Interview with retired Special Agent Federal Bureau of Investigation Ann Kirkland.Years of Service: 1996-2022Growing up in Pennsylvania, Annie knew from an early age that she wanted to pursue a career in law enforcement. With encouragement from her father, she sought a goal to become a Special Agent with the FBI.After college, she received her law degree and became an Assistant District Attorney for Clearfield County, Pennsylvania, handling minor and major criminal cases. In 1996, she achieved her goal of becoming a Special Agent with the FBI and was assigned to the New York Division.During her career, Annie served different assignments, including the surveillance operations group, behavioral analysis coordinator, and adjunct faculty instructor for violent crime and crime scene management processing. Annie was assigned to the New York Division, Los Angeles Division, FBI Headquarters, Anchorage Division, and the Philadelphia Division.She was part of the evidence response team throughout her career, which took her throughout the country and world, investigating bombings, murders, and plane crashes. Annie had an affinity for investigating violent crime but developed a deep desire to pursue cases involving children who were the victims of crime. During her career, Annie worked on investigations including bank robbery, wire fraud, kidnapping, organized crime, narcotics, human trafficking, terrorism, homicide, and January 6th protesters for a brief time.

Is this correct? 00:06:00 - Is it still the policy of the FBI that a new agent will not return to their applicant field office as their first assignment? For example, if you apply through the Tampa office, is there any chance you could be assigned Tampa (or a resident agency) as your first location? 00:07:11 - Is anyone permitted to be in your government issued vehicle (i.e. spouse or children)? 00:08:00 - Is it still true that the application process takes about one year, or has that increased or decreased? 00:08:27 - How do we find out who the applicant coordinator is for our local office? My master's degree is in Psychology. I have been with the hospital for almost 6 years, working in progressively higher positions until obtaining a director-level job. My goal has been to join the FBI at 30. Given the brief overview of my background, is there any general advice you all can give me as I look to apply within the next 2-3 years? Anything that would make me stand out even more as an applicant? 00:32:57 - My grand daughter is 28 and has BA and MA degree in Accounting and four years with a major accounting firm. She has researched FBIJOBS.gov and realizes she meets the basic educational and experience for the SA position but is more interested in the Accounting /Financial Analyst position. Are professional Accounting/Financial Analysts able to choose their office assignments? Are they subject to transfers as are the SA's? Do they receive location pay for high-cost areas? Do they receive overtime (AUO) as do the SA's? 00:37:00 - I am a licensed attorney and I own and run my own law firm. My husband is a Navy JAG officer and so I take my firm with me when we move from state to state. I am a solo practitioner, so I do not have a supervising attorney. Is this still considered "professional" job experience for purposes of the Special Agent position? 00:37:50 - In moving from field office to office, is there any consideration given to being able to live close to my husband who is in the Navy, if possible? Of course, I understand the needs of the Bureau come first. 00:38:47 - I got arrested for driving under the influence. Besides this, I have a clean, spotless record. Would this prevent me from getting accepted? Would that one mistake in my past be enough to prevent me from my dream job? 00:39:56 - What fields of study and experience is the Bureau most looking for and what will give future applicants that edge? 00:42:14 - Is the Intelligence Analyst recruitment process on hold or does it only happen one time per year? 00:44:00 - Do you have to have 20/20 vision to be an agent? Is there a height restriction? 00:45:00 - How long does the hiring process typically take? 00:45:10 - During Quantico, are you able to communicate with/see loved ones? 00:49:37 - How does the FBI determine what your specialization (or unit) will be as an agent? 00:53:00 - I haven't been able to get in touch with my local FBI recruiter or Applicant Coordinator. What should I do? 00:55:02 - In your experience observing and training candidates, what do the most resilient New Agent Trainees do regularly while at Quantico to help them face unknown challenges and experiences while training? 00:57:20 - I've been told or even warned that this job can change you; being exposed to a world of crime and prosecution might do that. What strategies have you used, or seen used, whether mental attitudes or practices, to maintain a healthy optimism when facing even the toughest situations consistently as a special agent? And to follow that question, what practices do you suggest to check-in with yourself throughout one's time serving in the FBI to make sure you haven't lost true north, in a sense? 01:05:44 - I am a military officer considering transitioning in the next 3-5 years and I'm interested in applying to the FBI. Can you speak at all on family life in the FBI? My dream is to coach my kids' little league teams. Is that possible as a special agent? Also, does the FBI respect Sundays for church? 01:10:41 - Are Tattoos allowed? 