Aujourd'hui, la France porte-t-elle encore un idéal collectif ? La gauche est, malheureusement, déplore l'ancien ministre de la Culture, « divisée en mille morceaux. » Depuis la mort du ministre, une pluie de voix se sont élevées pour demander son entrée au Panthéon. Jack Lang juge que ce serait « une très bonne chose ». Cette figure « forte et symbolique » pourrait « inspirer les générations à venir ».

Sunil Masih and other Christians were standing in a market in the Mandiala Warraich area of Punjab Province when six Muslim men, armed with pistols, arrived on motorcycles and opened fire on them, said the slain boy's uncle, Mehboob Gill. He said, “We were talking to each other when suddenly Zaman Butt and his accomplices Anas Yaseen, Adil Rehman, Ashraf Ullah and two unidentified men came there on motorcycles. Adil shouted that no Christian in the area should be left alive, after which Zaman opened fire on Sunil with his pistol, hitting him in the chest.” Yaseen shot at another Christian boy, identified only as Jamshed, with the bullet only grazing him. The uncle said, “We rushed Sunil to a local hospital, but he succumbed to his bullet wound before doctors could begin their treatment,” adding that his nephew was an eighth-grade student whose father, George Masih, works at a local car shop. Pakistan ranks seventh on Open Doors' 2024 World Watch List of the most difficult places to be a Christian. Israel says over a fifth of Hamas hostages are dead Israeli intelligence officers have concluded that more than one-fifth of the 136 individuals still held hostage by Hamas in Gaza are dead, reports The Christian Post. The Israeli military confirmed the deaths of at least 30 of the more than 130 remaining hostages, according to a copy of the intelligence report reviewed by the New York Times.   While Hamas, the Muslim terrorist group, released several hostages during a temporary ceasefire in November, dozens remain in captivity.  Another Biden gaffe In an appearance in Las Vegas, President Joe Biden confused French President Emmanuel Macron with the late French President François Mitterand who was the president of France between 1981 and 1995 and died in 1996. Listen. BIDEN: “Right, right, right after I was elected, I went to what they call a G7 meeting, all the NATO leaders. It was in, it was in the south of England.  And I sat down and I said, ‘America is back.' And Mitterand from Germany, I mean from France, looked at me and said, said, ‘You know, why, how long you back for?'” Fox News reporter Peter Doocy raised the issue of Biden's mental competence in a White House Press briefing with Karine Jean-Pierre. DOOCY: “How is President Biden ever going to convince the three-quarters of voters who are worried about his physical and mental health that he is okay, even though in Las Vegas he told a story about recently talking to a French president who died in 1996?” JEAN-PIERRE: “I'm not even going to go down that rabbit hole with you sir.” DOOCY: “What's the rabbit hole? He said he talked to Mitterand?” JEAN-PIERRE: (referring to another reporter) “Go ahead. Go ahead.” Supreme Court skeptical about keeping Trump off ballot And finally, the Supreme Court sounds broadly skeptical of efforts to kick former President Donald Trump off the 2024 presidential election ballot in any of the 50 states, reports the Associated Press. In arguments ticking past 90 minutes Thursday, both conservative and liberal justices raised questions of whether Trump can be disqualified because of his efforts to undo his loss in the 2020 election, ending with the January 6, 2021 rally at the U.S. Capitol. At the heart of the case is a provision in the 14th Amendment preventing those who “engaged in insurrection” from holding office. Listen to former President Trump's attorney, Jonathan Mitchell. MITCHELL: “The Colorado Supreme Court held that President Donald J. Trump is constitutionally disqualified from serving as