The Elgin Sustainability Commission met on Tuesday, May 14th at the Edward Schock Centre of Elgin. (Spoiler alert . . . the meeting was adjourned at 7:28pm and Erik came to this episode in a great mood.)   The commission meeting contained lots of discussion on a variety of different topics. There was no action, but lots of talk. So, Tia & Erik used one of their podcast games to summarize all the chatter. Welcome back Dick, I understand Lansing BWL has just Announced Plans For 650MW Of Clean Energy. These projects are to reinforce BWL's commitment to carbon neutrality by 2040? So where exactly are these planned for, on the existing footprint of Delta Energy Park, or expanding to elsewhere? These are expected to be completed by 2025-2027, that pace should mean some jobs for mid-Michigan? Where does this bring LBWL's portfolio? That sort of capacity could help LEAP and others attract business to the tri-county area? Lansing BWL Announces Plans for 650MW of Clean Energy Projects reinforce BWL's commitment to carbon neutrality by 2040 The Lansing Board of Water & Light (BWL) announced its plan to build over 650 megawatts (MW) of clean energy projects to support its clean energy goals and meet future regional load growth. These clean energy projects will be complemented by a new 110MW Reciprocating Internal Combustion Engines (RICE) gas plant on the site of Delta Energy Park for flexible capacity to be completed by 2026, and a possible additional gas plant at a location to be determined later dependent on future load requirements and regional energy regulations. All of these projects and costs are still under negotiations with the proposed developers and are subject to change pending contract agreements. The clean energy projects are expected to be complete between 2025-2027, and include: 160MW of battery storage 65MW of local solar 195MW of additional solar outside of the Lansing region 238MW of wind outside of the Lansing region Continued growth of energy waste reduction, as well as expansion into demand response programs for customers The portfolio will bring a capital investment of approximately $750 million and is expected to be finished in the next 10 years. The projects are the result of BWL's All Source Request for Proposals (RFP), which received 96 offers totaling 8,330MW. “Once implemented, this will bring BWL's total generational portfolio to around 58 percent renewable and reduce our carbon footprint by 75 percent compared to 2005,” said BWL General Manager Dick Peffley. “This continues to position BWL as a leader in the State of Michigan as a clean energy provider, and puts us on the path to carbon neutrality by 2040.” As part of Governor Gretchen Whitmer's “MI Healthy Climate Plan,” which calls for 1,000MW of energy storage by 2025, this portfolio would supply 16 percent of the state's energy storage goal even though the BWL only supplies 6 percent of the state's total energy. BWL received $12 million from the Michigan Public Service Commission to support building 10MW of solar and 40MW of 4-hour battery storage on the Delta Energy Park site. “This is the largest planned growth in BWL's nearly 140 year history and ensures we're able to provide our customers with reliable and affordable energy for decades to come,” said Peffley. The BWL has approximately 100,000 electric customers, 58,000 water customers, 155 steam customers and 19 chilled water customers. The National Institute and Standards of Technology (NIST) is seeking public comment until April 29 on its Draft AI Risk Management Framework. NIST will produce a second draft for comment, as well as host a third workshop, before publishing AI RMF 1.0 in January 2023. Please send comments on this initial draft to AIframework@nist.gov by April 29, 2022. I would like to see places like ARC, OpenAI, Redwood Research, MIRI, Centre for the Governance of AI, CHAI, Credo AI, OpenPhil, FHI, Aligned AI, and any other orgs make efforts to comment. Without going into the reasons why deeply here on a public forum, I think influencing the development of NIST's AI Risk Management Framework could be high impact. The framework is intended for voluntary use in addressing risks in the design, development, use, and evaluation of AI products, services, and systems. NIST standards are often added to government procurement contracts, so these standards often impact what the federal government does or does not purchase through acquisitions. This in turn impacts industry and how they develop their products, services, and systems to meet government standards so they can get those sweet, sweet federal dollas. For example, the IRS issued a Request for Proposals (RFP) soliciting a contract with a company that would meet NIST SP 800-63-3 requirements for facial recognition technology. Another way NIST is influential is with commercial-off-the-shelf items (COTS) in that companies would benefit in making products, services, and systems that can be easily adapted aftermarket to meet the needs of the U.S. government so that they can reach both commercial and governmental markets. I have been somewhat disheartened by the lack of AI alignment or safety orgs with making comments on early-stage things where it would be very easy to move the Overton window and/or (in best-case scenario) put some safeguards in place against