The Baltimore Regional Water Governance Task Force may be the most consequential governmental work group you have never heard of. The group was created through by Maryland General Assembly legislation earlier this year to recommend alternative governance models for Baltimore city's gigantic water and sewage system. Last Friday, consultants hired to work with the task force released a draft report of recommendations outlining possible paths forward. Public comments on the draft report of recommendations are welcome until Friday, January 5, 2024. More information can be found at the county and city websites devoted to the task force. The report will be reviewed at the task force's meeting on Jan. 8th before final recommendations are to be made at the end of January to Gov. Wes Moore, the State General Assembly, Mayor Brandon Scott, County Executive Johnny Olszewski and other officials. Bill Henry, Baltimore city's Comptroller, chairs the task force. He served three terms as Baltimore's City Councilman representing the 4th District. He loves revitalizing neighborhoods not only in his district but around the City. He comes to the world of politics naturally because his father spent a life time running campaigns. A mentor to Rev. Al, Bill's father sincerely beleived that you could make difference. This trait passed along to Bill and he has run with it. The man is totally prepared for the work he has taken on, Hopkins undergrad for Urban Studies and Loyola MBA with a concentration in Finance. Right now, beneath your feet, a century-old system of pipes and drains making up Baltimore City's water and sewage utilities help deliver water to nearly 2 million people across the region. The system serves the city, Baltimore County, and parts of Anne Arundel, Carroll, Howard and Harford counties, too. It is among Baltimore city's largest and most valuable assets, worth billions of dollars. Later in the show, we discuss how aging sewage infrastructure is impacting Baltimore city residents. But first, a new regional task force created by the Maryland General Assembly is considering changes to the system that could have repercussions for the many people who use its water. The task force has a deadline in January to present its recommendations to the General Assembly.Our guests are Bill Henry, Baltimore City' Comptroller and chair of that Task Force, and Lauren Buckler, Deputy Director for Baltimore County Department of Public Works and Transportation. She was named to the task force by County Executive Johnny Olszewski. Later in the show, we talk about the consequences of aging sewage infrastructure for Baltimore city residents. The Baltimore City Department of Public Works reported in 2021 there had been more than 8500 sewage backups in the city in the previous three years.Some of those backups are caused by storms or flooding, when a sudden influx of water triggers the sewage system to spill. Sometimes into streams and sometimes into people's homes. In 2021, the city expanded its help for residents with sewage backups by paying clean-up crews dispatched to the scene. But this past May, the federal EPA said the city must expand its assistance to include residents who experience sewage backups from causes beyond storms and flooding. Our guest Jennifer Kunze, program coordinator with the grassroots advocacy group Clean Water Action, joins us to talk about the latest. We asked the city's Department of Public Works about the practice of limited support for clean-ups to backups caused by wet conditions; "If City of Baltimore residents encounter capacity-related sewage backups, the Baltimore City Department of Public Works (DPW) offers its Sewage Onsite Support (SOS) Cleanup Program, a direct assistance program, which provides cleaning and disinfection services at no cost to residential customers, who reside in Baltimore City, and are impacted by sewage damage caused by a capacity-related wet-weather event resulting from heavy or sustained rain. A capacity-related wet weather event occurs when at least ¼ inch of precipitation is recorded within a 24-hour period that causes the sewer lines to surcharge or overflow. A City resident who incurs costs as a result of a non-capacity and/or dry weather building backup has the option to pursue a general liability claim with the Baltimore City Law Department." Baltimore City's three top elected officials are clashing publicly over a deal that the Mayor Scott Administration negotiated with Baltimore Gas and Electric last month to manage the city's elaborate underground conduit system, which houses electric and fiber optic cables for BGE and other companies. The City's Comptroller and City Council president are vehemently opposed to the deal. The draft agreement was first reported in January by the Baltimore Brew. On Wednesday, March 1, the Board of Estimates was scheduled to vote for the second time on the deal, but that vote has been delayed until April 5th. The Board of Estimates voted to approve the deal on February 15. Baltimore City Comptroller Bill Henry and City Council President Nick Mosby skipped that meeting, believing their absence would leave the board without a quorum. But the remaining three members of the board, the Mayor and his two appointees, voted without the two opposing members. Henry and Mosby assert that, that vote is not valid because they did not participate. City Solicitor Ebony Thompson, one of the people voting for the measure, declared in a legal opinion that the vote was, in fact, valid. The Mayor, the Council President and the Comptroller disagree about several aspects of this deal. Tom Hall spoke earlier this hour with the Mayor. Now, in separate conversations, he speaks first with City Comptroller Bill Henry, and then Council President Nick Mosby, both of whom oppose the Mayor's conduit agreement. Tom's next guest today is Baltimore City Comptroller Bill Henry. He served on the City Council for 12 years, before unseating longtime comptroller Joan Pratt in last June’s Democratic primary. He ran unopposed in November to become the first new comptroller Baltimore has had in 25 years. Bill Henry, who has represented Baltimore’s North and Northeast neighborhoods on the City Council for a dozen years, will be sworn in as comptroller next month. One of his priorities? Making it easier to track the Board of Estimates, which approves over half a billion dollars in city government contracts each year. We ask about holding city agencies accountable, improving the accuracy of water bills, and his proudest accomplishment as a city councilman.
