Malaria, a preventable mosquito-borne disease, kills 600,000 people annually in Africa, most of them are children under five. Nigeria accounts for 30% of these deaths globally. This week, the country started administering the R21 malaria vaccine to children aged 5 to 11 months, beginning in Bayelsa and Kebbi states, which have high infection rates. Developed by Oxford University and manufactured in India, the vaccine has 75% efficacy. With 1 million doses donated by Gavi, the campaign is expected to expand nationwide by 2025. Au Nigeria, des inondations historiques ont fait au moins 600 morts et près de 2 millions de déplacés à travers le pays. En se retirant, l'eau a laissé des habitants désemparés, des champs dévastés et des routes complètement détruites. Cette catastrophe naturelle de grande ampleur porte un nouveau coup à l'économie nigériane, déjà fort mal en point. De notre correspondante à Lagos, Au pic de l'inondation, plusieurs personnes sont mortes noyées en essayant de rejoindre en pirogue l'État de Rivers pour se rendre ensuite à Port-Harcourt, la grande ville pétrolière du sud du Nigeria. Maintenant que l'eau s'est retirée, les camions mettent parfois des jours à passer sur les tronçons les plus abîmés. Yusuf, transporte du bétail depuis le nord du Nigeria. « Ça fait quatre jours que je suis là. Il y a des problèmes partout. Entre Warri et Port Harcourt, entre Benin City et Okene... Les routes ont été complètement détruites. » Augmentation des prix et pénuries d'essence Après les inondations, tous les prix ont augmenté et les pénuries d'essence sont de retour au Nigeria, y compris dans les régions pétrolifères du Sud-Est. David se tient à côté de son camion, le front ruisselant de sueur : « Ça fait plus de deux jours maintenant que je suis là, parce que la route est coupée, un poids-lourd s'est renversé... Je ne me suis pas lavé depuis quatre jours, je ne vous parle même pas de me brosser les dents. Ce n'est pas facile. Moi, je transporte des boissons en canette et de l'eau minérale. Évidemment, cette situation cause de très grosses pertes financières pour ma compagnie ! Moi, j'étais censé arriver le lendemain de mon départ, et là ça fait déjà quatre jours que je suis sur la route. Il y a même des voleurs qui ont attaqué les chargements ici ! » Une inflation qui dépasse les 21 % en octobre La route qui mène à l'université de Bayelsa a également été emportée par l'eau. Les passagers doivent quitter leur véhicule, traverser avec leurs sacs sur une passerelle de fortune, avant de monter dans une autre voiture. Andrew est chauffeur de taxi : « Nous, on dort là, au milieu des moustiques, pour ne pas rater les passagers ! Ils passent ici tard le soir, tôt le matin, on les attend ici pour les aider ! » Vu la situation, les prix de la nourriture continuent évidemment de grimper au Nigeria, alors que l'inflation générale dépassait déjà les 21 % au mois d'octobre. Peter n'a pas quitté sa chambre étudiante, depuis plus d'un mois. « Les prix ont vraiment explosé à Bayelsa, c'est devenu très très dur de survivre, il y a de l'inflation. Je me demande si les prix vont rester aussi élevés quand l'eau se sera entièrement retirée ? Avec 6 euros, tu ne peux même pas t'offrir un repas. Les gens profitent de la situation. Le riz a beaucoup augmenté et les vendeurs augmentent encore les prix. » De précédentes inondations meurtrières, en 2012, avaient coûté plus de 27 milliards de dollars à l'économie nigériane.

