Na jaře roku 1945 se na Krymu ve městě Jaltě sešli tři vrcholní státníci a představitelé protihitlerovské koalice. Setkání Spojenců navazovalo na setkání v Teheránu. A téma? Jak porazit nacismus a postupovat v době míru.
Notikumus pasaulē komentē Vidzemes augstskolas lektors, Rīgas Stradiņa universitātes (RSU) doktorants Jānis Kapustāns un Austrumeiropas politikas pētījumu centra pētniece, RSU doktorante Beāte Livdanska. Sazvanam Vītauta Dižā universitātes habilitēto humanitāro zinātņu doktoru, profesoru Alvidu Butkus. Ierakstā Tartu Universitātes Sociālo zinātņu fakultātes profesors Vello Petais. Pandēmija un totālās kontroles briesmas Dienvidkoreja tiek minēta kā valsts, kam izdevies sekmīgi apkarot koronavīrusa epidēmijas izplatību, tai skaitā efektīvi lietojot digitālās izsekošanas tehnoloģijas. Ziņas par saskarsmi ar inficēto tika izsūtītas visiem ar viņu kontaktējušajiem, tā ļaujot apzināties risku un savlaicīgi pārbaudīties. Datu apkopošanas ziņā Dienvidkorejas varas iestādes neieviesa neko principiāli jaunu, pamatā pielāgojot epidēmijas situācijai jau esošos instrumentus. Tā, piemēram, arī līdz šim valdības institūcijas apkopoja datus par visiem finanšu darījumiem, kontrolējot nodokļu nomaksu. Tāpat vispārpieņemta prakse ir centralizēta novērošanas kameru datu apstrāde. Tagad šie risinājumi tika izmantoti inficēto personu kontaktu vēstures izsekošanai. Sabiedrība pie šādas valsts „modrās acs” esot jau pieradusi, tāpēc lielum lielais vairums dienvidkorejiešu šo praksi cīņā ar pandēmiju vērtē pozitīvi. Kā norādīts britu domnīcas Tonija Blēra Globālo pārmaiņu institūta ziņojumā, kuru atreferē BBC, visām valdībām esot jāizšķiras starp trīs nevēlamām iespējām: veselības aizsardzības sistēmas pārslodzi, ekonomikas apturēšanu vai intensīvāku pilsoņu izsekošanu. Un, kā uzstāj ziņojuma autori, sabiedrībai vajadzētu pieņemt privātuma pārkāpumus, kas vēl pirms neilga laika liberālā demokrātijā būtu neiedomājami, lai nebūtu jāmaksā ar dzīvībām vai labklājību. Tomēr Rietumu demokrātijām izšķiršanās par šādu soli ir ļoti problemātiska, un pat pirmie izmēģinājumi un diskusijas par tēmu jau izraisījušas asus tiesību aizstāvju protestus. Visskaļākais skandāls uzliesmojis Izraēlā, kur marta vidū Benjamina Netanjahu pagaidu valdība pilnvaroja drošības dienestus izmantot mobilo tālruņu izsekošanas datus ar koronavīrusu inficēto kontaktu apzināšanai. Līdz šim šādas metodes lietotas terorisma apkarošanā, taču, kā pagājušās nedēļas nogalē lēma Izraēlas Augstākā tiesa, šāda izsekošana pret lojāliem pilsoņiem bez atsevišķas regulējošas likumdošanas nav pieļaujama un ir jāpārtrauc. Vairākās Eiropas valstīs tiek apsvērta iespēja izmantot inficētā kontaktpersonu apziņošanai mobilā tālruņa atrašanās vietas noteikšanas sistēmu, gan garantējot pilnīgu anonimitāti un brīvprātību. Tomēr Francijas un Vācijas valdības, kuru plānotā sistēma paredz datu centralizētu glabāšanu, jau sadūrušās ar kategorisku „nē” no tehnoloģijas izstrādātāja – kompānijas "Apple" puses. "Apple" sadarbībā ar otru digitālo tehnoloģiju gigantu "Google" strādā pie aplikācijas, kas nodrošinātu pilnīgi decentralizētu apziņošanas sistēmu. Attiecīgais tīmekļa protokols jau ieviests Šveicē un Austrijā, un drīz to varētu pieņemt arī Igaunijā. Kā ar veselību biedram Kimam? Ziemeļkoreja jeb, oficiālā nosaukumā, Korejas Tautas demokrātiskā republika ir praktiski vienīgā no bijušās sociālistiskās nometnes valstīm, kura palikusi nemainīga pēc padomju totalitārisma sabrukuma pagājušā gadsimta pēdējās desmitgadēs. Arī starp toreizējām totalitārajām sistēmām tā izcēlās ar īpašu noslēgtību, totālu kontroli un sabiedrības indoktrināciju, kā arī ar nemainīgu vadoņa Kima Irsena atrašanos valsts priekšgalā no 1948. līdz 1994. gadam. Pēc viņa aiziešanas mūžībā pirmā Kima vietā stājās viņa dēls Kims Čenirs, kuru tādā pat kārtā 2011. gadā nomainīja trešās paaudzes dinastijas turpinātājs Kims Čonins. Kima Irsena dzimšanas diena, 15. aprīlis, ir svarīgākie Ziemeļkorejas valsts svētki, tāpēc, kad svinīgajā pasākumā nebija klāt pašreizējais vadonis Kims Čonins, pasaules medijos strauji izplatījās versijas par viņa iespējamo slimību vai pat nāvi. Tūlīt sāka cirkulēt arī apsvērumi par iespējamo varas pārņēmēju – tā varot būt jaunākā no Kima Čenira atvasēm, 1988. gadā dzimusī Kima Jočena. Tomēr nekādas drošticamas informācijas no pandēmijas situācijā hermētiski noslēgtās valsts pagaidām nav. Oficiālā Ziemeļkorejas ziņu aģentūra svētdien izplatīja fotouzņēmumu, kurā Kims Čonins redzams it kā vadot valdošās Korejas Strādnieku partijas politbiroja sēdi. Savukārt kāds Dienvidkorejas medijs ziņojis, ka ziemeļnieku vadonim esot bijusi nepieciešama sirds operācija; šādu iespēju intensīvi pētot arī Savienoto Valstu izlūkdienesti. Dienvidkorejas prezidenta ārlietu padomnieks Mūns Čonins gan pirmdien paziņojis, ka viņa valdībai neesot informācijas par Kima veselības problēmām. Iespējams, ka vadoņa neierašanās svētku parādē skaidrojama ar bailēm saķert koronavīrusa infekciju. 