Aaron Sheets - TWA FLIGHT 800 SOLVEDTrans World Airlines Flight 800 (TW800/TWA800) was a scheduled international passenger flight from John F. Kennedy International Airport in New York City, United States, to Fiumicino Airport in Rome, Italy, with a stopover at Charles de Gaulle Airport in Paris, France. On July 17, 1996, at approximately 8:31 p.m. EDT, twelve minutes after takeoff, the Boeing 747-100 serving the flight exploded and crashed into the Atlantic Ocean near East Moriches, New York, United States.All 230 people on board died in the crash; it is the third-deadliest aviation accident in U.S. history. Accident investigators from the National Transportation Safety Board (NTSB) traveled to the scene, arriving the following morning amid speculation that a terrorist attack was the cause of the crash. Tom Smith (Ret.) we discuss 9/11 and how the day unfolded for him; what it was like working rescue and recovery at Ground Zero and later at the landfill to identify belongings and remains and the unique emotional toll of trying to identify those we lost.After 9/11, Tom was assigned to the elite FBI/NYPD Joint Terrorism Task Force (JTTF) for which he held a Top Secret/SCI clearance. As he says in the interview, “The responsibility was enormous…You have to prevent 9/11 from ever happening again. You are now responsible not only for New York, but the world.”While with JTTF, Tom was deployed in 2009 to the war zone in Afghanistan to coordinate the rescue of a New York Times journalist who had been kidnapped by an Al-Qaeda affiliated group. Tom and the JTTF team were able to create and execute a plan to bring this American hostage home. Then in 2018, Tom's JTTF partner alerted him to a school shooter threat at the high school in upstate NY where Tom was living and working. The high school was the very one his son and daughter were attending. Tom and his partner investigated and built a case that led to the arrest of the would-be shooter finding, among other evidence, the list of students he planned to kill on the last day of school, all of whom were friends of Tom's kids.We close by reflecting on his 30-year career, the inspiration he drew from his NYPD Detective father, the support of his wife and family. NYPD In Afghanistan, School Threat They Stopped Before The Attack. During the Afghanistan War, a few New York reporters were kidnapped. As a member of the NYPD, Tom Smith was deployed to Afghanistan to locate and help rescue a reporter. According to the agencies, hundreds of NYPD and FDNY employees were on leave from their city jobs to serve in the military. These first responders had diverse assignments, from protecting critical infrastructure like bridges and tunnels to being deployed overseas for combat or training missions. Many people may not be aware that thousands of first responders are also military service members. The NYPD alone had over 1,212 employees active in the reserves or National Guard, who could be called to overseas duty at any time. He was shocked to find out that the threat was to a school in the town where he lived, and that the school was the same one some of his children attended. Further investigation revealed that the threat was real, and the suspect had a hit list including people he knew. A school shooting is an armed attack at an educational institution, such as a primary school, secondary school, high school, or university, involving the use of a firearm. Many school shootings are also categorized as mass shootings due to multiple casualties. The phenomenon is most widespread in the United States, which has the highest number of school-related shootings, although school shootings have taken place elsewhere in the world. Studies indicate factors behind school shootings include easy access to firearms, family dysfunction, lack of family supervision, and mental illness among many other psychological issues. Among the top motives of attackers were bullying/persecution/threatened (75%) and revenge (61%), while 54% reported having numerous reasons. Deputy Chief Joe Herbert is credited with cracking some of this city's biggest cases over the past four decades. "It's a gratifying job, a rewarding job, but a dangerous job," Herbert said. "I've had a great career." Chief Joe Herbert enjoyed early success, cracking his first big case after just about three years on the job. ". "The trick is to know the evidence, master the evidence," Herbert said. Herbert reached a new level of notoriety in the 1990s, when he solved the mystery of New York City's Zodiac Killer, a copycat of a California serial killer. Herbert had worked the case for years without luck. Then, while working as a hostage negotiator, he arrested Heriberto Seda, who had shot his half-sister and was hiding in his New York City apartment. Seda wrote a confession, and Herbert recognized the writing as similar to letters written by the Zodiac Killer. "I think it was fate," he said. "It came to me. I didn't come to it. At the bottom of the letters, he makes a strange symbol." Herbert said he saw that symbol and knew. "It was actually was a calm feeling, because I knew I had him," he said. After the 9/11 terror