worst-case scenarios for things we clearly know could be bad, even if you we don't know how to solve alignment problems just yet. The NIST Framework moving forward (it will go through several iterations and updates) will be a great place to add in AI safety standards that we KNOW would at least allow us to avoid catastrophe. This is also a good time to beg and plead for more EAs to go into NIST for direct work. If you are thinking this might be a good fit for you and want to try it out, please consider joining Open Phil's Tech Policy Fellowship the next time applications open (probably late summer?). I am heartened that at least some orgs that at least sometimes if not always contemplate AI alignment and safety have recently provided public comment on AI stuff the U.S. gov is doing. E.g., Anthropic, CSET, Google (not sure if it was DeepMind folks), Stanford HAI (kind of) at least commented on the recent NAIRR Task Force Request for Information (RFI). Future of Life Institute has also been quite good at making comments of this type and has partnered with CHAI in doing so. But there is more room for improvement and sometimes these comments can be quite impactful (especially for formal administrative rulemaking, but we will leave that aside). In the above NAIRR Task Force example, there were only 84 responses. Five additional EA orgs saying the same thing in a unifying voice could make some marginal impactful in influencing the Task Force. NIST's work on the Framework is consistent with its broader AI efforts, recommendations by the National Security Commission on Artificial Intelligence, and the Plan for Federal Engagement in AI Standards and Related Tools. Congress has directed NIST to collaborate with the private and public sectors to develop...

The meeting covered four main topics: approval of the separation agreement for Superintendent Brenda Cassellius, discussion and approval of a search committee for the new superintendent, outline of the timeline for that search over the next four months, and authorization of an Request for Proposals (RFP) for a private search firm. The meeting did not include conversation about big-picture strategy or vision for the district, nor was there information about what type of candidate they are seeking, what their priorities for the next superintendent will be, or how they will work to entice candidates to apply. This week on the Talking Michigan Transportation podcast, following two important announcements from Gov. Gretchen Whitmer solidifying Michigan's commitment to electric vehicle (EV) charging infrastructure, a conversation with two of the people helping to make the ideas a reality. First, Elsa Givan, an analyst at Silicon Foundry who is working with the Michigan Economic Development Corp. and Michigan's Office of Future Mobility and Electrification, will talk about why this is a leapfrog moment for Michigan and the future of automated and electric vehicles. In a second segment, Michele Mueller, a senior project manager at MDOT, explains the Request for Proposals (RFP) process. On Tuesday, Sept. 21, while participating in the opening ceremony at Motor Bella, the governor announced an initiative to develop the nation's first wireless charging infrastructure on a public road in the U.S. The development of a wireless dynamic charging roadway in Michigan is a step toward addressing range anxiety and will accelerate the transition to all-electric transit fleets in Michigan and beyond. On Wednesday, Sept. 22, at the Detroit Regional Chamber of Commerce's Mackinac Policy Conference, the governor followed up with two related announcements:A “Lake Michigan EV Circuit,” a charging infrastructure network along Lake Michigan to support the region's tourism industry; andAn initiative to prepare Michigan's workforce for automotive mobility and electrification jobs and career pathways. Givan explains why these EV announcements represent a leapfrog moment for Michigan and what other states are doing in the charging realm. She likens the charging initiative to the Cavnue project, suggesting this project gives Michigan the ability to rapidly accelerate its electrification strategy by adopting a technology on the five to 10-year mass-adoption horizon.She also predicts that as automated EVs become the national standard, consumer expectations will shift toward complementary automated charging infrastructure, unlocking massive time and cost efficiencies for commercial freight, public transit, and private transportation. Underscoring the economic and work force development imperative, Givan says that in order to “own the future of mobility, Michigan must place bold bets on electrification innovation.” Projects like the Electric Avenue signal to the private sector that the state is the most conducive and supportive environment nationwide for EV companies to launch and scale their businesses, which in turn leads to new high-paying jobs in the mobility sector and economic growth.  Later, MDOT's Mueller joins the podcast to explain her role in overseeing the RFP for the wireless charging roadway concept. She explains why Michigan offers a holistic and supportive environment for developing charging technology and the collaboration among several state agencies.  