During Hurricane Katrina, thousands of people were locked in the Orleans Parish jail complex as the storm made landfall.In the third of a series remembering that crisis, The Gulf States Newsroom's Kat Stromquist visits with a mom whose son survived the storm in the jail — and speaks with experts, who say disaster planning could improve in jails and prisons.New research out of Tulane University's Newcomb Institute has found a definitive link between long heat waves and the incidence of domestic violence. The data came out of New Orleans and it's especially concerning in a geography that stands to see heatwaves intensify and increase in frequency.Anita Raj, executive director of the Newcomb Institute of Tulane University, tells us more about the findings.The Universities of Louisiana Maritime Academy is making progress in its effort to establish a combined higher-ed effort to bolster the maritime workforce. Fewer than 400,000 people live in Orleans Parish. Every year we also have around 19 million temporary residents. Also known as “tourists.” New Orleanians tend to think of these two populations as distinct – even at odds with each other. But in fact, our local economy is entwined with our tourist economy in ways you might not expect. A great case study is a business called Chateau Sew. Chateau Sew is a fabric store on St Charles Avenue. They sell sewing patterns, supplies, and specialty fabrics. The owner of Chateau Sew, Laura Fenner, also teaches sewing classes. There’s no bar at Chateau Sew. You can’t get a hurricane. Or a muffuletta. Or a New Orleans T-shirt. But when it comes to customers, tourists outnumber locals. Apparently, they’re mostly a lesser-known sub-genus of tourist, called “quilters.” When out-of-town quilters visit Chateau Sew they’re looking for unique fabrics they can’t get anywhere else. Nine  LSU prospects were selected along with three from Tulane, and a handful more from Southern, Southeastern and Louisiana Tech – but some of the picks took baseball experts by surprise. Koki Riley covers LSU baseball for The Baton Rouge Advocate. (The Center Square) − Court records reviewed by The Center Square show a pattern in which defendants in Orleans Parish initially facing multiple felony weapons charges have had the vast majority of those charges dismissed, often as part of plea deals that result in minimal jail time and little long-term supervision. Meanwhile, the Orleans Parish District Attorney's office, led by District Attorney Jason Williams, revealed last week that they have refused nearly 40% of felony cases in the last year. Take the case of Tyrone Howard, for instance. Ten inmates escaped the Orleans Parish Justice Center last Friday, the biggest jailbreak in state history. Three of the men were captured shortly after they fled, and one more was arrested last night. Local and state law enforcement officials all seem to be pointing blame at one another. WWNO/WRKF reporter Matt Bloom has been covering the story and  joins to give us an update. Hellenic heritage will be on full display when the Greek Festival returns for its 50th year. The host, New Orleans' Holy Trinity Greek Orthodox Cathedral is  celebrating its 160th anniversary. It's  the oldest existing Orthodox community in the Americas. Maggie Maag, chair of the church's Archives Committee, a conservation group also known as Keepers of the Faith, tells us more about the city's Greek history and this year's festival. “Kitten season” is in full swing, and it sounds much cuter than it is. Christy joined the Louisiana Baptist Children's Home & Family Ministries staff in May 2019 as a Foster Care and Adoption Specialist for the Shreveport region. In May 2024, Christy was appointed as Connect1Child Director of Foster Care & Adoption Services. Christy received a Bachelor of Arts in Sociology from Louisiana Tech University and a Master of Social Work from Stephen F. Austin State University. Christy is a Licensed Clinical Social Worker with over 10 years of experience in foster care and adoption. She and her family also had the opportunity to serve as foster parents in Orleans Parish while her husband attended New Orleans Baptist Theological Seminary. Christy is passionate about individuals, families, churches and organizations working together to respond to the current foster care crisis. When asked about her favorite part of her job, Christy said, "When a gospel-centered person or family answers the call to foster, I love seeing their friends, families and church members wrap around them with practical support and prayer. Renowned on the culinary scene, chef Isaac Toups is a four-time finalist for James Beard  “Best Chef: South” and co-owner of the award-winning restaurant Toups Meatery with his wife, Amanda Toups.  Since the pandemic, however, the duo has also co-founded a nonprofit called Toups Family Meal that is dedicated to remedying food insecurity in New Orleans. To date, TFM has served over 175,000 meals to Orleans Parish residents. In part one of our conversation, the Toups share how this new venture came about and what they've accomplished so far.