01:12:05 - What is the graduation rate over the past 5 years? How many people flunk out? 01:14:03 - How do new agent graduates from the Academy handle first assignment living arrangements, especially given when that first assignment location is confirmed while in training and the 2 year probationary period? Are there any services provided at the academy to help locate housing/apartments for new agents or at the field offices themselves? Jerri Williams served 26 years as a Special Agent with the FBI. During most of her Bureau career, she worked major economic fraud investigations. She notes that with a gun, they can steal hundreds. But with a lie, they can steal millions. During her FBI career, Jerri specialized in cases targeting major economic crime and corruption. Her investigation of a $350 million Ponzi scheme perpetrated against unsuspecting nonprofit organizations, high profiled philanthropists and beneficiary donors resulted in a 12-year prison sentence and multiple forfeitures; the international advance fee scam case she conducted resulted in a 14 year prison sentence and the forfeiture of the subject's residence; and her major investigation of business-to-business telemarketing fraud, which included a long-term undercover operation, resulted in 16 search warrants, 25 convictions, and many multi-year prison terms. Jerri received numerous awards throughout her career, including four United States Attorney Awards for Distinguished Service, three of them for her work on the cases noted. Being interviewed and appearing on CNBC's American Greed in the episode—When Greed and Giving Collide—was a highlight of Jerri's career. Toward the end of her federal law enforcement career, Jerri was appointed as the spokesperson for the Philadelphia Division of the FBI, taking on the responsibility of educating and informing the media and public about the Bureau. Retired agent Joseph Bushner served with the FBI for 22 years. During his Bureau career, he investigated major public corruption, organized crime and white collar matters, to include corporate fraud, health care fraud and financial institution fraud while working in the Youngstown Resident Agency (RA) out of the Cleveland Field Office and in the Philadelphia Division. In this episode of FBI Retired Case File Review, Joe Bushner reviews his investigation of Congressman James Traficant, who was indicted on 10 charges, including bribery, racketeering and tax evasion. This was the second time Traficant was charged with being corrupt. Although not a lawyer, Traficant, a colorful public official known for his outrageous behavior and  language, represented himself during both federal trials. The first trial, when he was a county Sheriff,  resulted in an acquittal. Monsignor Michael Mannion, lovingly known as Father Mike, leads the Catholic Archdiocese of Camden, NJ and is the founder of Discovery House Ministries. In 2013, The Philadelphia Division of the FBI honored Father Mike for his efforts to educate youth about the effects of substance abuse and violence and for his assistance to the local FBI's community outreach program. Working with the U.S. Marshals Service, Father Mannion assisted with the organization's Fugitive Safe Surrender Program. The successful program encouraged the city's most violent predators to surrender to Father Mannion, due to his collaborative efforts with law enforcement. He also supports the division's youth and employee assistance programs, providing information on substance abuse, suicide prevention, grief, addiction, and strategic urban community leadership. We will ask him about the variety of emotions he deals with, how he helps people navigate through them, and how he handles them as a professional.

Retired agent John Kundts served in the FBI for twenty years. His first assignment was to the Philadelphia Division where he initially worked Fraud Against the Government matters. In this episode of FBI Retired Case File Review, John Kundts reviews the 1981 counterfeit SEPTA TransPasses case where two men using specialty paper, printed and sold fake monthly fare instruments. Before the investigation, the transit agency's losses from the scheme totaled $1 million a month. After a promotion to FBI Headquarters, he worked first in the Inspection Division, Office of Planning, Evaluations, and Audits and then in the Personnel office where he adjudicated employees determined by the Inspection Division to have been involved in serious administrative or illegal disputes. The unit was affectionately known as the "You Fail, We Nail" group. He also worked in the Office of Public and Congressional Affairs.  Later in his career,  he was transferred to the Denver Division where he was the supervisor of the Special Operations Group (SOG), which conducted surveillance operations throughout the Denver Division territory which encompassed all of Colorado and Wyoming supporting case agents by providing ground, air, and electronic surveillance. Upon retiring, John Kundts, took up another challenging role, being a stay-at-home-dad caring for his two young daughters. Retired agent Scott Curtis served in the FBI for 22 years. In this episode of FBI Retired Case File Review, he reviews a public corruption investigation that resulted in the conviction of Allentown, Pennsylvania Mayor Ed Pawlowski, as well as a dozen other public officials and business executives for campaign contribution bribery, extortion, and other corruption-related offenses. Scott spent much of his career assigned to the New York Field Office working on an organized crime squad investigating Colombo LCN Family, before transferring to the Allentown Resident Agency (RA) out of the Philadelphia Division. A highlight of his time in New York was being the lead Agent in the largest single-day takedown of organized crime members in U.S. history in January 2011, where