In this follow-up conversation to BMNT's June panel "The Race for Autonomy: Navigating a New Battlefield," A'ndre Gonawela talks to Dr. David Broyles, Research Program Director at the Center for Naval Analysis and co-host of "AI with AI", on the challenges facing the Department of Defense when it comes to developing and leveraging autonomous systems and capabilities. Dr. Broyles digs into why he (like our prior panelists) believes the state of autonomy today is ‘brittle', and why the end goal for many is ‘general AI' – the ability for artificial intelligence to behave and adapt like human intelligence can. We discuss Dr. Broyles' belief that an ‘AI Winter' may be approaching, where momentum in the development of systems is slowed or even halted. We then dig into where the Department of Defense is on the racetrack, dissecting the lingering confusion that underlies the differences between unmanned systems and autonomous systems, and how we can better equip DoD leaders in understanding how autonomous systems can operate. Dr. Broyles highlights opportunities to build trust in autonomous systems with the warfighter, in addition to addressing the edge cases and ‘fat tails' that can impede the success of autonomous vehicles.   You can read about our first panel here: https://www.bmnt.com/post/the-race-for-autonomy-is-here Notes from Episode General consensus of state of autonomy is that it is brittle, and still in infancy when it comes to DoD Bigger debate in AI community – end state is general AI, equivalent to human intelligence, adaptable to environment, and process things like a human can. What are the tools to go about this? Two camps that disagree with each other: Neural network reward: Can employ larger neural networks, dump more data, put more processing power, and have reward schemes. Symbolic logic camps – need ways to encode information in symbols that machines can manipulate at higher levels of aggregation. Still trying to figure out the things we really need to make these things work and get rid of the bugs. AI Winter? There have been periods where the momentum in AI development stopped – last one in early 2000s, influenced by availability of graphical processing capabilities (large computational power being dumped on the problem) Are we coming to the limits of the tools and capabilities we've developed? Margins of incremental improvements are diminishing. AVs are a bellwether of progress – if progress isn't delivered in tangible ways, market could lose interest, meaning less financial investment. AI Summer? Alexnet winning image recognition competition in 2014 was first real success of neural networks, motivated community at large, many developments between 2014 through 2019. People were trying many different tools. Where's DOD with developing/leveraging autonomous systems? It's hard to pinpoint where they are on the racetrack. Confusion between unmanned and autonomous systems – can be communicated unclearly, sometimes unmanned systems are mistakenly attributed as autonomous when they aren't. First major step is for DoD to employ more unmanned systems – it's been slow, but CNO actually incorporating uncrewed systems into their force structure direction is a significant step. Lots of little things here and there are going on but there's nothing being coordinate in a big way. CDAO (Chief Digital AI Office, former JAIC), is trying to play a role here but there's more ways in which they can step in. Ensuring trust for warfighters? You can either not have enough trust, or you can overtrust, and the latter gets less attention – the example here is Tesla's autopilot system being overtrusted and then getting involved in deadly crashes. Need to get autonomous systems into the hands of the warfighters – biggest priority. Need to communicate the capabilities better to an operator, need to ensure that the operator can have other cues and/or ways of interacting with the system. Do our DoD leaders understand how autonomous systems can be used/leveraged and how they work? Can we work to educate them quickly? Area of high concern, and cyber discussions are indicative of the difficulties that could be faced as senior leaders have taken some time to embrace and understand the technologies. Very small number of senior leaders who have a good idea of what's going on, and larger number with staff who know what they're talking about, but there's issues with proposals promising to develop tech that simply won't happen. People in approval chain may not understand that these things won't work Arming senior leaders with the key questions, but that's a bandaid – we need more people with basic understandings of how these technologies work. This does not necessarily mean we hire computer scientists, but DoD can work internally to raise the floor on level of understanding – and these areas are beginning to slowly come up to speed. Addressing edge cases? Fat tails – distribution of things that you may run into, most of the stuff is going to fall into a general bin, but there'll be edge cases that'll extend. What happens if a plastic bag runs into a screen of an AV? Uber and others couldn't just throw hundreds or millions of hours of driving data to fix this. Solution is General AI – we can't throw fat tail problems into same bucket. Running simulations still runs into the same problem, and throwing info won't solve it. There really is no good answer, there's not been a good articulation of the answer. We're trying to minimize the edge cases as best we can. However, alternatives like smart roads and sensors can provide added information to help prevent accidents or minimize disruptions in environment. Experimentation – What's Commercial doing that DoD is not doing? Mechanics around how to do things are the primary thing that can hinder experimentation. There's a strange acquisition ecosystem that isn't always friendly to innovative ideas going through standard program office processes. Policy Lagging Behind on Autonomous Systems? There are some new technologies falling under clear regulation – and as long as it doesn't cause any other problem, but because these technologies are so wide ranging they can cause issues. You can forecast some of these things, but there's always an unexpected bit. Is there a general philosophy on how to handle this? There'll always be questions on privacy and safety. Is DoD adequately reaching out to small businesses? It is happening, but biggest barrier (in his view) is DoD contracting and being able to decipher postings, requirements, forms, and etc. Need to take a quantitative approach to assessing effectiveness of this.

