Welcome back to THE IAS COMPANION. Today's lecture delves into the intricacies of urban local government in India, highlighting its evolution, constitutionalization, and salient features. Originating during British rule, urban local governance saw significant milestones such as Lord Ripon's Resolution of 1882 and the Royal Commission on decentralization in 1907. The 74th Constitutional Amendment Act of 1992 formalized urban local governments, introducing provisions for municipalities and adding the Twelfth Schedule to the Constitution. This Act revitalized urban governance, ensuring financial autonomy and reservations for marginalized groups. India's urban governance includes various types of bodies, each catering to specific urban administrative needs, supported by diverse revenue sources. Training institutions like the All-India Institute of Local Self-Government play a crucial role in enhancing municipal staff efficiency. Additionally, the Central Council of Local Government advises on urban governance matters, shaping urban development strategies and ensuring effective governance at the local level. Understanding the complexities of urban local government is essential for sustainable urban development in India. #UPSC #IASprep #civilserviceexam #IASexamination #IASaspirants #UPSCjourney #IASexam #civilservice #IASgoals #UPSC2024 #IAS2024 #civilservant #IAScoaching #aUPSCmotivation #IASmotivation #UPSCpreparation #IASpreparation #UPSCguide #IASguide #UPSCtips #IAStips #UPSCbooks #IASbooks #UPSCexamstrategy #IASexamstrategy #UPSCmentorship #IASmentorship #UPSCcommunity #IAScommunity #UPSCpreparation #IASpreparation #UPSCguide #IASguide #UPSCtips #IAStips #UPSCbooks #IASbooks #UPSCexamstrategy #IASexamstrategy #UPSCmentorship #IASmentorship #UPSCcommunity #IAScommunity --- Send in a voice message: https://podcasters.spotify.com/pod/show/theiascompanion/message

Welcome back to THE IAS COMPANION, In India's parliamentary system, the Council of Ministers, led by the Prime Minister, is the real executive authority. Mandated by Articles 74 and 75 of the Constitution, it aids and advises the President, whose actions are bound by its counsel. The Council comprises Cabinet Ministers, Ministers of State, and Deputy Ministers, collectively responsible to the Lok Sabha. Operating under principles of collective and individual responsibility, it formulates policies, manages crises, and advises the President. The "Inner Cabinet" or "Kitchen Cabinet" serves as an informal advisory group. Overall, the Council plays a pivotal role in India's governance and decision-making processes. #UPSC #IASprep #civilserviceexam #IASexamination #IASaspirants #UPSCjourney #IASexam #civilservice #IASgoals #UPSC2024 #IAS2024 #civilservant #IAScoaching #aUPSCmotivation #IASmotivation #UPSCpreparation #IASpreparation #UPSCguide #IASguide #UPSCtips #IAStips #UPSCbooks #IASbooks #UPSCexamstrategy #IASexamstrategy #UPSCmentorship #IASmentorship #UPSCcommunity #IAScommunity #UPSCpreparation #IASpreparation #UPSCguide #IASguide #UPSCtips #IAStips #UPSCbooks #IASbooks #UPSCexamstrategy #IASexamstrategy #UPSCmentorship #IASmentorship #UPSCcommunity #IAScommunity --- Send in a voice message: https://podcasters.spotify.com/pod/show/theiascompanion/message

If you thought we were done with location scout episodes, boy you are incorrect. We still have a few in our back pocket! We're going into the deep deep forest to ground our roots in what nature has to offer in this episode. Let's be real. Dance films taking place in the woods is a hard production. Most we've personally seen or made are not the strongest works. To be honest, forest films have a lot of limitations. To feel totally immersed, you have to take your gear and crew far away from battery supply. Available light and weather is questionable. The dangers of poisonous plants, sharp objects, wildlife, and land preservation are a few other curveballs you may face if you plan to make a film in this environment. But what is it about the woods that makes it so desirable to shoot in? Is it the feeling of being wild and free? Is it the mystical wonder that creates curiosity? Or is the land a symbol of something way bigger that only history can tell. We'll be looking at 3 very different films that highlight the forest with 3 contrasting personalities. They exhibit the forest floor beyond a backdrop, but a character in the space. You definitely need to watch as you listen, or you may miss the feeling mist and fresh air against your face.–FILMSGrief (2022) - FranceDir. This was short-sightedness of incredible proportions—and institutional emphasis that revealed a gross insensitivity to the self-activity and the self-remaking of a people in revolutionary motion. See “Listen, Marxist!” 34) 23:24It was not until the 1860s, with the work of Bachofen and Morgan, that humanity rediscovered its communal past. By that time the discovery had become a purely critical weapon directed against the bourgeois family and property. 35) 25:29Here, indeed, “history” has something to teach us—precisely because these spontaneous uprisings are not history but various manifestations of the same phenomenon: revolution. Whosoever calls himself a revolutionist and does not study these events on their own terms, thoroughly and without theoretical preconceptions, is a dilettante who is playing at revolution. 