over 120 individuals were indicted and arrested based on hundreds of consensual recordings captured over 20 months by multiple cooperating witnesses. He notes that the similarities in the investigation of organized crime members and corrupt public officials were remarkable, and his experience working OC in New York significantly contributed to the success of the Allentown investigation. In this episode of FBI Retired Case File Review, retired agents Jim Sweeney and Rich Macko review the March 16, 1994, Broad Street shootout where Rich Macko and another agent were shot and seriously injured, and a drug gang member killed after a violent confrontation that occurred while the agents were attempting a car stop. The surviving gang members had to be tried twice for the attempted assassination of federal officers. FBI Director Louie Freeh visited the agents directly after the shootout and, for their actions, later awarded them the FBI’s highest award for bravery the “Medal of Valor.” At the time, Jim was the supervisor and Rich a member of  the Philadelphia Division’s  Violent Traffickers Project, a task force of federal, state and local law enforcement agencies established in 1988 to investigate violent drug dealers and drug-related murders. Also known as Squad 2, the federally funded unit was responsible for the dismantling of more than 50 gangs that had been selling drugs in the Philadelphia area.   Henry James Sweeney “Jim” served in the FBI for more than 39 years, six as a support employee and 33 as an agent. During his agent time, Philadelphia was his first and only office of assignment. He was the supervisor of Squad 2 for twenty-one years. Jim established the squad in 1986 when the FBI was first given the federal mandate to investigate drugs along with the DEA. Upon retiring from the FBI Jim was employed as a special agent with US Treasury Office of Inspector General traveling the country working Stimulus Funding frauds. Currently,  is working as an investigator for the City of Philadelphia, Office of the Inspector General. Richard Macko served in the FBI for 34 years, three as a support employee and 31 as an agent. For most of his career he conducted long term Criminal Gang  and Organized Crime investigations in the Philadelphia Division.. Late in his career, he accepted a special assignment to Boston where he was part of the team who investigated and prosecuted a corrupt retired Boston FBI Supervisor convicted of crimes related to his long-term association with South Boston Organized Crime Boss “Whitey” Bulger. Macko was awarded the “Directors Award for Investigative Excellence” by FBI Director Mueller for his efforts in the case. Before retiring, Macko was deployed to Iraq by the FBI to assist in the investigation of genocide and crimes against humanity under the  Iraqi Criminal Law. And her major investigation of business to business telemarketing fraud, which included a long-term undercover operation, resulted in 16 search warrants, 25 convictions, and several multi-year prison terms. Jerri received numerous awards throughout her career, including four United States Attorney Awards for Distinguished Service. Retired agent Michael McGowan served with the FBI for more than 30 years. Early in his career, while assigned to the Philadelphia Division, he worked major drug investigations. In this episode of FBI Retired Case File Review, Michael McGowan reviews a Pakistani drug investigation where he was falsely accused and investigated for the theft of $200 million dollars of heroin and cocaine from a secured FBI evidence vault. His reputation and integrity were temporarily destroyed by the false allegation. The actual person responsible was another FBI drug agent who was sentenced to 25 years in prison for the crime. Later in his career, Michael McGowan was transferred to the Boston Division and  participated in more than 50 FBI Undercover Operations. He successfully infiltrated Italian LCN and Russian Organized Crime groups, Mexican drug cartels, Outlaw Motorcycle gangs, contract murderers and corrupt public officials, all resulting in significant arrests, seizures, and lengthy incarcerations. He has been recognized at the highest levels of the FBI and Department of Justice, and domestically and internationally, for his role as an undercover agent. He was an instructor at the FBI Undercover Certification School in Quantico, Virginia and also served an operational counselor for the FBI’s Undercover Safeguard Unit, evaluating undercover FBI personnel for operational and psychological readiness. Michael McGowan has been qualified in federal court as a subject matter expert in Undercover Operations. After retiring from the FBI, McGowan started The 7329 Group, a law enforcement undercover training and entertainment consulting firm. Retired agent Dave Richter served in the FBI for more than 33 years, ten as a support employee and 23 as a special agent. During most of his agent career, he worked violent crime, general criminal, and white-collar crime matters out of the Philadelphia Division’s Newton Square Resident Agency. In this episode of FBI Retired Case File Review, he reviews his investigation of the Johnston Gang, a violent family-based robbery, and burglary ring responsible for millions of dollars of thefts and convicted of the murders of six witnesses. The gang operated for more than 20 years in the rural areas of Pennsylvania, Maryland, Delaware, and New York, stealing everything they could get their hands on, especially farm machinery. Dave Richter believes that the investigation was a success and the Johnston brothers were brought to justice due to the combined efforts of the federal, state, county, and