Dr. Hassan Tetteh is a decorated Navy captain and Associate Professor of Surgery at the Uniformed Services University of Health Sciences, and adjunct faculty at Howard University College of Medicine. As a cardiothoracic surgeon, he was deployed in Afghanistan and on warships in the Persian Gulf. He's also an unabashed medical “nerd,” part of a cadre of physicians board-certified in clinical informatics. Dr. Tetteh is the founder and principal of Tetteh Consulting Group, creator of The Art of Human Care book series, and a best-selling author of several books. He is board certified in thoracic surgery, general surgery, clinical informatics, and healthcare management and is a Fellow of the American College of Surgeons, a Fellow of the American College of Healthcare Executives, and a Fellow of the American Medical Informatics Association. In a recent piece in the Wall Street Journal, it was noted that he has one of the coolest-sounding jobs in medicine – “Warfighter Health Mission Chief for the Department of Defense Joint Artificial Intelligence Center (or Jake).” Dr. Tetteh told us about the Center and his work there. We then start a dive into big data, Project Orion, and the JAIC's suicide-prevention initiative and the idea of psychological autopsy and digital phenotyping. This is a wonderful conversation about not only living one's life in full, but also the promise of technological innovation to help others do likewise.

 Dr. Hassan A. Tetteh, MD, is the Health Mission Chief, at the Department of Defense (DoD) Joint Artificial Intelligence Center, serving to advance the objectives of the DoD AI Strategy, and improve war fighter healthcare and readiness with artificial intelligence implementations. Dr. Tetteh is also an Associate Professor of Surgery at the Uniformed Services University of the Health Sciences, adjunct faculty at Howard University College of Medicine, a Thoracic Staff Surgeon for MedStar Health and Walter Reed National Military Medical Center, and leads a Specialized Thoracic Adapted Recovery (STAR) Team, in Washington, DC, where his research in thoracic transplantation aims to expand heart and lung recovery and save lives. In the past, Dr. Tetteh has served as Chief Medical Informatics Officer, United States Navy, and Division Lead for Futures and Innovation at Navy Medicine's Headquarters, a Command Surgeon for the National Defense University, and as a Robert Wood Johnson Health Policy Fellow, assigned to the U.S. Congress, Congressional Budget Office, (CBO). Dr. Tetteh served as Ship's Surgeon and Director of Surgical Services for the USS Carl Vinson, deployed as a trauma surgeon to Afghanistan's Helmand and Nimroz provinces, and has supported special joint forces missions to South America, the Middle East, the South Pacific, Australia, and Africa. He earned both the Surface Warfare Medical Department Officer and Fleet Marine Force Qualified Officer designations, and his military honors include two Meritorious Service Medals and the Joint Service Commendation Medal. Dr. Tetteh is also an accomplished author, including the novel “Gifts of the Heart”, "Star Patrol" (co-authored with his son Edmund Tetteh), as well as “The Art of Human Care” and "The Art of Human Care for COVID-19" (illustrated by his daughter Ella Bleue), and has published numerous articles on surgical innovation, health information technology, ethics, wounded warriors, and process improvement. He also serves on the board of directors for the Brooklyn, New York based Arthur Ashe Institute for Urban Health, Fayetteville, Arkansas based Champions for Kids, and Miriam's Kitchen, a Washington, D.C. based nonprofit that works to end chronic homelessness. Dr. Tetteh received his B.S. from State University of New York (SUNY), his M.D. from SUNY Downstate Medical Center, his M.P.A. from Harvard's Kennedy School of Government, M.B.A. from Johns Hopkins University Carey Business School, and M.S. in National Security Strategy with a concentration in Artificial Intelligence from the National War College. He completed his thoracic surgery fellowship at the University of Minnesota and advanced cardiac surgery fellowship at Harvard Medical School's Brigham and Women's Hospital. Dr. Tetteh is a Certified Professional in Healthcare Information and Management, board certified in thoracic surgery, general surgery, clinical informatics, and healthcare management, and is a Fellow of the American College of Surgeons and Fellow of the American College of Healthcare Executives.