attacks on World Trade Center, the NYPD called on Herbert to help intercept terrorist threats to the city. "I was one of the first 25 to go in as a lieutenant into the JTTF," Herbert said. "The threat is constant since 9/11. I think it's 17 to 18 investigations that we disrupted for the most part." Among those threats, the 2016 Chelsea bombing stands out to Herbert. He responded to the scene that night. "There was a lot of power in that bomb, and we are very fortunate nobody got killed," Herbert said. For all his notoriety, Herbert said he's most proud of playing a role in reducing the city's homicide rate and ultimately making New York a safer place to live. "Going out every day chasing bad guys, it came at a high cost," Herbert said. "A lot of blood, sweat and tears." Herbert said that in his time on the force, he has lost 160 comrades who were killed in the line duty and lost another 138 to 9/11-related cancers. "That's a lot of friends to lose," Herbert said. "But you've got to keep going." At 60, Herbert said health concerns are forcing him to take a step back. "I don't want to leave, but it's time," he said. A little known secret is that Herbert almost never became a police officer. "I wasn't going to take the job," he said. "I had a job making a lot more money at the time. It was his father, he said, who convinced him of the importance of a pension and public service. "It turned out to be the best thing that ever happened to me," Herbert said. "The greatest compliment I can give to Joe is, if something happened to me or my family, I'd want Joe Herbert leading that investigation," NYPD Chief of Counter-terrorism James Waters said. Waters and Herbert both started with the NYPD in 1981. Waters said Herbert has been more than a colleague. "Joe Herbert is a friend," he said. Just Transition If you don't know what this two word policy of the present and foreseeable future is about, you will soon. With "once in a century" storms happening every decade or less, with the insurmountable amount of scientific evidence growing every day, with banks around the world refusing to finance new fossil fuel infrastructure, the writing is on the wall. Humanity must break the carbon energy addiction, and fast. Despite the status quo/denial gameplan from political parties on the right, the reality is already taking place on the ground. It was the Harper government that was first to legislate an end to coal-fired electricity generation in Canada. The Alberta NDP government accelerated the timelines as part of their Climate Leadership Plan. Generating Utilities sped things up even more. In their business models coal is over ASAP, not 2030. Four provinces in Canada use coal-fired electricity. Alberta, Saskatchewan, Nova Scotia and New Brunswick. The only one to start a Just Transition program is Alberta. In 2013, 52% of Alberta's electricity was coal-fired. By perhaps 2022, it will be zero. Complete towns are at stake. No plant, no miners. No miners, no community, no municipal taxbase. The other motivator is automation of carbon energy jobs which will only accelerate. Few other places on earth have started this process, none without problems despite best laid plans. There are no case histories. It involves Ministries and Departments from multiple governments. Provide Context Our average focused attention span is 8 seconds, down 4 seconds from 14 years ago. To put that in perspective, our attention span is less than a gnat and a goldfish! What is it that holds our attention for those 8 seconds on a tweet, a post or a page? It is context. According to the Merriam Webster Dictionary context is defined as the words that are used with a certain word or phrase and that help to explain its meaning. The image, video, or message in that post or tweet affects you in some way – emotionally or cognitively. You can relate or understand the message immediately. It clicks. Because of context, you are more apt to click the like button and share the message. Context is the story that adds relevancy to your message. Understand the medium Each social media network is very, very different even though they are starting to look and act the same. Images might work best on Facebook and Pinterest but to be successful you also have to understand the demographics in each medium. For instance, Pinterest users are primarily women who are interested in purchasing or wanting a particular product whereas Facebook is more for social interaction with friends, family, and colleagues. About the Author Glenn McGovern, district attorney investigator, Special Deputy U.S. Marshal, police officer, deputy sheriff, law enforcement specialist, began his law enforcement career in 1986 as an eighteen-year-old member of the U.S. Air Force Security Police. It was here that he first began his studies of terrorism, tactical operations, and protective details. Europe, at the time, was on fire as groups such as the Sicilian mafia, November 17, Red Army Faction, Hizbollah, and many others were conducting their terrorist attacks. As a newly minted law enforcement member who was also assigned to a police unit that had a combat mission and was deployable