On this week's episode of the Talking Michigan Transportation podcast, a conversation about states studying or piloting road usage charges (RUC).John Peracchio, a strategic adviser on intelligent transportation systems and mobility, and member of the Michigan Council on Future Mobility and Electrification, talks about key takeaways from a recent conference of the International Bridge, Tunnel and Turnpike Association (IBTTA), where RUC programs were a key topic.  Also discussed is what has been learned from other states and what it means that a proposal in the Michigan transportation budget would fund an RUC pilot. Hawaii has been especially aggressive in implementation, and Peracchio explains the unique nature.  As an advocate for increased funding for public transit, Peracchio also discusses how RUC could be structured to help.

Shoot us a Text.It's Thursday and we're talking about a McKinsey study showing many EV owners considering a return to combustion engines, a decline in used-vehicle wholesale prices, and Costco's plans for a technological transformation under new leadership.A McKinsey & Co. survey reveals that over 40% of U.S. EV owners are likely to switch back to combustion engine vehicles due to charging concerns.The study asked 200 questions to more than 30,000 consumers in 15 countries that comprise 80% of EV sales volume46% of U.S. EV owners and 29% globally are likely to revert to combustion engines.Inadequate public charging infrastructure, high ownership costs, and impacts on long-distance travel are top concerns.Philipp Kampshoff, the leader of McKinsey's Future Mobility division said, “I didnt expect that. Technological University of the Shannon (TUS) has partnered with Future Mobility Campus Ireland to develop and deliver a postgraduate programme in Autonomous Vehicles, thereby securing the Mid West's position as a global leader in this emerging sector. The programme will up-skill those already working in this cutting-edge sector, ensuring a skilled workforce for the future and using the most sophisticated infrastructure and autonomous vehicles available in Ireland as part of the training process. Speaking at the launch of the new programme, President of TUS Professor Vincent Cunnane said, "For the last number of years the Mid-West region has become a global player in the development and testing of autonomous vehicles, be they vehicles on the road, robotics on land, or drones in the air. Global innovators and market leaders such as Jaguar Land Rover, General Motors, Analog Devices, Cisco, Mergon, Provisio and Valeo among others all have operations and employment bases in Ireland. "This cutting-edge emerging sector delivers boundless opportunities which will ultimately change the way we live. TUS is proud to have partnered with Ireland's leading test-bed and development centre at Future Mobility Campus Ireland in developing and delivering this new Postgraduate Diploma in Autonomous Vehicles." CEO and Co-founder of Future Mobility Campus Ireland, Russell Vickers, said, "This strategic collaboration with TUS aligns with our vision of shaping the future of advanced mobility by preparing individuals to excel in the dynamic field of autonomous vehicles. It is imperative to cultivate a pool of talent equipped with highly sought-after skills. The Autonomous Vehicles Postgraduate Diploma is funded by the Higher Education Authority through the Human Capital initiative, enabling eligible students to avail of 90% funding support (students pay €875). The programme, developed and informed by industry, runs for a year and a half, and will be delivered online in the evening time with monthly weekend workshops in FMCI, a workload designed to work for those in employment. At the end of the 1.5 years, students have the opportunity to continue their studies and progress to a Masters Degree. Wisk's self-flying, electric vertical takeoff and landing air taxi will make it possible for passengers to skip the traffic and get to their destination faster. Headquartered in the Mountain View, California, with locations around the world, Wisk is an independent company backed by The Boeing Company and Kitty Hawk Corporation. With over a decade of experience and over 1600 test flights, Wisk is shaping the future of daily commutes and urban travel, safely and sustainably.  Prior to joining Wisk, Brian served as Vice President and Chief Engineer for Sustainability and Future Mobility at Boeing, where he led a team that leveraged company's technical expertise in sustainability technologies as well as emerging, advanced aerial mobility applications.  He was the Chief Technologist for Boeing NeXt and sat on the Board of Directors for Wisk following its founding as a joint venture with Boeing.  Prior to his roles at Boeing, Brian was the Senior Vice President of Programs and Vice President of Research and Technology at Aurora Flight Sciences, an industry leader in aviation autonomy and rapid prototyping. Brian was a Research Engineer in the International Center for Air Transportation at MIT after earning a Ph.D. and Master of Science in Aeronautics and Astronautics from MIT. He also earned a Bachelor of Science in Aerospace Engineering from Pennsylvania State University. The book is both the culmination of a life in vehicle design and the automotive industry, and something a manifesto for the future of mobility.You'll note the reference to Dan being a car fan, but not a petrolhead, for reasons that will become clear.The list of organisations which he has worked is long; a transportation designer, entrepreneur, and educator, his