This is a linkpost to Copenhagen Consensus Center's 12 best investment papers for the sustainable development goals (SDGs), which were published in the Journal of Benefit-Cost Analysis in 2023. Some notes: Each paper does a cost-benefit analysis which accounts for health and economic benefits. The benefit-to-cost ratios across the 12 papers range from 18 (nutrition) to 125 (e-Government procurement). All 12 ratios are much higher than the 2.4 estimated for GiveDirectly's cash transfers to poor households in Kenya. 4 are similar to and 8 are higher than GiveWell's cost-effectiveness bar of around 24 (= 10*2.4), equal to 10 times the above. Cash transfers are often preferred due to being highly scalable, but the 12 papers deal with large investments too. As can be seen in the table below, taken from a companion post, all 12 interventions together have: An annual cost of 41 G 2020-$ (41 billion 2020 USD). Annual benefits of 2.14 T 2020-$ (2.14 trillion 2020 USD), of which 1.12 T 2020-$ are economic benefits corresponding to 14.6 % (= 1.12*1.13/(8.17 + 0.528)) of the gross domestic product (GDP) of low and lower-middle income countries in 2022. A benefit-to-cost ratio of 52.2 (= 2.14/0.041), 21.8 (= 52.2/2.4) times that of GiveDirectly's cash transfers to poor households in Kenya. I expect the benefit-to-cost ratios of the papers to be overestimates: The paper on malaria estimates a ratio of 48, whereas I infer GiveWell's is: 35.5 (= 14.8*2.4) for the Against Malaria Foundation (AMF), considering the mean cost-effectiveness across 8 countries of 14.8 times that of cash transfers. 40.8 (= 17.0*2.4) for the Malaria Consortium, considering the mean cost-effectiveness across 13 countries of 17.0 times that of cash transfers. The paper on malaria studies an annual investment of 1.1 G 2020-$, whereas GiveWell's estimates respect marginal donations. Consequently, assuming diminishing marginal returns, and that GiveWell's estimates are more accurate, that of the paper on malaria is a significant overestimate. I guess the same reasoning applies to other areas. I think 3 of the papers focus on areas which have not been funded by GiveWell nor Open Philanthropy[2]: e-Government procurement (benefit-to-cost ratio of 125). Trade (95). Land tenure security (21). As a side note, I wonder why GiveWell's (marginal) cost-effectiveness estimates do not roughly match its bar of 10 times that of cash transfers. Agricultural research and development Paper: Benefit-Cost Analysis of Increased Funding for Agricultural Research and Development in the Global South. Benefit-to-cost ratio: 33. Investment: Basic research and development, including capacity building, and technical and policy support with special focus on Low- and Lower Middle-Income countries. Research outcomes are difficult to predict, but an example could be crop yield increases using precision genetic technologies. Childhood immunization Paper: SDG Halftime Project: Benefit-Cost Analysis using Methods from the Decade of Vaccine Economics (DOVE) Model. Benefit-to-cost ratio: 101. Investment: Raise immunization coverage from 2022 levels to 2030 target for pentavalent vaccine, HPV, Japanese encephalitis, measles, measles-rubella, Men A, PCV, rotavirus, and yellow fever. Maternal and newborn health Paper: Achieving maternal and neonatal mortality development goals effectively: A cost-benefit analysis. Benefit-to-cost ratio: 87. Investment: Sufficient staff and resources at all birth facilities to deliver a package of basic emergency obstetric and newborn care and family planning services, including bag and mask for neonatal resuscitation, removal of retained products of...

