Điều ưu tiên và cấp bách là các nước thành viên này phải phê chuẩn càng sớm càng tốt giúp ASEAN vượt qua những thách thức hiện nay. Đây là lời kêu gọi của Tổng thư ký ASEAN Kao Kim Hourn trong buổi họp báo sáng 11/5 về kết quả Hội nghị cấp cao ASEAN lần thứ 48 diễn ra tại Cebu, Philippines Tham dự cuộc họp báo tại Trụ sở Ban thư ký ASEAN ở Jakarta có Đại sứ các nước, các nhà ngoại giao, tổ chức quốc tế cùng các cơ quan truyền thông,  Tổng thư ký Kao Kim Hourn cho biết, với chủ đề “ Cùng nhau định hướng tương lai” có 3 nội dung quan trọng được thảo luận bao gồm năng lượng, lương thực và bảo hộ công dân. 18 văn kiện kết quả quan trọng đã được các nhà lãnh đạo ASEAN thông qua và ghi nhận tại Hội nghị Cấp cao ASEAN lần thứ 48.Theo Tổng thư ký ASEAN những hệ lụy của cuộc xung đột ở Trung Đông có thể được tóm gọn trong 5 chữ F: Nhiên liệu (Fuel), Lương thực (Food), Phân bón (Fertilizer), Tài chính (Finance) và Lao động ở nước ngoài ( Foreign Workers) hay nói cách khác là công dân ASEAN đang làm việc tại Trung Đông. Trong số các kết quả đáng chú ý có Tuyên bố của các nhà lãnh đạo ASEAN về ứng phó với cuộc khủng hoảng Trung Đông, Nghị định thư Cebu sửa đổi Hiến chương ASEAN. Ngoài ra các nhà lãnh đạo ASEAN cũng thúc đẩy hợp tác khu vực trong biến đổi khí hậu và khả năng phục hồi sau thảm họa.Hợp tác hàng hải cũng được Tổng thư ký Kao Kim Hun nhấn mạnh với Tuyên bố của các Nhà lãnh đạo ASEAN về Hợp tác hàng hải, ghi nhận kế hoạch thành lập Trung tâm Hàng hải ASEAN tại Philippines, hỗ trợ công việc của ASEAN và các cơ chế do ASEAN dẫn dắt về các vấn đề liên quan đến hàng hải. ASEAN cũng tái khẳng định sự ủng hộ đối với các nỗ lực đang diễn ra nhằm thực hiện đầy đủ Tuyên bố về ứng xử của các bên ở Biển Đông (DOC), hướng tới việc hoàn tất một Bộ Quy tắc ứng xử (COC) thực chất và hiệu quả, phù hợp với luật pháp quốc tế.Tổng thư ký khẳng định, tác động của cuộc xung đột đối với ASEAN không thể khắc phục trong một sớm một chiều. Tuy nhiên các nước thành viên cần đẩy nhanh các công cụ, cơ chế sẵn có để giúp ASEAN vượt qua khủng hoảng:Tại thời điểm này, tôi muốn nhấn mạnh lại quan điểm của Philippines- Chủ tịch ASEAN 2026, đó là ASEAN có khả năng quản lý thách thức. ASEAN đã có sẵn mọi cơ chế như APSA ( Hiệp định an ninh dầu khí ASEAN), ATIGA 2.0 ( Hiệp định thương mại hàng hóa ASEAN được nâng cấp) và Mạng lưới Điện ASEAN. Điều cần thiết bây giờ là phê chuẩn APSA, ATIGA 2.0 và tất nhiên là vận hành Mạng lưới Điện ASEAN càng sớm càng tốt. Cần ưu tiên và cấp bách phải đẩy nhanh quá trình phê chuẩn các văn kiện rất quan trọng này để giúp cho ASEAN. Đang có một lời kêu gọi, đặc biệt từ Chủ tịch Philippines với các nước thành viên về việc phải nhanh chóng phê chuẩn các văn kiện cốt lõi này của ASEAN.Các vấn đề nội khối ASEAN cũng được quan tâm nhiều tại cuộc họp báo. Về việc thành lập chính phủ mới tại Myanmar, Tổng thư ký cho biết, ASEAN vẫn tiếp tục ủng hộ Đồng thuận 5 điểm để giải quyết cuộc xung đột nhưng cũng xem xét cách tiếp cận thực tế nên được áp dụng. Bộ trưởng Ngoại giao ASEAN dự kiến có cuộc họp trực tuyến với Bộ trưởng Ngoại giao Myanmar để thúc đẩy các bước đi tiếp theo.Tổng thư ký cũng đánh giá cao vai trò Chủ tịch ASEAN 2026 của Philippines khi tổ chức cuộc họp cấp cao 3 bên giữa các nhà lãnh đạo Thái Lan, Campuchia và Philippines bên lề Hội nghị cấp cao ASEAN lần thứ 48, với cam kết của Campuchia và Thái Lan hướng đến hòa bình lâu dài. VOV1 - Chính phủ Thái Lan mới đây khẳng định sẽ ủng hộ một loạt các văn kiện hợp tác tại Hội nghị Cấp cao ASEAN lần thứ 48 ở Philippines, đồng thời nỗ lực thúc đẩy đối thoại và gắn kết giữa Myanmar và các quốc gia thành viên ASEAN.Người phát ngôn Chính phủ Thái Lan Rachada Dhnadirek hôm 5/5 cho biết, Nội các đã họp bàn và nhất trí ủng hộ 5 văn kiện hợp tác dự kiến sẽ được thảo luận tại Hội nghị Cấp cao ASEAN lần thứ 48 (diễn ra từ ngày 6 - 8/5/2026).Văn kiện đầu tiên là “Nghị định thư Cebu sửa đổi Hiến chương ASEAN”, với nội dung trọng tâm là việc kết nạp Timor-Leste làm thành viên, đồng thời điều chỉnh biểu tượng trên lá cờ ASEAN để phản ánh đầy đủ sự hiện diện của thành viên thứ 11. Bên cạnh đó, Thái Lan cũng ủng hộ hai văn kiện về thúc đẩy hợp tác kinh tế biển và nâng cao khả năng chống chịu của khu vực, bao gồm: “Tuyên bố của các nhà lãnh đạo ASEAN về hợp tác biển” và “Tuyên bố của các nhà lãnh đạo ASEAN về các hành động ưu tiên nhằm tăng cường khả năng chống chịu của khu vực trước tác động từ tình hình Trung Đông”.Hai văn kiện còn lại tập trung vào ứng phó với thiên tai và biến đổi khí hậu gồm: “Khuôn khổ Nghị định thư ASEAN về tình trạng khẩn cấp và chuyển đổi toàn diện” và “Tuyên bố ASEAN về phát huy vai trò thanh niên trong ứng phó biến đổi khí hậu và nâng cao khả năng chống chịu trước thiên tai”.
