Heidi is an inpatient speech-language pathologist at University of Virginia Children's Hospital. She works in their NICU, PICU, general peds floor, and serves as the primary therapist in their Early Developmental Clinic. In addition to her full-time SLP role, she also is a writer for The Informed SLP and content creator for Therapy Insights. She recently started the Virginia Pediatric Dysphagia Collaborative that seeks to connect inpatient SLPs across the state to engage in CEU events, learning, and networking. In her free time, she wrangles her former preemie who is now 4 years old and is on a mission to see all the national parks. Règles, normes, paperasse... face à l'ankylose, l'intelligence artificielle est appelée à la rescousse. Sans jamais parler de miracle, mes quatre invités sont tous engagés dans la transformation numérique de services publics :- Ulrich TAN, chef du Datalab, directeur adjoint du département Etalab de la direction interministérielle du numérique (Dinum), - Mathieu WEILL, directeur de la transformation numérique, secrétaire général adjoint en charge du numérique du ministère de l'Intérieur et des Outre-mer,- Carole LECLERC, directrice de l'innovation et du digital à l'Urssaf,- Bernard GIRY, directeur général adjoint chargé de la transformation numérique à la Région Ile-de-France."Une des difficultés de la simplification est qu'il faut revoir le process, l'organisation, les textes... tout peut paraître un peu long, mais je pense qu'avec l'IA générative on peut enclencher une mécanique assez rapidement" , résume Bernard Giry. Il explique que l'objectif qu'il se fixe avec l'IA le numérique c'est de simplifier la vie des agents et celle des citoyens : "On essaie de tenir les deux piliers". Et apparemment, les agents publics jouent le jeu : "avec la hype autour des IA génératives, cela a ré-engagé les gens sur ce sujet".Pour Mathieu Weill, l'intelligence artificielle ne peut rien sans un engagement des métiers, des juristes : "ce n'est pas qu'une affaire de techniciens". Au ministère de l'Intérieur plus d'une centaine de projets IA ont été déployés. Exemple en cours : la retranscription automatique de la parole des mineurs dans les procès verbaux d'audition : "Actuellement, cela prend 3 à 4 jours, car la retranscription mot-à-mot est obligatoire" (dans le cas des violences intrafamiliales). Demain, avec l'IA, le gain de temps sera considérable : "On simplifie la tâche aux agents" -ils sont 300 000 agents au ministère de l'Intérieur !Ulrich Tan, créateur avec son équipe du chatbot Albert, qui a donné ses premiers résultats (+70% des usagers considèrent que les réponses "facilitées" par l'IA sont satisfaisantes), vante les mérites de la coproduction avec les agents publics et un mode de déploiement itératif : "On a identifié quelques cas d'usages où l'on voit des résultats positifs. Mais ça peut fonctionner dans certains cas, et pas d'autres... Il ne faut pas avoir peur de ça". Carole Leclerc révèle qu'à l'Urssaf plus de 4 millions d'usagers ont utilisé ses chatbots en 2023, 40% des appels ont été complètement pris en charge par les IA là où les bots ont été déployés, avec une note de satisfaction de 3.6/5. Une des grandes préoccupations : la transparence. "On est convaincu que le bot doit rester à sa place. On a changé nos messages pour être plus explicites sur le fait que les personnes étaient en ligne avec un bot, pour qu'il n'y ait pas d'ambiguïté" Et "Nos voicebots ne raccrochent jamais sans l'autorisation de l'usager. C'est l'usager qui met fin à la conversation, pas le bot. On permet toujours de transférer sur un humain". Mon invitée fait toujours campagne ! Pourtant, Constance Nebbula vient d'être réélue à la tête d'OpenDataFrance, association qui accompagne les collectivités dans leur stratégie de données, et cumule par ailleurs deux vice-présidences, l'une sur le numérique à la région Pays de La Loire, l'autre à Angers Loire Métropole (dirigées respectivement par les partis Horizons et Modem). Son combat ? Faire en sorte que la classe politique s'empare du sujet crucial de la donnée, en particulier de l' « open data » : « La donnée doit être considérée par les élus comme une aide à la décision, un outil de service public. Ce n'est pas qu'un sujet technologique relevant de la direction informatique, c'est un sujet transversal et éminemment politique », déclare-t-elle.Depuis 2016 et la loi pour une République numérique, les collectivités de plus de 3 500 habitants ont l'obligation de mettre leurs données en libre accès. Mais, selon Constance Nebbula, le manque d'explication et d'accompagnement des territoires a engendré un défaut de prise de conscience et d'implication. Aujourd'hui, ils ne sont donc que 16% à pratiquer l' « open data ».Comment accélérer ? D'abord, amener les élus à « utiliser les données comme outil essentiel dans leur stratégie de politiques publiques et de gestion des services », répond-elle. Ce qui passe par une évolution de la vision de « l'open data brute par défaut, à celle de la donnée publique pour l'intérêt général ». Elle cite l'exemple concret de « l'application 'Vivre à Angers', qui fournit aux citoyens des réponses ultra-personnalisées, géolocalisées et en temps réel