The DOD Civilian Harm Mitigation and Response Action Plan (CHMR-AP) represents a significant step forward for global efforts to reduce civilian harm. The plan recognizes that reducing civilian harm is not just a moral imperative but a strategic priority. It lays out concrete steps that the Department of Defense can take to mitigate civilian harm caused by its operations. Larry Lewis, Marla Keenan, and Sabrina Verleysen join John Stimpson in this episode. They discuss the CHMR-AP and the decades of work on civilian harm mitigation that made it possible. Biographies Dr. Larry Lewis is a Principal Research Scientist in CNA's Operations Division. Dr. Lewis spearheaded the first data-based approach to protecting civilians in conflict by analyzing military operational data in conjunction with open-source data. He has worked extensively with militaries—including the U.S., NATO allies, and key U.S. partners—to help reduce civilian harm in their operations and strengthen their institutional capacity to mitigate such harm. Marla Keenan is a Principal Advisor to CNA and an expert in human security, the protection of civilians, civilian harm mitigation and response, and civil-military relations in armed conflict. She has conducted high-level advocacy with international and regional organizations, including the United Nations, African Union, and NATO. She formerly led all international programs for the Center for Civilians in Conflict (CIVIC), working directly with civilians caught in conflict and militaries to support improved protection outcomes. Sabrina Verleysen is a Senior Specialist in Strategic Development and brings expertise in government relations and Indonesian civilian-military relations. She supports the CHM portfolio as an analyst, builds partnerships, and convenes interagency stakeholders to improve information sharing and collaboration on CHMR. THE KELLY CARDENAS PODCAST PRESENTS Larry Lewis is set to enter his fifth season as an Assitant Coach of the UCSB Men's Basketball team, a position he accepted in September of 2019. In just his third year with the program, Lewis was a part of the Gauchos' first Big West Tournament Championship and NCAA Tournament appearance in 10 years. Lewis arrived in Santa Barbara after spending three years as the Director of Player Development/Assistant Coach for the Sacramento Kings. Prior to his three years on Sacramento's bench he spent three seasons with the Los Angeles Lakers, also as Director of Player Development/Assistant Coach. Before his elevation to the Lakers, he served two seasons as an assistant coach for the L.A. D-Fenders of the G-League. In his first year as a coach, after a long international playing career, Lewis helped the franchise post the best regular season record in G-League history (38-12) and earn eight NBA call-ups. Named an assistant on the G-League Select Team in 2012, he played a central role in the D-Fenders capturing the Development Champion Award, bestowed on the team that best embodies the G-League's goals of developing talent via call-ups and player assignments. In addition to his experience on the sidelines, Lewis' lengthy international playing career spanned 19 seasons and four continents, including stops in Argentina (2011), Spain (2001-11), Japan (1996-2000), Cyprus (1996), Great Britain (1993) and the Dominican Republic (1992). He also played one season in the United States Basketball League with Sarasota (1996), in the CBA with the Harrisburg Hammerheads and Rapid City Thrillers (1994-95) and for the silver medal winning Team USA in the Pan American Games (1995). A Morehouse College alumnus, Lewis turned professional in 1992 when he was drafted by the Albany Patroons of the CBA. The Biden Administration releases its FY22 DoD Budget, which increases the RDT&E request, including $874M in AI research. NIST proposes an evaluation model for user trust in AI and seeks feedback; the model includes definitions for terms such as reliability and explainability. EleutherAI has provided an open-source version of GPT-3, called GPT-Neo, which uses an 825GB data “Pile” to train, and comes in 1.3B and 2.7B parameter versions. CSET takes a hands-on look at how transformer models such as GPT-3 can aid disinformation, with their findings published in Truth, Lies, and Automation: How Language Models Could Change Disinformation. IBM introduces a project aimed to teach AI to code, with CodeNet, a large dataset containing 500 million lines of code across 55 legacy and active programming languages. In a separate effort, researchers at Berkeley, Chicago, and Cornell publish results on using transformer models as “code generators,” creating a benchmark (the Automated Programming Progress Standard) to measure progress; they find that GPT-Neo could pass approximately 15% of introductory problems, with GPT-3's 175B parameter model performing much worse (presumably due to the inability to fine-tune the larger model). The CNA Russia Studies Program leases an extensive report on AI and Autonomy in Russia, capping off their biweekly newsletters on the topic. Arthur Holland Michel publishes Known Unknowns: Data Issues and Military Autonomous Systems, which clearly identifies the known issues in autonomous systems that cause problems. The short story of the week comes from Asimov in 1956, with “Someday.” And the Naval Institute Press publishes a collection of essays in AI at War: How big data, AI, and machine learning are changing naval warfare. The Director for CNA’s Center for Autonomy and AI, Dr. Larry Lewis, joins Dave for a discussion on understanding and mitigating the risks of using autonomy and AI in war. They discuss some of the commonly voiced risks of autonomy and AI, in application for war, but also in general application, which include: AI will destroy the world; AI and lethal autonomy are unethical; lack of accountability; and lack of discrimination. Having examined the underpinnings of these commonly voiced risks, Larry and Dave move on to practical descriptions and identifications of risks for use of AI and autonomy in war, including the context of military operations, the supporting institutional development (including materiel, training, and test & evaluation), as well as the law and policy that govern their use. They wrap up with a discussion about the current status of organizations and thought leaders in the Department of Defense and the Department of the Navy.
CNA’s expert on Russian AI and autonomous systems, Samuel Bendett, joins temporary host Larry Lewis (again filling in for Dave and Andy) to discuss Russia’s pursuits with the militarization of AI and autonomy. Russian Ministry of Defense (MOD) has made no secret of its desire to achieve technological breakthroughs in IT and especially artificial intelligence, marshalling extensive resources for a more organized and streamlined approach to information technology R&D. MOD is overseeing a significant public-private partnership effort, calling for its military and civilian sectors to work together on information technologies, while hosting high-profile events aiming to foster dialogue between its uniformed and civilian technologists. For example, Russian state corporation Russian Technologies (Rostec), with extensive ties to the nation’s military-industrial complex, has overseen the creation of a company with the ominous name – Kryptonite. The company’s name – the one vulnerability of a super-hero – was unlikely to be picked by accident. Russia’s government is working hard to see that the Russian technology sector can compete with American, Western and Asian hi-tech leaders. This week Andy and Dave take a respite from the world of AI. In the meantime, Larry Lewis hosts Shawn Steene from the Office of Secretary of Defense. Shawn manages DOD Directive 3000.09 – US military policy on autonomous weapons – and is a member of the US delegation to the UN’s CCW meetings on Lethal Autonomous Weapon Systems (LAWS). Shawn and Larry discuss U.S. policy, what DOD Directive 3000.09 actually means, and how the future of AI could more closely resemble the android data than SKYNET from the Terminator movies. That leads to a discussion of some common misconceptions about artificial intelligence and autonomy in military applications, and how these misconceptions can manifest themselves in the UN talks. Larry Lewis built a 1,500 square foot hemp house, made out of industrial hemp in the Colorado mountains just west of Fort Collins in 2015. He has a successful business called, Acoustic Ranch Recording Studio, where he produces a variety of musical genres. He is a guitarist and vocalist that performs weekly singing his own original songs as well as classic hymns. Larry has managed five of the top tennis facilities in the United States where he conducted workshops. He developed the "Rainbow Tennis" program for young players.
