Russia's latest effort to meddle in American politics involved a scheme centered on conservative internet influencers in the U.S., the Justice Department revealed recently. It's yet another sign that the interplay between foreign and domestic disinformation campaigns is as tight as ever. On POLITICO Tech, Bret Schafer from the Alliance for Securing Democracy joins host Steven Overly to break down how that complicates tech companies' efforts to fight back.
With the arrival of artificial intelligence, elections are a significant area of concern. AI has the potential to supercharge the misinformation and disinformation space but as much as these fears are legitimate, the concerns appear to be overblown. Nonetheless, with the US elections less than two months away, the time is ripe for caution around the use of AI during the campaign, especially by foreign actors with malign intentions. In the first episode of the special series of Policy Voices on AI & Democracy, host Catarina Vila Nova sits down with Rachael Dean Wilson, Managing Director of the Alliance for Securing Democracy at the German Marshall Fund, and Joe Elborn, Executive Director of the Evens Foundation, to unveil the impact of AI in elections. The US House of Representatives has passed a landmark bill that could see TikTok effectively banned. It would give the social media giant's Chinese parent company, ByteDance, six months to sell its controlling stake or the app would face blocks in the US. Supporters of the bill say the app's links with China make it a national security risk. Opponents argue that tens of millions of Americans rely on the platform and that the real problem isn't with TikTok, but with a lack of regulation of social media and technology giants in general. Though the Ukrainian war is the starkest example of China and Russia's interest alignment in the information space, China's drift towards Russian narratives—and its adoption of Russia's information manipulation tactics—has been evident since at least 2019, when the Hong Kong protests and the start of the global pandemic inspired a more confrontational Chinese approach to global messaging. Understanding the implications of this alignment, its global reach, and its limitations, is critical in formulating an effective, democratic response. Last month a company in San Francisco called OpenAi released an artificial intelligence system called GPT-4 - a successor to its hugely popular AI chatbot ChatGPT. The latest version can respond to images, write captions and descriptions - processing up to 25,000 words at a time. Researchers claim GPT-4 shows “sparks of artificial general intelligence” - in other words it can match or exceed human capabilities in tasks a person can do. But there are concerns this latest technology could be used to spread disinformation alongside worries over privacy, jobs and even society itself if more rules aren't quickly introduced. Key figures in the tech industry - including Tesla's CEO, Elon Musk, and Apple's co-founder Steve Wozniak - have signed an open letter asking for a pause on “giant AI experiments” so that policymakers can catch up. There are potentially wide-ranging benefits to these advances. In recently published guidance on the responsible use of AI, the UK government described it as one of the "technologies of tomorrow” contributing £3.7bn ($5.6bn) to the UK economy last year alone. So what might the social impact of these increasingly powerful AI systems be? If greater regulation is needed, who is responsible? And, if we don't control it, is there a chance that one day these machines will outsmart and replace us? Today we dissect the most recent dump from The Twitter Files, focusing on how Twitter knew Democrats were lying about Russian bots and the RussiaGate hoax, but went along with it anyway. It's sad that it takes so long for the truth to avail itself to the masses. Many of us realized within a few months, the Russia collusion story was a hoax. Even after the Mueller investigation found nothing, people still kept running stories about it. Then Congressman Devin Nunes wrote a memo detailing all of the malfeasance and impropriety surrounding the story and was laughed at by the Legacy/mainstream media. Fast forward from January 2018, when Nunes wrote his memo to just last week when journalist Matt Taibbi released a thread of tweets illustrating the con-game that took place among the FBI, high-ranking members of the House and Senate and Big Tech. Senator Diane Feinstein (D-CA), Representative Adam Schiff “for Brains” (D-CA) and Senator Richard Blumenthal (D-NY) all sent in memos filled with accusations of Russian bots and Russia-owned accounts spreading lies about the Russia investigation. But, no matter how much Twitter investigated, they could not find any evidence. That didn't stop those representative from leaking their concerns to the all-too-willing sycophantic media, who ran with the stories without once bother to fact-check. As it turns out, nearly two years later, in December of 2021, Inspector General Michael Horowitz scaled the FBI and vindicated every point Devin Nunes had made in his original memo. By that point, however, most people had assumed the Russian story as true and never bothered to learn the truth. Taibbi also points to a system many of these Democrats used as their sole source for their Russian allegations, a dashboard called Hamilton 68, which was designed by a former FBI counterintelligence agent on behalf of the Alliance for Securing Democracy. Even executives in Twitter mocked this sole source, knowing they did not have the same metrics available to them as Twitter had internally. While some may say the FBI was still acting in good faith and should be trusted because they are all honorable and above reproach, let me give you a headline from Law Enforcement Today, “In bombshell report, FBI admits