Den omdiskuterade utredningens underlag till regeringens kommande klimathandlingsplan, föreslår 46 åtgärder för att svensk klimatpolitik ska synka med EUs skärpta klimatmål. Lyssna på alla avsnitt i Sveriges Radio Play. John Hassler har kallats klimatmålens bödel och kritiken mot utredningen var hård långt innan den presenterades. Nu finns hans 46 förslag till hur svensk klimatpolitik ska anpassas till EUs skärpta mål och krav på alla medlemsländer.Det som föreslås är bland annat att se över de svenska klimatmålen till 2030 för att baseras på EUs och att införa ett nytt svenskt utsläppshandelssystem. I ett sådant system ska koldioxidutsläppen inom transporter, jordbruk, mindre industrier och uppvärmning av bostäder och lokaler kosta mer. Det kan leda till högre bränslepriser.Utredningen är ett viktigt underlag till regeringens kommande klimathandlingsplan, där regeringen ska presentera åtgärder för hur klimatmålen ska nås, både EUs och de svenska. I det 65:e avsnittet av podden gästas vi av Thomas Sterner. Thomas är professor på Göteborgs universitet och en av Europas främsta miljöekonomer.  Med den senaste IPCC-rapporten färskt i minne börjar vi med en diskussion om hur klimatförändringarna förväntas påverka ekonomin. Thomas förklarar hur man kan räkna på skador som uppstår av klimatförändringar och hur han resonerar kring skador som uppstår många år in i framtiden. Han kontrasterar även sina egna forskningsresultat med ekonomiprofessorn William Nordhaus som 2018 fick Nobelpriset för att “ha infört klimatförändringar i långsiktig makroekonomisk analys”. (Diskussionen här utgår bl.a. från forskningsartikeln “Few and Not So Far Between: A Meta-analysis of Climate Damage Estimates” som Thomas har skrivit tillsammans med sin kollega Peter Howard.) Vi dyker även ner i frågan om koldioxidskatter. Thomas förklarar vad de har haft för roll i omställningen av det svenska energisystemet och delar med sig av anekdoter om när han har missionerat för koldioxidskatter i andra delar av världen.  Avslutningsvis går vi igenom rättviseaspekter kring högre avgifter på att släppa ut koldioxid. Innebär koldioxidskatter en större belastning på de med minst resurser? Och hur kan politiker genomföra dem utan att de väcker motsvarande gula västarna-uppror?

This episode feels almost nostalgic, as it is a return to the theme of the roles and interactions of the conscious and subconscious mind, something which I focused on early in the podcast and came out strongly in my main series on expertise (around episode 20). It also shares some relation to books on the topic of cognitive biases on the one hand, and the complexity of the world on the other. Psychologist Gerd Gigerenzer has two main points to make: firstly, that ignorance and cognitive biases often outperform knowledge and "clear thinking"; and secondly, he proposes a way in which gut feelings work. On the first point, Gigerenzer points us to some experiments which are convincing of their point but difficult to know how to make use of. It turns out that, in tasks like guessing which of two cities has the larger population, if you've heard of one but not the other, the one you've heard of is probably more populous. This requires that you are "somewhat ignorant" - you know one city but not the other - as if you are completely ignorant (not heard of either) or somewhat knowledgeable (heard of both) then you can't use this trick. It seems very impractical to try to reach a perfect state of mild ignorance in everything in order to use this trick, and you would have to give up the benefits of knowledge in order to do so... Nevertheless, the theoretical point is well made. On the second point, Gigerenzer proposes that gut feelings are simple rules that cut out most of the information, and they often make use of an algorithm called "take the best". The algorithm works like this: you compare whether the available options in the most important feature, then the next important feature, and so on, until in one of the comparisons one of the options is clearly better, at which point you choose that one. So, for example, if you're choosing a restaurant, maybe you first think about the food, but two places both have good food; then you compare atmosphere, but both atmospheres are good; then you compare price, and find one is considerably cheaper, so you go there. Overall Gigerenzer's work makes a welcome contribution to thinking about the nature of intuition. Probably the most insightful idea is that gut feelings use simple rules, because that way they can cut out the noise and make decisions easier. Richard Dawkins apparently once claimed that when we catch a ball we must be implicitly solving partial differential equations; Gigerenzer shows that this is probably not what happens. Nu satsas miljarder på att stötta coronakrisdrabbade ekonomier. Hälften av pengarna skulle räcka för att få oss på god väg mot att bromsa klimatuppvärmningen, enligt en ny studie. Kanske kan de göra det samtidigt? Världen över satsar regeringar på