To hear more, visit leesimon.substack.com「天之道,損有餘而補不足;人之道,則不然,損不足以奉有餘。」《道德經》這句話解釋了很多自然和社會現象。之前寫了篇關於結業潮和逆市加租的分析。假如要簡單總結,裡面最重要的一點其實就是:「每當社會和經濟環境轉變,大多數的結果都會是財富和利益更集中;所以結業潮之下,倒閉的店鋪比例上更多是小店,甚至乎受影響的業主,也集中在那些小業主。」雖然我們偶爾會見到有些歷史悠久的大財團捱不過金融危機,但是對比之下,平均而言小企業、小業主的存活率其實是更低,甚至可以說是非常之低。大業主憑甚麼逆市加租? - by Simon Lee | 利世民 - 利世民 (substack.com)相信大家也有聽過 80/20 的講法?但有沒有想過,為甚麼 80% 的財富,掌握在 20% 的人手上?有人認為是因為財主貪得無厭,巧取豪奪,用財富換取權力,用權力換取更多財富。這種觀念沒有錯,但是大家又有沒有想過,其實 80/20 的分配,也是社會不斷演進,不斷淘汰之後的結果?我知道,這樣講會很容易被人冠以「社會達爾文主義」的惡名;但我只是想回到一開始提到《道德經》的那句說話:「天之道,損有餘而補不足。人之道,則不然,損不足以奉有餘。」在寫逆市加租的時候,已經在構想「減租、減人工可以令香港經濟谷底反彈嗎?」當然,這裡聰明的讀者一眼見到,這其實是偽命題,只不過是用來做個引子,吸引大家讀下去。早幾日私底下跟一些朋友討論這個問題的時候,我用了一句:「Race to the bottom ,結果也是死路一條。」Race to the bottom 是不少反全球化的左翼社會棟樑愛用的一個形容,尤其是講到企業在世界各地追求更低工資的生產方式,令到工資沒有最低,只有更低。環境在變,為了生存,我們必須要作出調節。請不要誤會,我不是叫大家接受減薪,而是希望大家理智分析,究竟有些甚麼因素是我們在個人層面可以控制的,有甚麼因素是我們不能控制,不能改變的。當然,長遠而言世間沒有甚麼因素是一成不變的;正如凱恩斯所講,in the long run we are all dead 。真正的問題,不是減租減人工能否令香港從谷底反彈,而是去明白究竟面前世界在正怎樣轉變,我們又應該如何應對。留意,這裡講的是「轉變」而不是「問題」。其實我們正在面對的轉變,其他社會一樣在面對。美國的年輕人抱怨,過去幾十年來,收入增長的幅度追不上租金的升幅;尤其是在大城市,這個現象是更加明顯。我們也見到,因為「文憑量化寬鬆」,大學生不再是天之驕子,連過去的中產生活也負擔不起。結果出現在日本就是所謂的「低慾望社會」,在中國大陸就是「躺平」,而美國也有 Great Resignation 的講法。另外,短期而言,消費增長放緩,經濟不景氣的情況下,企業要縮減成本,最先想到的往往是人手。甚至乎,在當前的環境下,那怕是有盈利的企業,一樣會裁員。我們究竟可以如何自處?以下分享,所講的不只是香港的情況;那怕是生活在英國、美國、加拿大、澳洲也是一樣面對的挑戰。我也可以肯定的說,以下的最終結論,亦應該跟大家明時所聽到的會有點分別。這裡講的是全球,長期的轉變。最後也有一些大家都可以透過改變去做的一些事情。雖然在轉變的過程,有很多事情會令人覺得不安和焦慮,但歷史告訴我們,人類文明進步是不容易倒退的,問題是我們每個人在當中扮演著甚麼角色。