local law enforcement agencies assigned. The case inspired the feature film At Close Range which starred Sean Penn and Christopher Walken, a number of TV true crime shows, and a book written by a former local reporter. Retired agent Stephen Heaney served in the FBI for more than 25 years. His entire career was spent at the Philadelphia Division working, primarily, major thefts and violent crimes. Retired agent Jerri Williams served in the FBI for 26 years. During most of her Bureau career, she worked major economic fraud investigations targeting financial crimes and corruption. In this episode of FBI Retired Case File Review, she reviews the Foundation of New Era Philanthropy investigation, a $350 million Ponzi scheme perpetrated against unsuspecting nonprofit organizations, high profiled philanthropists, and beneficiary donors, which resulted in a 12-year prison sentence and multiple forfeitures. The case and Jerri Williams were featured on the CNBC show, American Greed, Confessions of a Con Man. She received a United States Attorney Award for Distinguished Service for her work on the New Era Philanthropy case, as well as two additional U.S. Attorney Awards for her work on an international advance fee scam, and a business to business telemarketing fraud. Toward the end of her FBI career, Jerri Williams was appointed as the spokesperson for the Philadelphia Division of the FBI, taking on the responsibility of educating and informing the media and public about the Bureau. Post-FBI retirement, Jerri served as the spokesperson and Director of Media Relations for SEPTA, Philadelphia’s public transportation provider. Both positions often placed her in the spotlight in front of local and national news media. Jerri Williams is the author of two crime novels. Her recently published novel, Greedy Givers, was inspired by the Foundation of New Era Philanthropy investigation discussed in this episode. Retired agent Bill Grace served more than 33 years with the FBI. In this episode of FBI Retired Case File Review, he reviews the “Wolf Ticket” investigation where 13 Philadelphia Roofers Union Local 30 officials were convicted of racketeering, extortion, and bribery. The case uncovered numerous ties between union leaders, organized crime, and public officials. The key to the successful investigation was the surreptitious recording devices installed in the union hall that secretly taped conversations between union leaders and others. Prior to his transfer to the Philadelphia Division, where he worked Labor Racketeering and Corruption cases in Philadelphia and South Jersey, Bill Grace was assigned to the Bureau’s Baltimore and New Haven Offices. He currently continues to work for the FBI as a contract Asset Forfeiture Investigator.

Retired agent John Terry served 25 years with the FBI. After a short stint in the Richmond Division, John was assigned to the Philadelphia Division where he developed an expertise in working International White Collar Crime investigations involving sophisticated schemes conducted by organized crime groups from eastern Europe. After a few years he was moved to the Organized Crime Squad where he investigated the Philadelphia mob. In this episode of FBI Retired Case File Review, John Terry reviews his investigation of Ralph Natale, the first sitting mob boss ever to cooperate with and testify for the FBI. John also talks about his relationship with informant Ron Previte, also known as the “Fat Rat.” John Terry was later promoted to supervise the Organized Crime Squad. During Operation Iraqi Freedom, John Terry was appointed as the FBI's On-Scene Commander at the Baghdad International Airport in Baghdad, Iraq, where he managed  25 task force investigators from various federal agencies conducting counter-terrorism and terrorist financing investigations. Later in his Bureau career, John served as the program manager responsible for covert operations utilizing all aspects of physical security to include locks, alarms, and video surveillance systems in support of counter-terrorism, counter-intelligence and criminal investigations throughout the United States. Currently, John Terry is employed as the Global Manager of Compliance Investigations for Ingersoll Rand.

Retired agent Mike Leyden served 26 years with the FBI. Leyden, who has a law degree from Villanova University, was assigned to the Jacksonville Division, Pensacola Residency Agency and the Detroit Division, where he worked bank robberies, kidnappings, and fugitive matters. When transferred to the Philadelphia Division, Leyden helped set up and was the supervisor of the Special Operations Group based on a concept initially established in the Detroit Division. He was later appointed as the supervisor of the Newtown Square Resident Agency. To avoid an unwanted transfer to FBIHQ, Leyden stepped down and was placed on the Organized Crime Squad to work cases targeting the Philly mob. In this episode of FBI Retired Case File Review, Leyden is interviewed about an extortion case that resulted in the conviction of Nicodemo Scarfo Sr., Philadelphia City Councilman Leland Beloff, and Beloff's administrative assistant, Robert Rego for attempting to extort $1 million from Willard Rouse, a Philadelphia developer. During the investigation, two "made men," Nicholas Caramandi and Thomas DelGiorno, became government witnesses and their testimony eventually led to indictment and conviction of entire hierarchy of the Scarfo Family. After retirement, Mike Leyden became the Vice President of Corporate Security and Surveillance for Caesars Hotel and Casino in Atlantic City. Currently, he still occasionally accepts private investigation assignments.