president under section three of the 14th Amendment. The Colorado Supreme Court's decision is wrong and should be reversed for numerous independent reasons. The first reason is that President Trump is not covered by section three, because the President is not an officer of the United States as that term is used throughout the Constitution.” Even liberal Supreme Court Justice Elena Kagan sounded skeptical about ruling to disqualify Trump from a state's ballot. Listen. KAGAN: “I think that the question that you have to confront is why a single state should decide who gets to be President of the United States. This question of whether a former president is disqualified for insurrection, to be President again, is just say it, it sounds awfully national to me. So, whatever means there are to enforce it would suggest that they have to be federal, national means. “You know, if you weren't from Colorado, and you were from Wisconsin, or you were from Michigan, what the Michigan Secretary of State did is going to make the difference between whether Candidate A is elected or Candidate B is elected. I mean, that seems quite extraordinary, doesn't it?” Here's the response of Jason Murray, the Denver attorney who successfully persuaded Colorado's top court to declare Trump ineligible to run in that state due to the Constitution's insurrection clause.  MURRAY: “No, Your Honor, because ultimately, it's this court that's going to decide that question of federal constitutional eligibility and settle the issue for the nation. And certainly it's not unusual that questions of national importance come up.” KAGAN:  “Well, I suppose this court would be saying something along the lines of that a state has the power to do it. But I guess I was asking you to go a little bit further and say, ‘Why should that be the right rule? Why should a single state have the ability to make this determination, not only for their own citizens, but for the rest of the nation?'” MURRAY: “Because Article Two gives them the power to appoint their own electors as they see fit. But if they're going to use a federal constitutional qualification as a ballot access determinant, then it's creating a federal constitutional question that then this Court decides. If this court affirms the decision below, determining that President Trump is ineligible to be president, other states would still have to determine what effect that would have on their own state's law and state procedure.” Eight of the nine justices suggested that they were open to at least some of the arguments made by Jonathan Mitchell, Trump's attorney at the Supreme Court. Trump could win his case if the court finds just one of those arguments persuasive. Only Justice Sonia Sotomayor sounded like she might vote to uphold the Colorado Supreme Court ruling that found that Trump “engaged in insurrection” and is ineligible to be president. The state court ruled Trump should not be on the ballot for the state's Republican primary on March 5th. Invitée dans les 4 vérités, Prisca Thevenot, nouvelle porte parole du Gouvernement et ministre déléguée chargé du Renouvellement, a tenté de désamorcer cette polémique. Selon elle, ce constat du manque d'enseignants soulevé par Amélie Oudéa-Castéra est accompagné de réponses concrètes. Lors de cette même visite dans un collège d'Andrésy, Gabriel Attal, qui accompagnait la ministre de l'Éducation, a déclaré qu'un « choc des savoirs, mais aussi un choc d'attractivité pour notre corps enseignant » était à venir. Afin de développer cet objectif, des revalorisations en début de carrière et un doublement des heures remplacées devraient notamment être mis en place, détaille en plateau la porte-parole du Gouvernement, considérant aussi qu'il ne « s'agit pas d'opposer des modes d'éducation, mais de faire en sorte que l'école publique républicaine et laïque soit bien au centre des préoccupations de nos jeunes. » La nouvelle équipe gouvernementale