Mueller also touts MDOT's other pioneering efforts in mobility like Mcity at the University of Michigan and the American Center for Mobility as effective examples of those partnerships. Because the RFP process encourages creativity and allows for developing innovative solutions, the expectation is for a number of companies to seize the opportunity to try out their concepts. Mueller further underscores Givan's comments about the value of this process providing myriad opportunities for companies here in Michigan to utilize and test their technology in a live environment.Podcast photo: Elsa Givan. Classic 1027 — On Saturday 22 August, the Department of Mineral Resources and Energy said in a statement that it had “issued the Request for Proposals (RFP) for the Risk Mitigation Independent Power Producers Procurement Programme (RMIPPPP).” The headline of the statement said it was an “emergency power procurement programme”….But Chris Yelland energy analyst and MD of EE Intelligence, tells Michael Avery the programme has lacked urgency from the start and casts serious doubt about the prosed timeline of projects procured under the RMIPPPP, which are expected to be fully operational by no later than the end of June 2022 according to government. The bottom line is that we can expect load shedding to continue on and off till at least June 2022.

I haven’t used ProFinder as it is currently only available to users in the United States so I found an experienced (and award winning) user who could tell us all about it. Let me introduce Marjorie Kavanagh What is LinkedIn ProFinder? ProFinder is LinkedIn’s own professional service marketplace’ where users can search for freelancers, small business owners or interim executives who can provide expertise in a variety of specialist disciplines. You can access ProFinder by going to the ‘More’ menu on LinkedIn desktop Freelancers can apply to be accepted as a ‘Pro’ in up to 10 of the 140 categories available in proFinder. These are broken down into 17 broad categories. Freelancers can apply to be accepted as a ‘Pro’ in up to 10 of the 140 categories available in proFinder. These are broken down into 17 broad categories. How to become a ‘Pro’ To be a successful applicant your main LinkedIn profile must satisfy five key requirements; A good, professional profile photo Experience and a headline that reflects the categories you are applying for A clear summary that explains what you do Strong recommendations appropriate to your application Have published several articles relevant to your specialism Once accepted, LinkedIn will create your ProFinder profile (you can’t amend this other then by changing your main LinkedIn profile). Here is Marjorie’s profile; You will then start to receive Request for Proposals (RFP). You are under no obligation to respond but you are advised to respond quickly as up to 5 ‘Pro’s will be sent the RFP and not all are sent at the same time. What does it cost? ProFinder is free for those who wish to appoint a Freelancer. As a Pro, you get your first 10 RFP’s for free (not assignments, just proposals) after that you will need to upgrade your LinkedIn account to a Business Premium Account (currently $60/month) The Process As someone looking for services you can simply search for specific categories or go to an individuals page (strangely there is no link in their main LinkedIn profile). If you click on the ‘Get free proposals’ link in Marjorie’s profile it takes me to the same predetermined questions for the category I have selected and that RFP will also be sent to 4 other people (despite starting this process from her profile!) If there are more than 5 suitable pro’s then the algorithm will select what it considers the best ones (presumably taking into account the number of recommendations). As a pro you will receive a notification by email and in your ProFinder Inbox - this is separate from your main LinkedIn inbox and there is no other way of knowing you have an RFP (this is very poor design in my opinion). There is currently not a mobile app for ProFinder. When responding to an RFP you have to provide a cost estimation or hourly rate and indicate whether you are happy to provide a free 15 minute consultation. Following this you have up to 1500 characters to present your credentials - LinkedIn’s advice is that short and concise works best. You can include links which could be a video introduction or an example of your work. LinkedIn do not require that a client indicate that they have appointed you so it is not currently possible for LinkedIn to assess how successful you have been with your RFP’s in addition your recommendations are from your main LinkedIn profile and not specifically related to your ProFinder work. Summary LinkedIn ProFinder offer a fantastic opportunity to wide range of small business owners and freelancers. There is no doubt that it is still a beta product and in just one conversation I can see several obvious improvements that could be made. ProFinder has been in existence for a couple of years now but there is currently no word from LinkedIn as to when it will be expanded beyond the US…if ever. If you are in the US, I strongly recommend you check it out to see if any of the categories fit with your business. It could be a great way to outsource certain specialist projects and if you provide such services, an untapped lead generator!

