Our guest today on the podcast is documentary filmmaker Askold Kurov, whose latest film, “Of Caravans and Dogs,” was screened this past June in England as part of the Sheffield Documentary Film Festival, the largest festival of its kind in the UK.According to the festival programme, this “Bold and compelling documentary looks at the curtailment of press freedom in Russia on the eve of and during the invasion of Ukraine.”. The credits list two directors. One is “Anonymous Number 1” and the other is our guest today, Askold Kurov.My questions are: 1. Askold, I watched your movie with great interest. Please explain the title of the movie and where it came from.2. In the Sheffield Docfest programme, your unique access to people and events is very much praised. Tell us about the birth of the project. How did it come about? In the credits it is stated that the film was made with the support of Novaya gazeta. Was it their initiative or did you approach them with the idea?3. Tell us about the relationship between you and your team. After all, your co-director remained anonymous, as well as two others in key roles - sound operator and editor. Why did they remain nameless, while you boldly decided to give your name in the credits? 4. You started shooting before Russia's full-scale invasion of Ukraine. What made you choose this topic and how did you decide how the film would end?5. The movie talks about Novaya gazeta, Memorial, Dozhd, and Ekho Moskvy. But above all, about Novaya gazeta. Why was this?6. I heard one journalist who works for TV Dozhd say that the Russian authorities were doing everything they could to make the entire opposition press leave the country, so there would be no one to push back against pressure and censorship in Russia itself. What do you think of that?7. You yourself stayed to live and work in Russia right after the beginning of the war. And now you are outside Russia. What brought you to leave? 8. Do you keep in touch with your former “anonymous” colleagues from the film? How are they doing?9. Many people talk about self-censorship among the journalists who stayed in Russia. Do you think this promotes or destroys quality journalism?10. Access to all independent sources of information in Russia is increasingly narrowing. What sources of information are left for Russians and is there a demand for such information? Has what is happening now in Kursk region changed things?11. Tell us a little about yourself. Where did you grow up and how did you become involved in the film business? 12. I remember very well the strongest impression from your movie of 2017 about the fate of Ukrainian filmmaker Oleg Sentsov, arrested during the annexation of Crimea and taken to Russia. As you have closely interacted with and observed Ukrainians, what can you say about the differences between Russians and Ukrainians?13. Could you have predicted at that time that a real war between Russia and Ukraine would start?14. How do you see the war ending?15. Are you currently working on a new project? 16. Even for avid supporters of Ukraine, like me, Ukrainian literature remains and undiscovered country. Today I'm speaking with Uilleam Blacker who can guide on a journey of discovery, to engage with Ukrainian culture and identity. Ukrainian literature has a strong tradition of folk tales and oral poetry, and it has been influenced by the country's complex political and cultural history, including periods of colonization and national struggle. Russian literature, on the other hand, has been shaped by its own distinct history, including periods of imperial expansion and revolutionary upheaval. Ukrainian writers were persecuted in the 1920s during the period of Soviet rule in Ukraine, as part of a process to suppress Ukrainian national identity and culture and replace it with a new Soviet identity; literature was a key tool for this, as it is also for Russia today. ---------- Uilleam