In this episode of the Dover Download podcast, Deputy City Manager Christopher Parker chats with Fire Chief/Emergency Management Director Perry Plummer and Community Services Director John Storer about a recent major water main break in Dover.The conversation begins with Storer explaining how the break was first detected late on the night of Feb. 7 when operators noticed more water leaving the system than normal. Despite immediate efforts to locate the break, it remained elusive even after daylight, prompting activation of the city's Emergency Operations Center under Chief Plummer's direction. The break was releasing approximately 2,000 gallons per minute (about 3 million gallons per day), but unusually, no water was visibly surfacing anywhere in the city.Plummer explains how they implemented an incident command structure to coordinate resources efficiently, including fire and police personnel searching the streets, drones with thermal imaging, helicopter support, and engineers. The team systematically isolated different sections of the water system while simultaneously planning for potential water conservation measures if the situation worsened. They also activated an emergency water interconnection with neighboring Somersworth.After extensive searching, they finally discovered the break at 432 Central Avenue, a vacant building overhanging the Cochecho River. The broken pipe inside the building was sending water directly into the river—a "perfect storm" scenario that made detection especially difficult. Both officials praise the collaborative efforts of city staff and the patience of residents during the incident.Parker then speaks with Erin Bassegio from Planning and Community Development and Brian Early from Media Services for their monthly update on city activities. They discuss recent Planning Board meetings, City Council budget workshops, Energy Commission initiatives, Zoning Board approvals, and updates on the Cochecho Waterfront Development Advisory Committee and the city's two TIF boards.

Coimisiún na Meán has today published revised Media Services Codes and Rules, completing the process of updating its regulations to implement changes under the EU Audiovisual Media Services Directive (AVMSD) and the Online Safety and Media Regulation Act 2022. Under the Online Safety and Media Regulation Act, Coimisiún na Meán is empowered to develop codes and rules which apply to video-on-demand providers as well as television and radio broadcasters established in Ireland. The AVMSD provides for minimum standards and obligations that video-on demand providers and television broadcasters must adhere to in a variety of areas, including child safety, the accessibility of their services, and the prohibition of content that incites hatred. The Online Safety and Media Regulation Act establishes the regulatory framework for these services and for radio broadcasters. Aoife MacEvilly, Broadcasting and Video-on-Demand Commissioner at Coimisiún na Meán said: ''To ensure a thriving and safe media landscape for Ireland, it is crucial that the Codes and Rules which apply to broadcasters and now, for the first time, to video-on-demand service providers are up-to-date and in-line with EU regulations. We have been engaging with media service providers in recent months and following the conclusion of our public consultations, are happy to have published nine sets of Codes and Rules which are now in effect.'' The nine regulations published include a new Audiovisual On-Demand Media Service Code and Rules, marking the first time that video-on-demand (VOD) services have been subject to formal regulatory oversight by Coimisiún na Meán. These new Codes and Rules were developed following a public consultation which concluded in August 2024. The other existing Codes and Rules have undergone updates to comply with the AVMSD, and includes the Code of Programme Standards, the Access Rules for Television Broadcasters, and the General Commercial Communications Code. These Codes and Rules were updated following a public consultation which concluded in October 2024. The new and revised Media Services Codes and Rules which have been published are: Media Service Code and Rules (Audiovisual On-Demand Media Service Providers) - new rules for audiovisual on-demand (VOD) providers which require the restriction of content that may incite hatred, which provides protections for children from accessing inappropriate content and which obliges providers to ensure their programmes are accessible for people with disabilities. Media Service Code and Rules (Advertising, Teleshopping, Signal Integrity and Information) - revised rules for television broadcasters on advertising and teleshopping, including daily limits for advertising and teleshopping spots. Media Service Code and Rules (Advertising for Radio Broadcasters) - revised rules to ensure that advertising is recognisable and distinguishable from editorial content, and which includes daily limits for radio advertising. Media Service Rules (Access Rules for Television Broadcasters) - revised rules for television broadcasters to ensure that programmes which are produced are made continuously and progressively more accessible to people with disabilities. General Commercial Communications Code - revised code which sets out rules for broadcasters on commercial communications including advertisements, sponsorships and product placement. Children's Commercial Communications Code - revised code which sets out additional rules for commercial communications directed at children and is aimed at protecting audiences under 18 years of age. Code of Fairness, Objectivity and Impartiality - revised code which provides principles for broadcasters to apply in order to achieve fairness, objectivity and impartiality in news and current affairs coverage. During its last auction in 2022, it raised more than $2 million for Kansas City charities. During today's episode, Dr. Michelle invites Jenn Nussbeck and Eileen Weir to share how this project began, the doors that it opened in our community, and the opportunity it provided to build connections with people in different neighborhoods across the metro. They also explain why public art has become a crucial piece to our community's well-being and why it evoked certain senses for the people who live here. Jenn will also tell a moving story about two people who met at one of the hearts and how that location formed their new friendship. In PX111, our interview guest is Jesse Suskin, Head of Government Relations & Public Policy at Wing Aviation (https://wing.com). We talk all things drone delivery particularly the experience learnt in Logan in Queensland, Australia where there has been extensive delivery operations over a lengthy time period. Wing Aviation is an offshoot of Google's parent company Alphabet Inc. Jesse Suskin is the head of government relations and public policy in Australia for Wing, a company that sees a future where drone delivery is the safest, fastest and most environmentally friendly way to transport small items. Before joining Wing in 2018, Jesse spent over six years with Google, working in government relations, public affairs, and public policy in Washington, DC and Sydney, Australia. Earlier in his career, Jesse worked in politics and public service including at the White House as Associate Director of Communications for President George W. Bush, and as Director of Media Services for Massachusetts Governor Mitt Romney. Jesse also worked for the Government of Australia at its Embassy in Washington, DC, advising Ambassador Kim Beazley. Jesse serves on a number of advisory committees including the Australian Department of Infrastructure's New and Emerging Aviation Technology Consultative Committee, the Australian Civil Aviation Safety Authority's Regulatory Roadmap Technical Working Group, and the University of New South Wales School of Aviation's Industry Advisory Committee. Killer whales — orcas — eat all sorts of animals, including humpback calves. But one day, biologists saw a group of humpback whales trying to stop some killer whales from eating… a seal. And then it happened again. And again. It turns out, all across the oceans, humpback whales are swimming around stopping killer whales from hunting all kinds of animals — from seals to gray whales to sunfish. And of course while many scientists explain this behavior as the result of blind instincts that are ultimately selfish, much of the world celebrates humpbacks as superhero vigilantes of the sea.
