Eesti eesistumise ajal Euroopa Liidu Nõukogus juhtis Luukas digipoliitika tiimi ja programmi Eesti Alalises Esinduses Euroopa Liidu juures. Samuti on Ilves töötanud nii Riigi Infosüsteemi Ametis kui Kaitseministeeriumis. Luukasel on bakalaureusekraad Stanfordi ülikoolist rahvusvahelistes suhetes. Tema isa on president Toomas Hendrik Ilves ning ema ameeriklanna Merry Bullock. Zes gesprekken over de (on)overbrugbare kloof tussen oost en west. Met zes nationale én internationale gasten. Over de verhoudingen in Europa, die door de Russische oorlog in Oekraïne op z'n kop gezet. Met als derde Perestroj-gast: schrijver Sana Valiulina, opgegroeid Estland, gestudeerd in Moskou en in 1989 vertrokken naar Nederland. "Europa, word wakker." De Russische oorlog in Oekraïne bevindt zich op een belangrijk ijkpunt, zegt Valiulina, nu er oorlogsmoeheid  in Europa optreedt en West-Europa toch denkt aan de portemonee van de burgers. Het is opnieuw de kloof tussen Oost- West-Europa die zich toch weer opent. "Juist nu moeten de regeringen van Europese landen heel goed aan hun bevolking duidelijk moeten maken om echt door te zetten om Oekraïne te steunen."  In dit gesprek praten Geert Jan en Floris met Sana Valiulina over de rol van haar vader in haar leven, de relaties binnen Europa, de Russische dreiging voor Estland, waarom ze vertrok naar het Westen koos en of je wel moet praten met Vladimir Poetin. Het Westen had beter kunnen weten. Áls het had geluisterd naar Toomas Hendrik Ilves. De president van Estland van 2006 tot en met 2016 waarschuwde het Westen  voor Poetin en zijn imperialistische ambities. Maar Berlijn, Parijs en Den Haag luisterden niet  "Je kunt de Russen niet vertrouwen", meent Valiulina. "Poetin komt uit de veiligheidsdienst. Eens een KGB'er, altijd een KGB'er." Het waren economische belangen, desinteresse en fixatie op de Verenigde Staten die  West-Europa de ogen deden sluiten voor wat er in Rusland gebeurde, stelt Valiulina vast. Valiulina, opgegroeid in de Sovjet-Unie, in Estland, keek altijd al naar het Westen. Dat werd haar door haar vader op het hart gedrukt. Als krijgsgevangene tijdens de Tweede Wereldoorlog belandde hij in Frankrijk en Engeland om later gedwongen terug te keren naar de Sovjet-Unie. Hij nam zijn Westerse indrukken mee en bracht die over op zijn dochter.  Ze zag de Russische invasie niet aankomen en sindsdien leeft Valiulina tussen hoop en vrees. "Mijn geestestoestand is vrij wankelmoedig." Sana Valiulina (1946) schreef onder andere Didar en Faroek, Kinderen van Brezjnev en het essay Wortel en tak. Je kunt haar boeken hier bestellen. Dit jaar kwam de documentaire Turn your Body to the Sun van Aliona van der Horst uit. Hierin gaat Valiulina op zoek naar het noodlot van haar vader tijdens de Tweede Wereldoorlog. This week's episode goes back a decade and a half to the 2007 cyberattacks on Estonia--and brings the conversation to today, both with lessons we can learn from the country's digitalization and information security awareness and with discussion of how Russia's earlier aggression previewed its recent invasion of Ukraine.Toomas Hendrik Ilves served as Estonia's Ambassador to the United States, Canada, and Mexico and then its Foreign Minister (twice) before becoming the country's president in 2006. During the first of his two five-year terms in that office, Estonia suffered a wave of Russian or Russian-backed cyberattacks that shut down much of the highly online country. Eesti inimõiguste keskus hakkas sellest nädalast pakkuma tasuta nõustamist andmekaitse vallas. Miks on ühiskonnas selle järgi vajadus? „See on otseselt inimõigustega seotud valdkond,“ kõneleb keskuse digiõiguste ja andmekaitse valdkonna jurist Mari-Liis Vähi. „Andmed on ikkagi osa meie identiteedist ja privaatsusest.