Jenny ist in einem eher strengen Elternhaus groß geworden und hat früh gelernt, sich an Regeln zu halten. Leanders Eltern Leon und Cora sind das komplette Gegenteil. Sie lebten jahrelang in Kommunen und erzogen ihren Sohn frei von Zwängen und Pflichten. Jetzt leben sie in einer kunterbunten Villa, bauen Gemüse und Gras an und engagieren sich politisch.  Leander ist unfähig einem geregelten Job nachzugehen und geht auch unangenehmen Aufgaben im Haushalt aus dem Weg. Jenny muss also allein für die Familie sorgen. Als sich Leon und Cora auch noch in die Erziehung und Ernährung der Kinder einmischen, ist das Maß voll. Who kept the courts sitting and the streetlights lit when the state had almost no money to pay anyone?Two hundred years ago, British local government ran on unpaid labour. In a parliamentary survey of the boroughs from 1835, two in three of the people doing local government work were not paid at all.James Robinson (University of Chicago, CEPR) explains how this succeeded in this week's episode of VoxTalks Economics. Robinson and his co-authors call this the "embedded state". Members of the elite willingly took the unpaid jobs because the postings carried prestige and led to Parliament, promotion or a paid post. Less glamorous or dead-end postings -- the jailer for example -- had to be paidBut the unpaid officers were more productive than the paid ones.Robinson argues this is not a quirk of England at that time. Rwanda runs a high-capacity state today on much the same basis, without ever raising the taxes the IMF says a proper government needs. Robinson's point is that this describes 20,000 officials in London; across the rest of the country, where fiscal resources were thin, most government work was done for free.Mark Goldie and the unpaid office-holder. The historian and political theorist Mark Goldie documented the scale of unpaid local office-holding in earlier work; Robinson and his co-authors took that observation and asked how to study it systematically, which led them to the 1835 report.The embedded state. A state has high capacity when it can implement policy and provide public goods. The embedded state does this without the fiscal resources to fund a modern bureaucracy, by drawing on the social structure of the society it governs to motivate people to do government work unpaid. Because that social structure differs from place to place, embedding looks different in 1830s Britain, in modern Rwanda, and in 1970s South Korea; understanding the state means understanding the sociology beneath it.Rwanda's state capacity. Robinson and Leander Heldring also study the organisation of the state in Rwanda, where most government workers are unpaid and the country has never raised the 15% of national income in taxes that the International Monetary Fund treats as the threshold for a functioning state, yet implements policy effectively.Elinor Ostrom and the commons. Elinor Ostrom won the 2009 Nobel Memorial Prize for showing that communities can organise to provide and govern shared resources without the state. Robinson's argument is that the interface between such collective provision and the state is productive rather than antagonistic.Somaliland and the Guurti. Somaliland has an elaborate clan structure, and its upper house, the Guurti, represents the clans. Robinson offers it as a case where anyone trying to improve public good provision should start from the existing social structure rather than from tax reform.The History of British Local Government. Beatrice and Sidney Webb's nine-volume history of English local government documents the medieval charters, inherited land and bequests that determined how much fiscal capacity each borough had. Full Text of Readings Holy Saturday At the Easter Vigil in the Holy Night of Easter Lectionary: 41 The Saint of the day is Saint Isidore of Seville Saint Isidore of Seville's Story The 76 years of Isidore's life were a time of conflict and growth for the Church in Spain. The Visigoths had invaded the land a century and a half earlier, and shortly before Isidore's birth they set up their own capital. They were Arians—Christians who said Christ was not God. Thus, Spain was split in two: One people (Catholic Romans) struggled with another (Arian Goths). Saint Isidore of Seville reunited Spain, making it a center of culture and learning. The country served as a teacher and guide for other European countries whose culture was also threatened by barbarian invaders. Born in Cartagena of a family that included three other sibling saints—Leander, Fulgentius and Florentina—Saint Isidore of Seville was educated by his elder brother, whom he succeeded as bishop of Seville. An amazingly learned man, he was sometimes called “The Schoolmaster of the Middle Ages” because the encyclopedia he wrote was used as a textbook for nine centuries. He required seminaries to be built in every diocese, wrote a Rule for religious orders, and founded schools that taught every branch of learning. Isidore wrote numerous books, including a dictionary, an encyclopedia, a history of Goths, and a history of the world—beginning with creation! He completed the Mozarabic liturgy, which is still in use in Toledo, Spain. For all these reasons, Isidore has been suggested as patron of the Internet. Several others—including Anthony of Padua—also have been suggested. Saint Isidore of Seville continued his austerities even as he approached age 80. During the last six months of his life, he increased his charities so much that his house was crowded from morning till night with the poor of the countryside. Reflection Our society can well use Isidore's spirit of combining learning and holiness. Loving, understanding and knowledge can heal and bring a broken people back together. We are not barbarians like the invaders of Isidore's Spain. But people who are swamped by riches and overwhelmed by scientific and technological advances can lose much of their understanding love for one another.Saint of the Day, Copyright Franciscan Media

Full Text of Readings Friday of the Third Week of Lent Lectionary: 241 The Saint of the day is Saint Leander of Seville Saint Leander of Seville's Story The next time you recite the Nicene Creed at Mass, think of today's saint. For it was Leander of Seville who, as bishop, introduced the practice in the sixth century. He saw it as a way to help reinforce the faith of his people and as an antidote against the heresy of Arianism, which denied the divinity of Christ. By the end of his life, Leander had helped Christianity flourish in Spain at a time of political and religious upheaval. Saint Leander of Seville's own family were staunch Christians: his brothers Isidore and Fulgentius were named bishops, and their sister Florentina became an abbess. Leander entered a monastery as a young man and spent three years in prayer and study. At the end of that tranquil period he was made a bishop. For the rest of his life he worked strenuously to fight against heresy. The death of the anti-Christian king in 586 helped Leander's cause. He and the new king worked hand in hand to restore orthodoxy and a renewed sense of morality. Leander succeeded in persuading many Arian bishops to change their loyalties. Saint Leander of Seville died around 600. In Spain, he is honored as a Doctor of the Church. Reflection As we pray the Nicene Creed every Sunday, we might reflect on the fact that that same prayer is not only being prayed by every Catholic throughout the world, but by many other Christians as well.