In December 2023 social platforms lit up with images of nacreous clouds. One evening in December 2023 these clouds, also known as mother of pearl clouds, were visible across the UK and Northern Europe. In this episode we welcome back stratospheric expert Dr Simon Lee to find out why these clouds were seen so far south and piece together the relationship between the displacement of the polar vortex while also learning there is a dark side to nacreous clouds. Dr. Lee talks about how sudden stratospheric warming was first observed in the 1950's by scientists in Berlin. The scientists at the time referred to this as ‘explosive warming of the winter time stratosphere'. Although 70 years has passed there is still so much to learn about the interaction of the stratosphere and the troposphere. Simon delves into larger scale teleconnection patterns and explains why these types of clouds are more common in the Antarctic and what connection, if at all, El Nino may have on the stratosphere. 01,我見有位性格悲觀嘅朋友話:「唔好對人咁好;正所謂升米恩,斗米仇。」意思就係你一旦對某啲人好,佢哋就覺得「老奉」;覺得一切都理所當然,你只要對佢哋稍為無咁好,就立刻恩將仇報。02,我亦見到有人將呢種泯滅人性嘅行為,講到係某個文化嘅現象。不過,既然英文入面都有 bite the hand that feeds you 呢個講法,即係話不論乜嘢文化,講乜嘢語言,都一樣有人渣。可以分別只係,人渣佔整體人口比例有幾咁高。03,「人渣」做得出呢我哋一般人難以想像嘅邪惡行為,首先係因為佢哋眼中可以唔當其他人係人。所以,矛盾嘅地方在於:當任何人開始有呢念頭,認為有啲人唔配被視為人類嘅時候,記得要提醒自己,係啲乜嘢令人變成「人渣」。04,唔叫呢啲人做「人渣」,或者可以改個講法叫:「反社會人格。」但大家千祈唔好誤會,我並唔係話佢哋有病,所以叫大家同情佢哋,又或者接納佢哋。今日我想反而想從解釋被大家知,點解我哋要慶幸自己生於呢個時代。幾百年前,我哋身邊會有更多人渣,而且不論係乜嘢社會階層,都更多人死於非命。過去嘅人命賤過今日嘅人命;「人人生而平等」呢六個字,得來不易。05,先講吓「反社會人格」。單單嘅憤世嫉俗,滿腔怒火,並非「反社會人格」;我認為,所謂反社會人格,其實係好極端地缺乏自制能力,而且完全缺乏同理心。呢種人係唔會理會其他人有感受,而佢哋嘅每個決定,亦只會受眼前嘅衝動所主宰。有人形容呢種人為禽獸,但正如我剛才所講,當我哋開始覺得有啲人可以唔當佢哋係人咁去看待,其實就係魔鬼響不知不覺之間,將我哋變成我哋最睇唔起,最恐懼,最厭惡嘅人。06,所以,做人真係好難。難就難在明知情緒係我哋嘅一部份,但要學識唔好畀情緒駕馭。「唔通對人渣都要同佢講人權?」我知一定有人咁樣問,而我嘅答案係:「我哋有三件事可以做。一,保護自己。二,唔好令自己變成佢哋。三,盡量令呢個社會少啲人渣。」07,以上嘅一同二,相信大家都會明白。但請容許我補充一點,就係我觀察有反社會人格傾向嘅人,往往都有好獨特嘅吸引力。其實呢一點亦唔難明,因為敢作敢為嘅外表,有時真係會令人覺得好有魅力。