AGENCY BRIEF: STREET SWEEPER / USAS-12 DESTRUCTIVE DEVICE RECLASSIFICATIONWhat this really was: In 1994, ATF took lawfully owned shotguns and shoved them into the NFA “destructive device” category. No vote in Congress. No new statute. Just an agency ruling that turned specific 12-gauge shotguns into the same legal category as grenades. The targets were the Striker-12, the Street Sweeper, and the USAS-12. The Striker and Street Sweeper used revolving cylinders. The USAS-12 was a semi-auto, magazine-fed shotgun. They all fired ordinary 12-gauge shells, the same kind of ammunition people put through hunting pumps all over the country. The legal hook was buried in the National Firearms Act, specifically 26 U.S.C. § 5845(f). That section says a weapon with a bore over one-half inch can be treated as a destructive device unless the government decides it is “generally recognized as particularly suitable for sporting purposes.” A 12-gauge shotgun has a bore of about .73 inches. So every 12-gauge in America avoids the NFA only because ATF treats it as sporting enough. That is the trapdoor. In 1994, during the Clinton administration, ATF issued Rulings 94-1 and 94-2. The agency said these shotguns had no recognized sporting purpose, pointing to their weight, capacity, and military-style features. Once ATF withdrew that exemption, the guns became destructive devices. The pattern was simple: Start with a broad statute and an elastic test like “sporting purposes.” Use subjective factors, including appearance, to pull back prior approval. Reclassify the guns by agency ruling. Open a short amnesty period for tax-free registration. Turn missed paperwork into felony exposure. Confirmed fact: ATF used the sporting purposes clause to reclassify these firearms and require NFA registration without Congress passing a new law. What is less clear is how many legacy owners actually got notice before the amnesty window closed. But the legal threat was real, and the policy result stuck....

Every day we receive is an opportunity to live wisely, love intentionally, and steward the moments entrusted to us. For families with children or grandchildren, summer can be a unique opportunity to do just that. The school year brings its own rhythm and routine, but summer often loosens those structures. That can be a wonderful gift—but it can also bring unexpected challenges. Brian Holtz, CEO of Compass Financial Ministry, knows this firsthand. Brian and his wife, Erica, have four children in school, ranging in age from 8 to 16. Like many families, they welcome the blessing of more time together during the summer months. But they also know that when routines disappear, the days can easily slip away. As Brian puts it, the season that is supposed to feel restful can sometimes become even busier than the school year. That is why his family tries to approach summer with intentionality. Their simple framework is built around three important buckets: work, play, and rest. Work Builds Character Work may not sound like the first thing kids want to think about during summer break, but it is an important part of God's design. Work existed before the fall, and when kept in proper balance, it helps us grow in responsibility, service, and faithfulness. For children, summer provides extra time at home—and often, extra messes around the house. That creates a natural opportunity to teach responsibility through simple household duties. Brian's family calls these “daily duties.” Each child has an age-appropriate task to complete each day. It may be loading or unloading the dishwasher, sweeping the floor, taking out the trash, or helping with another household responsibility. Most of the time, the children can choose when they complete the task, but the expectation is clear: it needs to get done. These small responsibilities may not take much time, but they can help build accountability and a work ethic. They also remind children that being part of a family means contributing to the household's well-being. Each family can decide whether certain chores should be paid or simply expected as part of living together. Either way, the goal is not merely to complete tasks. The deeper goal is to help children understand that work is a meaningful part of life and stewardship. Play Creates Memories Summer is not only a time for work. It is also a time to enjoy the gift of family. Fun matters—not just for children, but for parents and grandparents as well. Many families spend the fall, winter, and spring looking forward to summer, hoping for more time together. But meaningful memories rarely happen by accident. They usually require some planning. Brian's family has a tradition they call the “summer of fun.” They choose a handful of activities they would not normally do during the school year and randomly select one every few weeks. To make it even more exciting, they use a Price Is Right-style spinning wheel to choose the activity. The activities do not have to be expensive. In the busyness of summer activities, camps, trips, and family plans, rest can easily be overlooked. That is why families need to make room for quiet, unhurried time. Sometimes that may mean protecting an evening at home. Sometimes it may mean a slower morning, a Sabbath rhythm, or a break from screens and schedules. Rest reminds us that our worth is not measured by productivity. It teaches children—and reminds adults—that we are dependent creatures who need God's provision, not just our own effort. Stewarding the Summer Well Summer is a gift to stewards. It gives families a unique opportunity to shape character, build memories, and practice rhythms that reflect God's design. Work teaches responsibility. Play creates joy and connection. Rest reminds us to trust the Lord with our time. As Psalm 90:12 reminds us, wisdom begins