Blacker is an associate professor in the comparative culture of Eastern Europe at the School of Slavonic and East European Studies at University College London. He is the author of Memory, the City, and the Legacy of World War II in East Central Europe (Routledge). He has translated the work of many Ukrainian authors, including Oleg Sentsov's short story collection Life Went On Anyway (Deep Vellum). His translations of novels by Taras Prokhasko and Maik Yohansen will be published in the Harvard Library of Ukrainian Literature series. Authoritarian voters cosplay Rambo on the U.S. Southern border, literally hunting refugees and denying them basic human rights. Our interview this week features Lisa Molomot and Jeff Bemiss, the filmmakers behind the extraordinary must-watch Peabody Award-winning film Missing in Brooks County about the immigration crisis in America deliberately engineered for maximum cruelty by both Republican and Democratic leaders over the years, creating the world's deadliest border crossing. It does not have to be this way. In this discussion, you'll hear common sense solutions, unmasking an entrenched genocidal culture that has gone unchecked for far too long. Who was first in line to carry out the Holocaust? The authoritarian voter next door. Survivors described how their neighbors turned on them, throwing rocks through their windows. That's who Trump is appealing to, driving out people who have existed throughout history: longing for a strongman to crush their enemies, and put mouthy women, smug nonwhite people, those pesky gays, and don't forget entitled refugees in their place. These are the “vermin” Trump scapegoats as he travels the country, amplifying Russian disinformation, and consolidating his base: the authoritarian voter next door.  Reality Winner, the patriotic whistleblower who confirmed extensive Russian hacking of our election systems after government officials tried to downplay it, has faced far harsher punishment than violent coup plotter Trump with his 91 criminal indictments. The American people see the threat to our democracy clearly, which is why they've built resilient grassroots power that ushered in yet another historic Blue Wave. The latest victory in a long list: Dauphin County, PA flipped to Democratic control for the first time in 100 years. We the People have done significantly more to protect our democracy than Merrick Garland's DOJ.  Given the immense power we've shown, it's time to abolish the Electoral College, a monument to slavery, and agitate for other reforms to modernize the United States government. Her published works include essays, poetry, monographs, and subtitles to various films. She won the 2019 Kovaliv Fund Prize for her translation of Taras Prokhasko's Anna's Other Days. She received a 2021 Peterson Literary Fund grant to translate Vasyl Makhno's Eternal Calendar. She holds an MA in Slavic studies from Columbia University, where she focused on Eastern European history and literature. A former Peace Corps volunteer, Ali lived in both western and central Ukraine for nearly five years. Her co-translations with Dzvinia Orlowsky from the Ukrainian of Natalka Bilotserkivets's poems, "Eccentric Days of Hope and Sorrow" (Lost Horse Press, 2021) was a finalist for the 2022 Griffin Poetry Prize. It has been shortlisted for the Derek Walcott Prize for Poetry and longlisted for the 2022 National Translation Award in Poetry. Her next volume with Orlowsky, a collection of Halyna Kruk's poetry, will be out in 2024. Zenia Topkins, an American of Ukrainian descent, began translating Ukrainian literature in 2015, after fifteen years' experience in education, academia, and the private sector. She holds graduate degrees in Middle Eastern Languages and Literatures from Columbia University and Islamic Studies from the University of Virginia. A past recipient of fellowships from the U.S. Department of State, the