4. maijs – ārpolitiskā dimensija Nule iznākušajā grāmatā „Latvijas diplomātijas gadsimts” Eiropas Parlamenta deputāte Sandra Kalniete raksta: Neatkarības deklarācijas pieņemšana 1990. gada 4. maijā bija ļoti saviļņojoša. Kā plenārsēžu zālē, tā ārā pie Augstākās Padomes ēkas valdīja pilnīga eiforija. Prieka pārpilnībā likās, ka līdz ar mums priecājas visa pasaule un jau rīt mūsu draugi Eiropā un ASV teiks Maskavai – mēs gribam izlabot nodevību, kuru pieļāvām Jaltā, un jums vairs nav nekādu tiesību paturēt Latviju padomju gūstā. Drīz mēs, tāpat kā lietuvieši un igauņi, varējām pārliecināties, cik ļoti starptautisko tiesību principi atšķiras no starpvalstu attiecībās valdošās Realpolitik, kuru neviens nevēlējās mainīt un apdraudēt gadu gadiem piekoptās attiecības ar atomlielvalsti PSRS periodā, kad tās ārpolitikā un iekšpolitikā Mihails Gorbačovs bija iezīmējis cerīgas pārmaiņas. Kalnietes kundze, viena no pirmajām atjaunotā Latvijas ārlietu dienesta veidotājām, kodolīgi raksturo dilemmu, ar kuru tobrīd saskārās rietumu demokrātiju politiķi un diplomāti. No vienas puses, lielum lielais vairums Brīvās pasaules valstu nebija atzinušas Latvijas inkorporāciju PSRS sastāvā de jure. Teorētiski tas prasītu tūlītēju neatkarības atzīšanu situācijā, kad Baltijas nācijas bija apliecinājušas savu prasību pēc neatkarības atjaunošanas ne vien masu mītiņos un tautas kustību deklarācijās, bet tagad arī demokrātiski ievēlēta parlamenta balsojumā. No otras puses, pusgadsimtu pastāvējušajai politiskajai kārtībai bija milzu inerce. Vairums šo rietumvalstu pārstāvju bija auguši, skolojušies un guvuši pieredzi ar izjūtu par šīs kārtības stabilitāti, un citādas, lai cik arī teorētiski pareizas, realitātes atzīšana lika zināmā mērā lauzt arī savu uzskatu sistēmu. Un, protams, bija rūpes par Mihailu Gorbačovu – jaunā tipa padomju līderi, kurš solīja pievērst boļševistiskā totalitārisma zonu demokrātiskām vērtībām. Vēl vairāk nekā gadam bija jāpaiet nepieredzēti straujās un dramatiskās pārmaiņās, līdz Padomju Savienības sabrukums kļuva par nepārprotamu realitāti, un vēl krietni ilgākam laikam, līdz Latvija un pārējās divas Baltijas valstis ieņēma pienācīgo vietu Eiropas un pasaules politikas izkārtojumā. I first saw Dr. Charles Browne a few months ago at JALT’s PanSIG in Tokyo. He was giving a talk in a room that was almost as packed as a Japanese train during rush hour. He was introducing ER Central, which is a website that he created with Rob Waring, where students and teachers can find a myriad ER-related resources, and he was glowing. You could tell that he was passionate about it. I immediately thought that we had to have him on the podcast. So I told Travis and we got in touch with him. We asked him if he would give us an interview and, to our delight, he said yes in no time. Our original idea was just to have him introduce his website to our audience, but the interview flowed in different directions and became something that I find even more interesting. Among many other things, it included a really nice section on what Dr. Browne calls a symbiotic relationship between extensive reading and intentional vocabulary learning, for example, by means of flashcards. Eric is Associate Professor of Learning Design and Technology at the University of Fukuchiyama in Kyoto, and coordinator of JALT’s Mixed, Augmented and Virtual Realities in Learning Special Interest Group, topics of which are discussed in this interview. This interview was recorded at the JALT PanSIG conference, that took place in Tokyo earlier this month. The PanSIG conference celebrates the work of the many special interest groups that makes up the larger professional association. Gabriel is Director of the LUDUS Center, the faculty professional development center of the Catholic University of Uruguay. Gabriel's research focuses on teacher education, pedagogy, and professional development, among other areas. His published books include 2004’s Teacher-Centered Professional Development, and 2012’s Teaching Language Teachers: Scaffolding Professional Learning. The interview was conducted at last year’s JALT conference, after Gabriel had just delivered his plenary presentation titled: Shaping the Way We Grow: Teachers and Development.
