As the federal government races to adopt AI, many agencies are looking to buy and build the same exact solutions. Recognizing this, the General Services Administration earlier this year launched USAi, a platform that offers agencies access to leading commercial AI models that they can deploy in a streamlined manner, eliminating redundancy across government and leading to greater efficiencies at scale. Zach Whitman, chief data scientist and chief AI officer for the GSA, recently joined me for a discussion at the Agentic AI Government Summit and Jamfest in Washington, D.C., to highlight the USAi effort, how it's progressing, the challenges GSA faces and what's next. The Department of Health and Human Services has tapped DOGE affiliate Zachary Terrell to be its chief technology officer, sources told FedScoop. Terrell's CTO title was confirmed by three officials, who were granted anonymity to be more candid. Taking on the role of CTO comes after his involvement in Department of Government Efficiency work at both HHS and the National Science Foundation, including the cancellation of grants at the science agency. One of those sources told FedScoop that Terrell has been in the technology chief role since the beginning of this month and is still at the NSF as well. While his leadership role is new, Terrell has previously been involved in work at HHS, including as a member of the department's DOGE team, according to a recent legal filing by the government. Per that document, Terrell was listed as one of the 10 team members given access to at least one sensitive system as part of the DOGE work. Specifically, Terrell was one of five team members who weren't directly employed by the U.S. DOGE Service — the White House home for the group. Congress is poised to make yet another run at legislation to reform agency software purchasing practices, with the reintroduction in the House last week of the Strengthening Agency Management and Oversight of Software Assets Act. The SAMOSA Act, which passed the House last December, would require federal agencies to comprehensively assess their software licensing practices, a move aimed at curbing duplicative tech, streamlining future purchases and reducing IT costs. Rep. Nancy Mace, R-S.C., chair of the House Oversight Subcommittee on Cybersecurity, Information Technology, and Government Innovation, said in a press release: “The GAO has found the federal government spends more than $100 billion annually on information technology and cybersecurity, including software licenses. Donald Trump's Department of Justice sent a memo to prosecutors in various jurisdictions last week, giving them explicit instructions on what phony charges to use to prosecute left wing political groups and donors. Later that same week, Trump held an Oval Office press briefing where he discussed prosecuting people like George Soros, and Pam Bondi and Kash Patel were right beside him completely unable to explain how, why or who they were going after. Farron discussed this illegal partisan witch hunt. Donald Trump has nominated a man by the name of Jeremy Carl to serve in a high-ranking position at the US State Department, which has led Carl to delete more than 5,000 old social media posts. The posts that are now gone had praised political violence from the Right - including the Capitol Rioters - while also calling for the trial and eventual sentencing to death of American Federation of Teachers leader Randi Weingarten. This man is likely going to be confirmed by Trump's Republican puppets in the Senate, and even though he deleted them, he can't hide from his disgusting past.Hundreds of government workers that were fired by DOGE have been given their jobs back due to the fact that DOGE doesn't understand how the government works and that employees are pretty necessary. At the same time that this is happening, the Trump administration is planning EVEN MORE government firings, using a potential government shutdown as an excuse to cut more people. This administration is so dysfunctional that they are currently engaged in two completely contradictory plans.The latest polling data shows that Donald Trump is now underwater with every single age group and demographic in the country. But to make things even worse for him, the young voters who helped him in the election now say that they regret their votes because he turned out to be a "reckless dictator." Trump's insanity and lawlessness could swing a whole generation back to the Left, assuming Democrats are able to capitalize on their disillusionment.There are now enough members in the House who want the Epstein files released to the public to make that a reality - thanks to Democratic victories in several special elections this month. Donald Trump is terrified of these files, and he's now begging the Republicans who signed onto the discharge petition to switch sides again and save him. He might be successful, too, as those Republicans are Marjorie Taylor Greene, Lauren Boebert, and Nancy Mace - three very pro-Trump lawmakers. I'll believe it when I see it - it still depends on television executives doing the