O que é que caracteriza a Filosofia contemporânea enquanto área do saber? Na verdade, não é nada fácil dizer exactamente de que trata Filosofia, sem deixar coisas de fora ou ser demasiado abrangente. A minha definição preferida é talvez aquela que diz que a Filosofia «é a busca por entender verdades fundamentais sobre nós próprios, o mundo em que vivemos e as nossas relações seja com o mundo seja uns com os outros». Por outras palavras, a Filosofia distingue-se das outras áreas do conhecimento não só por ter um foco incrivelmente amplo (não há tema que não seja passível de ser analisado filosoficamente), mas também -- sobretudo -- por tocar as bases do conhecimento, por descer e questionar os fundamentos do nosso saber e das nossas convicções. É por isso que os filósofos são peritos em fazer-nos perceber que há, muitas vezes, pressupostos errados nos nossos raciocínios e convicções de que nunca nos tínhamos apercebido, ou que não estamos a agir da maneira correcta. Um dos campos da FIlosofia em que este tipo de reflexão pode gerar mais consequências para a maneira como agimos e nos comportamos em sociedade é a Ética (também chamada Filosofia Moral). E esse é precisamente o tema do livro do convidado deste episódio, Steven Gouveia [website do convidado]: Homo Ignarus: Ética Racional para um Mundo Irracional. Como o título indica, o livro parte da noção das várias falhas da mente humana (desde a nossa cognição limitada, aos vieses cognitivos e às emoções que se metem no caminho da razão), mas é também uma provocação (que se detecta logo pela capa) para a era, a vários títulos, irracional que vivemos, com a preponderância de fake news, apelos à emoção e ascensão de políticos populistas. Maria M. Mota é atualmente Diretora Executiva do iMM e Professora Convidada na Harvard School of Public Health, nos Estados Unidos. O seu trabalho no campo da malária centra-se no estudo de ambas as fases da infeção (hepática, sanguínea) por Plasmodium, o parasita causador da malária, no hospedeiro humano. Maria M. Mota venceu o EMBO Young Investigator Award em 2003, o European Young Investigator Award da European Science Foundation em 2004, e foi investigadora internacional do Howard Hughes Medical Institute (EUA) entre 2005 e 2010. Em Maio de 2016 foi eleita para integrar a Organização Europeia de Biologia Molecular (European Molecular Biology Organization – EMBO). Em 2017 recebeu o prémio Pfizer e em 2018 o Prémio Sanofi – Institut Pasteur – Mid-Career category. Em Portugal foi condecorada pelo Presidente da República com a Ordem do Infante D. Henrique em 2005 e foi agraciada com o Prémio Pessoa em 2013. Em 2019 recebeu o Prémio Dona Antónia-Consagração de Carreira. Maria Manuel Mota é uma voz ativa pelos direitos das mulheres e equidade de oportunidades na educação. The IGP has affirmed the police commitment to collaborate with other security agencies across the country to ensure the safety of citizens. This was disclosed in a statement by the Force Public Relations Officer, CSP Olumuyiwa Adejobi. The Inspector-General of Police, IGP Usman Alkali Baba, psc(+), NPM, fdc, CFR, has reiterated the commitment of the Nigeria Police Force, in concert with other security agencies, to ensure the safety of all residents within the country. The IGP emphasized this while charging all Strategic Police Managers in charge of Commands and tactical formations within the country to beef up security in their respective jurisdictions, especially in the FCT.The IGP similarly directed that all emergency numbers across the country should be activated to full capacity for a 24/7 prompt response with combatant officers and men on standby to respond in case of emergency situations and distress calls. Residents within the FCT are urged to remain vigilant and report any suspicious or abnormal occurrence and persons to the Police through the following emergency lines: 08032003913, 08061581938, 07057337653, and 08028940883. The IGP therefore allays the fear of residents in the FCT and admonishes them to go about their lawful businesses and normal social lives/engagements as all hands are on deck to nip any security threat in the bud and respond to distress calls promptly. The IGP similarly reiterates the commitment of the Nigeria Police to eliminating all threats, as well as protection of lives and property of all residents of the country.