“ Ta toob näitena tööandja, kes võib tunda huvi sinu poliitiliste vaadete vastu ja lähtuvalt sellest näiteks valida, keda koondada. Aga poliitilised eelistused ei tohiks olla üldse tema asi. Vähi sõnul tuleks oma andmeid kaitsta sisuliselt igaühe eest: „See võib olla sinu uudishimulik naaber, endine elukaaslane, kiuslik klassikaaslane kui ka pahatahtlik häkker, küberkurjategija, kes soovib su krediitkaardiandmeid,“ hoiatab ta võimaluse eest, et abstraktsete bittide ja baitide taga seisavad konkreetsed eurod. Sel nädalal oli kõigil meelel ka Facebook – mitte üksnes oma kuuetunnise katkestuse pärast, vaid USA senati ees andis tunnistusi ka lokulööja Frances Haugen, kes hoiatas sotsiaalmeedia kahjuliku mõju eest ühiskondadele. Vähi tõstab esile, et ega me nende platvormide puhul pole suutelised isegi kontrollima, kas see, kuidas nad meie andmeid töötlevad, on üldse õiguspärane. Riike saab vähemalt juhtida läbi kohtute. Nii nagu tegi nüüd riigikohus otsuse, mis keelas sideandmete laussäilitamise. Vähi sõnul tulebki teinekord riiki kunstlikult tekitada, et ta liiga efektiivseks ning seega ohtlikuks ei muutuks. „Kuigi mugavus ja edulugu on olulised ja edendavad meie elu, peab privaatsuse ning andmete kaitseks olema teinekord ka tehislikult ebamugav,“ sõnas ta. Saates veel Meil on näiteks president Toomas Hendrik Ilves korduvalt öelnud, et mis te muretsete valituste nuhkimise pärast, kui ise sotsiaalvõrgustikele kõik ära annate. Full show notes: here Bio: Toomas Hendrik Ilves is an Estonian politician who served as the fourth President of Estonia from 2006 until 2016. Ilves worked as a diplomat and journalist, and he was the leader of the Social Democratic Party in the 1990s. He served in the government as Minister of Foreign Affairs from 1996 to 1998 and again from 1999 to 2002. Later, he was a Member of the European Parliament from 2004 to 2006. He acquired his education in the United States – he graduated from Columbia University in New York City in 1976 and received his Master's degree in Psychology from the University of Pennsylvania in 1978. 1984 he moved to Europe, to work at the office of Radio Free Europe in Munich, Germany, first as a researcher and foreign policy analyst and later as the Head of the Estonian Desk. From 1993 to 1996 Toomas Hendrik Ilves served in Washington as the Ambassador of the Republic of Estonia to the United States of America and Canada. During this time he initiated with education minister Jaak Aaviksoo the Tiger Leap initiative to computerize and connect all Estonian schools online. From 1996 to 1998, he was Minister of Foreign Affairs. After a brief period as Chairman of the North Atlantic Institute in 1998, he was again appointed Minister of Foreign Affairs, serving until 2002. He also served as the standing rapporteur on the Association agreement with Albania. IPA is a non-profit organization dedicated to exploring the role of information activities, such as influence and cognitive security, within the national security sector and helping to bridge the divide between operations and research. In his address to the IIEA, Mr Ilves discusses security and democracy in the digital era. Mr Ilves outlines the threats, dangers and the imperatives for defending against these challenges. Mr Ilves also discusses the role of the European Union, which he argues is a structure better suited to confront these challenges than a nation-state based approach, particularly for Europe's smaller nation-states. This is the second event in an IIEA project entitled Europe's Digital Future, which is exploring the topic of ‘digital sovereignty' in Europe. As part of this project, which is supported by Google, a year-long programme of events and research is exploring what this concept means, and what future it might herald for the EU and for small, open economies like Ireland. About the speaker: Toomas Hendrik Ilves is a former president of Estonia (2006-2016) and widely known for promoting the digitisation of Estonia's government. Mr Ilves previously served as vice-president of the Foreign Affairs Committee of the European Parliament (2004-2006), foreign minister of Estonia (1996-2002) and Estonia's first post-independence ambassador to the U.S. Mr Ilves has served as chairman of the World Economic Forum's Global Agenda Council on Cyber Security. He is a member of the Kofi Annan Foundation's Global Commission on Elections and Democracy in the Digital Age. Mr Ilves is also a Commissioner of the Transatlantic Commission on Election Integrity in the Alliance of Democracies Foundation.