career started as an automobile designer at General Motors, and has since included time at, among others, ITS at UC Davis, GEM cars, Segway, Calstart, IntraGO, Local Motors, Acorn Delivery, and the US Transportation Research Board committee for New Public Transportation Systems and Technology.Dan has become increasingly disillusioned by the increase not just in the number of vehicles on the road, but also the size of those vehicles, many of which are disproportionately large for everyday use. And it's that term, everyday use, which Dan seeks to address in his book. Rev up your knowledge on electric vehicles with Clean Fuels Michigan's Jane McCurry, on MREA's Rise Up Podcast. As compelling as electric vehicles are, electrifying transportation presents significant policy and market development challenges. EVs represent just over 5% of passenger vehicles on US roads. This is an amazing accomplishment for the industry over the past 5 years but increasing the percentage to 2/3 of new vehicles by 2032 as the EPA is planning for faces real roadblocks.   Labor issues, supply chain constraints, charging reliability, legal challenges, political opposition, and sticker price are each challenges that the industry, supported by recent federal legislation, is working to address.   Labor issues. EVs have significantly fewer parts than internal combustion vehicles, require less maintenance, require different maintenance, and the leading EV company has a direct-to-consumer sales process that bypasses the traditional dealership model. This is not to mention that traditional automakers and dealers report that they are not yet making profits on EV sales. All of these characteristics pose workforce and employment issues that state governments, labor unions, business leaders, and training organizations must address. With such a daunting list of challenges, the biggest question might be “Do we have the talent, vision, tenacity, and capacity to tackle these challenges and take full advantage of the opportunity presented by electric transportation?” After talking with Jane McCurry, the Executive Director of Clean Fuels Michigan, our answer quickly became “Absolutely we do!” I think you'll see what we mean.  About Our Guest: Jane is the Executive Director of Clean Fuels Michigan, a nonprofit trade association dedicated to expanding the clean mobility industries. Jane is also appointed to the Michigan Council on Future Mobility and Electrification to represent policy and technology interests. He joined Toyota in 2005 as a senior research scientist. Caveney has been a member of the Society of Automotive Engineering since 2007 and represents Toyota at the Automated Vehicle Safety Consortium under SAE-ITC. In 2020, Michigan Gov. Gretchen Whitmer appointed him to serve a three-year term on the Council on Future Mobility and Electrification. With $110 million to access, Michigan submits an EV charging plan

The Bipartisan Infrastructure Law signed by President Biden in late 2021, among many things, established a National Electric Vehicle Infrastructure Formula Program (“NEVI Formula”) to provide funding to states to strategically deploy electric vehicle (EV) charging infrastructure and to establish an interconnected network to facilitate data collection, access, and reliability.In order to access those federal funds, in Michigan's case, $110 million, states are required to submit a plan to the federal government. MDOT submitted the plan on Thursday, July 28, but the development involved several state agencies and other partners. This week's Talking Michigan Transportation podcast features a conversation with two of the people who worked on the plan: —   Niles Annelin is a policy section manager at MDOT and spearheaded the department's efforts on the plan.—   And Judd Herzer, director of strategic policy at the Michigan Department of Labor & Economic Opportunity (LEO) and the Office of Future Mobility and Electrification.Among the most vital themes emphasized in the plan is equity. Annelin talks about the extensive efforts the team took to ensure to maximize benefits to disadvantaged communities. Herzer explains how a work force development initiative serves that goal. Specifically, the plan says the state will seek to “maximize benefits to disadvantaged communities, as well as rural and underserved communities, in alignment with the Justice40 Initiative” and will “foster a diverse pipeline of workers in EV-related careers” and “equity-driven workforce training.” Other highlights from the Michigan NEVI Plan include:A strategic vision for how Michigan will use its $110M NEVI funds to “develop a safe, equitable, reliable, convenient, and interconnected transportation electrification network that enables the efficient movement of people, improves quality of life, spurs economic growth, protects Michigan's environment, and facilitates data collection.”Strategic goals to “reduce GHG emissions economy-wide by 28% below 2005 levels by 2025, en route to achieving carbon neutrality by 2050; and build the safe, convenient, affordable, reliable, and equitable infrastructure necessary to support two million EVs on Michigan roads by 2030.” A goal which supports the governor's MI Healthy Climate PlanThat the Plan was developed with the input of over 200 stakeholder entities, 10 state agencies, and the general public. That the State will utilize its existing programmatic infrastructure through Charge Up Michigan (EGLE) to administer NEVI funds for Alternative Fuel Corridor buildout of a safe, reliable, accessible, and commercially viable charging network.

