Seattle Police say they have stepped up their presence today on the Garfield High School campus in the Central District. Interim Police Chief Sue Rahr told King 5 that Seattle Public Schools reached out to ask for the support – following the shooting of 17-year old Amarr Murphy-Paine on campus last week. Parents, teachers, and students gathered at Garfield on Tuesday to talk about what safety and security needs to look like at the school. There have been at least six shootings in and around Garfield over the past year, either on campus or within a few blocks of the school. And one Garfield parent says she's tired of seeing the same response from the district, over and over. Guests: Carol Rava is the parent of both a current and former Garfield student. She's also a one-time Seattle Public Schools employee, and wrote an op-ed for the Seattle Times on school safety, published this week. He has extensive experience in national-level training exercises, as well as local critical incident and special event planning, training, preparation, and response. He is a court-designated expert witness for school emergency drills and has written numerous articles for multiple law enforcement publications. He is a member of the National Tactical Officers Association, the National Association of School Resource Officers, the Association of Threat Assessment Professionals, and is a lifetime member of the FBI Agents Association. Glenn is also an avid outdoorsman, shooter, Gunsite graduate, and member of the American Warrior Society. Chief Valdimir Talley Safety and Security Administrator Decatur Public Schools Chief Talley is a thirty-six-year veteran police professional. He began his career as a correctional deputy with Champaign County, Illinois and later served with the Illinois Department of Conservation, and then with the Illinois State Police. Chief Talley concluded his law enforcement career as the Chief for Maywood, Illinois. In 2021, he began consulting on security matters until January 2023 when he assumed a position with the Decatur Public Schools District 61 as their Department Head for school security. Carli Ducko School Safety Specialist Montgomery County Department of Public Safety As a former Correctional Officer, she entered this Law Enforcement profession after working at different educational levels throughout Montgomery County, Pennsylvania. she is also an "Autism Mom", who is passionate about promoting and discussing the specific needs of neurodivergent individuals

As the risks from climate change increase, public school infrastructure in our cities and communities is under threat from natural hazards. It may not be a subject we often think about in connection to education in our cities, but it is regardless a critical issues – one that impacts our children's present as well as their future. On this episode of the Urban Exchange, host Francis Ghesquiere from the World Bank welcomes Fernando Ramirez Cortez, Senior Disaster Risk Management Specialist at the World Bank, and Vivian Argueta Bernal, Chief Resilience Office for the Chamber of Commerce in Cali, Colombia. Together, they take us through the importance of resilient school infrastructure in the face of disaster risk and climate change, providing a working definition of what is meant by infrastructure in this context, before demonstrating the impacts that natural disasters are already having on education, emphasising the 175 million children falling victim to natural disasters every year. Further, we find out about the World Bank's Global Program for Safer Schools (GPSS) and how it has established a roadmap for cities to build more resilient schools. Here, we find out about the scale of the programme across 30 countries and 550,000 schools worldwide, the work the programme has done to date, and the impact that's having on cities, infrastructure, and, most importantly, students. Specifically, we discover how the programme has extended into Cali's schools and how it has benefitted the community so far. Beyond that, we also hear how the roadmap has supported Cali in its strategic development to date, given that it lies within an earthquake zone, and the lessons that can be learnt outside education when it comes to infrastructure.
In this episode Kelly Jennings conducts her much anticipated interview with national school safety advocate Max Schachter .Max Schachter is a national school safety advocate. His son Alex is one of the 17 victims murdered in the Parkland school shooting on Valentine's Day 2018.Max is the founder and executive director of Safe Schools for Alex 501(c)(3). Their mission is to provide most current school safety best practices and resources to students, parents, school districts and law enforcement so that all children can learn in a safe environment. Since the heartbreaking day that changed Max's life forever, he has been advocating for policy change at the highest levels of the United States government.He has worked alongside members of congress, leaders of all major federal agencies, and Presidents of the United States to make schools safer. Max has testified as a subject matter expert before the United States House and Senate and multiple state legislatures.In August 2018 he advocated for the creation of a federal agency to house national school safety best practices. In June 2019, Max's vision became a reality when President Trump created the Federal School Safety Clearinghouse at SchoolSafety.gov.In July 2022 Max attended the White House ceremony where President Biden announced the most significant gun safety legislation in 27 years, the Bipartisan Safer Communities Act, which made SchoolSafety.gov permanent and law. Max has also worked to improve the safety and security of Florida's 2.4 million students through his appointment to the Marjory Stoneman Douglas (MSD) High School Public Safety Commission.The MSD commission, established by former Governor Rick Scott, was tasked with leading the statewide investigation into the Parkland school shooting and developing recommendations to protect Florida's children.Max has advised the Federal Bureau of Investigation Behavioral Threat Assessment Center, the U.S. Secret Service National Threat Assessment Center, and the Ohio Attorney General's Office on threat assessment policies and procedures.He is a member of the National Sheriffs' Association School Safety and Security Committee and the International Association of Chiefs of Police Mass Violence Peer-to-Peer Advisory Team. In June 2019, Max was awarded the U.S. Department of Justice Attorney General Citizen Volunteer Service Award by Attorney General William Barr. On today's episode of School Safety Today, Michelle Dawn Mooney chatted with Mike Matranga, former Director of Safety and Security at Texas City ISD and CEO of M6 Global. They talked about how situational awareness skills can be used to implement early intervention measures, how schoolwide training is critical for identifying and providing mental health resources, and the importance of practicing emergency response plans with all stakeholders.Honing situational awareness skills is key to enacting a multi-faceted approach to identifying concerning behaviors in order to prevent harm to self or others. It is critical now more than ever to move from being reactive to proactive in identifying these behaviors and having the resources to refer and help those in need. All roles in the school community have this collective responsibility – a well-trained and informed staff, parent groups, and student groups are key.When it comes to emergency response planning, it is not enough to just have a plan. Schools need to coordinate and rehearse the plan. And no single department or role should the plan fall to; all stakeholder groups need to come together to develop, review, and practice.Mike Matranga is the founder and CEO of M6 Global Defense Group, an elected Texas City Independent School District (TCISD) Board Member at Large, and a former TCISD Executive Director of Security and School Safety with a demonstrated history of working in multiple facets of the security and investigations industry. He has been featured in several national publications, including the Wall Street Journal, WIRED Magazine, and the Security Magazine cover story in March 2020. He was recently ranked No. 5 in the nation for his unique school security planning and operational experience using technology and human behavior techniques to thwart mass attacks. Matranga has been a pioneer in school-based security practices, even leading to legislation being written per his recommendations.