qui entourera Gabriel Attal a été dévoilée jeudi 11 janvier 2024. Malgré les changements, Prisca Thevenot ne souhaite pas parler d'un renouveau mais plutôt d'une « continuité » dans ce qui a « déjà été engagé depuis 2017 ». Une des volontés du gouvernement serait d'en « faire plus » pour les classes moyennes, ces hommes et ces femmes qui (…) n'ont pas assez pour vivre correctement. » Revalorisation du smic, défiscalisation des heures supplémentaires, suppression de la taxe d'habitation, de la taxe audiovisuelle… Ces mesures ont déjà été prises, mais « il faut continuer à y aller », a martelé la nouvelle ministre déléguée chargée du Renouveau démocratique. Dans un contexte de « rupture, de non-dits, de silences », Prisca Thevenot s'engage également à aller sur le terrain « baskets aux pieds » pour entendre les Français. « J'assume de vouloir mettre en oeuvre un ‘porte-parolat' avec un dialogue renforcé », a-t-elle lancé, assumant vouloir développer sa présence et le dialogue en dehors des réseaux sociaux et autre canaux virtuels. Un nouveau gouvernement plus à droite ? Interrogé sur la question des choix des nouveaux ministres, et notamment sur celui de Rachida Dati au ministère de la culture , Frédéric Mitterand, lui même ancien ministre au même poste, a déclaré vendredi 12 janvier 2023 sur RTL qu'elle n'y « connai[ssait] rien mais que ce n'[était] pas grave ». La porte parole du gouvernement a réagi à ces mots en parlant « d'hommes et de femmes qui ont des parcours différents dans un contexte de montée des extrêmes. » Le point commun de ces hommes et de ces femmes, selon Prisca Thevenot ? « Cette volonté chevillée au corps de se lever et d'agir (…) pour répondre aux problématiques du quotidien des Français. » À propos de la nomination de madame Dati malgré sa mise en examen en 2021 pour corruption passive dans l'affaire dite « Renault-Nissan », la porte parole invoque un devoir de « sortir de ces sujets » pour « respecter le temps de la justice. » Prisca Thevenot réfute par ailleurs les paroles de ceux qui accusent le nouveau gouvernement de « pencher plus à droite ». Đại sứ quán Pháp tại Việt Nam tiếp nhận thông tin Liên Xô sụp đổ như thế nào ? Đâu là thực trạng quan hệ giữa Pháp với Việt Nam và Nga sau đó ? RFI Tiếng Việt ghi lại hồi ức của cựu đại sứ Claude Blanchemaison trong buổi phỏng vấn ngày 07/08/2022. RFI : Ông làm đại sứ Pháp tại Việt Nam vào thời điểm Liên Xô tan rã cuối tháng 12/1991. Cơ quan ngoại giao Pháp và ông có đoán trước được sự kiện này không và phản ứng như thế nào ? Ông ở đâu khi biết được thông tin mà sau này làm thay đổi cục diện thế giới ? Đại sứ Claude Blanchemaison : Đoán trước ư ? Không hẳn vậy. Tôi tới nhận nhiệm vụ ở Hà Nội vào mùa xuân 1989. Tôi có hai tháng để chuẩn bị kỉ niệm Quốc Khánh Pháp ngày 14/07. Năm đó hơi đặc biệt vì là tròn 200 năm Cách Mạng Pháp. Tôi mời rất nhiều người. Dĩ nhiên vì đó là ngày lễ lớn nên có đại sứ Liên Xô lúc đó ở Hà Nội tham dự. Chị hỏi là tôi biết tin Liên Xô sụp đổ vào tháng 12/1991 như thế nào ? Tối hôm thông báo giải thể Liên Xô, tôi đang ăn tối với đại sứ Nga, lúc đó mới thay đổi. Ngài đại sứ mới, nhìn chung dân chủ hơn, nói thành thạo tiếng Pháp và tôi đã thắt chặt quan hệ với ông ấy. Chúng tôi vẫn thường trao đổi với nhau về tình hình ở Việt Nam, vì ông ấy từng là nhà ngoại giao trẻ ở Việt Nam và về Nga vì dĩ nhiên ông ấy là người Nga. Tối hôm đó, ông ấy hơi bối rối. Ông nói : Quốc kỳ vừa được đổi ở Matxcơva. Tôi nâng cốc để nói : Nhiều chuyện bất ngờ đang diễn ra ở Nga và trên thế giới và có lẽ phải ăn mừng điều này. Dù sao, ông ấy tiếp nhận sự kiện khá bình tĩnh. Trong suốt nhiệm kỳ của tôi, ông ấy đồng hành cùng sự kiện đang diễn ra thực sự ở Nga với sự thay đổi chế độ, dân chủ hóa, rồi ông Yeltsin lên cầm quyền. Chúng tôi thường xuyên thảo luận tình hình với nhau. Đối với Pháp, tình hình không thực sự thay đổi. Những chỉ thị mà tôi nhận được đều không có gì khác, có nghĩa là tiếp tục làm việc để Việt Nam