Beaucoup d'observateurs reprochent donc aux autorités de ne pas s'être préparées et d'être intervenues trop peu et trop tard. De notre correspondante à Lagos, Les populations du delta du Niger sont habituées aux crues saisonnières, qui nourrissent leurs terres et permettent aux poissons de se multiplier. Mais les inondations de cette année ont détruit leurs cultures et mis en péril les activités autour du fleuve. À Yenagoa, la capitale de l'État de Bayelsa, Alagoa Morris, de l'ONG Environmental Rights Action, estime que la mauvaise gouvernance a aggravé les effets du réchauffement climatique. « Cette inondation a été causée en bonne partie par l'ouverture du barrage de Lagdo, au Cameroun. Oui, le réchauffement climatique a joué un rôle, mais ce lâcher d'eau a aggravé la situation. Lorsque cette retenue a été construite au début des années 80, il y a eu un accord avec le Nigeria, qui devait ériger son propre barrage de l'autre côté de la frontière. Le barrage de Dasin Hausa devait réguler la montée des eaux en cas d'ouverture des vannes du côté camerounais. Sauf que ce projet a été abandonné juste avant que le chantier ne soit terminé ! » Le ministre nigérian des Ressources hydriques a démenti et expliqué que les fortes pluies étaient la cause principale des inondations. Jim Dorgu, le président de la Mac-Jim Foundation, reproche quand même au gouvernement de n'avoir tiré aucune leçon des inondations de 2012 qui avait fait près de 2 millions de déplacés au Nigeria. « C'était une situation très similaire, mais il n'y a aucune données disponibles ! Combien sont morts ? Combien ont été touchés ? Rien ! En 2012, il y a déjà eu des morts lorsque des pirogues ont fait naufrage. Pourtant, aucune mesure n'a été prise, aucune préparation, comme la distribution de gilets de sauvetage par exemple, dénonce-t-il. On aurait pu construire des bâtiments sur pilotis pour accueillir les déplacés. Au lieu de quoi on les met dans les écoles primaires. Mais qui nous dit que celles-ci ne seront pas aussi submergées la prochaine fois ? Il faut éduquer les gens avant que ça se reproduise ! » Alors que les Nations unies viennent de débloquer 10 millions et demi de dollars pour venir en aide aux sinistrés, Success Jimmy Ebi, une chercheuse qui travaille aussi pour la Mac-Jim Foundation, met en garde contre les détournements et la corruption. « C'est bien de débloquer des fonds pour les victimes, mais il faut qu'il y ait un suivi pour que celles-ci en bénéficient vraiment, estime-t-elle. Plusieurs semaines après le pic de la crise, l'eau n'est toujours pas complètement redescendue, et de nombreux déplacés sont totalement livrés à eux-mêmes, malgré le risque sanitaire. Dans l'État de Bayelsa, dans le delta du Niger, les rivières sont entièrement sorties de leur lit et ont tout envahi. De notre correspondante dans la région, Les déplacés ont trouvé refuge où ils ont pu – sur une route restée sèche, ou bien sur les gradins en plastique qui entourent le square Dame Patience Jonathan, à Otuoke. Lorsqu'elle veut quitter cet abri pour rejoindre la route, Stella monte à bord d'une pirogue en bois pour ne pas se mouiller les pieds : « On était en train de dormir quand l'eau a envahi notre maison, raconte-t-elle. Nous avons dû nous enfuir en pleine nuit et grimper jusqu'ici. Il y a beaucoup de moustiques qui nous piquent et nous empêchent de nous reposer. Nous n'avons ni gaz, ni kérosène, et on doit utiliser l'eau de l'inondation, même pour boire ! Il n'y a pas d'eau fraiche. » ► À lire aussi : Inondations au Nigeria : dans le delta du Niger, le désarroi des victimes encore sous l'eau En plus du risque de paludisme, les inondations ont provoqué une recrudescence du choléra, qui a tué au moins 465 personnes et affecté 18 000 autres depuis le mois de janvier au Nigeria, selon l'ONU. La maison de Zoé Christian est encore complètement submergée, elle vit pour l'instant dans un immeuble voisin : « Nous n'avons reçu aucune aide. On utilise l'eau qui a envahi notre cour pour nous laver, faire la vaisselle. L'eau est montée si vite... on n'a rien pu sauver. » Les autorités de l'État de Bayelsa ont ouvert un camp au centre de la capitale régionale de Yenagoa, mais la plupart des sinistrés ont dû se débrouiller par leurs propres moyens. « Quelqu'un nous a conseillé de construire une plateforme en bois à l'intérieur de notre maison, pour protéger nos affaires, explique James, un professeur à l'université d'Otuoke. Mais au bout de deux jours, tout s'est effondré et toutes nos affaires sont tombées dans l'eau. Mes livres, nos vêtements, notre nourriture... Moi, ma femme et mes enfants avons dû partir dormir ailleurs, mais l'eau est arrivée là-bas aussi. Nous nous sommes encore déplacés, mais là aussi ça a été inondé ! James espère trouver une nouvelle location pour sa famille, dans une zone moins exposée. Mais pour ses voisins, la question ne se pose même pas : « Beaucoup de gens calculent par rapport aux grandes inondations de 2012 et ils se disent que ça n'arrivera pas avant au moins dix ans. Shell Plc and Eni both declared force majeure on key oil flows from Nigeria, threatening to disrupt supplies in a market already fretting about the impact of Russia's invasion of Ukraine. Eni relates to Brass crude cargoes and followed a pipeline blast in the Bayelsa state in the country's Niger Delta. Some oil companies have stopped buying new cargoes from Moscow and some governments have announced that they are imposing bans on petroleum imports from Russia. Shell says it will try to go elsewhere for barrels.