stimulanspaket för att lindra de ekonomiska effekterna av coronapandemin. Enligt en studie i tidskriften Science uppgår den samlade summan till ungefär 12,2 biljoner dollar. Det betyder 12,2 tusen miljarder dollar. Det skulle gå att hålla världens uppvärmning på en nivå som är i linje med Parisavtalet för betydligt mindre summor. Nu blir det viktigt för den fortsatta utvecklingen hur pengarna används för att stötta fossilindustrin eller sätta fart på övergången till förnybart, som sol- och vindenergi. Vi hör Thomas Sterner, professor i miljöekonomi och Johan Kuylenstierna, vice ordförande i Klimatpolitiska rådet. Bidrag och subventioner till fossila bränslen ökar igen i världens länder, det visar den senaste statistiken från OECD, som publicerades i somras. Trots att G20-länderna redan 2009 kom överens om att gradvis fasa ut sina subventioner av fossila bränslen, så spenderas fortfarande miljarder ur olika statskassor på att underlätta och stimulera försäljningen av olja, kol och gas. Fossilsubventioner är motsatsen till principen "förorenaren betalar", och de motverkar försöken att hejda klimatförändringen. Många vill att subventionerna ska bort, men protesterna blir ofta högljudda när de ska slopas. Till exempel i Ecuador, när regeringen försökte ta bort stöd som gjorde bensinen billigare. Klimatutsläppen skulle minska radikalt, om alla fossilsubventioner slopades. Klotet handlar denna vecka om bidragen som håller fossilindustrin under armarna. Annars definieras miljöekonomi som konsten att på ett effektivt sätt hushålla med samhällets begränsade resurser på ett långsiktig hållbart sätt.Det kan till exempel göras genom att analysera hur man med styrmedel, alltså skatter, bestämmelser och subventioner kan hantera miljöproblem. Det är inte bara klimat, det är biologisk mångfald, kemisk förgiftning av mark och vatten, vattenbrist, utfiskning och en rad andra problem. Om vad som krävs för att rädda världen undan klimatförändringarna. Sätt ett pris på koldioxid, svarar experterna. Hur då? Genom höjda bränsleskatter, säger politikerna. Men så kom de gula västarna.   Frankrikes president Emmanuel Macron fick trycka på paus i klimatarbetet efter våldsamma protester i höstas där höjningen av bensinpriset blev den tändande gnistan. Och det är inte bara han som möter motstånd Varför är priset på bensin så känsligt? Och hur påverkar det här möjligheten att rädda jorden undan smältande glaciärer? Thomas Sterner, professor i miljöekonomi vid Göteborgs universitet, har varit rådgivare till den franska regeringen. Skatten är i sig inte orättvis, som den var utformad skulle den inte slå hårdare mot fattiga än mot rika, enligt Sterner. Problemet var att regeringen inte lyckades sälja in den till låg- och medelinkomsttagarna som fyllde Paris gator. Det blev ännu svårare när Macron samtidigt skulle sänka förmögenhetsskatten, för dom rika. Efter bakslaget i Frankrike riktar många nu blicken västerut, mot premiärminister Justin Trudeaus Kanada. Där har hans liberala parti infört ett system för koldioxidskatt där de pengar staten får in via bränslepumpen ska gå direkt tillbaka till människors plånböcker i form av en check senare i vår. En slags koldioxid-skatteåterbäring. Men i år är det valår i Kanada och det har utbrutit en maktkamp mellan premiärminister Trudeau och Ontarios starke man, konservative Doug Ford som tagit strid om bränsleskatterna. Vi hör Kanadas tidigare miljö- och utrikesminister Stephane Dion, nu sändebud till Europa. Han vet vad det kan kosta politiskt att prata koldioxidskatt i ett bilburet land. För trots att den här typen av skatter är det mest effektiva i kampen mot klimatförändringarna enligt forskarna, har dom visat sig vara politiskt svåra att införa. Det säger Malcom Fairbrother, kanadensisk sociolog som forskar på väljarattityder mot koldioxidskatt, just nu vid Umeå universitet. Frilansjournalisten Mary Newman träffar missnöjda bilägare vid bensinpumparna i en förort till Toronto. Men här sticker Sverige ut, vi har inte hört några högljudda protester trots att vi har de högsta koldioxidskatterna i världen och var först med att införa dom - redan på 90-talet. Men stödet för Sverigedemokraterna i valet i höstas kanske kan ses i ljuset av det som kan bli ett västuppror även här. Inge Östlund i Rättvik tror det. Han var tidigare Centerpartist men har nu bytt till ett parti som tycker som han, att bränsleskatterna ska sänkas. Ett budskap som gick hem i valstugorna. Och hur har det då gått i Frankrike? Sveriges Radios korrespondent i Frankrike, Margareta Svensson, fick tag i en av dom som lett de gula västarnas protester och nu försöker forma en politik där koldioxidskatten kan accepteras av den breda massan, Jacline Mouraud. De kraftiga protesterna i Frankrike de senaste veckorna utlöstes av regeringens planer på höjda bensin- och dieselskatter. Varför mötte det så starkt motstånd? Hade den franska regeringen kunnat införa skatten på annat sätt? Vi hör om en ny modell för koldioxidavgift som införs i Kanada vid årsskiftet: avgift och utdelning, där