The status of the 2020 national election is inconclusive, but we can conclude that the country remains sharply divided over the best way to navigate the serious challenges that lie ahead for America. In the early morning hours today, Joe Biden encouraged his supporters to “keep the faith,” predicting confidently that he will prevail when all of the votes are counted. Soon thereafter, President Trump addressed his supporters in the White House, asserting that the election was a “fraud on the American public,” and “an embarrassment to our country...We were getting ready to win this election,” he said. “Frankly, we did win this election.” It is a predictable playbook for Mr. Trump that he presaged over the past several months, using his rallies to prepare the soil to plant the seed of distrust in the electoral process... Regardless of which candidate ultimately prevails, he will inherit a country that is sicker than it was just weeks ago, in ways both physical and psychological. If Mr. Trump wins, the country will be faced with a moment of reckoning unlike any other moment in our history. If Biden prevails, his efforts to unify the nation will face fervid opposition. There were no surprises in local contests. All the incumbent members of the Congressional delegation won re-election easily. Voters strongly repudiated a well-funded campaign in the 7th district by Kimberly Klacik, choosing incumbent Kweisi Mfume by a margin of 45 points. And, as Jean Marbella noted in the Baltimore Sun, “as two Septuagenarians battled for the White House, Baltimore sent its youngest Mayor ever to City Hall.” Baltimore City Council President Brandon Scott is our Mayor elect. Two other young politicians, Nick Mosby and Bill Henry, will join Scott in a troika that represents a complete overhaul of city-wide leadership. We’re going to talk about last night and the road forward with two keen political observers. Later this hour, Tom is joined by Farai Chideya, a multimedia journalist, author, broadcaster and scholar. She's also the creator and host of the new show, Our Body Politic, which airs Tuesday nights at 9 here on WYPR. But we begin with Jayne Miller, the chief investigative reporter with the 11 Investigates I-Team at Baltimore's WBAL-TV.