CSC cost, benefits to Canadians and another delay In the show today, Marcello Sukhdeo talks about another delay in RFP submission for the CSC program, the cost versus benefits to Canadians for CSC and the possible extension of the Canadian Forces operation in the Middle East. Show Notes: RFP for CSC The Government of Canada and Irving Shipbuilding Inc. are extending the submission deadline for the Canadian Surface Combatant Request for Proposals (RFP).  The deadline for RFPs was previously scheduled for June 22, but now that has been extended to be no sooner than mid-August 2017. Cost of CSC  A recent report Value for Canada: The cost versus benefit to Canadians of the National Shipbuilding Strategy examines the benefits to Canada on an economic and fiscal level and its impact on the creation of jobs, the GDP and public finances. The report also focuses on the cost of building these ships locally and overseas. Both the Build in Canada and Build in Europe scenarios were measured by the Benefit-Cost-Ratio (BCR) which is a cost-benefit analysis that gives the best way to assess the value for money to Canada according to the report. The potential economic benefits of building the CSC fleet in Canada and the expected difference in cost to do so overseas were considered. The report also provided details on the costs that were measured like production, ship design, integration and modification, and extra costs to build the lead ship. The report excluded costs of administering the NSS, initial on-board spares and full lifecycle costs. Dan MacIsaac says he expects the government to extend the operation past its scheduled expiry date at the end of the month. He said he is looking forward to seeing a renewed commitment of more than 800 military personnel as part of the long-awaited defence policy review. The government has not formally announced an extension of the mission, which is Canada's contribution to the international coalition of more than 60 countries that is trying to degrade ISIS. Michelle McGrath is the Executive Director of the United States Association of Cider Makers, a trade association for the cider industry. In this episode she chats on the mission of the USACM, the goals for the year, the upcoming Cider Conference (CiderCon) and the Pick Cider initiative for Thanksgiving. The four core mandates of the Association Advance cider in the market Increase opportunities for peer learning Promoting a cider friendly regulatory environment Supporting the cider apple growers   The USACM has over 1300 members. 95% of cidery members are making less than 500,000 gallons/year Membership in the USACM is tiered. For instances, The Cidery In Planning is $175. And there is even a tier level for "Home Cidermaker/Enthusiast" - $75.00 (USD) Find out more info at http://www.ciderassociation.org/join Michelle provided an overview of the Cider Act that comes into effect in 2017 It will increase the allowable carbonation in cider Increase the allowable alcohol content from 7% to 8.5% Perry will now fall under the definition of allowable cider. And, there is a change in the Bond requirement for small cider producers, if not all alcohol producers. If you owe less than $50,000 a year in taxes, the government is going to stop requiring a Bond. If you already have a Bond, will get it back. BUT YOU have to request your Bond back and prove that you are a small producer.   Michelle also discussed: The Craft Beverage Modernization Act that is still yet to be passed. Within this ACT there is a component that benefits small wineries. It expands the small producers tax credit. Right now the credit is available to producers of 150,000 gallons or less and will up that amount up 750,000 gallons or 3/4 of a million. And, there will be a Request for Proposals (RFP) for research grants coming up in 2017 too. What is happening with CiderCon? Where is it? It takes place on February 8th, 9th and 10th in Chicago.