He was part of the team that protects the highest ranking member of our government for over two straight decades! From all accounts the Secret Service is one of the most particular in the world when it comes to picking their officers. Not only that, but he was part of the bomb unit, partnered with a service dog, and directly responsible for the safety of the Presidents, Vice Presidents, and their families. I'd have thought the man would want a break after all that, but instead he took his talents over to the public school systems to ensure our nations children were being better protected at a time when it's all we hear about on the news. Daniel has now written a book called "The First Five Minutes: A school shooting survival guide for administrators and teachers" and is trying to get everyone involved in the conversations that can reduce tragedies anywhere in the world. The Watauga County Board of Education can now achieve their goal to place a school resource officer in every school in the district after receiving a grant from the North Carolina Center for Safer Schools. According to the Watauga Democrat, over the years, the school board has made it a priority to increase the number of SRO's in Watauga schools. Superintendent Scott Elliot said he was proud of Watauga County Schools staff for working continually to find sources of funding. Elliot said “With the latest grant, each school will now be able to have a full time officer each day.” The grant provides enough funding to cover two-thirds of the cost per officer. The county commissioners fund the difference. In North Carolina news, a Forsyth County judge sealed a search warrant that Winston-Salem police detectives executed on a former nurse's house who has been accused of murdering two of his patients and attempting to kill a third. According to the Winston-Salem Journal, A search warrant for Jonathan Hayes' home was obtained on October 25. Judge Gregory Hayes signed an order on Wednesday to seal it due to concerns from the District Attorney's office over the integrity of the investigation being jeopardized if the warrant was made public. According to DA Jim O'Neill, Hayes administered a near-lethal dose of insulin to a 63-year-old patient and a lethal dose of insulin to a 60-year-old patient and a 61-year-old patient who died within days. Jonathan Hayes is being held without bond in Forsyth County Jail. His next court date is November 10. On Wednesday, a federal appellate court said the Miss United States of America pageant has a First Amendment right to exclude a transgender woman from competing. According to the Associated Press, the court said a transgender woman competing could interfere with the pageant's message stating “what it means to be a girl.” The ruling is in response to a lawsuit filed by Anita Green who said the pageant violated an Oregon state anti-discrimination law when they barred her from competing in 2019. The 9th circuit's three-judge panel voted 2-1 in favor of the organization. After a lower court sided with the pageant last year, Green said the case raised awareness about discrimination against transgender people within the pageant circuit. After the Chibok schoolgirls abduction in 2014, the Federal Government launched the safer school's initiative to better protect students in school. Despite this laudable achievement, several students have been kidnapped from schools ever since. Many have wondered why the problem persist and why would students be the prime targets. This heightened doubts about the feasibility of the initiative coupled with several allegations that have been made about the management of funds earmarked for the initiative. The safer school initiative had Borno, Adamawa and Yobe as pilot states because of their peculiar security challenges and experiences. Years after, other states such as Kaduna, Niger and Zamfara have had their fair share of insecurity leading to the kidnap of students from schools while Plateau State have also had record of security breach within school community with various sad stories. On this edition of the programme, we shall be gleaning on basic learnings from the safe school initiative that private and community schools can adapt to ensure that schools are kept in the face of increasing insecurity across the country. The initiative has the following practical steps to keep students safe in school; A. School-based interventions B. Community interventions to protect schools; and C. Special measures for at-risk populations. This comes with various effects on education across volatile communities. Consequently, available statistics indicate, nearly 6.3 million or 60% of the 10.5 million Nigerian out of school children live in northern Nigeria where kidnap of students from schools has been more prevalent over the years. Now that we are a few months into the school year, our nation continues to struggle with how to safely have students and staff return to school and find some semblance of normalcy amid this pandemic. Continuing my conversation about reopening and returning to school safely, we explore the idea of contact tracing and how that can help communities, schools, and businesses find viable solutions to safely reopen. Cheryl Galloway has more than ten years of experience in school administration focusing on the core areas of school safety, crisis response, community and government relations, facilities use and sustainability. She served as Emergency Operations Center Director and Safety and Security Coordinator for the Gilroy Unified School District (GUSD) where she created and trained all staff on the district's comprehensive school safety plan and coordinated multiple active shooter and disaster drills involving the district's public safety partners. As coordinator of GUSD's facility use program, Cheryl streamlined community use—successfully curbing abuse, updating facility use policies and increasing revenue. Today, Cheryl is the Director of Education and Community Engagement for Facilitron, a data-driven facility management platform that streamlines facility scheduling and rental requests for schools, colleges, and cities, enabling insight into real-time cost and utilization data.
