Sex Predator When He was A Scout Leader And Cop, The Investigation. The story of a chilling investigation that started with an eerie phone call and unraveled a web of crime involving a former priest, a millionaire, and multiple legal professionals is one that sounds almost too bizarre to be real. However, this case, which unfolded in Texas, proved to be one of the most shocking sex crime investigations in recent history. Follow the Law Enforcement Talk Radio Show and Podcast on Facebook, Instagram, LinkedIn, Newsbreak, Medium and most all social media platforms. You can listen to the interview as a free podcast on the Law Enforcement Talk Radio Show and Podcast website and platforms like Apple Podcasts, Spotify and most major podcast platforms. The Start of the Investigation Brian Baxter, our guest, is a retired officer from the Texas Department of Public Safety. He had an extensive career in law enforcement. But one of the strangest cases he encountered came when he was a District Commander and a Girl Scout leader for his daughter’s troop. It all began with disturbing phone calls to the Girl Scouts of America (GSA) office from a man with a "creepy old voice" offering "free kittens to any little Girl Scout." The calls became more explicit over time, prompting the GSA representative to contact law enforcement. He assigned the case to Detective Joel Callaway of the Texas Department of Public Safety. Sex Predator When He was A Scout Leader And Cop, The Investigation. Read the supporting stories about this and much more from Law Enforcement Talk Radio Show and Podcast in platforms like Medium, Newsbreak and Blogspot. By comparing audio recordings, Callaway identified the suspect as a 77-year-old predator. He was no ordinary suspect; he was a former priest, a millionaire, and a member of the Society of Saint Pius X. The subsequent investigation would reveal horrifying crimes involving child exploitation and online solicitation of minors. A Web of Deception Unraveled After months of investigation, authorities gathered enough evidence to obtain search and arrest warrants. The predator was arrested on March 26, facing charges of possession of child pornography and online solicitation of a minor. Additional charges were expected as more victims came forward. The interview is available as a free podcast on the Law Enforcement Talk Radio Show and podcast website, also available on platforms like Apple Podcasts, Spotify, and most major podcast outlets. The case took an even darker turn when investigators uncovered fraudulent Facebook pages and online messages indicating that the predator had been trying to persuade people to adopt children overseas and hand them over to him. His digital footprint spanned Facebook, Instagram, and various other online platforms, revealing a disturbing pattern of predatory behavior. The Mysterious Death and Forged Will Despite his wealth, the predator remained in jail for several days before multiple bail bondsmen worked together to secure his release. However, just two months later, on June 4, 2014, the predator was found dead in his Santa Rita home. His cause of death was initially ruled as natural, but the situation quickly grew suspicious when a handwritten will appeared just 12 days later. Sex Predator When He was A Scout Leader And Cop, The Investigation. Follow the Law Enforcement Talk Radio Show and podcast on Facebook, Instagram, LinkedIn, Newsbreak, Medium and most all social media platforms. This new will, which raised multiple red flags, led to another layer of criminal activity involving two bail bondsmen, two attorneys, and millions of dollars in disputed assets. Investigators soon uncovered evidence of forgery and financial fraud, expanding the case beyond child sex crimes into a multi-agency probe of corruption and theft. The Role of Brian Baxter Brian Baxter, now with Performance-Critical, played a crucial role in the case’s early stages. With decades of experience in organized crime investigations, narcotics enforcement, and tactical training, he had encountered numerous high-stakes criminal operations. His involvement in the sex predator case highlighted the ethical and emotional conflicts that law enforcement officers often face, especially when dealing with crimes against children. Check out the show on Facebook, Instagram, LinkedIn, Newsbreak, Medium and most all social media platforms Beyond this case, Baxter’s career in law enforcement is marked by significant contributions, including rewriting the Texas Department of Public Safety’s use-of-force curriculum and leading critical training programs for officers. His expertise spans police training, human trafficking investigations, and child exploitation operations. Media Coverage and Public Interest The sex predator case gained widespread attention, with news outlets, and investigative journalists covering the shocking details. Platforms like his Brian's interview on the Free Podcast version of the Law Enforcement Talk Radio Show is available on their website, in addition to Apple Podcasts, Spotify, and multiple podcast platforms. They discuss its implications on law enforcement procedures and the dangers of online predators. Social media discussions on Facebook and Instagram have kept the story alive, ensuring continued awareness of the threats posed by child predators. Sex Predator When He was A Scout Leader And Cop, The Investigation. It is available as a free podcast on the Law Enforcement Talk Radio Show and Podcast website, on Apple Podcasts, Spotify and most major podcast platforms. Conclusion The case of this sex predator serves as a stark reminder of the hidden dangers within communities and institutions. It also underscores the importance of vigilant law enforcement and public awareness in combating sex crimes and corruption. As investigations continue into the financial fraud connected to the predator's death, one thing remains clear: justice is a complex and ongoing process, requiring the dedication of individuals like Brian Baxter and his colleagues. Volunteering to be the best scout leader you can be will always leave a legacy. Many scout leaders “pay it forward” through selfless service to others. Adult leaders must understand the level of their commitment to preventing burnout. Long or short-term leaders need to have a game plan. Developing a leadership team within the unit is critical to success. Adult leaders throughout the year should have activities that focus on the fellowship and teamwork of the leadership. Being recognized for their achievements has more significant when awarded in a leadership team.

