J.H. Baxter & Co. has faced numerous fines from the Oregon Department of Environmental Quality for violating state environmental regulations. The Eugene plant treated wood products with creosote and other chemicals from the 1940s until it closed in 2022. Now, the company and its owner are facing federal criminal charges for allegedly boiling off 1.7 million gallons of toxic waste and venting the fumes into the surrounding air.  Christian Wihtol covered the federal charges for Eugene Weekly. The Eugene School District 4J board voted Wednesday night not to renew the contract of Superintendent Andy Dey. The departure comes a month after Eugene Weekly broke the news that Dey was under investigation following complaints of discrimination and retaliation. Since then, the paper has reported on the board’s formal reprimand of Dey and a new allegation that Dey kissed a teacher without her consent.  Eugene Weekly Editor Camilla Mortensen joins us for an update on the board’s decision and what comes next for the district.

Eugene's 4J School Superintendent facing allegations of discrimination, misconduct

The public school superintendent at the 4J School district in Eugene is under investigation, the Eugene Weekly is reporting. The school board hired Andy Dey in 2022 when similar allegations surfaced. A Seattle area firm has turned over its investigation to the school board, which met for another executive session Monday night. Eugene Weekly editor Camilla Mortensen has been following the story, in collaboration with the University of Oregon’s Catalyst journalism program, led by investigative reporter Brent Walth. Norma helped take charge of the paper in 1998 when it verged on bankruptcy. Under her direction, the newspaper has grown into the state's largest-circulation Spanish-language weekly. It reaches more than 125,000 Spanish speakers across Connecticut. Norma is among the folks highlighted in Dan and Ellen's new book, “What Works in Community News,” which, at long last, will be out by the time you hear this podcast. In addition to her work at La Voz, Norma is the board chair of the Online Journalism Project, the nonprofit umbrella that includes the New Haven Independent, the Valley Independent Sentinel, and WNHH community radio. The Independent and the radio station both work out of La Voz's offices in downtown New Haven.   Ellen has a Quick Take on a surprising development in local news on Martha's Vineyard.The ownership of the weekly Martha's Vineyard Times has changed hands. Longtime publishers and owners Peter and Barbara Oberfest sold the Island news organization to Steve Bernier, a West Tisbury resident and longtime owner of Cronig's Market.  And the acting publisher is Charles Sennott, a highly decorated journalist and founder and editor of The GroundTruth Project. He also helped launch Report for America. Dan discusses a hard situation at Eugene Weekly, an alternative weekly in Oregon that's been around for four decades. The local alt weekly in Eugene has been publishing community and regional news since 1982. It’s no purple prose to say that many readers consider Eugene Weekly to be an institution. So when editor Camilla Mortensen put out a letter explaining that the paper had suffered a huge blow from alleged theft and mismanagement by a longtime employee, the community responded with offers of help and donations of cold hard cash. Law enforcement are investigating, and Mortensen says the Eugene police chief personally assured her he is overseeing the case. Some details are under wraps because of the investigation, but Mortensen joins us to discuss the situation and what the paper hopes can be a way forward.

While rescue shelters for dogs and cats can be found in many Oregon cities, there are fewer options for small pets like hamsters, hedgehogs, rats and chinchillas. The Little Critter Crew is working to change that. As reported in Eugene Weekly, the Eugene-based animal rescue has built a network of 32 foster homes across the state since it launched in 2020. Kayla Hernandez is the rescue’s co-founder. She joins us to share more details on how the “crew” operates and the importance of small animal rescue.

Rapid Evictions for homeless campers rise dramatically

In Eugene, homeless campers in city parks are being given just two hours notice to move. For many years, city workers gave campers at least 24 hours notice. But starting in 2021, the city created a new category of "non-established" campers, apparently to get around a law passed that year that required 72 hours be given to unhoused campers, according to reporting in the Eugene Weekly. The number of two hour eviction notices has risen drastically, and the city appears to have set a record for such notices in 2022. Now Eugene's Human Rights Commission is questioning why the city council and mayor were not informed of this change and plans to hold public listening sessions on the matter. We talk with Alexis Weisend, who reported the story for the University of Oregon's Catalyst Journalism Project and Eugene Weekly.

Eugene has a long history of house shows. In the 90s, the punk scene and its music could be heard in houses, with basement shows for bands like Black Flag gathering crowds of hundreds. But as reported in the Eugene Weekly, the city's music community say police crackdowns are hurting local artists, house venues and local music as a whole. Krista Kroiss is a recent intern for Eugene Weekly and is a senior at the University of Oregon. Eugene man with mental illness dies after being taken into police custody

In March of 2020, Landon Payne stopped breathing after officers restrained him at a Lane County jail. Oregon was two weeks into a statewide shutdown due to the COVID-19 pandemic. Payne's wife Angie had originally called the Eugene Police Department when he was experiencing a mental health crisis. Two of the three officers who first responded did not have mandatory crisis intervention training and made a series of decisions that Angie Payne says led directly to her husband's death. Video from the jail is available, but so far the EPD has not released the officer's body camera footage. Reporter Ardeshir Tabrizian uncovered the details of Payne's death in reporting he did for Eugene Weekly and the University of Oregon's Catalyst Journalism Project. The paper is appealing the decision to withhold the body camera video. We talk with Tabrizian about Landon Payne's death, the coverup he discovered and what happens next.

But, first, Jose and Joel chat about what they are drinking: Lagunitas IPA and St. Pauli Girl. For their FRED Talks, Jose talked about how virtual masses just aren't the same as attending in person, and Joel used his time to call out Andrew Sullivan for criticizing the 1619 Project, though he gave him credit for calling out the left on the Tara Reade scandal. In the main segment, Jose and Joel were joined by Henry Houston for a lively conversation. They started the conversation by going through some of Jose's favorite articles written by Henry: Country Grammar, in which Henry was able to meet with Garth and fulfill his childhood dream; Shatner: The Final Frontier, in which Henry recalls his interview with William Shatner; and Nerd Bashing Time, in which he interviews the MAGA-hat-wearing MMA fighter Colby Covington. From there, we talked about whether Star Trek or Star Wars was better, what it's like to get hate mail, journalistic standards, and the reaction to Oregon's Coronavirus health guidelines. If a person charged with a crime is too mentally ill to aid in their own defense, the state must provide them with enough treatment to get them ready for trial. This can be done at the county level, or a judge can send defendants to the overcrowded state hospital. A new investigation in the Eugene Weekly found that Lane County sends more people to Oregon State Hospital, and that the numbers have been increasing. Reporters Gina Scalpone and Emily Goodykoontz tell us about the impacts of this system.
