Israel announced Monday morning that it would renew strikes on Hezbollah’s stronghold in southern Beirut, after significantly curtailing attacks on the Lebanese capital for weeks at the request of US President Donald Trump’s administration. The joint statement from Prime Minister Benjamin Netanyahu and Defense Minister Yisrael Katz came as Israel has steadily expanded its ground offensive by capturing more areas in southern Lebanon, including the iconic Beaufort Castle, amid constant Hezbollah drone and rocket attacks on northern Israel and on IDF troops in Lebanon. We delve into what is actually happening on the ground -- and air -- during this "ceasefire" in Lebanon. Yesterday evening, two teenage girls were injured, including one seriously, in a car-ramming terror attack in the West Bank just outside of Jerusalem, with the attacker shot dead by IDF troops at the scene. Fabian fills us in. Netanyahu said Thursday that he ordered the IDF to take control of 70 percent of the Gaza Strip – well beyond the portion of the enclave that Jerusalem was allowed to temporarily continue occupying as part of an October 2025 ceasefire deal with Hamas. Picture a potential future armed conflict: missiles and drones crowding the skies, uncrewed vehicles rolling across borders, and governments scrambling to coordinate their defences. Their conclusion: Every citizen is needed. Some collect and relay information about the approaching enemy into an artificial intelligence (AI) platform that supports military decision-making. Reservists join the ranks of the armed forces. Computer experts choose to contribute by conducting cyber operations aimed at disrupting military operations, sowing chaos among the civilian population, and harming the enemy's economy. As the militaries on both sides rely heavily on digital communication, connectivity, and AI, the armed forces call on tech companies to provide cybersecurity services, computing power and digital communication networks. In this post, Tilman Rodenhäuser, Samit D'Cunha, and Laurent Gisel from the ICRC, Anna Rosalie Greipl from the Academy, and Professor Marco Roscini from the University of Westminster (and former Swiss IHL Chair at the Geneva Academy) present five key risks for civilians, along with the obligations of both civilians and states, related to the involvement of civilians in information and communication technology (ICT) activities in armed conflict.

Two Israeli officials said yesterday that Jerusalem is studying the proposal for a phased hostage-ceasefire deal that Hamas on Sunday said it had agreed to. This comes as Defense Minister Israel Katz approved the army’s plans for the takeover of Gaza City yesterday. The plans are set to be presented to Prime Minister Benjamin Netanyahu tomorrow, but in the meantime, we hear about the call-up of some 60,000 Israeli reservists and other aspects of Operation Gideon’s Chariots, B. A group of settler activists, including young children, crossed the border into Syria on Monday in an attempt to establish a new settlement in land currently held by the Israel Defense Forces. The military said troops were dispatched to the scene, across from the border town of Alonei Habashan, after several civilian vehicles were seen crossing into Syria. Fabian fills us in. Last night, Prime Minister Benjamin Netanyahu’s government voted to approve a NIS 31 billion ($9 billion) increase to the 2025 state budget — NIS 1.6 billion ($473 million) of which will go toward humanitarian aid for Gaza. The ongoing war has taken an emotional and mental toll on IDF reservists and their families. Raziel Baraby, an entrepreneur and engineer in his civilian life and a reserve major in the Givati reconnaissance unit in his military role, realized during his experience as a commander on the battlefield that his responsibilities to his soldiers extend also to providing them with tools to build resilience. He founded the "War4Soul," forum, comprised of IDF reservists, working to provide effective trauma treatment for reservists, and build national resilience programs. Tens of thousands of Israelis have done hundreds of days of reserves since the war began, and they are still being called up. But reservists are protesting for the government to carry through with the law and conscript the tens of thousands of ultra orthodox yeshiva students into military service in order to share the burden. The U.S. House of Representatives considers H.R.828, the Successful Entrepreneurship for Reservists and Veterans Act, on February 26, 2025. The bipartisan bill, also known as the SERV Act, aims to help veteran small business owners. It is led by Rep. Sharice Davids (D-Kansas), a citizen of the Ho-Chunk Nation and the only Native woman serving in the U.S. Congress. "Veterans have the skills and dedication to build successful small businesses, but they need better support when transitioning from service to entrepreneurship," said Davids. "As the daughter of a veteran, I've seen firsthand the commitment and resilience they bring to everything they do. I'm proud to work across party lines to ensure veterans can access the resources they deserve and overcome the challenges that stand in their way." According to Davids, the SERV Act: * Commissions a Government Accountability Office (GAO) report on the ability of veteran and reservist small business owners to access credit. This includes a new analysis on common sources of credit and how deployment and other military responsibilities affect veterans' and reservists' credit. * Requires the U.S. Small Business Administration's Interagency Task Force on Veterans Small Business Development to develop an action plan for outreach and promotion of the many programs available to veterans looking to transition into the business world. * Requires the task force to report annually to Congress on its appointments and outline its plan for outreach on the many programs available to veterans, service-disabled veterans, reservists, and their spouses. The House passed the bill under a suspension of the rules. The procedure is typically used for bills with widespread support.

Some 64 percent of IDF reservists and immediate family members say that the burden of reserves on them is heavy, with personal and family hardship outweighing emotional difficulty, according to an October poll commissioned by the Israel Hofsheet NGO. The survey also found that as the war continues and reserve service lengthens, an increasing percentage of respondents say that passage of a law that would exempt haredi Orthodox from military service would harm their own personal motivation to do reserve duty. Israel has formed an emergency government and war cabinet after Hamas' surprise attacks that have killed at least 1,200 people and injured thousands more. An IDF spokesperson said Wednesday that 300,000 reservists were “close to the Gaza strip.” On Saturday, Hamas fighters killed Anat Moshe Shoshany's grandfather and kidnapped her 72-year old grandmother. The only proof of life her family has seen is a video a friend found on social media that shows her grandmother on a motorcycle with the Hamas militants driving through Gaza City. She tells Anderson Cooper she hasn't heard from her grandmother and says her family is praying she's safe.