Retired agent Doug Hess served with the FBI for nearly 21 years. He was assigned for a short time to a satellite office out of the Tampa Division, but spent most of his career in the Philadelphia Division. As a licensed pilot, Hess was initially assigned to the surveillance squad, Special Operations Group (SOG). Later, he returned to working his own cases on a squad handling major theft and interstate transportation of stolen property crimes.  In this episode of FBI Retired Case File Review, Hess is interviewed about his investigation of a scheme conducted to defraud 150 coin dealers and collectors, known as numismatists, of $1 million in gold coins. During the investigation, Hess discovered a second scheme involving lead filled bars of silver that potentially could have been damaging to the precious metals industry. For his efforts in these matters, Hess received the Sol Kaplan Award from the Professional Numismatists Guild.

Retired agent Sam Smemo served 15 and a half years with the FBI and ten and a half years with the United States Marshals Service, for a total of 26 years in federal law enforcement. In this episode of FBI Retired Case File Review, Sam Smemo is interviewed about how witnessing the devastation of 9/11, compelled him to transition from fighting the war on drugs to joining the war on terror. After hunting dangerous fugitives during the early part of his career, once onboard with the FBI, Sam worked drug cases while assigned to the Philadelphia Division. He talks about working on a drug case that inadvertently resulted in the exoneration and release from jail of an innocent man wrongly accused of shooting a child during a drive by shooting. Identifying and bringing the real culprit to justice was a highlight of his career. But after 9/11, Sam requested to be transferred to work terrorism cases. He tells us about working on an extraterritorial case wherein the FBI and the American government desperately attempted to locate and rescue a U.S. citizen kidnapped in Saudi Arabia. Tragically, the businessman was executed by an Al Qaeda terrorist organization operating in the Arabian Peninsula.

Father Mike is Director Office of Community Relations Catholic Archdiocese of Camden NJ, and the founder of Discovery House Ministries. In 2013, The Philadelphia Division of the FBI honored Monsignor Michael T. Mannion for his efforts to educate youth about substance abuse and violence and for his assistance to the local FBI's community outreach program. Working with the U.S. Marshals Service, Father Mike assisted with the organization's Fugitive Safe Surrender Program. The successful program encouraged the city's most violent predators to surrender to Father Mike due to his collaborative efforts with law enforcement. Father often volunteers as a chaplain to both the FBI Philadelphia Division but also to many community and law enforcement organizations. He supports the division's youth and employee assistance programs, providing information on substance abuse, suicide prevention, grief, addiction, and strategic urban community leadership. Retired Supervisory Special Agent Ron Nolan served in the FBI for 21 years. Ron spent the early part of his career in the Philadelphia Division as a member of the SWAT Team, working violent crime, and as the Criminal Informant Coordinator. Later Ron was reassigned to the Newark Division where he supervised a Violent Crimes and Fugitive Taskforce and the Evidence Response Team. In this episode of FBI Retired Case File Review, he is interviewed about several cases investigated during the time he served as the Legal Attaché in Lagos, Nigeria - the investigation of the death of a teenage girl from New Jersey who dies while on a school trip in Ghana and the frequent kidnapping of American oil and utility workers in Nigeria. During his four years in the LEGAT Lagos position, Ron represented the FBI and the Department of Justice on matters involving eight African countries. He also served on Director Mueller’s LEGAT Advisory Committee representing all 56 countries on the continent of Africa.

Retired Special Agent Jeff Covington served in the FBI for 22 years. Jeff also reviews how, later in his career when assigned to the Fugitive Task Force in the Philadelphia Division, he participated in tracking two of the FBI’s Top Ten Most Wanted fugitives. Andrew Cunanan murdered five men, including one in Pennsville, New Jersey and fashion designer Gianni Versace in Miami. Joseph Martin Luther Gardner raped and murdered a woman in Savannah, Georgia before being located and captured in Philadelphia.