It’s Tuesday the Thirteenth of October which may not be an actual scary thing, but it is 2020, so let’s be a little extra careful today. I’m Sean Tubbs and this is the Charlottesville Community Engagement Newscast and Newsletter. If you’ve only read if to this point, today’s the day to listen. About ten percent of you so far are doing so, and I thank you for that. *As the newsletter goes to production, there are several information technology problems affecting state government websites. That includes the Virginia Department of Health as well as the registration database for voter registration. The problem traces to a fiber cut in Chester according to a tweet from the Virginia Information Technologies Agency. Crews are working on the issue. Yesterday, the Albemarle registrar reported that over 20,000 ballots have been cast by county residents, or about a quarter of the total registered voters. Almost 11,400 votes were made in-person and 9,431 were received in the mail. Charlottesville’s registrar reported there have been 4,738 in-person voters and 3,197 mail-in ballots received as of yesterday at 11:40 a.m. Charlottesville’s new fire chief will start on December 1 after wrapping up a long stint in central Florida. Dr. Hezedean Smith has been with the Orlando Fire Department since 1996 and is its current assistant chief. “In looking forward to starting my role on December 1, it will be a very special day for my family and I because I will join an organization that embodies itself as a family with integrity, respect, and excellence,” Smith said. Smith began his public safety career in the Air Force. He has a Doctor of Management degree in Organizational Leadership and a master’s degree in Organizational Management from University of Phoenix. “It is worth noting that Dr. Smith has over thirty years of experience in the fire service and that he has an extensive array of experience from operations, to budgeting, to [Information Technology] to EMS operations as well,” said interim city manager John Blair. Smith said he looked forward to starting work. “Given the current challenges facing our nation, state and city, I look forward to utilizing my skills, my knowledge of emergency services and leadership and management skills to help move our city forward,” Smith said. Smith fills a vacancy left when Fire Chief Andrew Baxter resigned following a public dispute with former City Manager Tarron Richardson. Richardson himself resigned last month. The city is seeking a search firm to help with finding a permanent replacement. *Today in meetings, we report on Buckingham County for the first time. The Board of Supervisors there will hold a public hearing on a zoning change that would allow “core sampling for commercial use in an agriculturally zoned district with a special use permit.” Last month, the county’s zoning administrator told a Canadian company that work they had been conducting was in violation. The group Friends of Buckingham is calling for the change to be denied because it could lead to gold mining operations which would be harmful to the environment. Aston Bay Holdings has arrangements to explore nearly 5,000 acres of land in the county as they announced last March.“The parcel contains a recent gold discovery located adjacent to the past producing Gold – Pyrite Belt of Central Virginia,” reads the website. “The focus of exploration will be an associated gold-in-soil anomaly that extends for a distance of over 900 metres (m) with values up to 0.4 grams/tonne (g/t) Au in soil.”Virginia has a long history of gold mining but there has no been active commercial mines since 1947, according to the Virginia Department on Mines, Minerals and Energy. The Buckingham County Board of Supervisors begins at 6 p.m. and can be viewed on YouTube. *The Charlottesville Planning Commission will consider a multifamily dwelling unit on vacant land in Fifeville, south of the University of Virginia. The 2013 Comprehensive Plan calls for this to be low density residential, but the applicant is proposing a way forward. After that discussion, Commissioners will be briefed by consultants on the comp plan update. Jennifer Koch with Rhodeside and Harwell described the process to the Commission back in August. (meeting info)"The effort that we're calling Cville Plans Together is an effort that we as a consultant are working with NDS, the Planning Commission and others to continue the update to the Comprehensive Plan that was started in 2017, 2018," Koch said. "That includes a big focus on housing and housing affordability with a specific housing plan that will be part of the housing chapter of the Comprehensive Plan."The Albemarle Planning Commission meets at 6 p.m. for a work session related to a recycling facility by the airport that processes material from demolished buildings. (meeting info)At the same time, Albemarle will hold a town hall meeting this evening for active and former military personnel who work for local government and the school system. One of the speakers will be Col. Lettie J. Bien (Ret.), Program Coordinator for the Charlottesville Regional Chamber of Commerce Defense Affairs Committee (DAC). The event is being put on by the Albemarle County Veterans Affinity Group. The Greene Board of Supervisors meets at 7:30 p.m. and one of the items on the agenda is an initiation of that county’s Comprehensive Plan, which was last adopted in June 2016. There will also be an update on the Shenandoah National Park, which gets a new superintendent this month when Patrick Kenney takes over.“Compared to 2019, Shenandoah National Park is enjoying a slight increase in visitation and in entrance fees,” writes Bill Henry in an email. “Visitation through August was up 1.6 percent. Weekends have seen visitation numbers that rival October leaf season weekends.” There will also be a presentation for a proposal for Stanardsville to become twinned with the village of Tarland in Scotland.“They both are nestled in a rural landscape, surrounded by rolling fields in the foothills of nearby mountains,” reads the materials. “The Piedmont region of Virginia and the Howe O’ Cromar in Aberdeenshire.” This is a public episode. Both spurred strenuous community outrage, but both were resolved differently.