但英雄同惡魔嘅最大分別,就係英雄唔想其他人犧牲,而惡魔永遠都係用其他人嘅性命同利益做籌碼。08,「假如我哋相信人間有捨身為人嘅天使,就唔可以排除有視人命如草芥嘅惡魔。」但好消息係,統計學上天使同惡魔都係光譜兩邊嘅極少數,絕大多數人都係中間嘅平凡人。而作為一個平凡人,我哋只需要做兩件事,就係保護自己,同埋唔好令自己變成惡魔。09,反社會人格罪犯雖然係變態,但佢哋唔係非理智;佢哋無人性,但一樣會嘗試掩飾罪行。所以,越係少機會畀佢哋搵食,其實佢哋嘅數目亦越少。更正確啲咁講,偷呃拐騙同謀財害命,佢哋會選擇的回報高而代價低嘅罪行。但係當某啲人試過一次犯法而無後果,佢哋就以為自己可以次次都咁好彩。話說呢次轟動全港嘅凶殺案,疑犯全部都有前科。10,亦有研究發現,反社會人格嘅人,犯罪嘅高峰期係 24 - 44 歲。大家要留意,研究只不過話畀我哋知,更老同更嫩嘅罪犯相對少,但唔代表唔會犯罪。更大可能係,有反社會人格嘅老嘢,竟然仍然可以消遙法外犯案,往往代表個制度好有問題;例如係知法犯法嘅警員。11,反社會人格有無得醫?反社會人格,既有先天嘅因素,亦有後天嘅環境因素。先天嘅因素,例如缺乏自制能力,呢一點可以透過藥物控制;但你覺得有反社會人格嘅人,會唔會咁有紀律咁自覺去準時食藥呢?至於後天因素,正如剛才所講,盡量減少佢哋可以犯案嘅機會,增加犯案嘅成本,雖然唔可以完全杜絕不幸事件,但可以少一宗,就少一宗。12,話說回頭,廿一世紀嘅變態反社會行為,可能係幾百年前嘅社會,係相對上普遍嘅情況。以前嘅人,的確可以唔當其他人係人;例如十九世紀之前,世界好多地方都有奴隸制度,有各種酷刑。13,對於呢個題目有興趣嘅朋友,我第一本諗到嘅書就係 Steven Pinker 嘅 The Better Angels of Our Nature 。早兩年我寫呢本書嘅時候,可能講遠咗少少,但結論仍然係:人嘅善,不外乎三個因素:同理心、自我約束能力同講道理嘅能力。The Better Angels of Our Nature - by Simon Lee | 利世民 (substack.com)14,另外我有個觀察就係,絕大多數人見到變態凶手一家,都會覺得佢地喪心病狂。掉返轉頭去諗,即係話,我哋絕大多數人其實都做唔出呢啲行為。唔希望大家唔好以為我係一味咁正能量,但我只係想同各位講,社會上絕大多數人都係有基本嘅同理心,有基本嘅自制能力,同埋可以有講道理嘅基本能力。如果我哋想個社會變得更好,就向呢幾個方向著手,令大家更有同理心,更有自制能力,更會講道理。15,除咗光譜中間嘅大多數正常人,光譜兩端一邊係好得人驚嘅惡魔,另一邊係可望而不可及嘅英雄。要記住,社會上只有少數人能夠捨身為人。所以,唔好祈望其他人係英雄;明白大多數人都係貪生怕死,亦都有各種人性上嘅缺陷。所以對社會嘅理性嘅預期,係每個人都要盡量保護自己,亦盡量避免自己成為心目中嘅魔鬼。如是者,已經係一個好美滿幸福嘅世界。16,同理心雖然話係人性,但亦可以間接透過文藝創作去潛移默化。有個講法指,文學、戲劇、攝影、電影、甚至遊戲等,都透過令人加強人嘅想像力而產生更強嘅同理心。甚至有人話,VR 最終嘅理想,係畀我哋第一身咁感受到其他人嘅處境,增強人嘅同理心。但亦有人擔心,打機打得太多會令人對暴力感到麻木。其實呢個題目嘅爭議,一直都有,亦唔會有最終嘅結論。17,至於自制能力,行為科學對呢方面結論係某程度上係可以學習同訓練。我甚至認為,教育嘅重點,應該係著重個人自制能力,多於係知識嘅傳授。18,世界永遠都唔會係完美,將來亦肯定會有不幸嘅事情發生。但我哋仍然可以對未來樂觀,亦唔需要放棄對人嘅信念。歷史同統計數字都話畀我哋知,人類文明嘅發展,係越來越少仇殺;社會主流意見,亦越來越唔接受暴力。我哋每日見到新聞好似好多凶案,好多慘案,係因為呢啲事情實在太過有違社會道德倫理,所以先至咁大篇幅報導。