when we recognize that our days are numbered. We cannot control how quickly the summer passes, but we can choose to receive it as a gift and steward it with purpose. What is the oddest, or most expensive fix you've ever done to get a trash gun running? For yourself, friend, customer, anyone. I got a Turkish 410 AR upper to play around with. Put it on a known functioning lower with their supplied modified buffer because the proprietary BCG is slightly longer. Slam fired half a magazine. Looked it over, tried a different lower with their other buffer they supplied. Slam fired 3 rounds, had an out of battery, sheared the bolt off. Sent it back. They sent me a whole new upper right around the same time I listened to the last episode you had Foxtrot Mike on. They were talking about slam firing 9mm and buffer weights. I immediately picked up a couple recoil mitigation buffers for PCCs. When the new 410 upper showed up I weighed the supplied buffers to

The ATF used an informant to cultivate Weaver and buy two shotguns. The agency claimed the barrels were cut a fraction of an inch below the 18-inch legal minimum. Whether Weaver cut them at the informant's request or sold them as-is is heavily disputed. What is confirmed is what happened next: the ATF did not arrest him to protect the public. They used the federal firearms charge as leverage to pressure Weaver into becoming a paid snitch. Weaver refused. Because he refused, the ATF pushed the case to prosecutors, and Weaver was indicted in late 1990. Then came the bureaucratic failure. Weaver's court-appointed attorney was sent a notice with the wrong appearance date, and Weaver missed his hearing. Instead of resolving a government paperwork error cleanly, the system escalated. The U.S. Marshals launched an 18-month surveillance operation on his remote cabin. In August 1992, an armed reconnaissance team of Marshals encountered Weaver's 14-year-old son Sammy and family friend Kevin Harris in the woods. A firefight erupted. Exactly who fired first remains disputed, but the results are not: the family dog was killed, Sammy Weaver was shot and killed while running back toward the cabin, and Deputy U.S. Marshal William Degan was killed. In plain English, agents were told they “could and should” shoot any armed adult male seen outside the cabin. FBI sniper Lon Horiuchi fired two shots. The first wounded Randy Weaver. She died instantly. The legal aftermath demolished the government's narrative: A federal jury acquitted Kevin Harris of murder on self-defense grounds. Randy Weaver was acquitted of all original firearms and murder charges, convicted only of failure to appear and a bail condition violation. A 1995 Department of Justice review found the FBI's modified rules of engagement unconstitutional. The federal government paid over $3 million in civil settlements to the surviving family. Despite Senate hearings and state-level indictments, no federal agent ever served a day in prison for the killings. 2. This operation was never about public safety. It was about coercion. When Weaver wouldn't play ball, the agency's objective shifted from investigation to punishment, kicking off a predictable escalation ladder: Use a regulatory charge as a trap. Demand intelligence cooperation, and turn refusal into a target on the citizen's back. Treat a procedural court-date mistake as a fugitive manhunt. Deploy paramilitary recon teams for a paperwork warrant. Rewrite deadly force rules on the fly to authorize a shoot-on-sight posture. Once federal agencies invest that much time, manpower, and ego, the institutional pressure to justify the operation takes over. They stop seeing citizens with rights, and start treating them as enemy combatants on American soil. 3. THE 2A ANGLE For gun owners, Ruby Ridge is the blood-soaked warning label on every “it's just a paperwork violation” argument. The underlying charge was a National Firearms Act measurement. That is the exact kind of regulatory trap Washington loves to describe as narrow, reasonable, and harmless. But in practice, technical gun laws give agencies the legal cover to ruin lives. That is the modern lesson for FFLs navigating zero-tolerance revocations, home builders facing shifting administrative definitions, and ordinary owners one bad pistol-brace ruling away from becoming a federal case file. Apply the Supreme Court's Bruen standard to the government's actions. There is zero text, history, or tradition from the founding era of a permanent federal bureaucracy measuring the barrels of defensive weapons to coerce citizens into acting as informants, and then militarizing a warrant service when the citizen refuses. That is, of course, if you were to believe the extraordinarily detailed, myth-building liner notes and discography on the back of The Numbers' album Anthology '64-'67 , released on Bomp! subsidiary label Voxx Records in 1983. Truth is, the band, led by twin brothers Terry & Larry were barely old enough to remember the '60s. Yet, proudly wearing their influences on their paisley sleeves, they created one of the best, most collectible releases of the era (that part's true). Anthology is prime 1983 mod/power pop - brilliantly crafted, melodically rich, and harmonically deep pop music. Although the Tutors would only release one Numbers album in the '80s, they would morph into the "electrified Americana" of The Bordersnakes. Fast forward to 2025 (prompted by a rediscovery by YouTuber Matthew Street), The Numbers released their first new album under that moniker in more than 42 years, Mad Day Out (Bomp! Records). It finds the band with all of their strengths firmly intact, a chiming, harmony-filled blend of joyous folk rock and power pop. The guys say that this is the most fun they've ever had on a podcast...and who are we to argue with that?
