Patricia McInroy, a filmmaker, is a former photojournalist who grew up in Wyoming and graduated from Casper College in 1989. After graduating from the University of Missouri, she returned to Wyoming to work as a photographer for the Casper Star-Tribune in the 1990s. After more than 10 years in the newspaper business, she went back to school to earn an MFA from Vermont College of Fine Arts. To date, Patricia has screened her video work in more than 30 film festivals across the United States, Europe, and Latin America. In 2017, her documentary, Clara: Angel of the Rockies aired nationally on Public Broadcasting Service after winning a contest through the show To the Contrary. Her recent documentary, Invisible Wyoming has been accepted to five film festivals. McInroy currently lives in Denver and teaches at Rocky Mountain College of Art and Design and The Denver School of Photography.  We appreciate you dedicating some of your precious time to the Wyoming Humanities, Patricia. Greg Kearney is known for putting pen to paper and touching on recent issues affecting Americans. He has been drawing cartoons for newspapers, many of them political in nature, since his days as a high school student. He continued drawing cartoons through his college days and landed a job as the cartoonist for the Casper Star Tribune in Wyoming, where he spent the bulk of his career until he became an independent syndicated cartoonist. Presently, Kearney draws cartoons for newspapers in Maine, Kansas, Wyoming and Montana. “Generally, I just look at the leading stories in the states where I provide cartoons to on any given day and select a story or issue from a story to draw about.” Kearney finds inspiration for his cartoons focusing on issues affecting the readership areas for the newspapers for whom he draws. A key figure in the mythology of the American West is that of the rugged individualist, the impressively self-reliant person, rarely needing help from anyone, least of all the federal government. The self-reliant ethos is a powerful one, not just at the level of the individual but at the level of the city. Yet the reality is that most towns and cities in the American West are reliant to a remarkable degree on state and federal governments, as well as on a few large (often extractive) global industries: coal, oil, natural gas, etc. What happens when demand for those resources drops? What happens when the state or federal government runs out of money? Wyoming is finding out. In an op-ed last month in the Casper Star-Tribune, Nate Martin, the executive director of Better Wyoming, wrote: “Faced with COVID-19 and the collapse of Wyoming’s coal industry, Republican Gov. Mark Gordon said recently that the state might have to start abandoning small towns because there’s not enough money to maintain their sewers and streets.” Wyoming has no income tax and some of the lowest property and sales taxes in the country. Martin makes the case that, to help cover its projected two-year, $1.5 billion budget shortfall, the state should increase tax revenue — perhaps by instituting an income tax or raising its other taxes. This week on Upzoned, host Abby Kinney, an urban planner in Kansas City, and regular cohost Chuck Marohn, founder and president of Strong Towns, discuss Martin’s op-ed and the situation in Wyoming...and, really, throughout the West. Abby and Chuck talk about why saying Wyoming has a revenue problem doesn’t go deep enough in diagnosing the underlying issues there. They talk about the ways in which the extractive economies of many Western states are mimicked in extractive development patterns. They also discuss how towns and cities in Wyoming can begin to build local economies strong enough to weather the hard times. (Hint: It starts not with minerals in the ground, but with the people.) Discover the brewing history of the Oil City! Casper has jumped on the hometown brew scene a bit late (twice). The city's first brewery, Casper Brewing Company, did not open until 1914, just five years before the state enacted Prohibition. It struggled to survive during Wyoming's dry years and World War II before eventually ceasing. The city did not have a brewhouse until 2017 when Frontier Brewing Company opened. Now, visitors can drink at five different facilities that are creating some passionate local beer for the high plains town. Two girls, sisters - Becky Thompson and Amy Burridge - were snatched off the street, attacked and driven 35 miles to an iron bridge over Fremont Canyon. Then the two men that took them threw them over. But one of the girls survived the 112 foot fall and identified Ronald Kennedy and Jerry Jenkins as the men who attacked them. Ruth Ramsey, an author from Oklahoma, called in to tell us all about her newest release, "Candle of Dreams". From the website of Argus Books, "Ruth Ramsey was born and raised in western Oklahoma and grew up travelling on Route 66. She has spent the majority of her life in various towns in Washita and Custer County except for a brief time living in Wyoming. She received a Bachelor of Arts in English Education in 1988 from Southwestern Oklahoma State University, graduating summa cum laude, and has since pursued a teaching career. She currently is completing her twenty-second year of teaching in a rural school in southwest Oklahoma, where she teaches English and Art and is the yearbook advisor. She also has a background in journalism, having served as a women's editor for the Clinton Daily News, Clinton, OK, a columnist and stringer for the Woodward News, Woodward, Oklahoma, and as a features writer and contributing editor for the Casper Star Tribune and the Casper Journal, Casper, Wyoming, respectively. She also writes poetry, and has had her work published in Westview Magazine. She is an avid amateur genealogist, draws portraits of people, whose faces she finds endlessly fascinating, and has been active in community theatre as an actress and director, as well as singing in local community choirs. Jason Marsden has served as executive director of the Matthew Shepard Foundation since July 1, 2009. He served as field director for the Wyoming Democratic Party Coordinated Campaign in 1994 before starting a seven-year career as a Casper Star-Tribune reporter, covering government, the environment, the energy industry and the state’s congressional delegation both from Casper and later from Washington, D.C.