 On this week's Talking Michigan Transportation podcast, conversations about an announcement by Michigan Gov. Gretchen Whitmer of electric vehicle charging infrastructure installations at Michigan state parks. First, Trevor Pawl, Michigan's chief mobility officer, explains why several Michigan state agencies are collaborating with private industry to provide charging options along the Lake Michigan shore for travelers from in and out of state.The announcement follows last year's roll out by the governor of plans for a Lake Michigan Electric Vehicle Circuit.In his role with the Michigan Office of Future Mobility and Electrification, Pawl works hard to bring together private industry and government officials to find solutions to mobility challenges, including range anxiety.Pawl explains why Rivian, an electric vehicle maker and automotive technology company, under an operating agreement between Adopt a Charger and the Michigan Department of Natural Resources, will be providing open-network, Level 2 Rivian Waypoints chargers at no cost to the state or taxpayers. He also underscores how identifying creative partnerships and opportunities can help with significant progress “in creating a safer, more equitable and environmentally conscious transportation future for all Michiganders.” Later, Ed Golder, director of communications at the Michigan Department of Natural Resources, explains how the partnership will work. He also talks about why it makes sense, given the number of people who visit Michigan state parks each year. He says visits to the parks soared during the pandemic and officials expect the trend to continue.From the governor's news release on the announcement:From Warren Dunes State Park in the southwest corner of the Lower Peninsula, north along the Lake Michigan “gold coast” and additional points inland, an estimated total of 30 chargers are scheduled to be installed as part of the first phase of the project with the next installations beginning in summer and continuing through the year. “This project will not only benefit Michigan in the near term but will also pay dividends far into the future as we move toward a sustainable energy future,” DNR Director Dan Eichinger said. “From these EV charging stations, to installations of solar arrays that power fish hatcheries and other facilities, to building with mass timber and our innovative carbon sequestration development, we are working to improve the environment as we update our own portfolio.” “Today's announced partnership between the DNR and Adopt a Charger fits nicely with MDOT's goal to enhance connectivity," said Michigan Department of Transportation Director Paul C. Ajegba. This week, in the wake of an announcement about a first-of-its-kind cross-border initiative to test the feasibility of commercial drone use, Bryan Budds, deputy administrator of the Michigan Department of Transportation's (MDOT) Office of Aeronautics, explains the project. Wednesday, Michigan Gov. Gretchen Whitmer announced that Michigan and Ontario are collaborating on a technology initiative involving unmanned aerial systems (UAS), more commonly known as drones. This effort involves studying the feasibility of a commercial drone skyway in three proposed areas, including an international connection between Michigan and Ontario, southeast Michigan, and any other suitable location in the state. The effort is a partnership between MDOT, Michigan's Office of Future Mobility and Electrification, and Ontario government agencies. Calling it a “highway in the sky,” Budds talks about myriad opportunities to explore the future of drone technology and what it could mean to commerce and the delivery of goods.