alla de pengar som kommer in genom systemet delas ut till medborgarna igen. Vi träffar medborgarrörelsen Citizens' Climate Lobby som länge kämpat för att få just ett sådant här system på plats, för att hejda koldioxidutsläppen och samtidigt omfördela välstånd. Hade systemet med avgift och utdelning varit något för Frankrike? Skulle ett sådant system fungera i Sverige? In this episode, I discuss some of the important lessons I learned from the books, such as hard work surpasses talent and genius, we need to reframe the way we look at goals, and no one makes it alone. Priset på att släppa ut ett ton koldioxid inom EU har nämligen rusat i höjden det senaste halvåret, tack vare ett svenskt förslag på hur den relativt ineffektiva utsläppshandeln kunde förbättras. I finansvärlden sjuder intresset för gröna investeringar. Många investerare letar efter projekt som inte bidrar till klimatförändringar och fortsatt miljöförstöring.   Det krävs stora summor pengar för att klara omställningen till ett hållbart samhälle. För att den globala medeltemperaturen inte ska stiga mer än två grader behövs, enligt vissa beräkningar, mer än 90 000 miljarder dollar till år 2030. Stora investerare som försäkringsbolag och pensionsfonder har gott om pengar att placera, och letar efter tillförlitliga investeringsobjekt. Därför har intresset för gröna obligationer vuxit snabbt de senaste åren. Genom att ge ut gröna obligationer kan exempelvis företag eller kommuner få in kapital till större miljöprojekt. Nu har frågan om även stater ska ge ut gröna obligationer tagit fart. Hittills har Polen och Frankrike emitterat statliga obligationer. I början av året lämnades en utredning om även Sverige ska göra samma sak. Utredningen har remissbehandlats under våren men inget beslut har fattats. Och det finns kritik mot statliga obligationer. Focus on the process, not the product. It's OK not to know how to achieve your goal: just begin. Get it out there--even if it isn't perfect. You can learn as you go. Stop judging yourself and your progress. I was 30 and working on a doctorate in education before these concepts began to surface in my life. They were a far cry from what my parents and teachers had taught me. It's just another way of saying: trust and have faith in the unknown. All you really need to do is focus on where you are right this second and not let your mind spin out into the future. It's akin to the answer to the famous question, How do you eat an elephant? One bite at a time. But what about business plans and strategic plans and sketching your art work before you paint it? Even if you believe in focusing on the process, doing it is quite another thing given the pressure most of us feel to do it now and do it perfectly. So far, we have seen a several books with messages relating to the psychology of motivation, particularly to the conditions under which people have greater motivations to do difficult tasks (Drive, Punished by Rewards), as well as what kinds of attitudes lead to greater learning and improvement (Mindset). In The Practicing Mind, we get a look at the phenomenology of these conditions, i.e. what does it feel like to be intrinsically motivated and have a growth mindset?   Thomas Sterner is a jazz pianist and piano restorer. As a child he found practice to be boring and frustrating, but with time he came to both enjoy it and see greater progress, which he puts down to an originally mostly subconscious understanding of how practice should be carried out. He was particularly struck by the need for a greater public understanding of practice when he took up golf in his mid-thirties.   On the golf course, he would see people who had been playing golf for ten or twenty years who still didn't look much better than beginners. They would be terrible at the game, and yet not know why, or how to change their game. He compares them to musicians who have been playing the piano for twenty years and yet still didn't know that they were supposed to play with their fingers, not their elbows.   Sterner shows us his philosophy of the power and meaning of discipline, focus, and the quieting of the mind. Laced with insights from eastern philosophies, the author shows us the futility of expecting perfection, and the contentment we can gain from an honest relationship with what we are doing. His ideas are applicable in almost any domain of life, if we are to believe, as he does, that "all of life is practice".   The Practicing Mind is something of an unusual book for this podcast in that it proposes ways of practicing better without any evidence other than the author's own experiences to back up its claims. In a bookshop, it would quite possibly be filed under "self-help" rather than "education". And yet, I find this first-person account to be refreshing after speaking about these issues at length from a detached, scientific standpoint. I hope that taking the personal perspective of this individual expert will be something that benefits you as much as it has me.   Enjoy the episode.