moral, right, professional thing AND tacitly admitting they are correcting a mistake, but multiple sources insist that at least at this moment the ABC people expect Jimmy Kimmel to not only not be fired but to return, on the air, in late night, probably before the end of the month. Maybe even this week. Yep. The fascist FCC Commissioner Brendan Carr may have delivered Liberals the biggest gift of the year. The blowback towards ABC is untenable (even polling: the Carr threat was "unacceptable" is above water by 17%; the Kimmel monologue was acceptable, 43%-36%) and the desire to keep Kimmel and maybe now even extend his contract has only grown since last week. And that's in large part because so many key right wingers from Ted Cruz and Rand Paul to Scott Dilbert Adams and Ben Shapiro are enraged by Carr's bullying and rightly recognize that if Trump can do this to ABC, what could a Democratic president do to Murdoch and NewsMax and... THEM. I mean, two out of three MAGAs have podcasts, right? My sources pointed to seven landmarks. First: they HAVEN’T fired him. Second: they actually haven’t said ANYTHING about him since the one sentence announcement about taking him off. Third: HE hasn’t said ANYTHING about ABC, good bad or indifferent. Fourth: remember the Sinclair owned local stations that started all the trouble? The ones who were bribing Trump and FCC Commissioner Brendan Carr by DEMANDING Kimmel be sidelined, so Trump and Carr would waive the rules and let Sinclair buy more than the legal limit OF local stations? Remember their plan to run a Charlie Kirk tribute last Friday night in Kimmel’s time slot? They didn’t run it. They put it on YouTube. No other explanation. Fifth: what happened to the Sinclair demand that Kimmel apologize and pay a bribe, uh, make a donation to Kirk’s scam Turning Point Company? Sixth: how much grief did ABC take for folding to Trump AND for not defending Kimmel as the entire right wing misquoted him? So much that no human can estimate it. And Seventh: how could you possibly put all the Kimmel and Kirk toothpaste back in the tube? As Eric Idle said: All You Need Is Cash. ALSO: Grandpa posts a self-incriminating note to Pam Bondi that he must have thought was being printed or emailed or lord knows what. He is running out of prosecutors who'll prosecute innocent opponents about whom there's no evidence. The Tom Homan $50,000 scandal also involves Emil Bove (and how in the hell did we not see that coming? He literally has the word "HO" in his name). And a self-proclaimed prophetess says she saw Charlie Kirk get his reward in Heaven: a large ice cream cone. B-Block (40:20) THE WORST PERSONS IN THE WORLD: Congressman Randy Fine sets a new high in low. Stephen A. Smith thinks the Kimmel-Kirk controversy is over a joke. And Vanity Fair's hiring of Olivia Nuzzi is not sitting well with journalists (as one put it, all of them who DON'T sext their sources). C-Block (52:00) THINGS I PROMISED NOT TO TELL: Hard to understand anything she says or writes but I'm pretty sure Nancy Mace threatened to end my career over Charlie Kirk. Videos, court records, and eyewitness accounts travel directly to the people, undermining the old gatekeepers. Congresswoman Deborah Ross of North Carolina has pledged that she will not accept AIPAC campaign contributions in her 2026 reelection bid. In previous elections, Ross has accepted over $100,000 in AIPAC donations. This comes on the heels of another North Carolina Congresswoman, Valerie Foushee – who received over $800,000 in AIPAC contributions – also renouncing donations from the group. As the Intercept notes, in June, the North Carolina Democratic Party adopted a resolution calling for a “complete arms embargo on all military aid to Israel until it ends its apartheid rule of Palestinians.” Dr. Paul McAllister, a reverend and chair of the Interfaith Caucus of the North Carolina Democratic Party, is quoted saying “AIPAC uses the muscle of their resources to oust anyone who disagrees with them regarding Israel, the conduct of Israel and the atrocities that may be committed by the government of Israel — so it is good that Deborah Ross is willing to recognize and acknowledge that.”* In more Israel news, a new aid flotilla bound for Gaza departed from Genoa, Italy last Sunday. Unlike previous flotillas however, this one carries the protection of a surprising group: Italian dockworkers. According to POLITICO EU, “Speaking at a rally on the docks of Genoa, one of Europe's largest ports, a dockworker representing the USB union said…‘Around mid-September, these boats will arrive near the coast of Gaza. If we lose contact with our boats, with our comrades, even for just 20 minutes, we will shut down all of Europe.'” Genoa has expressed unprecedented solidarity with Gaza. A food drive in the city collected “more than 300 tons of humanitarian aid…[and] over 40,000 people, including the city's mayor, Silvia Salis, joined a torchlit march through the streets in support of the [humanitarian flotilla on Saturday].” During the procession, Salis remarked “Every day I am proud to be the mayor of this city, but tonight, if possible, I am even more so.”