Règles, normes, paperasse... face à l'ankylose, l'intelligence artificielle est appelée à la rescousse. Sans jamais parler de miracle, mes quatre invités sont tous engagés dans la transformation numérique de services publics :- Ulrich TAN, chef du Datalab, directeur adjoint du département Etalab de la direction interministérielle du numérique (Dinum), - Mathieu WEILL, directeur de la transformation numérique, secrétaire général adjoint en charge du numérique du ministère de l'Intérieur et des Outre-mer,- Carole LECLERC, directrice de l'innovation et du digital à l'Urssaf,- Bernard GIRY, directeur général adjoint chargé de la transformation numérique à la Région Ile-de-France."Une des difficultés de la simplification est qu'il faut revoir le process, l'organisation, les textes... tout peut paraître un peu long, mais je pense qu'avec l'IA générative on peut enclencher une mécanique assez rapidement" , résume Bernard Giry. Il explique que l'objectif qu'il se fixe avec l'IA le numérique c'est de simplifier la vie des agents et celle des citoyens : "On essaie de tenir les deux piliers". Et apparemment, les agents publics jouent le jeu : "avec la hype autour des IA génératives, cela a ré-engagé les gens sur ce sujet".Pour Mathieu Weill, l'intelligence artificielle ne peut rien sans un engagement des métiers, des juristes : "ce n'est pas qu'une affaire de techniciens". Au ministère de l'Intérieur plus d'une centaine de projets IA ont été déployés. Exemple en cours : la retranscription automatique de la parole des mineurs dans les procès verbaux d'audition : "Actuellement, cela prend 3 à 4 jours, car la retranscription mot-à-mot est obligatoire" (dans le cas des violences intrafamiliales). Demain, avec l'IA, le gain de temps sera considérable : "On simplifie la tâche aux agents" -ils sont 300 000 agents au ministère de l'Intérieur !Ulrich Tan, créateur avec son équipe du chatbot Albert, qui a donné ses premiers résultats (+70% des usagers considèrent que les réponses "facilitées" par l'IA sont satisfaisantes), vante les mérites de la coproduction avec les agents publics et un mode de déploiement itératif : "On a identifié quelques cas d'usages où l'on voit des résultats positifs. Mais ça peut fonctionner dans certains cas, et pas d'autres... Il ne faut pas avoir peur de ça". Carole Leclerc révèle qu'à l'Urssaf plus de 4 millions d'usagers ont utilisé ses chatbots en 2023, 40% des appels ont été complètement pris en charge par les IA là où les bots ont été déployés, avec une note de satisfaction de 3.6/5. Une des grandes préoccupations : la transparence. "On est convaincu que le bot doit rester à sa place. On a changé nos messages pour être plus explicites sur le fait que les personnes étaient en ligne avec un bot, pour qu'il n'y ait pas d'ambiguïté" Et "Nos voicebots ne raccrochent jamais sans l'autorisation de l'usager. C'est l'usager qui met fin à la conversation, pas le bot. On permet toujours de transférer sur un humain". The US Department of Energy in late January hit “pause” on its work issuing key LNG export permits. About 30 million mt/year of probable export capacity additions in the US and Mexico are at risk because of the permitting hold. Climate activists have celebrated the White House decision as a massive win, while industry groups have warned that it could endanger future LNG projects and undermine the role of the US as an LNG exporter. But Arvind Ravikumar, co-director of the Energy Emissions Modeling and Data Lab and a professor within the University of Texas at Austin's Department of Petroleum and Geosystems Engineering, believes this is the wrong debate to be having. La chance sourit aux audacieux paraît-il. Je ne saurai pas dire si Jérémie a eu de la chance ou pas. Ce qui est sûr en revanche, c'est qu'il n'a pas manqué d'audace ! Propulsé à la tête du pôle data après le départ de ses N+1 et N+2, à peine quelques mois après avoir rejoint la BNP... et se saisir de l'opportunité pour créer un DataLab qui va révolutionner l'usage de la data métier, il fallait en avoir. La trentaine, reprendre les études et rendre sa thèse à3h du mat, la veille de son mariage. Voilà qui en dit long sur le personnage. Comme dirait l'autre, "la chance, ça se provoque". En bossant sa thèse sur les modèles de traitement du langage, il trouve un modèle sur un blog au fin fond du web. L'auteur du modèle est un ingénieur de chez Google. Le genre de mec inaccessible. C'est presque une bouteille à la mer que lui a lancé Jérémie en lui demandant de l'aide pour avancer sur le modèle de sa thèse. Surprise, le gars répond 2 jours plus trad. Découverte de l'open source, d'un mindset nouveau fait d'ouverture, de partage et de confiance. Piqûre. C'est avec ce même mindset qu'il rejoint la BNP. Quand il lance le DataLab, il repart d'une plateforme embryonnaire, le projet d'une plateforme à destination des Data Scientist du groupe. Quelques mois plus tard, cette plateforme devient une véritable boîte à outil pour plus de 400 Data Scientist, dans une vingtaine de pays. Changement de paradigme. Avant l'existence de cette plateforme par exemple, pour enregistrer une donnée quelque part, il fallait se déplacer, physiquement, parfois loin, avec un disque dur crypté, ouvrir un ticket, etc. Ce qui pouvait parfois prendre des semaines. Avec cette plateforme, tout est intégré, chacun est autonome. La première pierre était posée. La deuxième pierre est peut être plus ambitieuse encore : former les collaborateurs qui le souhaitent aux métiers de demain. C'est ainsi que, profitant du programme Upskilling déjà en place, des gens sont formés au métier de data engineer. Évidemment, c'est très difficile pour eux de rattraper les années, d'être sur des technologies de pointe. Techniquement, ce retard est parfois irratrapable. En revanche, ce qui est sûr, c'est que les années d'expérience métier de ces collaborateurs valent de l'or. Et c'est tout l'enjeu ! Casser les silos, ou plutôt, outrepasser les silos, les ignorer si intensément qu'on ne se souvient même plus qu'ils existent, voilà l'enjeu. Ces collaborateurs formés permettent d'ouvrir de nouvelles portes, d'arriver jusqu'à des CODIR jusqu'alors inatteignables, le fruit de plusieurs années de labeurs et de projets en tous genre. L'art de favoriser des échanges intergénérationnels pour briser les silos.