ABUJA – In receipt of reports from judicial panels regarding EndSARS protests set up in 28 States across the country and in the FCT, the National Economic Council have resolved that payment of compensation to victims should proceed with each State, in collaboration with the Federal Government, establishing the modalities for the settlement of all monetary compensations awarded by the panels.According to a release e-signed and made available to StarTrend Int'l & online – www.startrendinternational.com by ‘Laolu Akande, Senior Special Assistant to the President on Media & Publicity, Office of the Vice President, equally, NEC, which is composed of all State Governors in the Federation and representatives of the FG, Chaired by Vice President Yemi Osinbajo, SAN, also unanimously resolved on Friday, October 15, 2021, to ensure the prosecution of persons indicted by the panels. The Council specifically directed States “to immediately forward copies of final reports of the panels to their Attorneys-General for prompt arraignment and prosecution of all indicted persons.“Where incidents in the reports relate to matters of discipline, in addition to prosecution, NEC urged the Nigeria Police Force to take disciplinary action on the affected officers in line with the provisions of the Police Act 2020.”Also rising from today's NEC meeting, members strongly advised those planning protests to mark the anniversary of the ENDSARS to reconsider the option in view of “current security situation across the country and the possibility of such protests being hijacked by armed hoodlums and other opportunistic criminals to cause mayhem at such protest events and venues.”Below are the NEC resolutions on the panels and an advisory on the planned protests:NATIONAL ECONOMIC COUNCIL RESOLUTIONS ON “ENDSARS” PANELS' REPORTS ACROSS THE COUNTRY – 15TH OCTOBER 2021At its meeting today, 15th October 2021, the National Economic Council (NEC/Council) received an update on the Reports of Judicial Panels of Inquiry into Allegations of Human Rights Violations against Members of Nigeria Police Force and other Security Agencies.2. It may be recalled that following the October 2020 #EndSARS protests, which later transformed into violent demonstrations, in furtherance of resolution of NEC, twenty-eight (28) States and the Federal Capital Territory (FCT) (under the auspices of the National Human Rights Commission) had set up Judicial Panels/Commissions of Inquiry (Panels) to investigate allegations of violations of human rights levied against members of the Nigeria Police Force and other security agencies, especially members of the disbanded Special Anti-Robbery Squad (SARS).3. The 28 States that set up these Panels were Abia, Adamawa, Akwa Ibom, Anambra, Bauchi, Bayelsa, Benue, Cross River, Delta, Ebonyi, Edo, Ekiti, Enugu, Gombe, Imo, Kaduna, Katsina, Kogi, Kwara, Lagos, Nasarawa, Ogun, Ondo, Osun, Oyo, Plateau, Rivers, and Taraba.4. Out of the 28 States, 11 States (Abia, Ekiti, Enugu, Gombe, Kwara, Nasarawa, Ogun, Ondo, Osun, Plateau, and Rivers) have submitted their final reports to Council; with Lagos, set to finalise its sittings on 19th October 2021, submitting an interim report. Governors of other States including Delta and Ebonyi at today's meeting also indicated that their reports would be submitted soon.5. Following deliberations on the recommendations of the panels, NEC agreed/resolved as follows, (and this applies to all the States and FCT that set up the panels):PAYMENT OF COMPENSATION TO VICTIMS6. Each State, in collaboration with the Federal Government, shall establish modalities for the settlement of all monetary compensations awarded by the Panels. Already, as resolved by NEC, a number of States have set up Victims Compensation Funds, from which several victims have already received payments of sums awarded to them by the panels.PROSECUTION OF INDICTED PERSONS (SECURITY PERSONNEL AND CIVILIANS)7. Council directed State Governors to immediately forward copies of final reports of the panels to their Attorneys-General for prompt arraignment and prosecution of all indicted persons.8. Where incidents in the reports relate to matters of discipline, in addition to prosecution, NEC urged the Nigeria Police Force to take disciplinary action on the affected officers in line with the provisions of the Police Act 2020.IMPROVED EFFICIENCY OF NIGERIA POLICE FORCE AND OTHER SECURITY AGENCIES' ARCHITECTURE9. NEC called on the leadership of the security agencies to ensure that –a. Persons recruited into arms-bearing security agencies undergo psychiatric evaluations and drug tests before enlistment and periodically after enlistment to ensure that the personnel are psychologically fit to carry live weapons and to identify behavioural tendencies that may require psycho-social interventions.b. Personnel of the agencies dutifully observes Rules of Engagement in the discharge of their functions/duties around and within the civilian populace.c. While acknowledging the various initiatives introduced by the Federal Government to:*strengthen police accountability through the Police Service Commission,*sustain improved funding and budgetary