The Safety Doc Podcast
Exempting Disabled Students from Safety Drills with Attorney James Sibley

The Safety Doc Podcast

Play Episode Listen Later Mar 29, 2019 95:05

Attorney James Sibley is a potent advocate for special needs students and their families fighting for fair treatment. In this episode of the Safety Doc Podcast, Attorney Sibley and host David Perrodin discuss the sprawling practice of limiting or exempting students with disabilities from school safety instruction, drills and access to threat reporting systems. James and David employ authentic stories that educators and parents will relate to in this vibrant discussion that is not about assigning blame and all about a more informed way for parents, educators and students to think about how to calibrate inclusive school safety. REASONS FOR EXEMPTING CHILDREN WITH SPECIAL NEEDS FROM SAFETY INSTRUCTION. Attorney Sibley explains that educators think they are somehow "protecting" students with special needs by limiting their participation in safety drills. Many of these students present unique challenges during emergency situations and they shouldn't just be included in regular safety planning, there should be specialized safety plans in place for them. And, for those plans to be successful there needs to be preparation and practice. Dr. Perrodin adds that the hyper-realistic design of contemporary school intruder drills also prompts educators and parents to limit students with special needs from exposure to these types of drills. However, the question also arises of the appropriateness of these drills for all students and staff. Has the threshold of “reasonable” safety drills been crossed? LAWS FOR STUDENT SAFETY INSTRUCTION: IDEA and ADA. Attorney Sibley describes two of the primary laws that impact student safety instruction. The Individuals with Disabilities Education Act (IDEA) is a piece of legislation that ensures the approximately 8 million students with a disability are provided a Free Appropriate Public Education (FAPE) that is tailored to their individual needs. Students with disabilities that receive special education or related services have a plan developed by the school team and parents to meet the needs of the child. That plan can, and should, include specific instruction and supports to ensure the student's safety is maintained during a crisis situation. The other significant piece of legislation addressed by Attorney Sibley is the Americans with Disabilities Act (ADA). People commonly think of this in terms of ramped entrances and accessible bathrooms. However, he brought awareness to Chapter 7 Addendum 2: The ADA and Emergency Shelters: Access for All in Emergencies and Disasters identifies that one of the government's (including schools) primary responsibilities is to protect people during disasters and emergencies and to provide shelter that accommodates all persons, including people with disabilities. INCORRECT APPLICATION OF THE IEP PROCESS RELATIVE TO STUDENT SAFETY. First, you can't do something in the IEP that would violate the ADA. The IEP has a portion that includes testing accommodations and Attorney Sibley mentioned that as teams discuss this section it is sometimes incorrectly broadened to include participation in safety instruction. Ultimately, students can't be exempted from school safety instruction or drills for any reason. ASKING QUESTIONS IS THE WAY TO LEARN ABOUT A STUDENT'S SAFETY INSTRUCTION AT SCHOOL. Attorney Sibley believes much can be learned when parents adopt an inquiry-based approach to learning about their child's school safety instruction and participation in drills. He gave the example of the following questions a parent might pose to school staff: “Are these drills designed to increase and enhance the safety on the campus? And if the answer is yes, is there some reason that you don't want my child to be safe – as I want them to be safe and I assume you do, too.” WE UNDER-ESTIMATE THE POTENTIAL OF CHILDREN WITH DISABILITIES DURING CRISIS SITUATIONS. Dr. Perrodin gave accounts of educators that exempted children with special needs from drills only because they anticipated that they would not perform well during the drill. In fact, the student had never been afforded the opportunity to demonstrate competency in the drill. Attorney Sibley added a story of when he was a Scout Leader and the Scouts, including some with disabilities, needed to respond to a rapidly rising river. Although the Scouts hadn't practiced for that specific scenario, they had practiced for unforeseen situations and also recognized a chain of command. They processed the flood without panic and, as Attorney Sibley underscores, students with special needs will surprise us with how well they can handle emergency situations.  FOLLOW DR.