sur les transports, les sports et loisirs, le ramassage des déchets, etc. Sans données ouvertes, cela ne marcherait pas », me dit-elle.Quand je l'interroge sur la confiance autour de la donnée numérique, Constance Nebbula souligne l'importancede « se doter d'un cadre écrit et formel pour fixer les règles ». Quelles données, pour faire quoi, dans quel but ? « Que ce soit pour la cybersécurité, la transparence, les liens avec la ville intelligente... A Angers Métropole, nous avons ainsi fait voter, fin 2023, notre stratégie métropolitaine de la donnée, un document de 30 pages ! ».Et pour ce qui est des inquiétudes face à des services publics qui deviendraient 100%... ce que peut favoriser l'open data, Constance Nebbula est catégorique : « Aucun service municipal ne doit être accessible qu'en 100% numérique. Nous ne voulons pas de coupure d'usages. Guichet physique, téléphone restent des points d'accès essentiels au même titre que le numérique pour nos usagers connectés. » Et de tacler au passage la politique « 100% dématérialisation » du gouvernement.Dans cet épisode, je l'ai également emmenée sur le terrain international, avec l'intervention de Caroline Faucher-Winter, coprésidente de la French Tech New York et son éclairage sur la politique des États-Unis en matière d'intelligence artificielle. « L'internet est un véritable Far West, nos enfants sont en danger. Il faut mettre en place des mesures d'urgence pour les protéger », tonne mon invité Thierry-Paul Valette, ancienne figure du mouvement des Gilets Jaunes, aujourd'hui président-fondateur du parti Europe Équitable et tête de liste de l'Union pour une Europe arc-en-ciel aux élections européennes 2024.Selon lui, la lutte contre la pédopornographie en ligne et le cyberharcèlement, passe par une intransigeance absolue... quitte à rogner sur la liberté d'expression : « Je suis prêt à accepter toutes les sanctions et les mesures sécuritaires qui s'imposent, s'agissant de la protection de notre jeunesse, déclare-t-il, cette jeunesse qui détiendra un jour les clés du paquebot Europe ».Pour aller plus loin sur ce thème, je lui ai demandé de réagir à l'interpellation de Maître Garance Mathias, avocate à la cour et référente dans le domaine de la sécurité des données, sur la loi SREN (Sécuriser et Réguler l'Espace numérique). Promulguée fin mai 2024, certaines dispositions concernant la protection des enfants sont jugées liberticides par certains députés et observateurs. Pas Thierry-Paul Valette. Il préfère appuyer sur le besoin d'une « coopération entre les États membres de l'UE ainsi qu'à l'international ; d'acteurs publics et privés qui s'accordent ; de l'Arcom qui agisse ; et de parents, responsabilisés, qui surveillent ».A propos du cyberharcèlement en particulier, il fustige les « parents parfois à l'œuvre »derrière les enfants, et une certaine mentalité qu'il juge délétère, faisant croire que « j'ai un téléphone, je suis intouchable, je peux tout faire ». « Non, c'est insupportable, il faut en finir avec cela ! », cingle-t-il.Thierry-Paul Valette a voulu s'engager dans notre entretien sur les questions de cybersécurité aussi pour dénoncer les risques que font peser les ingérences étrangères en ligne : « Les cyberattaques, provenant surtout de la Chine et de la Russie, mettent à mal la démocratie et les peuples d'Europe. Nous sommes dans une situation catastrophique face à laquelle la défense du cyberespace européen est un axe de bataille prioritaire ».Quant aux Big tech américaines, il adopte à leur égard une position plus nuancée : « L'Europe doit essayer d'être aussi performante qu'elles et retrouver son autonomie numérique. Nous devons légiférer plus pour la survie de nos entreprises. « L'Europe doit passer de l'obsession de la concurrence à l'obsession du financement. C'est le seul moyen de faire émerger un géant européen pour concurrencer les GAFAM », martèle Nicolas Dainville des Républicains, soutien de François-Xavier Bellamy et la liste "La droite pour faire entendre la voix de la France en Europe" pour les élections européennes.« Sur les 100 entreprises technologiques les plus capitalisées dans le monde, seules 10 sont européennes », déclare-t-il. Freiner ce « décrochage » passe prioritairement par de l'investissement massif au niveau européen, la création d'un "fonds de soutien à l'intelligence artificielle", mais aussi « plus de liberté de produire » et « moins de normes et de bureaucratie ».Booster la compétitivité d'une part, assurer la souveraineté numérique de l'autre. Sur ce deuxième point, le "Républicains" souligne l'importance de « se doter d'un cloud européen pour maîtriser nos données et instituer une règle de préférence européenne pour l'achat de solutions IA ».Nous avons également abordé la question de la cybersécurité. « Huit entreprises sur dix sont victimes de cyberattaques, note-t-il, sans oublier les services publics, hôpitaux, municipalités... ». Quelles solutions face à ces « menaces du siècle » ? « Nous voulons recruter 1300 agents de plus dans la cellule cybersécurité d'Europol, soit le double d'aujourd'hui. ».Dans cet épisode de POL/N spéciale Européennes, vous entendrez aussi Marie-Christine Levet, la présidente du fonds d'investissement dédié au secteur de l'Éducation innovante Educapital. « Assurer notre compétitivité en IA est un combat, qu'on ne gagnera pas sans l'Europe », Sandro Gozi, candidat aux élections européennes sur la liste de la majorité présidentielle menée par Valérie Hayer « Besoin d'Europe » est mon invité dans POL/N.