19,「唔係喎,好似美國啲槍擊案,嚴重咗喎⋯⋯」真係,2020 年之後呢兩年的確係,但如果睇統計數字,由 1980 年起,美國主要死於槍械嘅人,原因係自殺。甚至有理由相信,只要有朝一日安樂死合法化,連用槍械自殺嘅個案都會減少。畢竟,人就算失去求生意志,都一樣唔想死得痛苦。20,所以,最後都係強調多一次,唔需要對人性失去信心;但對自己有適當嘅保護係必須嘅。我哋每個人只要做好自己,避免變成魔鬼,這個世界就已經會好好多。 This is a public episode. 【上回題要】貨幣只是一個記帳的工具,用甚麼做材料去做貨幣,其實並不是重點,只要所有人都有個共識,貨幣背後代表的財富、價值,貨幣甚至是虛擬,不具形也沒有關係。美元最終取代黃金成為國際結算貨幣,一來是因為普遍而言,相對於世界上任何一個國家,美國是一個重要的貿易對象。但更重要是,就像國際語言一樣,其實對於用甚麼作為國際語言、國際貨幣的共識,也不是單靠槍炮可以「搶下來」。甚麼是貨幣雙軌制?(上) - by Simon Lee | 利世民 - 利世民貼堂壁報版 (substack.com)甚麼是貨幣雙軌制?(中) - by Simon Lee | 利世民 - 利世民貼堂壁報版 (substack.com)第二次世界大戰後,是冷戰。在自由貿易的一方,國際金融政治經濟秩序,亦由美國所主導。換句話說,美元成為國際貨幣的基礎,更重要的原因是最能夠代表戰後秩序的國家,就是美國。其實中共的「偉大民族復興」,說穿了就是相信「中國可以說不」。中國或許真的可以說不,問題是(一)代價是甚麼?(二)由誰去付?再者,中共要說不的,不只是貨幣,還有貿易、科技、文化、政治體制等,統統都要說不;更正確一點說,中共想主張自己的一套;但那套究竟具體又是甚麼呢?人類社會每個環節,都是環環緊扣。所謂西方的一套,也不是說有甚麼人刻意設計出來,彷彿可以像變魔術般,將整個社會制度變出來。實情是,我們今天見到的現代社會,是隨著時代和需要,不斷推陳出新而成。現代社會不是完美,也有繼續進步的空間;但中國要是有套更好的制度,究竟又是甚麼?假如中共只是換湯不換藥,舊調重彈,為甚麼將過去已經證明行不通的方法,現在又忽然變得可行?中共在伸張自己一套價值觀的時候,其實亦不得不與現行的主流割裂。從這個角度去理解中共,就不難明白過去幾年各種令人意料不及的行為。中共與美國,可以一刀兩斷嗎?中共不但是扭轉 1978 年以來的方針,否定西方的自由民主和資本主義,它甚至要證明自己比全世界都更民主、更自由、更有效率。回到這個系列最初的連串問題:甚麼是人民幣國際化?所謂國際化,究竟是甚麼一回事?要成為另一隻具影響力的國際貨幣,需要甚麼條件?香港的聯繫匯率制度,可以繼續下去嗎?人民幣會否成為香港的法定貨幣?假如同時有港元和人民幣兩隻法定貨幣,又會怎樣影響香港?就算中共和特區政府不主動放棄港元,我們又會否因其他原因而導致聯匯失守?01,人民幣國際化,不代表人民幣可以自由兌換,自由流動。這一點,相信大家都心知肚明。甚至乎應該說,中共從來都沒有想過要讓人民幣自由兌換。其實由 1949 到 1994 年,人民幣從來都是一隻只供中國境內使用的貨幣。當年,在中國境內要購買進口商品,首先要拿到外匯券。外匯券,一就是外國人,二就是不同的單位從出口賺取到外匯之後,換來的特權。外匯券制度的用意,就是確保中國大陸永遠都處於貿易平衡的狀態。02,為甚麼不可以容許自由貿易?怕。怕甚麼?怕漸漸失去控制。失去甚麼控制?要知道,曾幾何時的計劃經濟,每個人首先是一個生產者,然後才是消費者。1978 年的中共,沒有理由不知自己的生產力落後;假如當時完全開放市場,結果可能是工人失業,又或者有些人嘗到了外面世界各種美好的事,變得不再依賴國家提供的工作和日用所需。最初的貿易保護主義,根本目的就是讓落後的計劃經濟國家企業。03,1994 年為甚麼要改變匯率制度?其實最主要原因,是當時成立世界貿易組織,中國本來也可以是創始成員國,但由於缺乏一個可以兌換的匯率機制,所以中國沒有資格加入世貿。