36) 26:41What Wilhelm Reich and, later, Herbert Marcuse have made clear is that “selfhood” is not only a personal dimension but also a social one. The self that finds expression in the assembly and community is, literally, the assembly and community that has found self-expression—a complete congruence of form and content. 37) 29:27Together with disseminating ideas, the most important job of the anarchists will be to defend the spontaneity of the popular movement by continually engaging the authoritarians in a theoretical and organizational duel.Citations:26) 7:27W. In our season three finale, we're transporting listeners to the largest intact temperate rainforest in the world and a vital carbon sink: the Tongass.  Katharine and Leah investigate the impact of decades of industrial logging in Southeast Alaska and political debates pitting ecology against economy. We learn from the Tlingit, Haida, and Tsimshian people, who have lived on and with these lands for more than 10,000 years. And we discover how a new chapter for the Tongass is taking root. This episode features Marina Anderson, deputy director of the Sustainable Southeast Partnership, and President Richard Chalyee Éesh Peterson of the Central Council of the Tlingit & Haida Indian Tribes of Alaska. Marina and Richard describe the boom-and-bust extractive economy of the past, and they share new collaborative approaches that are now moving Southeast Alaska towards a regenerative economy — in which the forest and local communities can thrive. Along the way, we learn about key moments in the history of the Tongass: its designation as a National Forest in 1907, major pulp mill contracts in the 1950s, the 1971 Alaska Native Claims Settlement Act, the 1990 Tongass Timber Reform Act, the 2001 Roadless Area Conservation Rule, and now, the modern-day Southeast Alaska Sustainability Strategy. It's a powerful tale that ultimately points to so much possibility. In what is being seen as a contentious move by some members of the medical fraternity, the government has issued a notification that allows Ayurvedic doctors to be trained and legally authorised to perform 58 surgeries — this includes 39 general surgical procedures and 19 procedures involving the eye, ear, nose and throat. This came as the Central Council of Indian Medicine which is a statutory body that comes under the AYUSH Ministry, amended the Indian Medicine Central Council (Post Graduate Ayurveda Education) Regulations, 2016, to include the regulation to allow PG students of Ayurveda to practice general surgery. Although the AYUSH ministry has denied allegations of any policy shift, many are looking at this move by the Centre as a sign of an impending paradigm shift in healthcare from modern medicine to the traditional form, or an attempt to mix both strains of medicines. The Indian Medical Association or the IMA was one of the first to come down heavily against this decision saying that this "retrograde step" of mixing modern medicine with tradition systems will be resisted at all costs. Why is the move garnering controversy? With Brexit just days away, Britons are fighting over the chimes of Big Ben. And the White Cliffs of Dover are a battleground. As the United Kingdom prepares to leave the European Union on Friday, people are divided over how to mark a historic moment that some are relishing but others are dreading.Britain's 2016 referendum on EU membership split the country: 52% opted to leave the 28-nation bloc, 48% voted to remain. The intervening years of political wrangling over the departure terms have not healed the divide. For pro-Europeans, departure at 11 p.m. (2300 GMT) Jan. 31 will be the melancholy moment that Britain abandons a project that brought once-warring nations together, created a vast free-trading zone of half a billion people and let Europeans study, work and live across the continent. For Brexit supporters, it will be the instant the U.K. once again becomes a sovereign nation after 47 years of membership in the bloated, bureaucratic EU club."It's a momentous occasion," said Brexit Party chairman Richard Tice, who plans to join party leader Nigel Farage and thousands of supporters for a party outside Parliament on Friday night. "It's a great celebration of the democratic will. And it's right to celebrate it."Organizers are promising music, songs, speeches, a light show and a New Year's Eve-style countdown in the shadow of Parliament's clock tower. But, to their chagrin, Brexit probably won't be marked by the sound of the giant Big Ben bell, whose hourly bongs are a world-famous symbol of British democracy.Big Ben has been largely silent since 2017 while the clock tower is being repaired, and House of Commons authorities said bringing it back for one night could cost as much as 500,000 pounds ($654,000).Undaunted, Brexiteers launched a crowdfunding campaign, encouraged by Conservative Prime Minister Boris Johnson, who said "we're looking at whether the public can fund it." But Johnson's Downing Street office quickly distanced itself from the idea, and Commons authorities made it clear they considered it impractical to have Big Ben bong for Brexit.Tice chided "the bureaucratic blob" for hobbling the plan. But never fear: "We have a Plan B.""We will play the sound of Big Ben chiming, that wonderful sound, loudly through our excellent speaker system," he said. "And in 50 years' time ... this will be the image of the U.K. leaving the European Union (on) 31st January 2020."It'll be a sense of coming together, of pride, of patriotism, of belief