The Kansas Department of Transportation created the Cost Share Program in 2019 to help fund transportation projects in local communities. In Fall 2019, KDOT awarded $1.19 million in Cost Share Project funds to the City of Great Bend to reconstruct the historic dragstrip and shutdown area (this includes both the track and the portion of the racetrack after the finish line where cars slow down). The dragstrip project was completed in May 2021, but within a couple months, stakeholders raised concerns with the quality of the track such as "high spots" and later reported chipping and flaking of the track's surface. As a result of the dragstrip's quality issues, the track was closed for the 2023 racing season and it has not been reopened since. Under the Cost Share program contract, the city had the responsibility of overseeing the dragstrip project. KDOT was authorized to enforce penalties if the city didn't use the project as it was intended by contract. KDOT was authorized to recapture up to 90% of the Cost Share project funds based on the track closure in 2023, but they did not enforce this penalty. KDOT officials told us this was because they wanted the city to get the dragstrip back into racing condition, and they were satisfied with the city's efforts to do so. KDOT officials told us that moving forward, they would consider enforcing the claw-back penalty if Great Bend didn't get the dragstrip reconstructed in a reasonable time, but KDOT didn't set a specific timeframe for this possibility.

In Kansas, state law requires that all water supply systems and wastewater treatment facilities are supervised by a certified water operator. Kansas Department of Health and Environment is responsible for administering Water Supply and Wastewater Treatment Operator certifications, which include certifying examinations. Within both certification programs, operators can be certified at five different classes: Small Systems (“base level”), Class 1, Class 2, Class 3, and Class 4. Kansas regulations require that KDHE administers certification exams at least twice annually, which it does. Between calendar years 2022 and 2024, only about half of individuals passed their Water Supply or Wastewater Treatment Operator examinations. Those taking the Small Systems exams in either program had higher pass rates. KDHE officials think low pass rates are largely due to examinees not adequately preparing for the exam, but don't indicate poor exam quality. Although the contents of the exams have not changed much over time, KDHE does look for ways to improve them.

In 2021, the U.S. Congress directed the Secretary of Transportation to enter into an agreement with the National Academies of Sciences, Engineering, and Medicine – Transportation Research Board (TRB) “to conduct a study on the operation of freight trains that are longer than 7,500 feet.” Railway Age reported on the 105-page study, “Long Freight Trains: Ensuring Safe Operations, Mitigating Adverse Impacts – TRB Special Report 353.” Sponsored by the Federal Railroad Administration, the TRB convened a 12-member committee “with experience in freight and passenger railroad operations, state rail transportation, national rail safety oversight, and freight and passenger rail research” that met 16 times (six in person) to examine impacts of long trains and invited presentations from individuals and organizations. Meetings focused on railroad technology and highway-rail grade crossings. Kansas Department for Children and Families (DCF) administers the Temporary Assistance for Needy Families (TANF) program in Kansas. Kansas receives about $102 million in federal TANF block grants annually. This amount has generally remained stable since 1996, but that means this amount has lost an estimated 49% of its purchasing power since 1996 because of inflation. One of the programs DCF funds with the TANF block grant is cash assistance. TANF cash assistance serves Kansas families with very low incomes. In Kansas, a family is eligible for TANF cash assistance if they have insufficient income or resources to support themselves. Funds must be granted to families that live in Kansas. The family must include a child or expectant mother who is a U.S. citizen, legal immigrant, or qualified immigrant. The state's 2015 Hope, Opportunity, and Prosperity for Everyone (HOPE) Act changed eligibility requirements for TANF cash assistance in Kansas. This included things like capping lifetime assistance to a total of 24 months and reducing the amount of time single caregivers could be exempt from work activity to 3 months. TANF cash assistance benefit amounts in Kansas haven't been updated since 1997. Spending on TANF cash assistance in Kansas has decreased from about 15% of block grant spending (about $15.2 million) to about 9% ($9.4 million) of block grant spending from FY 2009 through FY 2023, while spending on other TANF programs has increased. The purchasing power of TANF cash assistance also decreased by about 30% from FY 2009 to FY 2023 because of inflation. One reason for the decrease in cash assistance spending in Kansas is the decreasing caseloads. All cash assistance caseloads in Kansas decreased from about 12,600 average monthly cases in FY 2009 to about 2,900 average monthly cases in FY 2023; about a 77% decrease. Other reasons may include eligibility changes, wage increases, and inflation. The research we reviewed suggested TANF rules like those in Kansas lead to mostly negative program outcomes for TANF families, while stakeholders held mixed opinions about the impacts of Kansas's TANF rule changes.