A BuzzFeed report claims that the NYPD has misled the public about its use of the facial recognition tool, Clearview AI, having run over 5100 searches with the tool.  European Activist Groups ask the European Commission to ban facial recognition completely, with calls to protect “fundamental rights” in Europe. A report in Digital Medicine examines the diagnostic accuracy of deep learning in medical imaging studies, and calls for an immediate need to develop AI guidelines. Neuralink demonstrates the latest with its brain-computer interface device with a demonstration that shows a monkey playing Pong with his brain. And the Director of the JAIC, Lt Gen Groen, and the co-chair of the NSCAI, Bob Work, spoke for about an hour on the use and direction of AI in the Department of Defense. In research, Andrew Jones examines how different parameters scale with board games, identifying the scaling of scaling laws. Research for AIST, Tokyo Institute of Technology, and Tokyo Denki University demonstrate that they can pre-train a CNN using no natural images, but instead using digital images created using fractals. In the paper of the week, Ben Goertzel provides his general theory of general intelligence. Dr Jane Pinelis, Ph.D. is the Chief of Testing, Evaluation, and Assessment, of Artificial Intelligence (AI) and Machine Learning (ML), at the U.S. Department of Defense (DoD) Joint Artificial Intelligence Center (JAIC). Dr. Pinelis has a BS, MS, and Ph.D., from the University of Michigan, in the field of statistics, where she spent time as a research assistant in their Center for Russian and East European Studies and their Institute for Social Research. Prior to assuming her current role at JAIC, Dr. Pinelis spent 4 years at the The Johns Hopkins University Applied Physics Laboratory where she served in a variety of roles including as Director, Test and Evaluation of Algorithmic Warfare, where she was an on-site representative to the Undersecretary of Defense for Intelligence, where she oversaw developmental and operational testing of artificial intelligence algorithms, including computer vision, machine translation, facial recognition, natural language processing, and human-machine teaming. Dr. Pinelis has also served as Test Science Lead for the Institute for Defense Analyses, and in scientific and analytical roles for the CNA group, as a liaison to both the U.S. Marine Corps and Navy. The Joint Artificial Intelligence Center (JAIC) is an organization exploring the usage of Artificial Intelligence (AI), Network of Networks, and AI-enhanced communication for use in actual combat. It is a subdivision of the United States Armed Forces and was created in June 2018. The JAIC organization stated objective is to "transform the US Department of Defense by accelerating the delivery and adoption of AI to achieve mission impact at scale.

Further, to engage in risk control and mitigation, where possible, to ensure the optimal outcome…ForHumanity. Our organization is currently composed of an interdisciplinary group of highly-dedicated volunteers with over 100 contributors and 23 Fellows. We possess a wide range of expertise in AI – spanning AI ethicists to AI security. Independent Audit of AI Systems (IAAIS) seeks to create an infrastructure of trust for all autonomous systems which directly impact humans. We focus on Ethics, Bias, Privacy, Trust, and Cybersecurity as our lens and filter. Our contributors join with deep knowledge and are experts in some or all of those areas, both theoretically and practically. We are drafting audit rules and standards for autonomous systems in every corner of the economy and forming cohorts that bring our experts together with industry practitioners to ensure that the audits achieve their mission of mitigating risks to humans while being comprehensive, pragmatic, and implementable. We have crafted 3000+ audit rules already and are working closely with the ICO in the UK to meet their request for a GDPR certification scheme. We have recently been confirmed as a Trusted Ecosystem Partner by the JAIC and we look forward to drafting audit rules for the JAIC's TradeWind platform and implementing the DoD's AI Ethics Principles. During this webinar, we expect to introduce the IAAIS to the participants.

It seems like everyone in the military is talking about artificial intelligence. The Defense Department has been backing its interest in AI with substantial money. Now the RAND Corporation says the department has yet to provide its Joint Artificial Intelligence Center (JAIC) with the visibility, authorities and resources it actually needs to ramp up AI across the department. JAIC is supposed to be the epicenter of DoD's AI strategy. Federal News Network's Scott Maucione spoke with Danielle Tarraf, senior information scientist at RAND, about the report for Federal Drive with Tom Temin.