U.S. Department of Education, and the National Endowment for the Humanities, among others, Zenia has varying levels of proficiency in nine languages. Her translations have been supported by grants from the Ukrainian Book Institute, the House of Europe, and the Peterson Literary Fund, among others, and include Tanja Maljartschuk's "A Biography of a Chance Miracle," Olesya Yaremchuk's "Our Others: Stories of Ukrainian Diversity," Vakhtang Kipiani's "WWII, Uncontrived and Unredacted: Testimonies from Ukraine," and Oleksandr Shatokin's "The Happiest Lion Cub" (forthcoming). She lives in exurban Virginia with her husband and three kiddos. Zenia is currently translating books by Stanislav Aseyev, Oleksandr Mykhed, and Tanja Maljartschuk, scheduled for publication in late 2022 and early 2023. She has served as the lead English translator for The Old Lion Publishing House, Ukraine's premier literary press, since 2019. This week our guest on the podcast is Konstantin Aleksandrovich Kotov, a Russian computer programmer and civil society activist. In 2019 Konstantin Kotov was the second person to be convicted under the so-called ‘Dadin' Article 212.1 that was added to the Russian Criminal Code in July 2014 – ‘Repeated violation of the established procedure for organizing or holding a meeting, rally, demonstration, march, or picket.' The topics of our conversation include: the Russian judicial and penitentiary systems, and the current state of human rights in Russia. Russia is illegally occupying Crimea since 2014 and continues to perpetrate human rights violations. UI was honored to host Oleg Sentsov, Andreas Umland and Karina Shyrokykh for a discussion on possible future solution scenarios for Crimea. To prevent the spread of Coronavirus (COVID-19)this seminar took place without an audience. It was recorded and published afterwards as UI Podcast. The human rights situation in Crimea has deteriorated since 2014, with the banning of Mejlis, the self-governing body of Crimean Tatars, and curbs on the freedom of press and assembly. Other human rights violations, such as arbitrary arrests and enforced disappearances, have been documented by human rights organizations. While the conflict seems far from an end, how can the human rights situation in Crimea be protected? What are the possible future scenarios for Crimea, and is a peaceful return of Crimea to Ukraine possible? Cuộc họp thượng đỉnh bốn nước Pháp, Đức, Nga và Ukraina theo « Công thức Normandie » tổ chức tại Paris nhằm tìm kiếm một giải pháp chấm dứt cuộc xung đột tại Ukraina kết thúc tối khuya 09/12/2019. Paris và Matxcơva cùng nói là có những tiến bộ. Nhưng theo giới quan sát, đường đi đến hòa bình cho đông Ukraina vẫn còn xa. Nước Nga khó có thể từ bỏ « quân cờ » Donbass, nhằm ngăn chặn Ukraina xích lại gần với phương Tây. Tại cuộc họp báo, nguyên thủ hai nước Pháp và Nga đều lạc quan cho rằng thượng đỉnh lần này có « những bước tiến bộ quan trọng cho tiến trình hòa bình tại Ukraina ». Lãnh đạo 4 nước cùng đồng thuận về một số điểm sau 3 năm gián đoạn đối thoại : Rút quân khỏi 3 điểm từ đây đến cuối tháng 3/2020 ; củng cố thêm lệnh ngừng bắn và tiến hành một đợt trao đổi tù nhân mới. Tuy nhiên, tổng thống Ukraina, Volodymyr Zelensky, sau một giờ rưỡi hội đàm riêng với nguyên thủ Nga đã tỏ ra thất vọng vì không giải tỏa được một số điểm bất đồng lớn mà ông mong muốn có được những nhượng bộ từ phía Matxcơva. Đây cũng chính là điều mà nhiều chuyên gia Pháp như bà Tatiana Kastouéva-Jean, giám đốc Trung tâm Nga và Các nước độc lập mới (NEI), dự báo trên đài RFI trước giờ diễn ra cuộc họp. Bà cho rằng thành công của thượng đỉnh sẽ rất hạn chế. « Đối với Nga, mọi việc khá rõ ràng. Matxcơva mong muốn là thỏa thuận Minsk được áp dụng theo đúng như nội dung đã ghi. Và thỏa thuận này lại tương đối có lợi cho Nga. Trong khi đó, Ukraina muốn bảo vệ chủ quyền và tìm cách duy trì khuôn khổ chung của thỏa thuận Minsk nhưng lại muốn