The city of New Orleans is in Orleans Parish. For reasons that are mainly economic and infrastructure-related, Orleans and neighboring Jefferson Parish are inter-dependent.  The two parishes are very different. The rivalry between them isn't on the scale of the Saints and the Flacons, but it's definitely real. If you live in Jefferson Parish, the basic perception is, “Sure, New Orleans has great restaurants and music clubs but it's dangerous, dirty, and dysfunctional.” If you live in New Orleans, the perception is, “Sure, everything works in Jefferson Parish, but it's sterile and soulless.” Nothing illustrates the real-world differences between the parishes better than the business stories of this editon of Out to Lunch's two guests. The Tale In Jefferson Parish, the heart of the retail economy is Veterans Boulevard. There used to be a bowling alley on Veterans, called Paradise Lanes. In 1995 it was knocked down and replaced by a Barnes & Noble bookstore. The owners of the bowling alley retained a retail space in the New Barnes & Noble building. They called their new store Paradise Cafe & Gifts. 21 years later, in 2016, two of the owner's granddaughters, sisters Jenny McGuinness and Jessica Woodward, along with their mom, Linda Dalton, transformed the store into a home accessories and gift shop, and called it Phina. Next, they opened two more Phina stores – one on Metairie Road and another on Harrison Avenue. In 2023 they bought a company called The Basketry, that specializes in personal and corporate gift baskets. Today the combined companies have 50 employees and business is booming.  Our story from Orleans Parish is equally successful. It's based on a single word. A word that, if you live in Orleans Parish, has enormous practical and symbolic meaning: Potholes. Nothing typifies the perception of the dysfunction of the city of New Orleans like the pot-holed state of our streets. In 2019, an anonymous person started an Instagram account illustrating the sorry condition of our streets. The name of the account is the sentence many New Orleanians say or think as they drive or bike around town, Look at This Effin Street. (On Instagram "effin" is the f-word. Because none of our podcasts are explicit we're sticking with "effin" to avoid the bot-police.) The Look at This Effin' Street Instagram account was an instant success. People started contributing photos of New Orleans streets and today the account has over 120,000 followers – including by the way, The City of New Orleans. How do you monetize this kind of social media success? You can't exactly sell potholes. But you can sell merch about potholes. And that's what the anonymous founder of Look at This Effin Street did. He contracted with a local merch company, InkMule, to make stickers, baseball caps, T-shirts and other pot-hole merch. The anonymous business-person behind this successful social-media driven venture is still anonymous. On this edition of Out to Lunch we referring to him as Effin Street. Two Parishes Next time you're driving along Veterans Boulevard, Harrison Avenue, or Metairie Road, you might notice one of the three Phina stores. But you probably won't think anything at all about the street you're driving on. If you keep driving east from there on surface streets, you'll cross the parish line into Orleans Parish. At that point you may well find yourself remarking, “Look at this effin' street.” Jenny and Effin Street's respective experiences are model examples of the differences between Orleans and Jefferson parishes. But their histories and businesses are also representative of the synergy that exists between the two parishes and the people who live, work and play in both of them. About an hour north of Jackson, Miss. the Justice Department is investigating a small town's police force. The allegations? Unlawful stops, retaliation, racist roadblocks and excessive force. As the Gulf States Newsroom's Kat Stromquist reports, residents still worry they won't see change.Property taxes are the basic means by which our government has money to operate, but many residents often don't completely understand how they work. Thankfully, the Bureau of Governmental Research is on a mission to better inform Orleans Parish voters on how these  taxes impact them.  BGR's President and CEO Rebecca Mowbray tells us what residents can learn from the organization's recently-released property tax dashboard.  The end of Mardi Gras means the beginning of Lent, and even if you don't observe the holiday, the days following Fat Tuesday are often marked by at least a few days without drinking — or maybe, just indulging a little less. But there was a time when alcohol was illegal throughout the country — although the ban on booze was largely ignored in south Louisiana.  Back in December, WRKF's Adam Vos spoke about prohibition history with Sam Hyde, professor of history and director of the Center for Southeast Louisiana Studies at Southeastern Louisiana University. It's New Orleans: Out to Lunch

According to the most recent statistics, under 400,000 people live in Orleans Parish. In a regular year, around 19 million people come to visit us. These tourists spend a total of close to $10B. This reportedly contributes a massive 40% of the city's annual tax revenue. Is having a tourist-dependent economy good for us? Or bad for us? Well, that depends who you ask. Many people who work in hospitality point out that their jobs are poorly-paid, with few if any benefits. There's no job security. And they claim that a tourist-based economy traps them - and the city - in a cycle of poverty that does nothing but perpetuate a glaring wealth gap. On the other hand, people in organizations that promote New Orleans tourism – whose incomes are typically substantially larger than hospitality workers - claim tourism is vital. They say that without tourism our individual taxes would have to increase by thousands of dollars a year, and our entire city economy would be strained to the point of collapse. Which side of this argument is true? Petr Ricchiuti puts that question to Dr. Andrew Ward. Dr. Ward is an Assistant Professor of Political Science and International Development at Tulane University, and he specializes in a branch of practical study called Sustainable Tourism. In 2018 we introduced you to Allison Albert Ward. At that time, Allison had quit her job as an accountant and founded a company called Pet Krewe, making costumes for pets. That has turned out to be a good move. Today, Pet Krewe's costumes are sold in 600 independent stores and several mass retailers in the United States. They're also sold internationally. Outside of China, Pet Krewe is the biggest pet costume company in the world. But, even after achieving world domination, Pet Krewe is not slowing down. They've formed partnerships with Hasbro, Sesame Street, and others, and their business continues to grow by hundreds of percent a year. I had no idea what restorative justice was up until two years ago. It was naïve of me to think that justice was always “served” in the courts of law – buildings with high plinths, long walkways and large rooms with the typical setup that we see on screen. And because I did not think it was possible to create spaces for conflict resolution and reconciliation outside of the courts, the first time I saw circle work being done within the restorative justice method, I was surprised by the candidness and vulnerability of the circle participants and how deeply satisfying the process was. Shailly Agnihotri, is the founder of The Restorative Centre in New York, which she started in response to the heartbreak she experienced as a public defender trying to attain justice for her clients.