可以說這一輪匯率改革,重點一是廢除外匯券制度,二是令官方的匯率更反映市場匯率。04,1994 年之後,中國繼續有各種形式的外匯管制。雖然到後來,絕大多數的人口,已經不是國有企業的終生員工,當初堅持保護主義的理由已經不存在,但過去 28 年來,誰可以換得到外匯,可以匯得到錢出去,可以買得到進口的貨品,生活都過得比其他人舒適。05,為甚麼到目前中國仍然死守外匯管制?最簡單的答案,就是中國仍然相信,賺到了的利潤,就不要回流到外面。但在一般老百姓的角度,結果就是賺了錢,若不是到農村金融機構,就是用來買 A 股,又或者爛尾樓;最終是冤枉來,瘟疫去。無錯,這就是大陸民眾所謂的割韭菜。06,當他們見到馬雲馬化騰等人,也得「潤」出去,我相信大陸民眾的情緒是複雜的。有不少人以為,中共對地產和科網富豪的「共同富裕」,是因為中共已經沒有錢,要走到共產這一途。但是如果懂簡單的數學都知,那怕將中國大陸最富有的人,全部財產充公,對於這個大到不能倒的政府來講,其實也是杯水車薪。我反而有理由相信,在中南海的那幾個人,真心以為只要將民眾的不滿投射到有錢人身上,政權就可以繼續做正義的代表。07,在人人都想「潤」出去的前提下,中共更不會開放讓人民幣自由兌換;因為他們很清楚,會「潤」出去的,不只是富豪,還有城市中的小資產階級。甚至乎,這幫人「潤」出去的動機更大;畢竟在這個講關係的社會,他們知道自己的下一代,只會停留在某個役於人的層次,「潤」出去不是為了自己。08,既然中共不會讓人民幣自由兌換,那麼「國際化」又是甚麼一回事?其實這個概念,也不是甚麼高深的概念,最簡單,就是中國可以用人民幣在國際市場購買各種商品。但為甚麼人家願意收人民幣?拿到人民幣,人家又可以到甚麼地方兌換到其他貨幣?09,再退一步,在離岸市場,最低限度有人民幣的買賣的機制,有庄家維持流動性。這一步,其實早就做好;人民幣離岸市場,現在交易並不多,原因是仍然未有人願意收人民幣。10,「各國商人先收人民幣,然後再在離岸市場兌換成其他貨幣,不可以嗎?」在零售市場,或者可以,但在國際貿易,金融財經市場,人民幣暫時未能給予人家這份信心。若換了是美元,沒有會人擔心換不到其他貨幣;這就是人民幣和美元的基本分別。甚麼是貨幣雙軌制?(中) - by Simon Lee | 利世民 - 利世民貼堂壁報版 (substack.com)11,「在離岸市場製造對人民幣的需求。」中共的下一步想法,就是要人家用人民幣?所謂的一帶一路,很多人會說是「輸出產能」,但換個角度去看,其實在一帶一路國家的基建工程,不論是原材料抑或工人,許多都是由中國輸出;借出去興建這種工程的貸款,最終也是回到中國。一來一回之後,沿線國家就要長期地向中國還款,這就是在離岸市場人為地製造對人民幣的需求。也可以這樣看:「中國不但輸出勞動力和基建工程,也同時提供融資。」當然,一帶一路國家的權貴富豪,也從中得到不少好處。但過去近幾年,一帶一路陸續遇到了阻滯,就連帶這些國家的政治也出現變化。12,自從北京由 2012 年開始推一帶一路,可以見到香港國際金融中心的角色,在中共眼中越來越不看重。可以想像得到,這個時候的中共已經認為,自己掌握了一種與別不同,前所未有的國際金融秩序。至少,在中共眼中,這套秩序就算不是世界通行,至少可以在亞洲,為中共建立一個安全區。13,但偏偏在過去十年,中國的經濟發展開始遇到阻力。2015 年的 A 股股災後,更令中國股市從此一蹶不振。由這個時間開始,賺到錢的人,若不是將資金轉到樓市,就只有是虛擬貨幣。中國是虛擬貨幣世界第一大國,原因是在圍牆背後,已經沒有選擇可以讓民眾停泊他們的財富。14,現在中國大陸的情況是,股市死水一池,虛幣亦被禁,住房又不炒,結果就是 7500 億的國家債券,還是全數由央行吸納。在可見將來,更多的人民財富會變成國債;這事亦將不會有討價還價的空間。15,中共對一帶一路國家,輸出勞力,賺到是這些國家欠下的債。在國內,就人民的財富變成國債。