A treia rundă de marșuri „No Kings/Fără Regi” a avut loc sîmbătă în Statele Unite ale Americii. Organizatorii estimează că mai mult de 8 milioane de oameni au participat la cele peste 3300 de acțiuni de protest, organizate în toate cele 50 de state şi au spus că protestele vizează politicile președintelui american, inclusiv războiul din Iran, politicile privind imigrația și creșterea costului vieții. Care e povestea sloganului „No Kings/Fără Regi”? Ce impact are pentru americani implicarea în proteste a unor vedete precum precum Robert de Niro și Bruce Springsteen? L-am întrebat pe politologul Andrei Țăranu.Andrei Țăranu: „Constituția SUA s-a născut dintr-o întrebare foarte serioasă în epoca respectivă, vorbim de 1789, pentru că modelul dominant în lumea considerată atunci civilizată, adică Vestul Europei și puţine state din Orient, era absolutismul monarhic. Au existat voci care au spus că ar fi bine ca și în cazul Statelor Unite să se impună/aleagă un rege, dar care să nu fie, evident, britanic, pentru că obținuseră și cîștigaseră Războiul de Independență împotriva Marii Britanii. Cealaltă linie a fost linia republicană, care a prevalat și a construit un model constituțional al unui preşedinte care are, în multe privințe, caracterul unui monarh, așa cum se înțelegea un monarh la sfîrșitul secolului al XVIII-lea, dar nu un monarh absolutist, ci unul care se supune Constituției și elementelor legislative pe care le-am numit mai tîrziu, spre sfîrșitul secolului al XIX-lea, checks and balances, adică greutăți și contragreutăți care fac ca instituțiile statului să se organizeze astfel încît să fie foarte puține pierderi din partea uneia sau alteia dintre puteri. Astfel, președintele SUA, care stă sub conducerea celei mai vechi Constituții în vigoare din lume, păstrează aceste caracteristici monarhice, doar că e un monarh care poate să stea în funcție maxim 8 ani, adică 4 ani în primul (mandat) și 4 ani în al doilea. Și asta face ca sistemul, de obicei instituția prezidențială, să încerce să-şi găsească puteri și în afara propriei sale structuri și, unde se poate, să mai adune niște puteri în favoarea sa. Vi-l aduceți aminte pe Richard Nixon care a fost forțat să își dea demisia din funcția de președinte, tocmai pentru că abuzase de calitatea sa de președinte. Or, ceea ce face Donald Trump în acest moment este să abuzeze extrem de mult de funcția sa de președinte. După cum știți, a abuzat atunci cînd a introdus tarife, fără nici o logică, împotriva unor parteneri de foarte lungă durată ai SUA și apoi Curtea Supremă a Statelor Unite, care este echivalentul unei curți constituționale, a spus că acțiunea asta a fost împotriva legii. În cazul Maduro dar și în actualul război din Iran a luat hotărîri de natură militară care ar fi trebuit să treacă prin Congres și în special prin Senat, pentru că structura federală a SUA s-a construit pe modelul în care statele oferă președintelui o putere, în special în politica externă, dar această putere este controlată de Senat.”Credeţi că aceste proteste exprimă o criză de încredere în instituţia prezidenţială, în Donald Trump sau în democraţia însăşi?Andrei Țăranu: „Ar trebui subliniat că este probabil cel mai mare protest care a avut loc vreodată în SUA: 8 milioane de cetățeni americani, în același timp, pe tot cuprinsul SUA. Nu s-a mai întîmplat asta. Nici în perioada de maximă explozie a protestelor din anii ʼ60, cu Martin Luther King, sau a mișcărilor hippie nu s-a atins un asemenea nivel de participare. Oamenii ăștia mai degrabă își doresc să prezerve democrația împotriva acțiunilor extremiste ale președintelui Donald Trump și a acelei părți din societate care îl mai susține, acea parte din MAGA care încă susține politicile lui Trump.”Apasă PLAY pentru a asculta interviul integral!