The "AI and COVID-19 Digital Disinformation Initiative" is carried out in partnership with the OSCE's Office of the Representative on Freedom of the Media's #SAIFE project. Marcus Kolga is an international award winning documentary filmmaker, journalist, digital communications strategist, and a leading Canadian expert on Russian and Central and Eastern European issues. Marcus has a focus on communications and media strategies as tools of foreign policy and defence, and continues to write commentary for national and international media including the Globe and Mail and Toronto Star. He is the co-founder and publisher of UpNorth.eu, an online magazine that features analysis and political and cultural news from the Nordic and Baltic region. He frequently comments on Russian, Eastern and Central European issues on North American radio and television and at foreign policy conferences. Marcus is involved with international human rights organizations and national political organizations. In 2008 he spearheaded an effort to make August 23rd, the anniversary of the Molotov-Ribbentrop Pact, a Canadian national day of remembrance for the European victims of Nazism and communism - Black Ribbon Day - by drafting a parliamentary resolution that was introduced and passed by Hon. Bob Rae. In 2015, Marcus was awarded the Estonian Order of the White Star by President Toomas Hendrik Ilves.

Estonia, a tiny Baltic state, was hit by a giant shockwave in March when a political party promoting white supremacist views won nearly 18 percent of the vote in a general election. A second shockwave hit when Jüri Ratas, the leader of the liberal-left Centre Party, invited the party, called EKRE, to form a coalition government. The powerful interior and finance ministries went to two EKRE leaders, Mart Helme and son Martin Helme; the family double act excels in racism, sexism and homophobia, and their followers spread the alt-right conspiracy theory that immigrant invaders are replacing so-called true Europeans. Last month, fascism defender Jaak Madison became the first EKRE representative to win a seat at the European Parliament. EKRE now has a strong role representing Estonia on the international stage where it threatens the country's carefully nurtured image as an advanced and open society that teems with startups and digital services. With a rather different Estonia emerging — an Estonia where the kind of accommodation that allowed EKRE into government has echoes with the rise of fascism in the 1930s — we travel to the capital Tallinn to hear from people who have taken a stand. Ahto Lobjakas is a former Brussels correspondent whose outspoken commentary at home frequently made him a government opponent. He is now more like an enemy of the state amid creeping censorship and threats to his personal safety. A former president of the country, Toomas Hendrik Ilves, is among those who have come to Lobjakas’ defence. We also talk to two leaders of anti-EKRE protest movements. Kristi Roost helped start the online campaign Kõigi Eesti this year with the goal of preserving Estonia as a respectful and inclusive country. A core group, including Silver Tambur, the co-founder of online magazine Estonian World, has grown to 27,000 members. Click here for Kõigi Eesti's video. Maris Hellrand, a civil society activist and journalist, takes a more direct approach by leading street protests outside Estonia’s seat of government, Stenbock House. She also has helped turn the tables on EKRE by promoting a lapel pin displaying “pink spittle,” which is one of EKRE’s epithets for their opponents. Neither movement was able to stop EKRE from joining the government or the European Parliament. But they are run by determined and imaginative campaigners. To start the show, we check in with Cas Mudde, a Dutch political scientist renowned for his work on populism and the radical right. Mudde offers some general thoughts on EKRE and on whether Moscow may have had a role in its rise, as was the case for some other far-right movements in Europe. Recorded on June 22nd, 2018 At the Copenhagen Democracy Summit, Peter Robinson moderated a panel discussion featuring prominent politicians from some of the world’s leading democracies as they discussed why democracy is declining around the world and what the prospects for democracy are in the future. They discussed how we can build friendships that will support our ambition of bringing together an international alliance of democracies for a freer and more prosperous world. Participants include José María Aznar, former Prime Minister of Spain; Felipe Calderón, former President of Mexico; Nick Clegg, former Deputy Prime Minister of the United Kingdom; Stephen Harper, former Prime Minister of Canada; and Toomas Hendrik Ilves, former President of Estonia and Hoover Institution fellow. For many citizens around the world they do not feel that democracy is working, that there is too much corruption, too much nepotism, and too much bad behavior for democracy to survive. The 2008 crisis and the technology revolution created