và Pháp cam kết hợp tác hữu ích cho Việt Nam, trước tiên là để xây dựng một cấu trúc Nhà nước hiện đại, về mặt thuế khóa, cán cân chi tiêu, thương mại. Chúng tôi cũng làm nhiều việc trong lĩnh vực tư pháp bằng cách tư vấn, thông qua đội ngũ chuyên gia lớn đến từ Paris và những đối tác Việt Nam lúc đó vẫn thành thạo tiếng Pháp, kể cả ở cấp bộ trưởng, để hình thành luật thương mại cho nền kinh tế thị trường mở cửa với bên ngoài. Toàn bộ quá trình hợp tác này vẫn tiếp tục và không hề bị ảnh hưởng từ việc thay đổi chế độ ở Matxcơva. Người ta thấy những nhân viên hợp tác hữu nghị Liên Xô dần dần rời đi. Có một khu rất lớn dành riêng cho họ và rất nhiều người trong số này đã rời Việt Nam. Sự hợp tác Việt - Xô vẫn được duy trì nhưng đã thay đổi về bản chất. RFI : Ông còn nhớ phản ứng của người dân, của các nhà lãnh đạo Việt Nam sau khi Liên Xô sụp đổ không? Bối cảnh ở Việt Nam lúc đó như nào ? Claude Blanchemaison : Người dân rất thận trọng vì họ sợ là mọi phát ngôn quá lộ liễu hay quá ồn ào có nguy cơ phản lại họ. Vì thế, người dân quan sát. Dĩ nhiên những người mà chúng tôi biết, kể cả các nhà trí thức, thì họ nói về sự kiện đó, bàn luận với nhau nhưng tất cả đều rất thận trọng. Các nhà lãnh đạo, những người nắm quyền ở chính phủ và trong Đảng, đều lo lắng bởi vì nếu cả một chế độ như Liên Xô mà còn có thể sụp đổ thì liệu chế độ Việt Nam, rất giống trong cách vận hành, lại không hứng chỉ trích của người dân, của sinh viên ? Chúng tôi thấy thái độ của họ thay đổi. Có nghĩa là tất cả các nhà lãnh đạo đều muốn thể hiện gần gũi với người dân, đi thăm các nhà máy, mặc áo vải, đi dép lê và không còn đi ô tô che kín rèm cửa kính để tránh dân nhòm ngó nữa. Đôi khi họ cũng từ bỏ những biệt thự, những nơi nghỉ dưỡng bên bờ biển. Đây là chế độ đãi ngộ mà những nhà lãnh đạo, như trường hợp của Liên Xô, có thể được hưởng. Nói tóm lại là có sự thay đổi về suy nghĩ. RFI : Ông đã nói ở trên một phần về hợp tác Pháp-Việt trong giai đoạn đó. Ngành ngoại giao Pháp tính bước tiếp theo như nào ở Việt Nam, cũng như chính sách của Pháp đối với Việt Nam ? Claude Blanchemaison : Không có lý do gì để thay đổi đường lối của chính sách này vì đó là việc giúp Việt Nam hòa nhập với trường quốc tế, vừa về mặt chính trị bằng cách giải quyết vấn đề về Cam Bốt và vấn đề đó đã được giải quyết, vừa về mặt kinh tế bằng cách cố vấn, gợi ý Việt Nam chuẩn bị nhanh nhất có thể để gia nhập Hiệp hội các quốc gia Đông Nam Á - ASEAN, một vấn đề mà ban đầu không hề dễ dàng gì. Pháp cũng đảm nhiệm vai trò phát ngôn ở Bruxelles để tăng cường hợp tác giữa Liên Hiệp Châu Âu và Việt Nam. Nói tóm lại, chúng tôi vẫn tiếp tục đường lối đó, không thay đổi trong nhiệm kỳ của tôi. Nhiệm kỳ của tôi kết thúc với chuyến thăm cấp Nhà nước đầu tiên ở Việt Nam của một tổng thống nước Cộng Hòa Pháp, ông François Mitterrand. Chuyến công du đánh dấu rằng chúng ta đã sang trang mới, quá trình hòa giải đã hoàn thành, không còn chút kí ức nào về quá khứ và phải kiên định nhìn về tương lai và xem có thể làm gì cho Việt Nam trong lòng Đông Nam Á và Pháp trong Liên Hiệp Châu Âu. RFI : Vào thời điểm đó, liệu ông có nghĩ rằng cuối cùng lại là cơ hội cho ngành ngoại giao Pháp và cho ảnh hưởng của Pháp ở Việt Nam ? Claude Blanchemaison : Có. Dĩ nhiên là có. Có một lý do mà chúng tôi lấy làm tiếc là lúc đó người Mỹ vẫn chưa quay lại, Hoa Kỳ vẫn tẩy chay, cấm vận Việt Nam. Chúng tôi thấy việc đó hoàn toàn lỗi thời và tổng thống Pháp cũng nêu lên khi ông đến thăm Việt Nam. Trong các phát biểu, tổng thống François Mitterand đã yêu cầu công khai Hoa Kỳ dỡ bỏ lệnh cấm vận lỗi thời, sang trang chiến tranh và chuyển sang giai đoạn mới. Dĩ nhiên là ngành ngoại giao Pháp có một cơ hội, vừa đơn thuần về mặt chính trị, như tôi nêu ở trên, vừa về mặt kinh tế. Tôi nhớ là đồng nghiệp Úc lúc đó nói : Người ta thấy doanh nhân đổ về từ khắp nơi, họ lấy thị trường của chúng ta, v.v. Đúng là doanh nhân đã đến Việt Nam. Bản thân tướng Giáp, khi đến dự lễ Quốc Khánh Pháp ngày 