The Federal Executive Council has approved the procurement of utility vehicles, security gadgets, and accessories to support security agencies operating within the FCT at the sum of N1.835 billion. The Minister of the FCT, Mohammed Bello, disclosed that 60 utility vehicles with communication gadgets will be bought at that amount and delivered within two months. Tenho hesitado, porém, em trazer um tema tão volátil ao 45 Graus, tendo em conta um dos princípios do podcast: que cada episódio seja o mais perene possível -- isto é, que perca pouco em ser ouvido 1, 2 ou 5 anos depois de ter sido gravado. E, no entanto, este é, de facto, um tema incontornável -- e um evento que, qualquer que venha ser o desfecho, veio alterar a Ordem Mundial de maneira irreversível. E imprevisível, também? No início da guerra -- que apanhou (quase) todos de surpresa -- provavelmente sim, mas agora que passam já 3 meses do início da invasão, numa altura em que as posições da Rússia, da Ucrânia e o Ocidente e, igualmente importante, o resto do mundo começam já a ficar claras, achei que era uma boa altura para finalmente trazer o tema ao podcast. Nesta conversa com Lívia Franco, abordámos três aspectos essenciais para compreender a guerra e as suas implicações geopolíticas: Primeiro, as motivações da Rússia para a invasão. Eu sei que este é um tema pisado e repisado, mas é mais complexo do que transparece da análise muitas vezes apressada das televisões, por isso vale a pena aprofundá-lo com a calma e profundidade que um podcast proporciona. A verdade é que as motivações russas são complexas e difíceis de discernir. Há quem veja na invasão simplesmente a loucura de um déspota isolado pela pandemia, que vê neo-nazis em todo o lado. Mas essa explicação é, necessariamente, curta. Já todos vimos também a invasão ser descrita numa lógica mais consequente como a vontade de Putin em recuperar o território da antiga URSS; mas também é muitas vezes descrita como uma reacção à ameaça trazida pela suposta intenção da Nato de expandir a leste. Da mesma forma, há quem diga que a preocupação da cúpula russa está não tanto no território ou estritamente na ameaça bélica, mas sobretudo na aproximação dos governos e da política ucraniana nos últimos anos na direcção das democracias liberais ocidentais. E há mesmo quem sugira, como faz a convidada, que a guerra tem também a intenção de afirmar o poder russo num mundo a convergir para dois polos: EUA e China. Vale, por isso, a pena tentar perceber melhor estas explicações políticas e, sobretudo, o modo como se relacionam entre si. O segundo aspecto que abordámos na conversa é o passo seguinte: qual poderá ser o desfecho da guerra? Nesta altura, parece quase certo que nem a Rússia nem a Ucrânia irão poder cantar vitória e que o desfecho terá de decorrer, por isso, pela via negocial. E aí, que cedências, que compromissos poderão estar em cima da mesa? O que poderá ser aceitável para ambos os lados e, desejavelmente, dar alguma estabilidade geopolítica. E, finalmente, o terceiro tópico que discutimos, que está relacionado com este, é o mais importante de todos: que implicações terá esta guerra na Ordem Mundial? A convidada lembra a certo ponto a famosa tese do cientista político norte-americano Francis Fukuyama, no seu livro de 1992, «O fim da História». Segundo esta tese, a queda da URSS, que acabava de ocorrer -- e, com ela, do modelo comunista -- trazia consigo a convergência do Mundo inteiro para a ordem liberal do modelo ocidental: com democracia, economia de mercado, defesa dos direitos humanos, respeito pela integridade territorial dos Estados e da auto-determinação dos povos. No meu livro, pego na tese de Fukuyama para mostrar que esta era demasiado optimista no que diz respeito à suposta superioridade prática das democracias, como tem ficado evidente com a expansão dos populismos este século. Na nossa conversa, a convidada assinala como a tese de Fukuyama estava também errada na sua vertente geopolítica, uma vez que, apesar do sistema de instituições multilaterais que hoje existem, como a ONU, e da integração da economia mundial, ainda é possível a líderes autocráticos usar o seu poder e capacidade de acicatar sentimentos nacionalistas entre a população para invadir outros países, desrespeitando estes princípios. A invasão da Ucrânia veio, assim, mostrar que esta expectativa era ingénua. Ao mesmo tempo, a acção da Rússia forçou os países, sobretudo aqueles com mais peso geopolítico, a porem as cartas na mesa: contra a Rússia (como a generalidade dos países ocidentais) ou a favor desta -- ou, pelo menos, assumindo uma postura ambígua, como países como a Índia têm tentado fazer. E o retrato que tem emergido é, aliás, menos harmonioso do que possa parecer aos olhos ocidentais, pois nem todos os países estão dispostos a alinhar na postura de condenação absoluta ao regime de Putin. O que parece hoje quase certo é que a invasão da Ucrânia irá alterar a Ordem Mundial. Mas para onde? Minister of the Federal Capital Territory, Malam Mohammed Musa Bello, has summoned an emergency meeting of the FCT Security Committee on how to strategise to contain the escalating banditry, kidnapping and robbery on the fringes of the seat of power, Abuja. The Commissioner of Police, FCT Command, Babaji Sunday, says the emergency meeting raised a lot of concerns about kidnapping and banditry in FCT suburbs, adding that the security agencies also resolved to do their best to ensure the incidents were brought to the barest minimum. He added that all the security chiefs would meet again to further strategise on what was discussed at the emergency meeting. He, however, advised FCT residents to be security conscious and provide security agencies with actionable intelligence on criminal activities.

