In April 1991, Rachel McLean, a 19-year-old student at St. Hilda's College, Oxford, was murdered by her boyfriend, John Tanner, after she refused his marriage proposal. Tanner, who had arrived to visit McLean, strangled her in her own home and then ingeniously hid her body under the floorboards. Following the murder, Tanner crafted an elaborate facade to mislead both McLean's family and the police, pretending she was missing and even participating in public appeals for her whereabouts.It took 17 days for the police to discover McLean's body, concealed in a cramped space under her house's floorboards. Tanner's lies unraveled, and he was eventually arrested, tried, and sentenced to life imprisonment, though he was released in the early 2000s after serving more than 11 years. Marc Feuerbach 05:35-To be truthful, benefits-based accountability wasn't attractive at first. 05:55-This seemed like a way to find something good to show if test scores weren't good. 06:15-This opened my eyes that this really is about the stakeholder, the community, those involved in our organization ... focusing on all areas we should be accountable for. 06:50-As we dived deeper into this, it's a more holistic approach to what we do in schools and what we're held accountable for. John Tanner 07:40-My professional background is testing and I knew that world well. However, I was Interested in accountability, not testing and so was never obsessed about testing. 08:15-Testing is designed as a research instrument for narrow and specific purposes and not as a social decision-making tool for judgment. 09:15-Standardized testing instruments are legitimate research tools used for deeply inappropriate judgments. 09:30-There are a limited number of research functions these tests can play, and they play almost none of them. This leads in awkward and bad directions that do not share the whole truth. 10:00-It would be helpful to have better tests, but we could have the best tests in the world, and as long as we have the same accountability environment that we do, it's going to have the same effect as we have at the moment. Accountability in effective organization is a truth-telling communication and directional system used to build trust with the organization's stakeholders. It can be done well or poorly, and there are consequences for both. It would never be turned off in a crisis, which is when it is most urgently needed.What has long passed for educational accountability has nothing to do with building trust, but rather, is based on the model used to force compliance with safety and other standards. This is a legitimate but also a limited model and must be deployed thoughtfully, because when such systems reach too far, they will create the very problems their creators intended to avoid. Their far-reaching use in schools has done just that, trapping them in a narrative of failure, with the poorest, most vulnerable of our students experiencing the greatest amount of harm as a result.John has long believed that school accountability should be to students, their parents, and the communities they come from. His time and effort are dedicated to finding and putting in place what he calls True Accountability. True Accountability begins with the question: “what are your hopes and dreams for your children?” and then looks forward and determines what must be done to make that happen. Two questions show the power in this: was my child safe yesterday? is an important question but an after the fact report. Will my child be safe tomorrow? is the true accountability question, since it will be the one that directs future efforts. True Accountability in schools must be focused on generating enough trust with stakeholders that they entrust school leaders to shape schools in anticipation of the future.John has spent his entire educational career focused on educational accountability. Rachel Margaret McLean (1971–1991) was a British student at St. Hilda's College in Oxford, England, when she was murdered by her boyfriend, John Tanner, a day after they became engaged. In the aftermath, Tanner concocted ruses in an attempt to allay suspicion, and elaborated a series of lies in an attempt to confuse the crime investigation and outwit the police.