allocation to the Nigeria Police Force and other securities agencies,*and the lifting of the ban on recruitment of police officers,Council urged the Federal Government to give priority to the general welfare of police officers and personnel of other security agencies.In particular, it advocated the review of pension and gratuity of retired police officers and attainment of parity of remuneration by police officers with sister security agencies.d. Undertake a comprehensive assessment of all police stations across the country with a view to ensuring that they are fit for purpose.e. Nigeria Police Force and other security agencies should deploy cutting-edge technology in the fight against crimes.f. Nigeria Police Force to, in line with the mandatory training provisions of the Police Act 2020, prioritize training of Police Officers on procedures for the entrenchment of Human Rights Provisions guaranteed by the Constitution and on the professional handling of weapons.g. All those detained by the Police as a result of the EndSars protests are expeditiously processed with due regard to the principles of fair hearing.h. The system established within the Nigeria Police Force for receipt and handling of complaints or petitions is strengthened, and all police officers on duty should be in police-approved uniform with their full names and force numbers boldly written for easy identification.i. The States should, as resolved by NEC:i)Properly utilize and support the community policing programme of the Federal Government, with active collaborative efforts and participation of traditional rulers, elders, youths, vigilante groups, etc.;ii)Establish standing committees under States Ministries of Justice to address human rights violations on a continuous basis; andiii)Take measures aimed at flushing out miscreants squatting in uncompleted buildings, and other blackout spots that serve as hideouts for criminals.THE NATIONAL ECONOMIC COUNCIL ALSO ISSUED AN ADVISORY ON PUBLIC PROTESTS AT THIS TIME AS FOLLOWS:While appreciating the role of lawful peaceful protests in the advancement of public discourse under democratic governance, the National Economic Council (NEC) strongly advises those planning public protests across the country to mark the anniversary of the #EndSARS, to consider other lawful alternative means of engagement.This is because of the current security situation across the country and the possibility of such protests being hijacked by armed hoodlums and other opportunistic criminals to cause mayhem at such protest events and venues. Council, therefore, urges the organizers to reconsider their plan.NEC would also like to point out the various actions already taken by Federal and State Governments to address the grievances that led to the 2020 protests, including:* the disbandment of SARS;*broad police reforms;*establishment of judicial panels of inquiries to investigate allegations of human rights violations by members of the Nigeria Police Force and other security agencies;* recommendations of which panels are already at various stages of implementation including the setup of Victims Compensation Funds from which several victims have received payments of sums awarded to them by the panels;*and prosecution of police personnel indicted by the panels.These are commendable actions that ought to be taken to a logical conclusion in a peaceful atmosphere.Organizers of the planned protests should explore the various channels of communication with governments at various levels to advance their positions and avert the breakdown of law and order that may result from such public protests.Credit- Startrend International
Nigeria is expected to receive 176,000 doses of the Johnson and Johnson COVID-19 vaccines on Wednesday. Executive Director, National Primary Health Care Development Agency, Faisal Shuaib, said at a news conference in Abuja on Tuesday.He stated the J&J single shot vaccine is safe and efficient against the coronavirus disease, including the deadlier Delta variant. It is expected to boost Nigeria's COVID-19 fight with the Delta variant sparking fears of a third wave of the pandemic. Dr. Shuaib had recently announced that the second phase of the COVID-19 vaccination programme would commence soon.The exercise had earlier been scheduled to begin on Tuesday, but it was postponed due to “unforeseen circumstances,” according to a spokesperson in the Office of the Secretary to the Government of the Federation, Willie Bassey. The need for the rollout of the second batch of the vaccines has, however, become crucial as Nigeria gradually returns to seeing a spike in infections. As of Monday, 422 new cases of COVID-19 were recorded in the country, with five more deaths.According to the Nigeria Centre for Disease Control (NCDC), the infections were recorded in nine states. Lagos maintained the lead with 190 cases, followed by Rivers (86) and Ogun (85). Others are Oyo (22), FCT (20), Kwara (7), Edo (5), Abia (4), and Bayelsa (3). So far, a total of 178,508 cases have been confirmed, 165,983 patients have recovered and 2,192 deaths have been recorded in 36 states, including the Federal Capital Territory.