The last episode we did was on functional communication training, and this one continues that trend, one of the differences is that this article focuses on the follow-up to the training. Specifically, these researchers focused on fading the schedule of reinforcement following successful FCT. Prior research has looked at different ways to do this, including competing stimulus, additional components, and slower fading using a multiple schedule. This article takes a naturalistic approach and examines what the effects of having naturally occurring stimuli in the environment has on the behavior. Similar to Wednesday's article, this essentially is a question of reducing resurgence. ABUJA – In receipt of reports from judicial panels regarding EndSARS protests set up in 28 States across the country and in the FCT, the National Economic Council have resolved that payment of compensation to victims should proceed with each State, in collaboration with the Federal Government, establishing the modalities for the settlement of all monetary compensations awarded by the panels.According to a release e-signed and made available to StarTrend Int'l & online – www.startrendinternational.com by ‘Laolu Akande, Senior Special Assistant to the President on Media & Publicity, Office of the Vice President, equally, NEC, which is composed of all State Governors in the Federation and representatives of the FG, Chaired by Vice President Yemi Osinbajo, SAN, also unanimously resolved on Friday, October 15, 2021, to ensure the prosecution of persons indicted by the panels. The Council specifically directed States “to immediately forward copies of final reports of the panels to their Attorneys-General for prompt arraignment and prosecution of all indicted persons.“Where incidents in the reports relate to matters of discipline, in addition to prosecution, NEC urged the Nigeria Police Force to take disciplinary action on the affected officers in line with the provisions of the Police Act 2020.”Also rising from today's NEC meeting, members strongly advised those planning protests to mark the anniversary of the ENDSARS to reconsider the option in view of “current security situation across the country and the possibility of such protests being hijacked by armed hoodlums and other opportunistic criminals to cause mayhem at such protest events and venues.”Below are the NEC resolutions on the panels and an advisory on the planned protests:NATIONAL ECONOMIC COUNCIL RESOLUTIONS ON “ENDSARS” PANELS' REPORTS ACROSS THE COUNTRY – 15TH OCTOBER 2021At its meeting today, 15th October 2021, the National Economic Council (NEC/Council) received an update on the Reports of Judicial Panels of Inquiry into Allegations of Human Rights Violations against Members of Nigeria Police Force and other Security Agencies.2. It may be recalled that following the October 2020 #EndSARS protests, which later transformed into violent demonstrations, in furtherance of resolution of NEC, twenty-eight (28) States and the Federal Capital Territory (FCT) (under the auspices of the National Human Rights Commission) had set up Judicial Panels/Commissions of Inquiry (Panels) to investigate allegations of violations of human rights levied against members of the Nigeria Police Force and other security agencies, especially members of the disbanded Special Anti-Robbery Squad (SARS).3. The 28 States that set up these Panels were Abia, Adamawa, Akwa Ibom, Anambra, Bauchi, Bayelsa, Benue, Cross River, Delta, Ebonyi, Edo, Ekiti, Enugu, Gombe, Imo, Kaduna, Katsina, Kogi, Kwara, Lagos, Nasarawa, Ogun, Ondo, Osun, Oyo, Plateau, Rivers, and Taraba.4. Out of the 28 States, 11 States (Abia, Ekiti, Enugu, Gombe, Kwara, Nasarawa, Ogun, Ondo, Osun, Plateau, and Rivers) have submitted their final reports to Council; with Lagos, set to finalise its sittings on 19th October 2021, submitting an interim report. Governors of other States including Delta and Ebonyi at today's meeting also indicated that their reports would be submitted soon.5. Following deliberations on the recommendations of the panels, NEC agreed/resolved as follows, (and this applies to all the States and FCT that set up the panels):PAYMENT OF COMPENSATION TO VICTIMS6. Each State, in collaboration with the Federal Government, shall establish modalities for the settlement of all monetary compensations awarded by the Panels. Already, as resolved by NEC, a number of States have set up Victims Compensation Funds, from which several victims have already received payments of sums awarded to them by the panels.PROSECUTION OF INDICTED PERSONS (SECURITY PERSONNEL AND CIVILIANS)7. Council directed State Governors to immediately forward copies of final reports of the panels to their Attorneys-General for prompt arraignment and prosecution of all indicted persons.8. Where incidents in the reports relate to matters of discipline, in addition to prosecution, NEC urged the Nigeria Police Force to take disciplinary action on the affected officers in line with the provisions of the Police Act 2020.IMPROVED EFFICIENCY OF NIGERIA POLICE FORCE AND OTHER SECURITY AGENCIES' ARCHITECTURE9. NEC called on the leadership of the security agencies to ensure that –a. Persons recruited into arms-bearing security agencies undergo psychiatric evaluations and drug tests before enlistment and periodically after enlistment to ensure that the personnel are psychologically fit to carry live weapons and to identify