這就是從另一個角度去看「命運共同體」和「共同富裕」。香港的聯匯制度16,香港是世界上最後一個銀本位的經濟;1935 年羅斯福的白銀收購法案,令香港的白銀洗失,被迫脫勾。1935 年後,香港成為英鎊區成員,也就是金本位,一直到英鎊區瓦解。17,港元曾於 1972 年 6 月到 1974 年 11 月一度轉掛美元;由 1974 至 1983 年,港元理論上是自由浮動,但實在上仍然是維持在兌美元的一定區間內。這段日子的美元匯率,高山低谷,所以最終在 1983 年 10 月,香港政府宣布以 7.8 港元兌 1 美元為固定匯率,確立行貨幣發行局制度。18,貨幣發行局制度其實很簡單;每 7.8 港元背後,就有 1 美元。最初為何有這個比率?在 1983 年 10 月 15 日香港的外匯儲備能夠負擔的承諾,就是這個匯率。另外大家必須記得,貨幣發行局制度,是央行的相反;央行是銀行最後的救命草,可以印銀紙,但貨幣發行局制度卻在理論上沒有多餘的錢去救銀行。19,反正歷史告訴我們,銀行體系出問題,那怕是有獨立的央行,也往往是大到不能救;唯一的例外,似乎就只有美國的聯儲局、日本央行以及歐洲央行;在 1990 年代以及 2010 年代,日、歐央行都分別都嘗試用央行的資產負債表去拯救金融危機,結果是整個經濟也就被凝固在那半生不死的時空。美國的情況雖然沒有那麼明顯,但資金長期回報率偏低,一樣在影響民眾的生活質素和經濟的發展。20,貨幣發行局也好,從前的銀本位、金本位也好,又或者由戰後到 1973 年的固定匯率制度也好,這種匯率制度的大前提,是政府不可能入不敷支,否則最終匯率亦必然失守。這個基本的經濟原理,其實早就寫在教科書裡面,但偏偏在現實世界中,從來都是知易行難。舉世唯一可以長時間維持這種極度嚴格的財政和貨幣制度紀律,就是香港。21,基本法裡面也有第 107 條,要求政府量入為出,避免赤字以及開支要與生產總值變化掛勾;這條就是為聯繫匯率而設。22,順帶一提,當年成立歐元區的時候,其實一樣有對成員國的政府赤字有限制;結果就是有好多國家,在政府的帳目以外欠下各種債務,最終還是因道德風險而引發歐債危機。23,大家聽好了:「港元要是最終被迫脫勾,原因就是特區政府完全無法擺脫結構性赤字。」結構性赤字將會在可見將來出現;但不是今年,不是目前。24,除此以外,我想像不到特區政府有主動脫勾的動機。當然,也有人問:「假如中共攻台,中港同被制裁,聯匯會怎樣算。」各位,醒一醒好嗎?如果發生這種事,銀行戶口已經不是你最需要擔心的事,也是擔心不來的事。再講,除非是全部禁止香港的銀行體系進行美元交易,就像將俄羅斯銀行踢出 SWIFT ,否則是不可能「唔畀港紙掛美元」。25,「有何不可?」因為在市場上擁有美元的,不只是美國政府;市場上每個眾參與者,都可以買賣美元。歐美要禁止俄羅斯用美元,其實是將俄羅斯的銀行從 SWIFT 踢走 。俄羅斯容易招呼,但要將中、港的銀行都踢出,無異於鼓勵另一個制度的出現。暫時我見不到美國政府有動機這樣做。26,話雖如此,也不代表香港的貨幣制度會一直不變。目前其中一個可能,就是人民幣的應用增加。這裡講的不是自由行買金飾化妝品之類,而是說金融市場上的應用。寫這個系列的觸發點,是因為港交所引入雙幣雙櫃檯制。簡而言之,同一隻股票,同時以港元和人民幣報價;理論上,如果有因為匯率報價差異出現套戥獲利的機會,在市場上有足夠的流動性提供者去接貨。27,今時今日,以上所講的套戥交易操作和庄家提供的流動性,已經全部自動化;重點在於香港的人民幣資金池,是否足以應付特殊的情況;有理由相信這也是擴大人民幣互換協議金額目的之一。28,任何制度,都是為應付正常情況而設;非正常的情況,絕大多數制度都要用特殊的方式去處理。之前在其他場合討論港元人民幣互換協議的時候,我最大的擔憂是當離岸人民幣的短缺,也可以同時港元短缺;這種環境下港元人民幣的互換協議,不但於事無補,更有可能令問題變本加厲。