using the CIA, (NSA) to essentially spy on American citizens without a warrant.” There is a reason the Bill of Rights was crafted to go along with the US Constitution and it was to prevent our government from becoming an Authoritarian dictatorship, circumventing the rules and using it's power to go after it's political opposition. It's been nearly a year since the Department of Justice the U.S. Department of Justice established an Election Threats Task Force to address the rise in threats against election workers, administrators, officials, and others associated with the electoral process. As the world saw during the Jan 6 hearings, poll workers like Shaye Moss faced dire threats and bogus claims of wrongdoing for simply believing in democracy. Recently the Alliance for Securing Democracy released a report headlined “Deterring Threats to Election Workers: Recommendations for the Department of Justice's Election Threats Task Force” that outlines some suggestions for the task to use to better fight threats. Oh, he and David currently have 26 rescue dogs too.Securing Democracy and Car Wash ScandalGlenn’s latest book, Securing Democracy: My Fight for Press Freedom and Justice in Brazil, was published earlier this year. It details the events that led to Brazilian President Jair Bolsonaro indicting Glenn for his involvement in the Operation Car Wash scandal, arguably the biggest corruption scandal in history. The scandal saw former Brazilian president and clear favorite in the 2018 presidential election Lula da Silva imprisoned, which allowed Bolsonaro to sweep to victory.In 2019, Glenn was contacted by Manuela d’Ávila, a centre-left candidate for vice-president in the election. D’Ávila had been approached by a source who had hacked a trove of phone calls between some of Brazil’s most powerful judges and prosecutors. One of those judges oversaw the Operation Car Wash anti-corruption probe that dominated Brazilian politics for the five years prior. The impact of Glenn’s reporting was explosive.Video: Glenn Greenwald on the Leaked Brazil Archive Exposing Operation Car WashA judge ultimately dismissed the indictment against Glenn, but made clear that he would have accepted it, had it not been for an earlier Brazilian Supreme Court ruling. The ruling stated that any attempt to retaliate against Glenn for his reporting would be barred by the Brazilian constitution and the press freedom guarantee it provides.In our podcast, Glenn talked about how in 2013, Brazil’s parliament was favorable towards him after he exposed the U.S. government’s spying efforts on Brazil amid the fallout from the Snowden CIA leaks. But as Glenn’s husband poignantly pointed out, the Car Wash scandal was completely different and presented more dangers. Aside from now having a truly authoritarian president after him, this time around the folks coming after Glenn were on his doorstep. Having not one but two national governments after you is pretty terrifying, and one can only wonder about the mental toll that will have. The book is a timely reminder of the fragility of democracy.Corporatization of JournalismGlenn’s been a writer for the better part of three decades. As anyone who’s followed his work will know, he argues vehemently against the corporatization of newsrooms — the move toward an increasingly corporate ethos and structure. That’s why he co-founded The Intercept — to become an adversarial newsroom and not a subservient one — and is why he’s now completely independent on Substack. But you haven’t had to be in the game as long as Glenn to witness what he’s talking about.Large corporations have taken advantage of overall falling revenue in journalism, and have applied their ideology of cutting costs to boost profit. The Hussman School of Journalism and Media at the University of North Carolina at Chapel Hill found that the total number of newspaper owners has declined by 32 percent since 2004, or at an average of 100 newspaper companies per year. More than 2,000 newspaper titles are now owned by the largest 25 companies.I have a whole newsletter worth of thoughts on this, so I’ll spin them into a separate edition in the future. As you know, I experienced this corporatization first hand through my time at the Wall Street Journal. After slaving away for years building myself a voice and trying to help the journalism community, WSJ gave me a choice: shut down Inside The Newsroom or leave.As Glenn put it, journalism isn’t a profession as much as it is a tool for anyone to fight injustice. There shouldn’t be a credential system whereby only those from the richest and most established media organizations have the privilege to cover the most important stories. And inside newsrooms, journalists’ voices shouldn’t be silenced because of hierarchy. Journalism is, and should continue to be, accessible to everyone.Glenn’s Advice For JournalistsWe’ll finish with some advice from Glenn for today’s journalists. I asked what his top piece of advice is to navigate today’s industry, and have paraphrased his answer below.There are a lot of easier ways to earn a living other than being a journalist, especially with the industry’s economic struggles. So make sure you’re entering journalism because of passion. Whether that’s politics, culture, sports, social movements or whatever your thing might be. But passion alone won’t necessarily bring you the success you’re looking for, and along the way you’ll inevitably have to sacrifice something. For many, that means working for an institution. That’s okay and is just something you have to do while you build your audience and pay the bills. But no matter what you do, make sure you always remember and preserve that passion that animated your choice to enter journalism. And even in those dark times of sacrifice, safeguard that passion with everything you have to keep that flame alive and to keep feeding it.