The Copenhagen Consensus Center (CCC) is a non-profit think-tank, that has published economic cost-benefit analyses on global issues since 2004. It is headed by Bjørn Lomborg. In the chronological history of prominent effective altruists, I think he is the 2nd behind Peter Singer (but that's besides the point). The CCC has high standards of research, and has employed top economists since its inception, including Nobel Prize winners. It has previously published large reports in 2o04, 2008, 2012 & 2015. It's recommendations were usually similar to the ones in the EA movement (child nutrition, immunization, malaria, deworming etc.), but with a larger focus on economic policy. About 4 months ago, the CCC has published its Halftime for the Sustainable Development Goals 2016-2030. A book based on this report has received good reviews from the chief economist of the world bank, Nobel Prize winning economist Vernon Smith, and Bill Gates. Anyways, the report mentions some interventions that are seldom, or even never, talked about in the EA community, along with other more familiar ones. The things that I've barely/never seen EA talk about are land tenure security, e-procurement and agricultural R&D. Agricultural R&D is good for obvious reasons. Land tenure is interesting - according to CCC: Globally, 70 percent of the world's population has no access to formal land registration systems. One-in-five, or almost a billion people, consider it likely or very likely they will be evicted in the next five years. [...] When farmers know they own their land, they are more willing to make expensive investments to increase long-term productivity. They can also use their land deed as collateral to borrow money for investments like farm equipment or property expansion. [...] The researchers show that the total benefits of providing more secure urban tenure would therefore be about $160 billion, or 30-times the costs. e-procurement is also interesting: In the countries where the poorer half of the world's population lives, procurement makes up an astounding half of all government expenditure. This procurement can be made less corrupt and more effective by putting the whole system online, making it transparent. Electronic procurement or "e-procurement" lets many more companies hear about procurement offers, ensures more bids can be submitted and means governments lose less money through corruption and waste. [...] For each dollar spent, the low-income country will realize savings worth $38. For lower-middle income countries, the average savings are more than $5 billion over the first 12 years, meaning each dollar spent creates more than $300 of social benefits. It may not come as a surprise that in much of the developed world, money spent is not necessarily money used well. While Lomborg agrees humans are creating climate change, he argues the panic announcements about 18 months to save the planet are nonsense. Lomborg writes in his international newspaper column: "a year ahead of the US presidential election, exaggeration about global warming is greater than ever. While some politicians continue (incorrectly) to insist it's made up, for more insist (also incorrectly) that we face an imminent climate crisis threatening civilization." Lomborg adds "don't let climate scientists spoil your summer BBQ." Rob Baltovich was convicted of the murder of his girlfriend Elizabeth Bain on March 31, 1992. Baltovich spent 8 years in prison before the Ontario Court of Appeal granted him bail on March 31, 2000. On December 2, 2004 the court set aside Baltovich's conviction and ordered a new trial. On April 22, 2008. Crown chose to call no evidence at the retrial and Robert Baltovich was exonerated and freed. Bjorn Lomborg, president of the Copenhagen Consensus Center, performs cost-benefit analysis on the Green New Deal and the UN’s Climate Report, analyzes the economic impact of climate change in the next century, and proposes economically feasible alternative plans to reduce climate change. Is climate change the rapidly impending apocalypse it seems? Bjorn Lomborg discusses climate change as depicted in doomsday films like The Day after Tomorrow and breaks down why it will not be an instantaneous apocalypse as often portrayed. He talks about the economic impact climate change will have on the global GDP in the next one hundred years if not solved and the impact on the global GDP if money is spent towards resolving it. He details the reasons Alexandria Ocasio-Cortez’s Green New Deal is not feasible in the ten-year timeline she has proposed and why, even if it were feasible, it would be prohibitively expensive. He discusses the reality of reducing the amount of energy used in developing countries and how it’s unlikely that those countries will be willing to give up on things like electricity now that they have it. Lomborg suggests that the best way to resolve climate change is to put money now towards research and development for new, cleaner sources of energy that are cheaper than coal and natural gas, because countries will be much more likely to adopt a new energy resource if it is the cheapest option. Finding cheaper energy solutions will have a positive impact on global GDP, and people will be much more willing to adopt it. He also suggests implementing a modest carbon tax, which would have a great long-term impact on reducing climate change. I spoke December 7, 2018 with Bjørn Lomborg, author and President of Copenhagen Consensus Center, a singularly innovative and influential US-based think tank. Mr. Lomborg and his team have done the hard conceptual and empirical work necessary to turn good intentions for global improvement into implementable and economically efficient strategies. That's really saying something. They have, among other things, analyzed the UN Millenial goals (169 of them, which is far too many), prioritizing and rank-ordering them in terms of practical implementability and costs and benefits.