Nigeria on Wednesday recorded 110 new cases of coronavirus but no new deaths for the sixth consecutive day, according to the Nigeria Centre for Disease Control statistics.The last time the health agency recorded a death was on April 1 when the toll increased by one to 2,058.Wednesday's new cases were reported from 11 states, including Lagos (24), Yobe (24), FCT (16), Bayelsa (10), Rivers (10), Kaduna (10),Nasarawa (5), Akwa Ibom (4), Bauchi (3), Edo (3), and Plateau(1).To date, the country has recorded 163,440 cases of the virus out of which 153,788 have recovered.On Tuesday, the Federal Government took delivery of 100,000 more doses of the AstraZeneca vaccine from the Indian government as vaccination efforts continue across the country.Nigeria already launched the vaccination of its citizens with the Oxford-AstraZeneca vaccine it received almost four million doses of through the COVAX facility, a UN backed arrangement.
Nigeria has recorded five COVID-19 deaths in the past 24 hours. This is according to the Nigeria Centre for Disease Control (NCDC) which announced this on Thursday night. With the five new deaths, the total fatalities in the country have risen to 2,036. According to the health agency, the new COVID-19 cases were recorded in 14 states and the Federal Capital Territory (FCT). They are Lagos – 50, Kaduna – 12, FCT – 10, Bayelsa – 8, Imo and Kwara – 3, Bauchi and Osun – 2, Akwa Ibom, Edo, Kano, Ogun, Oyo, Plateau and Zamfara each have one case.The country has tested 1,727, 467 people since the first confirmed case of COVID-19 was announced on Feb. 27, 2020. More than two-thirds of the 161,000 people infected by COVID-19 in Nigeria has recovered after treatment. However, more than 11,000 infections are still active in the country.

The Nigeria Centre for Disease Control says 111 new cases of COVID-19 were confirmed in the country. This brings the total number of infections so far to 57,724. The Nigeria Centre for Disease Control, in a tweet on Wednesday night, said the new cases were reported from 12 states of the federation including Lagos where 31 cases were recorded. Gombe had thirty- one cases, Kaduna had eighteen cases, FCT had fifteen cases, Rivers had fourteen cases, Imo, Kwara and Oyo had three cases each, Bayelsa had two cases, while Edo and Osun had one case each. According to the National Bureau of Statistics, the price of petrol was above N130 per litre in 17 states in April, despite the reduction in the price of petrol to N125 per litre. The pump price of petrol, which is still being regulated by the government, was reduced to N125 per litre from N145 per litre on March 18, 2020 following the sharp drop in global crude oil prices. However, the NBS in its latest PMS report said the average price paid by consumers for a litre of petrol stood at N130.84 in April, down from N145.40 in March. The average price of the product was as high as N140.57 per litre in Jigawa, Borno, and Taraba. Other states where petrol was sold above N130 per litre were Bauchi, Sokoto, Yobe, Kaduna, Katsina, Gombe, Kano and Kogi. The Federal Government has ordered the termination of contracts of two Payment Service Providers for their failure to begin the Conditional Cash Transfer scheme to beneficiaries in four states of the federation assigned to them. Based on the statement issued by the ministry on Tuesday, the Minister of Humanitarian Affairs, Disaster Management and Social Development, Sadiya Umar-Farouq, gave this order. The affected states are Bayelsa and Akwa Ibom in the South-South; Abia in the South-East; and Zamfara in the North-West.