« Oui, notre programme parle de "combats", parce que c'est bien de cette ampleur qu'il s'agit. Nous faisons face à des défis colossaux pour assurer notre avenir, à l'égal de ceux des pères fondateurs de l'Europe », a-t-il déclaré.Italien, ancien ministre des affaires étrangères dans son pays, député européen pour la France depuis 2019, Sandro Gozi revendique un statut d'Européen pur jus. Il vante « le succès international de la French Tech lancée par Emmanuel Macron en 2017, qui donne à la France une longueur d'avance, dont elle devrait être fière ». De même il salue le courage qu'a eu l'Italie en 2023 d'interdire l'accès sur son territoire à ChatGPT d'OpenAI au moment de son lancement en Europe. Innovation d'un côté, régulation de l'autre... selon lui, chacune ont infusé dans l'AI Act, le nouveau règlement européen sur l'intelligence artificielle. « L'IA, c'est une révolution. Seuls on n'y arrivera pas (...) Je suis convaincu que l'Europe numérique représente une troisième voie d'équilibre, entre celle des États-Unis avec les Big Tech et celle de la Chine avec TikTok ». Comment y arriver ? « L'Europe a décidé d'être protagoniste dans le numérique mondial, elle a fixé le cap et les règles. Maintenant il faut mobiliser 1000 milliards d'euros pour financer nos ambitions sociales, économiques... et numériques", notamment dans les supercalculateurs, a précisé Sandro Gozi.Nous avons également abordé les questions de démocratie numérique, de participation directe, de vote électronique. A guide to teach SLP's and OT's how to effectively treat picky eaters by creating a safe environment for them to confidently learn to eat new foods. Clinician's can earn ASHA CEU's when they take her course. In addition to her work within the spectrum of speech, Heidi is a trained as a Certified Orofacial Myologist. She has a particular interest in feeding disorders, which can deeply affect children well into their future. Heidi was chosen to be a Main Guest Speaker at the Talk Tools OMD Deconstructed and Feeding Conference. Heidi has become an expert in the filed an has written several courses to teach other clinicians how to treat the picky feeder population. Heidi is extremely invested in her HMS team. Though Heidi has worked in a multitude of settings, including private clinics, hospitals, and schools, she found her home in her own practice, with 2 settings in Florham Park & Park Ridge New Jersey. Her practice has been recognized by NJ Family Magazine, Favorite Kid's Doc since it opened its doors in 2010. Most recently winning “Top Vote Getter for Speech Pathology”. Jacki Lyden is a writer and former host & correspondent for NPR News, who first went to Kabul just as the Taliban left a generation ago. She taught journalism for an American NGO in Afghanistan, and has maintained ties with Afghan friends and colleagues...Heidi Miller, M.D. is the Medical Director of the St. Louis Regional Health Commission and a consultant for Alive & Well Communities, a nonprofit promoting equity-centered trauma-informed care in the midwest. I was my parent's worst nightmare...I was, and still am, a picky eater. I wish my parents knew my guest, Heidi Miller when I was growing up. When our kids don't eat what we want them to, eat too little, eat too much, don't want to sit at the table or get up constantly, we worry. She is also the author of the HMS Feeding Protocol which she uses to treat picky eating and avoidant/restrictive food intake disorder (ARFID). She gives us her perspective on using food chaining to ease picky eating with children. She also gives an example of food chaining and shows us how you can get your child to go from eating chicken nuggets, to chicken Milanese! This episode will give you a little insight into what feeding therapy might look like. But before trying this technique, you might want to determine if your child is simply picky, or if there's something else at work and they're a true problem feeder. In some cases, a referral to a feeding specialist may be needed, such as an SLP like Heidi, or an OT - you just want to make sure they specialize in feeding! She is especially interested in the ways in which enslaved individuals retained their identity and/or created a new identity after forced migration to the islands of the Caribbean, and the ways in which this can be seen in the bioarchaeological record. In addition, Heidi works in the Zooarchaeology and Historic Archaeology Laboratory and is President of the Graduate Student Organization. Outside of the university, Heidi works as a CRM archaeologist and has conducted excavations in seven states, with the majority of her work occurring in North Dakota.Previously, Heidi earned her MSc from the University of Indianapolis with a thesis focused on the use of cranial measurements to identify individuals of French ancestry and its application to unknown individuals from the historic period.