Today on Trend Following Radio Michael Covel interviews Thomas Sterner, author of “The Practicing Mind.” Tom was in the same career for over 30 years when he decided to make a switch. He self published the first edition of “The Practicing Mind,” and as it snowballed into a phenomenon, publishers started knocking at his door for wider distribution.This is about practicing focus and learning to calm your mind. Not an easy task in today’s world with media constantly telling us we are incomplete in what we are doing. People incessantly crave closure, but closure is not always the answer. Tom says that immersing yourself in something that is ongoing puts you in a place of “being.” People are always trying to complete the next level, but being in a state of constant expansion is the best state to be in. He says that even the process of writing books does not have a beginning and an end. He looks at it as an ongoing process. When one book ends, then you can move on from saying what you needed to say and move onto the next phase of what you want to be said. Tom shares a personal story about becoming a musician. For years he had felt inadequate as a musician. It took some time but eventually he figured out that he had accomplished many milestones throughout his career but because he had a limitless ability to expand and grow as a musician, he would never reach the state of perfection he envisioned. Almost in an instant, his frustration and negative thoughts about his accomplishments washed away.The importance of repetition is Michael and Tom’s next topic. Your brain responds to repeated action best. This can vary from swinging a golf club over and over again, to how you meet people and interact with them. Tom says, “Attention combined with intention is the goal.” Your process and repeated practice is what makes achieving a goal feel so good. Anything you can snap your fingers and have doesn’t feel nearly as rewarding. He says that “Your perception of what good is and how good you can get is ever changing.”Lastly, Michael and Tom discuss multitasking and living in the moment of now. Tom says that the way we envision multitasking doesn’t exist. When you think you are doing a bunch of different things simultaneously, you are not. The brain is operating at higher speeds but we are not letting our brains concentrate in one area for a long amount of time so in consequence, our brain is atrophying. We are losing that part of our mental game. Slowing your mind down brings clarity and thought. Secondly it connects your mind to what you are doing. If you are just reacting to whatever your mind is creating than you have no control over what you are doing. Mindfulness is not something that can be mastered. You have to constantly work at it just like you would never say “I have mastered fitness so I don’t need to work out anymore.” It is a constant practice. The moment you catch your mind running off is when you start training your brain. If you can recognize yourself chasing your mind then that is being aware of where it is going. Mike says, “It is like an organized treadmill that everyone is on. OECD utvärderar och jämför olika länders politik på områden som påverkar den ekonomiska utvecklingen. Nu har de granskat Sveriges miljöpolitik mellan åren 2004-2012. Sverige får högt betyg av OECD för klimatpolitiken, exempelvis är koldioxidskatten och de gröna elcertifikaten något som fler länder bör ta efter säger organisationen i en ny granskning. Mindre bra lyckas Sverige när det gäller att minska övergödningen av Östersjön och skydda våra hotade arter. Klotet följer upp rapporten med en direktsändning från Rosenbad där OECD:s utvärdering svensk miljöpolitik nyss har presenterats. I programmet medverkar miljöminister Lena Ek (C), Thomas Sterner, professor i miljöekonomi och Matilda Ernkrans (S), ordförande i riksdagens miljöutskott och Naturskyddsföreningens ordförande Mikael Karlsson. Statlig rea på bensin = större klimatutsläpp. Det satsas 3000 miljarder kronor årligen globalt av offentliga medel på subventioner till fossila bränslen enligt det internationella energiorganet IEA. Det är 6 gånger mer än vad som läggs i stöd på förnyelsebara energikällor som sol och vindkraft. Om man tog bort de stora statliga bidragen till bensin i världen och la på bränsleskatter istället så att det blev lika dyrt att tanka som i Europa skulle koldioxidutsläppen kunna minska med 1/3 på något decennium säger professor Thomas Sterner vid Handelshögskolan i Göteborg.