continued suffering, and citizens feel that democratic systems are not working and that the citizens are burdened with the consequences. The weaponizing of social media has further exacerbated the pain as bad actors can quickly mobilize and cause more confusion and problems. So what can be done? Countries need to work together and act super-nationally to give their citizens as well as citizens of other countries security, prosperity, and sustainability. Countries need to use technology to implement coordinated responses to quickly stop the misleading attacks that are causing disruption, disinformation, and decentralization. Democracies need free and fair elections, an independent judicial system, an independent legislature, freedom of speech, property rights, and an immigration system that works for everyone especially the citizens of a country. Populism and disagreements are expressions of democracy, and disagreements do not mean we should delegitimize and reject unconventional choices for leaders and label them undemocratic. When we do that, we are heading in the wrong direction. Instead we should ask: what are our citizens telling us and why are they unhappy? How can we offer citizens democracies with better solutions? As a world, we need to provide security together, but strength comes from within. Countries need to address the shortcoming of how democracies are developed socially, economically, and politically in their own countries first. Democracies must be able to adapt and innovate and they must be allowed the freedom to thrive. The strength of democracies over time is resilience. Countries also need to promote free trade while respecting borders, which are not incompatible especially when using the United States and Canada as examples. If we go towards a Chinese style of government there will be no more Facebook or Twitter and fewer freedoms. One man ruling for life almost always ends up with stagnation, tyranny, or both. Part of the problem democracies are having is that people do not remember what it is like to live in a country where you do not have democratic rights and freedoms. People really need to understand technology and history and to remember what communism and authoritarianism were like in order to avoid those forms of government in the future. With all of the technologies, ideas, and access to information that we have today, we have greatest possibilities for human life ahead of us if we embrace free and fair elections, an independent judicial system, an independent legislature, property rights, and freedom of speech. If democracies do those things then the force of freedom will be unstoppable and democratic societies will thrive.

Technology is threatening liberal democracy, say Toomas Hendrik Ilves and Francis Fukuyama. The internet has revolutionized society, but too often it is exploited by authoritarian leaders and populist groups. Fake news breeds more partisanship and disunity. Governments can do more to combat this, but there is a fine line between sensible regulation and encroaching on free speech. For instance, China already drastically regulates their citizens' media use, breeding political resentment. There are no easy answers, and citizens need to encourage a culture shift to continue fighting the toxic effects of these technologies. Francis Fukuyama is the Mosbacher Director of the Center on Democracy, Development, and the Rule of Law and the Olivier Nomellini Senior Fellow at the Freeman Spogli Institute for International Studies. Toomas Ilves is the former President of Estonia and a current affiliate of the Center for International Security and Cooperation.

Meie 25. saatekülaliseks on Eesti Vabariigi neljas president Toomas Hendrik Ilves, kes alates 2017. aasta algusest töötab külalisteadurina Stanfordi ülikoolis Californias, Freeman Spogli nimelises rahvusvaheliste uuringute instituudis (FSI), mis on osa ülikooli rahvusvahelise koostöö ja turbekeskusest (CISAC). Vestlus toimus otsesalvestusena Stanfordi ülikooli raamatukogus, kus publikuks olid kohalikud San Francisco piirkonnas elavad eestlased. Veerand sajandiga on väikesest tundmatust Eestist saanud arvestatav ning tunnustatud rahvusvaheline partner. Üha enam inimesi teab Eestit meie tehnoloogilise arengu, avalike e-teenuste, ning digitaalse ühiskonna tõttu, mis teeb Eesti suuremaks kui me tegelikult oleme, ning loob uusi võimalusi. President Ilves on olnud selle protsessi üks vedureid, nii kodumaal uusi ideid pakkudes ja rakendades, kui ülemaailmselt Eestit tutvustades. Idag valde parlamentet i Estland ny president men det blev mer en formalitet än en välbevakad nyhet. Det blev nämligen den nuvarande presidenten Toomas Hendrik Ilves som fick fortsatt förtroende. I dagarna var det också 20 år sen Estlands frigörelse och det är däremot något man uppmärksammat på många platser. Idag är det Nordegrens tur att påminna lyssnarna, bland annat om den 5 timmar långa specialsändning i P1 som gjordes redan 1988 när det blåste nya vindar från Ryssland men då det fortfarande var en bra bit kvar till självständigheten.
