Nous sommes le 29 janvier 1912. Dans un article que « La Gazette de Charleroi » consacre à la vie bruxelloise, un chroniqueur s'extasie sur la forte présence, dans la capitale, de … l'orange. Il écrit : « Il existe des maisons de criée remplies de la cave au grenier de ce beau fruit doré… Leurs approvisionnements sont immenses et se vident comme par enchantement. Déambulez de par les rues des faubourgs. Sous la lumière électrique, que d'étals où l'orange domine. Poires, pommes, bananes, sont vaincues par cette rivale heureuse, dont le succès persiste et augmente. D'autres fruits exotiques ont tenté de la détrôner ; ils ont été immédiatement abandonnés. » C'est au tout début du XXe siècle que se développe, lentement, en Belgique le goût pour les produits exotiques. Un goût favorisé par les grandes expositions internationales, le régionalisme culinaire et les améliorations dans les transports frigorifiques. Arrivés par vagues migratoires, Italiens et Chinois vont ouvrir un grand nombre de restaurants, proposant leurs traditions culinaires. Ces nouvelles saveurs, ces nouveaux savoir-faire, les prix bas pratiqués dans ces restos transforment en profondeur les habitudes culinaires des Belges. Two local protest groups are calling for major projects under the Ennis 2040 plan to go before a public vote. Save Ennis Town and the Retailers of Ennis believe a plebiscite should be held to determine the will of the people before progressing any strategic developments that could have major business and civic impacts. A plebiscite is a public vote put before all members of an electoral area to decide a major non-constitutional matter. The term has come into sharp focus as the Ennis 2040 DAC progresses with plans for strategic infrastructure developments at Abbey Street, Francis Street, Harvey's Quay and the Post Office Field. The projects would represent a €45m investment in the county town and promises to deliver over 500 jobs in the construction stage and 200 long-term jobs, as well as enough housing for 300 people. The plans have been met with strong local opposition though, most notably the mixed use office and retail-unit proposed for Abbey Street. This would result in the loss of 128 car parking spaces at the site and a key civic space used most recently for the St.Patrick's Day parade. Retailers of Ennis Chairperson and Owner of Custy's Music Shop, John O'Connor insists the decision to break any further ground on the town's riverside car parks must reside with ordinary citizens. Clare County Council has moved to address any concerns of a potential parking deficit with a new 200 space public car park at the Cloister; just two-hundred metres away from Abbey Street to be completed by the end of the year. The Ennis 2040 DAC also predicts its plans will increase footfall to the town centre by over 20,000 shoppers per week. While the new Ennis Town Bus Service which is due to be operational by next year, would aim to provide twice-hourly trips on multiple routes that would collect commuters from the Tulla Road, Lahinch Road, Clarecastle and Ballymaley. But Save Ennis Town Chairperson and Travel Counsellor Gearóid Mannion believes the car will always be vital to the sucess of local business and believes any projects that could detract from this, should be decided by the people.

Plebiscite is a noun that refers to a direct vote of all the members of an electorate on an important issue.  The Latin prefix P-L-E-B means ‘the common people,' much like the word ‘plebeian,' while scitum (SKI toom) also Latin, means ‘decree' or ‘resolution.' Here's an example of plebiscite in use: The local plebiscite was greeted with great enthusiasm and passed with overwhelming success. I guess that's what happens when you ask the public to vote on whether or not they want a parade this summer.

At the end of March, a request for proposals for development of Blockhouse Hill in Lunenburg will close. And Mayor Matt Risser says there has always been the intention of sharing those plans with residents before any approvals are given. Some residents say there hasn't been enough consultation or transparency throughout the process. They're also asking for a plebiscite or a public meeting over the plans. Risser says there's always an opportunity to improve communications. And the ultimate plebescite happens during municipal elections.

On 1st August Mexicans went to the polls for the first exercise of direct democracy in the modern history of the country. It was a weird, ultimately vacuous exercise that asked a nearly incomprehensible question. The referendum, asking voters if they approved the prosecution of former presidents, was also useless, considering this is already the law. We break down exactly why this weird vote happened, and also have a bit more of a discussion around referenda/ums- what they're used for and how different countries do them. Suzi talks to Harry Litman, former U.S. Attorney and Deputy Assistant Attorney General, about the grim possibility that Justice Brett Kavanaugh’s citing of Bush v Gore to support a recent Supreme Court decision could portend a replay of the Court’s notorious halting of the Florida recount to decide the 2000 election. Kavanaugh’s invoking of Justice Rehnquist’s widely derided opinion to justify the Court’s interfering in a state election -- in a case about extending the ballot deadline in Wisconsin -- signals that the high Court could once again, in 2020, swoop in and save the day for a Republican president. Harry Litman explains. Marc Cooper, journalist now writing the Coop Scoop Newsletter, gives his take on the election, looking at comparisons and possible parallels between the historic plebiscite a week ago in Chile on Pinochet’s constitution, and the US election, a referendum on Trump and his handling of the pandemic. Chileans voted by a huge majority to throw out the Pinochet Constitution and for a Constituent Assembly with gender parity to write a new one, without the participation of the politicians. It is a plebiscite with huge consequences – and Marc Cooper also thinks the US election is another consequential plebiscite, which he explains.

Rosa María Payá is the Cuban activist behind Cuba Decide, a campaign to bring change to Cuba through a plebiscite — that is, a direct vote by Cubans on a transition to democracy. Her father Oswaldo Payá was one of the most prominent Cuban dissidents of his generation. He founded the Christian Liberation Movement (or Movimiento Cristiano Liberación), which sought to bring legislation to Cuba's National Assembly through a signature-gathering mechanism laid out in the Cuban Constitution. In 2002, he was award the European Parliament's Sakharav Prize for Freedom of Thought. In 2012, Oswaldo Payá was killed when a car he was in was run off the road by an agent of the Cuban government. The crash also killed one of the Christian Liberation Movement's young leaders, Harold Cepero — a friend of both Rosa María Payá and our own Nicolás Jiménez. Like her father, Rosa María has been vilified by her government, which has made changes to its constitution in response to both her campaigns and her father's. She's spoken at the United Nations Human Rights Council, met with heads of state and U.S. legislators, been elected president of the Latin American Youth Network for Democracy and mobilized Cubans in the U.S. to deliver aid to Cubans on the island during the economic devastation of the COVID-19 pandemic. People en Español named her one of the 25 most powerful Latin women of 2014.