14/07/1989, cũng nói bằng tiếng Pháp : Các doanh nghiệp Pháp phải khẩn trương sang Việt Nam vì khi người Mỹ quay lại, sẽ không còn chỗ nữa. Chúng tôi đã mở cửa một chút và mong muốn mở cửa, kể cả với Hoa Kỳ, với thị phần của người Mỹ. RFI : Sau sự kiện Liên Xô sụp đổ, ông còn ở lại Việt Nam thêm hai năm trong nhiệm kỳ. Ông thấy Việt Nam thay đổi như nào ? Liên Xô tan rã đã tác động như thế nào đến chính sách của Việt Nam ? Claude Blanchemaison : Tôi nghĩ là Việt Nam rất thực tế. Và điều này đúng đối với cả đội ngũ lãnh đạo, cũng như người dân. Đúng là việc Liên Xô tan rã, có thể là điều bất ngờ khó chịu vào thời điểm xảy ra nhưng cần phải sang trang mới. Và may mắn là Việt Nam đã tiến hành “Đổi mới” trước đó, có nghĩa là cải cách nền kinh tế, du nhập kinh tế thị trường, mở cửa nền kinh tế với thị trường thế giới. Và cần phải thúc đẩy phong trào này vì Liên Xô tan rã. Mô hình đó không còn, mà thực ra là đã thất bại. Việt Nam cũng nhận thấy Trung Quốc đã chuyển đổi sang kinh tế thị trường và mở cửa với thị trường thế giới từ vài năm trước. Do đó, phản ứng của Việt Nam là thúc đẩy quá trình với những bên muốn giúp họ, trong đó có Pháp, có Liên Hiệp Châu Âu, Úc và một số nước khác, nhưng chưa có Hoa Kỳ vì lúc đó người Mỹ chưa trở lại. Met democratieën kan het wel eens vreemd lopen. Frankrijk staat op zijn achterste benen omdat de partij van president Macron bij de parlementsverkiezingen geen absolute meerderheid heeft behaald. ‘Frankrijk is onbestuurbaar,' luidden vele koppen. ‘Macron wordt vijf jaar een lame duck,' schreven anderen. Gevolgd door speculatie over nieuwe verkiezingen.  Op een korte periode onder Mitterand na, heeft de partij van de Franse president de afgelopen 65 jaar een meerderheid in de assemblee gehad. En dus vinden de Fransen dat normaal, en met hen de democratische wereld. Het lijkt wel alsof de Franse kiezer van zelfverklaarde democraten een standje krijgt omdat die nu afwijkt en het heeft gewaagd ook voor de linkse en rechtse oppositie te stemmen. Hoe durven ze.  Het is een mechanisme dat de democratische wereld in de greep heeft gekregen: prachtig dat er verkiezingen worden gehouden, maar dan verwachten we wel dat de uitslag binnen de liberaal-democratische kaders vallen. Amerikanen die op Trump hebben gestemd, en dat wellicht weer gaan doen: foei! Hongaren die op Orban stemmen: schande. Boris Johnson, die liegt en bedriegt en gewoon blijft zitten: nou já.  Vooral binnen de Europese Unie is het tegenwoordig modieus om volkeren bestraffend toe te spreken als ze het liberale centrum verlaten en voor de linker- of rechterflank gaan. De Europese Commissie is een soort keuringsdienst van democratische waarden geworden, waar vaak maanden, en soms jaren wordt onderhandeld om de geest van een eigenwijs-dissidente lidstaat weer in de Brusselse fles de krijgen. Nu dus zelfs in Frankrijk, met een discussie of Macron volgens de grondwet nieuwe verkiezingen kan uitschrijven, of dat hij een jaar moet wachten.  De grondgedachte is merkwaardig. Los van de aanzienlijke kans dat Macrons partij ook bij nieuwe verkiezingen geen meerderheid haalt, is het de vraag of het allemaal zo erg is. Eén telefoontje naar Mark Rutte en hij krijgt zo een lijstje tips om tijdens een kabinetsperiode incidentele coalities te vormen.  De EU is een verbond van soevereine democratieën. Het zijn dus, in laatste instantie, niet hun leiders die de dienst uitmaken, maar hun kiezers. Het is het volste recht van de kiezer om te stemmen op wat in de ogen van menig toeschouwer een foute kandidaat is. Ook als de gevestigde orde dan vreselijk moet spartelen. Shelby had the privilege of being part of the team coordinating appearances for President Reagan, including the 1988 Reagan–Gorbachev Summit in Moscow, the Statue of Liberty's Centennial Celebration with President Mitterand of France, and a meeting of the NATO Alliance in Brussels. She went on to work in the U.S. Department of State as a protocol officer.