thay đổi lịch trình thực hiện các giai đoạn được ghi trong văn bản này. Có một vấn đề rất quan trọng, gây trở ngại lớn đối với Ukraina: Liệu các cuộc bầu cử ở cấp địa phương sẽ được tổ chức tại Donbass trước khi Kiev giành lại quyền kiểm soát đường biên giới chung với Nga hay không? Đây là điểm gây bất đồng lớn giữa hai bên. Còn có một điểm lớn khác, cũng gây trở ngại, liên quan đến việc hiểu và diễn giải nội dung thỏa thuận: Ai sẽ người để đối thoại? Nga muốn là chính quyền Ukraina thảo luận trực tiếp với các lãnh đạo ly khai ở miền đông. Thế nhưng, Kiev từ chối. » Donbass : « Con tin » của Nga để mặc cả với Ukraina Ngay trước thượng đỉnh Normandie lần này, điện Elysée cũng đặt ra một mục tiêu khiêm tốn : « Tránh một cuộc xung đột có quy mô lớn tại đông Ukraina » qua việc áp dụng một loạt các biện pháp của thỏa thuận Minks II và « Khởi động một tiến trình giải quyết chính trị cho cuộc khủng hoảng trong bối cảnh căng thẳng nghiêm trọng ». Thỏa thuận Minks được ký kết vào tháng 2/2015, và trong thế yếu quân sự trước Nga, chính quyền Kiev tiền nhiệm đã có những nhượng bộ quan trọng mà giờ đây ông Zelensky cho rằng « không thể chấp nhận được » và muốn thương thảo lại những điểm như chuyên gia Tatiana Kastouéva-Jean trình bày ở trên. Tuy nhiên, sau một giờ rưỡi trao đổi song phương tại điện Elysée, dưới sự bảo trợ hòa giải của Paris và Berlin, đôi bên đã không đi đến được một đồng thuận mới nào ngoài ba điểm chính nêu trên. Tổng thống Ukraina, trong cuộc họp báo, một lần nữa xác quyết chủ quyền lãnh thổ với hai vùng Donbass và Crimée. Nhưng nguyên thủ Nga tỏ ra cứng rắn, kiên định với lập trường của mình cho rằng phải có « sửa đổi Hiến Pháp để cấp cho vùng Donbass một quy chế đặc biệt thường trực ». Nhưng quy chế đặc biệt nào dành cho vùng lãnh thổ phía đông ? Liệu những vùng lãnh thổ này sẽ có quyền thành lập một lực lượng an ninh riêng của chính mình hay không ? Họ có được quyền phủ quyết trong các quyết định chính sách đối ngoại hay không ? Tất cả những điều này chưa ai biết rõ và Ukraina cũng khó có thể chấp nhận. Vậy nước Nga thật sự muốn gì ở Ukraina ? Tại sao Nga không cho sáp nhập Donbass như đã làm đối với bán đảo Crimée mà luôn có thái độ mập mờ trong các cuộc đàm phán hòa bình ? Bà Alexandra Goujon, chuyên gia chính trị học về Ukraina và Belarus, trường đại học Bourgogne-Franche Comté trên đài RFI giải thích. « Nga chơi trò mập mờ, không rõ ràng. Có nghĩa là nếu tình hình đàm phán trở nên rất căng thẳng thì họ sẽ nói điều này không liên quan đến chúng tôi. Thực ra, chính sách của Nga trong không gian này là họ chỉ muốn một mình giữ vai trò cường quốc khu vực. Đồng thời, Nga đang xây dựng liên hiệp Á-Âu và muốn các nước láng giềng tham gia. Và nhất là Nga làm mọi cách để tránh trường hợp Ukraina, Moldova, Gruzia, một ngày nào đó, tham gia Liên Hiệp Châu Âu hoặc NATO. Do vậy, không phải là ngẫu nhiên mà cả ba nước nói trên đều có vấn đề ly khai. Như vậy, ý tưởng của Nga là gây bất ổn tại các nước này, cần phải làm sao để chính quyền ba nước này không thể kiểm soát được toàn bộ lãnh thổ quốc gia và tình trạng này sẽ làm cho ba nước càng thêm bấp bênh. Liệu có nước nào có thể chấp nhận tình trạng bị chia cắt và chính quyền không kiểm soát được một phần lãnh thổ ? » Năm 2018, bà Tatiana Kastouéva-Jean, trong một chương trình phát thanh đài France Culture, cũng từng giải thích các lý do khiến Nga không muốn sáp nhập vùng Donbass. « Tôi không nghĩ là một ngày nào đó, Nga quyết định sáp nhập hoặc công nhận nền độc lập của các nước cộng hòa này, bởi vì Nga sẽ phải hứng chịu hậu quả rất lớn. Một mặt, đó là phản ứng của Ukraina. Có thể nói, quân đội Ukraina đã có thời gian để củng cố và tăng cường sức mạnh, kể từ khi xẩy ra cuộc xung đột. Mặt khác, chắc chắn các nước phương Tây sẽ có phản ứng mạnh và tăng cường trừng phạt Nga. Trong bối cảnh chuẩn bị cho bầu cử và giải bóng đá thế giới, Nga không có lợi ích gì khi làm cho bạo lực tái bùng phát. » Vẫn theo bà Tatiana