In episode seven of our Community-based Solutions for Substance Use Challenges season, Just Science sits down with Cristi Cain, Local Public Health Section Director at the Kansas Department of Health and Environment, and Sally Wright, the All Hands on DECK, or Drug Endangered Children Kansas, Program Manager for the Kansas Department of Health & Environment, to discuss their COSSUP-funded All Hands on DECK Program, which helps support drug endangered youth and families across the state of Kansas. In Kansas and across the country, many children and infants are living in an environment where a caretaker uses substances or where they are born exposed to substances. In response, the Kansas Department of Health and Environment supports eighteen local jurisdictions who are implementing a range of activities to support drug endangered youth, including providing family care bags, administering community and school-based drug awareness trainings, distributing naloxone, and more. Listen along as Sally and Cristi discuss some of the catalysts for creating a youth-focused program in their state, how each local site is identifying and addressing unique needs within their community, and some of the challenges and successes the DECK program has experienced so far. In Kansas, individuals must pay a 6.5% sales or use tax when purchasing any vehicle that is primarily stored or used in the state. This is paid either at the dealership or at a county treasurer's office. Ultimately, KDOR is responsible for collecting motor vehicle sales and use tax from dealerships and counties. The Kansas Department of Revenue had procedures to help ensure dealerships remit vehicle tax but was missing several key procedures related to county tax remittance.  We saw evidence that KDOR had several procedures related to training and guidance for counties and dealerships as well as procedures related to the  monitoring and enforcement of dealerships. However, KDOR was missing several procedures related to the monitoring and enforcement of counties. One county didn't remit taxes for 15 months, resulting in about $11 million in delinquent taxes. Additionally, KDOR's lack of written procedures means efforts to ensure that individual buyers and dealerships are remitting aren't as effective as they could be. And KDOR's MOVRS database had significant errors, preventing us or them from doing a state-wide analysis.