in our country."Many Britons don't share his excitement."Spending half a million pounds to ring a few bells is just silly. People who want to do it are off their trolley, frankly," said Tony Greaves, a Liberal Democrat member of the House of Lords.Greaves warned colleagues this week that many people — especially the more than 3 million citizens of other EU countries who live in Britain — feel a sense of loss "akin to bereavement" about Brexit."A lot of people will not be celebrating. They'll be feeling very sad and very glum," he said. "People are saying we want to bring the country together now after the division. This is the last possible way to do it."A suggestion that church bells should ring, as they did to mark the end of two world wars, also struck a discordant note. The Central Council of Church Bell Ringers stressed that it "does not endorse bell ringing for political reasons."Debate also is raging in the English Channel port of Dover, where a pro-EU politician, Liberal Democrat Antony Hook, has raised more than 13,000 pounds ($17,000) to plaster a huge "We still love EU" banner on the famous White Cliffs on Brexit day.Dover's pro-Brexit Conservative lawmaker, Natalie Elphicke, has suggested instead a banner proclaiming, "We love the U.K.," accompanied by a fireworks display that could be seen from France, 32 kilometers (20 miles) away.Britain's entry into  what was then the European Economic Community at the start of 1973 was marked by similar ambivalenc...

A1 Greetings Earth humans. I have opened our broadcast channel to comply with the new sunshine rules promulgated by the Central Council. It is no longer permissible for us to meet in secret or for us to develop plans and strategies without complete transparency. You are thus invited to listen in on our discussion preliminary to transmitting our status report back to the home planet.   A2 This feels a little awkward. Talking among ourselves is always comfortable but knowing that anyone can listen in is not so easy. I like to tell myself that I'm not going to say anything that can't go public, but I'm not sure that's totally true. Having everyone know what I'm really thinking is sure not the same as just talking among ourselves.   A3 What I don't grock is why they did it. Why did the Central Council change the rules? What's the deal with them thinking that everyone should know what we are thinking before we make our final decisions? It was working just fine for us to finalize our plans and then let them know what we decided.… A1 It has been brewing for a while I think. They are alarmed by what they call hidden pockets of power. They were aware of the issue on the home planet and knew it has been operating on the Earth planet for many sun cycles and perhaps from the beginning. My sense is that the change in policy became more urgent recently. Specifically, trends in the America pod seem to be what brought it to a head.   A4 From what I have picked up on the chatter channels, you are very much on target. In sun cycles past, there were factions holding opposing views on most issues. This caused a lot of conflict and controversy; but it was still possible to work through differences in ways that allowed resolution and progress on most all issues. Society in general and government in particular continued to function calmly and relatively smoothly. There were occasional eruptions related to issues like discrimination, excessive police actions, civil rights abuses, and so on; but it was still possible for those in positions of power and authority to come together to work on constructive change and mutually accepted solutions. The pockets of power were there but mostly ready to support the common good.   A2 I heard a talk by one of the gurus back home who tried to explain what the Central Council finds so alarming. She reviewed in more detail the kinds of things you mentioned. I thought her conclusion got to the essence of it. She concluded that the critical change has been an increasing unwillingness to even discuss compromise or ways to find the middle ground. She believes that the art of politics has rather suddenly disappeared. Instead of coming together, the politicians and others in power are digging in, refusing to budge on their positions.   A5 I'm not sure I grock how alarm about pockets of power and what is probably the death of politics as we know it has to do with the new sunshine rules. What does any of that have to do with requiring that we open all of our discussions up to anyone who happens to want to listen in?   A1 Let me at least take a pass at responding to your question. In other Earth pods but in the America pod specifically, there is a long-standing belief that there is a political action process that is available to every America human. If he or she wants the government to do or not do something, it is only necessary to convince a substantial group of America humans to support the idea. They then become an advocacy group, committed to the idea. The group can then lobby politicians and try to work up wider support for their idea. They likely will not get exactly what they want but will move the outcome closer to their view. The political shift gets us back to the power pockets. They are mostly driven by wealth and reach. Only groups with substantial wealth and significant reach are active players in the political arena. The advocacy groups no longer have much potential power to influence the poli...