worldwide, the study of the tactics used by these groups was mandatory. It was during this time that he had his first introduction to close personal protection operations, first with Soviet diplomats visiting under the SALT II treaties, then later in Panama with the commanding general of all U.S. forces in South America. He was also involved in an unusual protective operation in that he was locked in with the protectee, which in this case was over $16 million in cash en route to the U.S. military installations in the Pacific. He later took a job with the Bureau of Investigation of one of the largest district attorney’s offices in California, where he remains to this day. Here he quickly became a member of the Special Operations Group tasked with protective operations for district attorney staff, primarily prosecutors, as well as victims and witnesses. It was as a member of this group that he became more involved in the nuances of protective work as well as the training of a protective team. In particular, providing protection to victims and witnesses involved an issue that most protective teams don’t generally have to deal with. At times, the witness being protected was a member of an organized prison gang. As a member of the gang, even on the “outs” that person was in a position to see the methods of operation, equipment, members of the team, and how they operate. As anyone who has worked organized crime, and gangs in particular, can attest, it doesn’t take much for a gang member to get back in the good graces of his or her gang, and as a result, bringing with him or her the inside knowledge of the protective operations of the DA’s office. While with the district attorney’s office, he was assigned full-time to the FBI’s Joint Terrorism Task Force as a Special Deputy U.S. Marshal conducting international terrorism investigations for a period of three years. In this assignment he conducted counterterrorism investigations into a variety of groups, including some that have carried out targeted killings. He also was able to attend training that included the construction and detonation of a 500 lb vehicle car bomb, as well as dealing with suicide bombers, which provided him unique insight into how these operations could be carried out. He holds a bachelor’s degree in criminal justice from the Union Institute in Ohio as ell as a certificate in crime and intelligence analysis from the California State University, Sacramento. He is the author of several articles dealing with intelligence and SWAT-related subjects as well as a bimonthly online publication of urban ambush case studies. Jason interviews Dan Jamison about updates to the Federal Employee Retirement System (FERS) Guide. The FERSGUIDE is authored by Dan Jamison, CPA. Dan retired in 2013 from the FBI after 21 years as a Special Agent Accountant. Dan started writing the FERSGUIDE over 20 years ago, when the document lurked around only in the FBI's email system until the advent of the Joint Terrorism Task Forces (JTTF) and then the FERSGUIDE spread from the JTTFs to the participating JTTF agencies where it quickly gained popularity outside of the FBI. Dan continuously updates the FERSGUIDE and adds new content. The FERSGUIDE now checks in at over 125 pages. The FERSGUIDE was a free resource until the release of the 2015 edition following Dan's retirement. The FERSGUIDE is published annually in December. The cost is $15 and the fee also provides website access until the end of the guide year. The website contains additional retirement resources such as a PowerPoint accompaniment to the FERSGUIDE. SCEs are primarily law enforcement officers, firefighters and air traffic controllers. Retired agent Bill Dyson served nearly 31 years with the FBI. In this episode of FBI Retired Case File Review with Jerri Williams, Dyson is interviewed about how the Chicago Division’s Organized Crime and Drug Enforcement Task Force, while conducting an investigation targeting drug trafficking, overheard tidbits of information that seemed to indicate an international conspiracy involving the El Rukn street gang and Libyan terrorist. Bill Dyson led the Chicago Joint Terrorism Task Force (JTTF) that developed this information and determined that members of the El Rukns were meeting with representatives of the then-hostile government of Libya led by Colonel Muammar al-Gaddafi to discuss a conspiracy to perpetrate a terrorist attack inside of the United States. The El Rukn Libyan conspiracy investigation marked the first convictions of American citizens for conspiring to commit terrorists acts in their country on behalf of a foreign government in exchange for money. After retiring from the Bureau, Bill Dyson was hired by the University of Illinois and authored a college text book titled Terrorism: An Investigator’s Handbook. He currently works for the Institute for Inter-Governmental Research (IIGR), a non-profit serving under a grant from the Department of Justice, to provide anti-terrorism training to state and local police officers throughout the United States.
Suspicious activity is any observed behavior that could indicate terrorism or terrorism-related crime.