29,可惜,今時今日香港已經沒有說不的空間,也沒有客觀理性討論事情的條件。總之,大家記住,天下沒有零代價的政策,所有制度,必定有成本,只不過是當效益大過成本,就值得去做。做錯決定,往往因為高估回報,低估成本,尤其是低估了長遠的成本。30,另一個問題就是,得到好處的人,未必是負擔了代價的人。這就是政治。所以,有一派主張就是,如果沒有問題就不要去改動現狀。31,不要以為只有權貴富豪想保持現狀,社會大多數時候,大多數人就算有各種抱怨,但面對轉變都是有不安的,甚至是社會進步,都會構成不安;所以才有保守主義是社會沉默大多數的講法。32,忽然改動香港的貨幣制度,肯定是災難。要知道香港有多少債務是以美元結算,脫勾等於叫香港的大財團,財富蒸發。但慢慢的轉變,他們卻會以為,自己最終會接受,適應得到。33,用更多人民幣好嗎?有人肯收,自然會有人用。用人民幣發債好嗎?有人肯買,自然有人會去發。但如果沒有人收人民幣,特區政府會否帶頭?如果特區政府帶頭收人民幣,那就是法定貨幣的定義。至於人民幣債,溫馨提示大家,強迫金已經開始了買。34,人民幣國際化,雙循環經濟,說穿了就是離岸一個市場,牆內一個市場。香港,究竟算是在內還是外?35,在牆內看,雖然可以透過窗口見到外面的世界,但窗口始終是牆的一部分,而且是漏風漏水的一個位置。在牆外,甚至根本不可能從窗口望到屋裡面的情況。以上,就是我對香港目前處境的形容。36,香港最重要的功能,亦由過去引進外資,販賣國產的股票,變成人民幣國際化的試點。37,甚麼數碼央行貨幣,也會用香港做試點;更正確說,數碼央幣其實是每個人都有個直接掛在央行的帳戶。似乎,這個計劃也沒有甚麼驚天大陰謀。畢竟,牆內要充公任何人的任何物品,只要動手就是,不用如此大費周章。但長遠而言,中美都想爭先去推數碼央幣;尤其是對中國而言,假如地球上大多數人都有個人民銀行的數碼錢包,的確是減低被封殺的風險。38,正如剛才提到,離岸人民幣最重要一步,是一個用另一隻貨幣的市場,承認人民幣為法定貨幣,也就是政府願意接受人民幣。香港,肯定是第一個地方;時機很可能就是香港終於要以發債來支付政府的開支。39,我不知道北京有沒有甚麼時間表,有沒有死線,但現在距離以上所講這一步,相信也不會太遠,畢竟香港幾年內將會有結構性財赤。屆時,政府要恆常發債。而且這些債是以人民幣報價,以人民幣交易。40,相信大家都聽過「劣幣驅逐良幣」。「劣」的意思,是貨幣的兌換匯,高於實質的內在價值。假設兌換率是自由浮動,在自然水平,沒有套戥的空間,那怕一個市場,兩種貨幣,也不會有劣幣的問題。問題是,人民幣匯率,不是自由浮動,亦不一定在自然水平,那就可能會被視為劣幣。41,反之,因為聯匯制度,港元相對美元,理論上是沒有表面價值和內在價值的分別。當香港有雙幣制之後,金管局最主要的任務,恐怕會是處理在香港的離岸人民幣市場。很重要,所以要講多一次,金管局是貨幣發行局,唯一功能應該就是兌現港元換美元的承諾。貨幣發行局不能任意發行貨幣,所以不能干預市場,無力影響利率,也無力影響物價;但這是優點而非缺點,因為沒有證據顯示,央行操作的成效必然高過代價。但當金管局要同時照顧一個雙幣的經濟,往往就會失去平衡,最終還是回到單一的貨幣基準,就有如當年英國的皇家鑄幣局,要由銀本位變成金本位。(詳情可以參考此系列的第一篇)甚麼是貨幣雙軌制?(上) - The co-creators of Salon Séance, Simon Lee and his sister Mari Lee, developed this unique concert piece of piano, violin, cello, and clarinet together with a mystic play inspired by Olivier Messiaen's chamber music masterpiece "The Quartet of The End Of Time."