Dennis's organization, Lee County Economic Development Group, recently became an AEDO - Accredited Economic Development Organization through IEDC. Dennis is joined by Bill Murphy - President & CEO of Ardmore Development Authority in Ardmore, OK, and Jim Fram - Consultant and Economic Development Leader - of Community Growth Strategies, and they discuss the process of becoming an Accredited Economic Development Organization.  What is AEDO, and why is it important? How many AEDOs are there? Why does good governance and organizational excellence matter?  When an organization decides to pursue the AEDO designation, what is the first step? Is there an area of the AEDO process that seems to be particularly challenging for ED organizations? Is the AEDO process pass or fail, or does the AEDO committee provide guidance during the process? The two parts of the AEDO process  1. The documentation The site visit Advice for organizations that are considering becoming an AEDO William “Bill” Murphy is the President & CEO of the Ardmore Chamber of Commerce, Ardmore Development Authority, Ardmore Tourism Authority, and the Ardmore Chamber of Commerce Foundation where he leads a team of professionals to execute the community's business, economic and tourism development efforts. He has over 20 years of experience leading economic development efforts in communities and regions in Ohio, Georgia, Kansas, and Oklahoma. Prior to coming to Ardmore, Murphy served as the Deputy Secretary for the Kansas Department of Commerce where he led the state's business development efforts through the department's business attraction, in-state business development, international and community development divisions. He has also led the economic development efforts in Tulsa, Columbus, GA and in communities throughout Southwest Ohio. Through this work, he has helped facilitate projects with companies that have resulted in more than $3 billion in announced new capital investment and more than 3,000 jobs. Murphy is a graduate of Wright State University in Dayton, Ohio earning his bachelor's degree in Political Science and his Master's in Public Administration. He is a Certified Economic Developer through the International Economic Development Council. Murphy has also earned his designation as an Economic Development Finance Professional through the National Development Council. Finally, he has earned his Master Economic Development Practitioner designation from the Advanced Economic Development Leadership Program from Clemson, Southern Miss, Texas Christian Universities and the University of New Mexico.   Jim Fram is a Certified Economic Developer (CEcD) through the International Economic Development Council (IEDC) and a Certified Chamber Executive (CCE) through the Association of Chamber of Commerce Executives (ACCE) with 30+ years of successful economic development and senior-level chamber of commerce management experience in Arkansas, Texas, Oklahoma, Nebraska, and Missouri. Jim led two economic development organizations to accreditation by the International Economic Development Council (Tulsa, OK, and Hot Springs, AR). He also led three Chambers of Commerce to Five Star Accreditation by the U. S. Chamber of Commerce (Lincoln, NE, Tulsa, OK, Hot Springs, AR). He has served on the faculty at the Heartland Basic Economic Development Course and the Mid-South Basic Economic Development Course. He is a past Chairman of the Oklahoma Governor's Economic Development Team (2007). He is an Honorary Life Member of the Southern Economic Development Council (SEDC) and a Fellow Member (FM) of the International Economic Development Council (IEDC). He is also a frequent instructor, moderator, and guest speaker at numerous economic development and Chamber of Commerce organizations, conferences, and events across the country. In January of 2018, he fulfilled a longtime dream and founded Community Growth Strategies, LLC., a consulting firm that focuses on assisting communities as well as regional economic development efforts and chambers of commerce. Later, during the High Noon segment, Bernstein and Holmes discussed the Kansas Department of Wildlife and Parks releasing a statement that said a record-breaking white crappie was found to have metal inside of it, voiding its status as the heaviest catch in state history.

In the Senate he was a leading advocate for freedom of religious liberty around the globe. Sam worked actively on the issue in multiple countries and was a key sponsor of the International Religious Freedom Act of 1998. He was elected to the U.S. Senate in 1996 where he carried the first comprehensive federal anti-trafficking law. The Trafficking Victims Protection Act of 2000 declared human trafficking a federal crime and increased protection for victims. In the Senate he was a leading advocate for freedom of religious liberty around the globe. Sam worked actively on the issue in multiple countries and was a key sponsor of the International Religious Freedom Act of 1998. Sam honored a term limits pledge and ran for Governor of Kansas in 2010. He became the 46th Governor of the Sunflower State in 2011 and was re-elected in 2014. President Trump nominated Sam to serve as Ambassador at Large for International Religious Freedom in 2017. He resigned as Governor of Kansas on January 31, 2018 and was sworn in to his diplomatic post the next day. He served as Ambassador until January 2021. He currently serves as co-chair of the International Religious Freedom Summit and is a Senior Fellow with Global Christian Relief. Today we are going to dismantle a myth - the myth that leadership is reserved for those with perceived backgrounds and clear past stories that fit neatly into little success templates.  If you're somebody that's ever felt alienated by the traditional leadership discourse, this episode is for you because of our guest and the unique background and insight she brings.  Our guest, Dr. Jesse Piper, is a living counterexample to the conventional leadership narrative. She was raised by her grandmother after a turbulent early childhood marked by her parents' struggle with substance abuse. Her professional interests surround grandfamilies, early childhood development, family dynamics and relationships. She has been with her husband for just over a decade, built a new home, and has two small children.