behavioural tendencies that may require psycho-social interventions.b. Personnel of the agencies dutifully observes Rules of Engagement in the discharge of their functions/duties around and within the civilian populace.c. While acknowledging the various initiatives introduced by the Federal Government to:*strengthen police accountability through the Police Service Commission,*sustain improved funding and budgetary allocation to the Nigeria Police Force and other securities agencies,*and the lifting of the ban on recruitment of police officers,Council urged the Federal Government to give priority to the general welfare of police officers and personnel of other security agencies.In particular, it advocated the review of pension and gratuity of retired police officers and attainment of parity of remuneration by police officers with sister security agencies.d. Undertake a comprehensive assessment of all police stations across the country with a view to ensuring that they are fit for purpose.e. Nigeria Police Force and other security agencies should deploy cutting-edge technology in the fight against crimes.f. Nigeria Police Force to, in line with the mandatory training provisions of the Police Act 2020, prioritize training of Police Officers on procedures for the entrenchment of Human Rights Provisions guaranteed by the Constitution and on the professional handling of weapons.g. All those detained by the Police as a result of the EndSars protests are expeditiously processed with due regard to the principles of fair hearing.h. The system established within the Nigeria Police Force for receipt and handling of complaints or petitions is strengthened, and all police officers on duty should be in police-approved uniform with their full names and force numbers boldly written for easy identification.i. The States should, as resolved by NEC:i)Properly utilize and support the community policing programme of the Federal Government, with active collaborative efforts and participation of traditional rulers, elders, youths, vigilante groups, etc.;ii)Establish standing committees under States Ministries of Justice to address human rights violations on a continuous basis; andiii)Take measures aimed at flushing out miscreants squatting in uncompleted buildings, and other blackout spots that serve as hideouts for criminals.THE NATIONAL ECONOMIC COUNCIL ALSO ISSUED AN ADVISORY ON PUBLIC PROTESTS AT THIS TIME AS FOLLOWS:While appreciating the role of lawful peaceful protests in the advancement of public discourse under democratic governance, the National Economic Council (NEC) strongly advises those planning public protests across the country to mark the anniversary of the #EndSARS, to consider other lawful alternative means of engagement.This is because of the current security situation across the country and the possibility of such protests being hijacked by armed hoodlums and other opportunistic criminals to cause mayhem at such protest events and venues. Council, therefore, urges the organizers to reconsider their plan.NEC would also like to point out the various actions already taken by Federal and State Governments to address the grievances that led to the 2020 protests, including:* the disbandment of SARS;*broad police reforms;*establishment of judicial panels of inquiries to investigate allegations of human rights violations by members of the Nigeria Police Force and other security agencies;* recommendations of which panels are already at various stages of implementation including the setup of Victims Compensation Funds from which several victims have received payments of sums awarded to them by the panels;*and prosecution of police personnel indicted by the panels.These are commendable actions that ought to be taken to a logical conclusion in a peaceful atmosphere.Organizers of the planned protests should explore the various channels of communication with governments at various levels to advance their positions and avert the breakdown of law and order that may result from such public protests.Credit- Startrend International

NATCA charter member Brad Burtner retired from the Federal Aviation Administration (FAA) on Jan. 3, 2008 after three decades of working traffic at four different facilities. Like many other retirees, Burtner headed to Florida, but he didn't hang up his headset or put away his Union membership card. Instead, two days later, Burtner started a new chapter as a Federal Contract Tower (FCT) controller at Pompano Beach ATCT (PMP). Four years later, he worked to organize the controllers to choose NATCA to represent them, adding to a growing list of the Union's FCTs, which currently totals 116. That same year, Burtner started his six years of service on NATCA's National Organizing Committee. In late 2019, it was something Burtner did on the job that has earned him a new round of respect and admiration. NATCA this year is excited to announce the addition of a new category for FCT saves to join the nine geographic regions in the 16th annual Archie League Medal of Safety Award program. The first FCT winner is Burtner and NATCA will be honoring him and his fellow 2020 award winners on Aug. 11 at the 18th Biennial Convention in Houston. “I still enjoy my job and I like the camaraderie at work,” said Burtner who also serves as both PMP FacRep and Southern Region Alternate Vice President representing FCTs. “Everybody gets along great. It's fun to work there.”
