International organizations, or “IOs” for short, are typically organizations to which multiple countries belong as members. They cover virtually every aspect of human endeavor and there are many that are related to environmental protection. International organizations may influence our lives quite profoundly and yet, outside our own field, we might struggle to name more than a few of them. Furthermore, it has been proposed that most of them are not functioning entities, but rather so-called“zombie organizations”.That's what Julia Gray has suggested. Julia is an associate professor of political science at the University of Pennsylvania, who has been researching zombie organizations for years. A shifting global narcotics market has brought on new challenges, with one of the most significant developments occurring in the global cocaine trade, where Europe has emerged as the preeminent destination for these illicit shipments. As drug trafficking organizations pivot their operations to take advantage of the high prices cocaine fetches on the European markets and low penalties for distributors, the Caribbean becomes a more important transshipment point. The Caribbean's strategic geography, insufficient port security and interdiction assets, direct connections to Europe, along with criminal networks make this region an appealing transit point for drug trafficking organizations. In this episode, Christopher Hernandez-Roy sits down with Rufus Ferdinand, Deputy Chief Operations Officer for the Joint Regional Communications Center (JRCC) at the Caribbean Community's Implementation Agency for Crime and Security (CARICOM IMPACS). Together, they discuss the agency's priorities for confronting shifting criminal dynamics, improving intelligence cooperation, and enhancing technology adoption and training. On the podcast today we bucked up on a group in Philadelphia at Broad & Olney on MLK day giving back to people. We had described the Caribbean Community and it's diaspora as peoples who are "Dependent" when thinking about the type of capitalism or socio-economic dynamic of the post colonial communities of the Global South & their diaspora to a lesser extent. However, on MLK day we visited a group in Philadelphia at Broad and Olney who were giving back to the community, providing various resources and information to improve the community. The group called "Caribbean Community in Philadelphia" was comprised of not only people from various parts of the Caribbean (such as Trinidad and Tobago, Jamaica, Barbados, Guyana, Antigua etc) but also US peoples of all races those born here in the US and those Naturalized citizens or residents who originated from other parts of the world. They came together to make difference. The group's Executive Director Miranda Alexander discussed how the group started and stated that Philadelphia resembles her community in Trinidad and Tobago, in a sense. She discussed the group's involvement with the Global 360 movement helping to provide solutions to global challenges including poverty, inequality, discrimination etc. We met up with several individuals including locals from Philly, the Caribbean and Dr. Camille C. Ragin, PHD, Professor and Associate Director of Diversity, Equity and Inclusion at Temple University Fox Chase Cancer Center in Philadelphia. She shares her work in the US but also how she's giving back to Jamaica, working with the University of the West Indies, Mona Campus on a study with the United Nations to explore Life Science and behaviours in Jamaica with a view to improve life and science in that country. I've been a big proponent of investing heavily in the Caribbean through science and technology if they are to be competitive in a world that has become technologically advanced. We have interviewed Dr. Andre Isaac's a former Jamaican now Chemist and Professor at College of the Holy Cross in Massachusetts working to develop "ring cycles" to improve vaccines and drugs. These former Caribbean Nationals are working "to make America great", while doing work that can improve their former countries. However, it's not coordinated very well in the sense that we can coordinate the efforts better so that it has greater and targeted impact in the Caribbean. Dr. Andre example wanted to give back but does not know how to. We hope that this program provides a way those who want to give back can do so by contacting their local Caribbean Community in their state/city or by contacting Miranda Alexander of the Caribbean Community in Philadelphia or The Neoliberal Corporation www.theneoliberal.com or Rev. Renaldo McKenzie @Jamaica Theological Seminary. I Lecture a course "Caribbean Thought" at the Seminary which considers the diverse currents and movements of Caribbean including it's diaspora and those connected to Caribbean experience from here in the US as an Academic, Author of Neoliberalism, Globalization, Income Inequality, Poverty and Resistance and the upcoming book Neoliberal Globalization Reconsidered with contributions from Prof. Emeritus Dr. Martin Oppenheimer, formerly of @Rutgers and @Penn and is currently my unofficial Dissertation Advisor at Georgetown University. Broadcast legend Gil Bailey, who brought Caribbean music to the tri-state area and whose career spanned 50 years at four different local radio stations, died of COVID-19 earlier this week at the age of 84.His grandson, Korey Faulks, posted on Facebook that Bailey died in isolation early Monday morning.“Shortly after midnight, my mom lost her father. It hurts that she wasn't able to be by his side while he passed away, due to he contracted COVID-19 and had been isolated.”Known as the Godfather of Reggae Radio, Bailey was born in Jamaica in 1936 and got his start as an MC in London before moving to New York. In 1969, a friend at a Mount Kisco radio station invited him to stop by, said Sharon Gordon, a longtime friend, journalist and broadcaster who's also part of the Midnight Ravers on WBAI.Back then, reggae hadn't hit the mainstream yet. Bailey brought it to white audiences and also tapped into the Caribbean diaspora, which could only hear the music at house parties and bars.“We all grew up listening to Gil Bailey at nights,” Gordon said. She came to New York from Jamaica as a teenager in the 1970s and recalled hearing songs on Bailey's show and shopping for them the next day. She said Bailey became so popular he was the first to play new tunes by Michael Rose, Beres Hammond, Maxi Priest, Dennis Brown and more.She recalled hearing “Smile Jamaica” by Bob Marley and the Wailers before it appeared in record stores.“Gil played it. In many Caribbean countries, students are taught to be so-called “ideal Caribbean persons.” This phenomenon is of interest to some educational researchers because this discourse defines a Caribbean person instead of, say, a Jamaican person or a Haitian person. What this suggests is that a regional social imaginary has usurped the long held need by state governments to cultivate a national imaginary through public schools. So why has there been an increasing emphasis on regional level collaboration and reform initiatives in education that have resulted in or attempt to build regional social imaginaries? My guest today, Dr. Tavis Jules, an Assistant Professor of Cultural and Educational Policy Studies at Loyola University Chicago, argues that the the rise of the Caribbean educational policy space was driven by various regulations constructed by supranational organizations and institutions and then implemented at the national level. He studied this convergence by comparing the discourse in policy documents at the regional and national level. Tavis’ most recent book, Neither world polity nor local or national societies: Regionalization in the Global South – the Caribbean Community, was published by Peter Lang Press in 2012. Today I speak with Tavis about his latest article on the Caribbean Educational Policy Space, which was published in the November issue of the Comparative Education Review.