Kastouéva-Jean, trong hiện tại, Ukraina vẫn là mắt xích quan trọng trong việc cung cấp khí đốt cho các nước phương Tây. « Có một yếu tố rất quan trọng, đó là hệ thống ống dẫn khí đốt của Nga chạy qua lãnh thổ Ukraina để cung cấp cho các nước châu Âu. Nga không thể cắt đứt hoàn toàn đối thoại với Ukraina hoặc để xẩy ra một cuộc khủng hoảng ngoại giao hoặc quân sự nghiêm trọng. » Putin – Zelensky : Sói già và cừu non ? Đạo diễn Oleg Sentsov, người Crimée, vừa được Nga trả tự do trong đợt trao trả tù binh vừa qua, đã có nhận xét cay đắng như sau : « Nga không nghĩ là sẽ trả các vùng lãnh thổ Donbass cho dù Nga cũng sẽ phải mệt mỏi khi ủng hộ các vùng này. Nhưng Nga muốn sử dụng các vùng đất này như một chiếc vòng kiềng mà Nga sẽ quàng lên cổ Ukraina và như vậy Nga có thể dẫn dắt như một chú chó nhà ngoan ngoãn ». Cuộc xung đột tại Ukraina kéo dài từ 5 năm qua, làm khoảng 13.000 người chết, hơn một triệu người phải di tản. Kinh tế hai vùng tự trị tự xưng Louhansk và Donetsk ngày càng khánh kiệt. Những nhà xưởng lớn từng là đầu tầu kinh tế của vùng nay dời hết về Nga. Các mỏ than thì bị ngập úng và không thể khai thác. Đời sống người dân tại hai vùng này ngày càng trở nên khó khăn, trong khi mà cuộc chiến, tuy mức độ dữ dội không còn cao như trước, vẫn tiếp diễn mỗi ngày. Đến với thượng đỉnh Normandie lần này với một vị thế tương đối thuận lợi, nhưng nguyên thủ Ukraina cũng không thể trông cậy nhiều vào hai nước trung gian hòa giải Pháp và Đức, vốn dĩ cũng có những quan điểm rất lập lờ. Cặp đôi Paris – Berlin khó có thể gây ảnh hưởng với tổng thống Putin, bởi lẽ nước Nga còn là một đối tác quan trọng cho Pháp và Đức trong nhiều hồ sơ quốc tế khác, theo như phân tích của bà Alexandra Goujon: « Quả thực đó là một trò chơi mập mờ, không rõ ràng. Trong một chừng mực nào đó, hội nghị thượng đỉnh theo « công thức Normandie » này khá thú vị, bởi vì không một ai tham gia hội nghị, bao gồm cả Emmanuel và Angela Merkel, có ảo tưởng. Họ biết rất rõ là Nga sẽ chơi trò gì. Thế nhưng, Nga là một đối tác cần thiết trong các hồ sơ quốc tế quan trọng khác. Nga là thành viên thường trực Hội Đồng Bảo An Liên Hiệp Quốc, một đối tác nặng ký và cần phải đối thoại. Và thượng đỉnh theo « công thức Normandie » cũng là một trong những hình thức đối thoại. Tôi xin nhắc lại rằng, thượng đỉnh theo « công thức Normandie » là một trong những công cụ được lập ra một cách không chính thức ». Về phần mình, Hoa Kỳ tuy cam kết trang bị vũ khí cho Ukraina để tăng cường khả năng phòng thủ, nhưng có một lập trường rất rõ ràng : Xung đột tại Donbass là chuyện riêng giữa Ukraina với Nga và phe ly khai. Hãy để cho họ tự giải quyết ! Tóm lại, Vladimir Putin đến Paris lần này trong thế thượng phong, với một tầm ảnh hưởng quân sự, năng lượng và ngoại giao rất lớn. Nước Nga đương nhiên đang hứng chịu các lệnh trừng phạt do phương Tây áp đặt, nhưng giới doanh nhân cũng như người dân Nga cũng đã quen thuộc với điều này nhân danh chính sách cường quốc của lãnh đạo. Trước tình cảnh này, tổng thống Ukraina đành phải tìm cách xuôi theo Nga, giữa lời hứa tranh cử chấm dứt đối đầu ở đông Ukraina và việc không nhượng bộ Putin điều gì. Cuộc chơi song phương lần này chẳng khác gì một cuộc gặp giữa « một con sói già và một chú cừu non » như lời ví von của hãng tin Pháp AFP !

March 2019 marks the five-year anniversary of Russia’s annexation of Crimea. We explain why the fake referendum in Crimea is called a "referendum by gun point" and provide background on Russia's annexation which had been in the works since the mid-2000s. The story of human rights abuses that continue to this day in Russian-occupied Crimea are told through the political prisoner Oleg Sentsov, a filmmaker kidnapped from Crimea and held in a Siberian penal colony on trumped up charges. Despite the harsh conditions, Sentsov defies the odds by continuing to produce art, including a feature film. His story is an urgent reminder to choose hope over despair.