* In yet another Israel story, Tom Artiom Alexandrovich, an Israeli cybersecurity apparatchik, who was arrested in August during an undercover operation “targeting child sex predators,” failed to appear for his court date in Nevada. Alexandrovich fled to Israel after being bailed out of jail in the U.S.; his lawyer, David Chesnoff, told the court that he told Alexandrovich not to attend the hearing. Judge Barbara Schifalacqua is now demanding that Alexandrovich appear before the court this week, but it remains to be seen whether he will actually show. This case has become politicized, with liberals and conservatives accusing one another of allowing Alexandrovich to flee the country. The government of Israeli Prime Minister Benjamin Netanyahu falsely denied that Alexandrovich was arrested at all. This from Al Jazeera.* In more sex predator news, Representatives Ro Khanna, Thomas Massie and Marjorie Taylor-Greene held a press conference this week with survivors of abuse at the hands of Jeffrey Epstein to push for full disclosure of the Justice Department's files on the case. At this conference, survivors also said they will release their own list of names. This comes amidst a renewed push for Congressional action spearheaded by the survivors. On Tuesday, the House Oversight Committee released a batch of records, but most of these have been made public before. The survivors met with lawmakers this week, including Speaker Mike Johnson, who said “I think the Oversight probe is going to be wide and expansive, and they're going to follow the truth wherever it leads,” per the Washington Post. Congresswoman Nancy Mace was also seen emerging from a meeting with the survivors visibly upset, though we do not know what exactly was discussed in this meeting. What is clear is that the Epstein story is not going away any time soon.* In local news, the National Guard has shared a statement with CBS News' Scott MacFarlane in which they boast that, “Guardsmen have cleaned more than 3.2 miles of roadways, collected more than 500 bags of trash, and disposed of three truckloads of plant waste.” Looking beyond the absurdity of deploying the National Guard to pick up trash, Samuel Littauer, Commissioner of ANC 3C01 – a local government district in Washington – crunched the numbers and found that “DC's cleaning crews cover around 81 miles/day for around $150K/day… [while the] National Guard has cleaned a total of 3.2 miles and costs more than $1M/day.” This means, “It's about 170X more cost efficient per mile to fund DC's existing work.”* Yet, despite the staggering inefficiency of the federal occupation – to say nothing of the outrageous, authoritarian government overreach – D.C. Mayor Muriel Bowser has signed an order outlining how the District will “continue to work with the U.S. Marshals Service, the FBI, U.S. Park Police, the Drug Enforcement Administration, [and] the Bureau of Alcohol, Tobacco, Firearms and Explosives,” according to WTOP. This report notes that, “Bowser's order provides a path for working with federal law enforcement…[a] public indication that federal law enforcement could remain in the city indefinitely.” Other D.C. officials, including the District's delegate in Congress Eleanor Holmes Norton, have decried the occupation. Unfortunately, Norton is not even afforded the power of a single vote in Congress. This debacle further underscores the necessity for sovereign statehood for D.C.* In more news of federal law enforcement overreach, Prem Thakker of Zeteo reports new figures that show, “61,226 people are currently in ICE detention — the highest number ever in US history.” Thakker goes on to report that “According to ICE data, 70% of these people have no criminal conviction.” This unjustifiable mass detention shows no signs of slowing down, with ICE being granted larger and larger budgets and more and more latitude by the administration. The parallels to other shadowy secret police organizations throughout history continue to grow more pronounced.* Labor Notes editor Luis Feliz Leon reports Columbia University is seeking to bust graduate worker unions – at Columbia and beyond. A statement from the union reads “Over the summer, the university expelled and suspended 80 students, eliminated all but ten…graduate instructor jobs, and filed an Unfair Labor Practice Charge that could reshape the future of higher ed.” This marks yet another blow to the august reputation of Columbia, already damaged by their authoritarian overreaction to pro-Palestine protests and their capitulation to borderline extortion by Trump.* In the federal government, Trump continues to attack critical safety regulators. Reuters reports, “Two of the three remaining commissioners at the Nuclear Regulatory Commission, the U.S. nuclear safety watchdog, told a Senate hearing on Wednesday they feel President Donald Trump could fire them if they obstruct his goal to approve reactors faster.” Trump, via executive order, has committed the United States to, “fast-tracking new reactor licenses and quadrupling U.S. nuclear energy capacity by 2050…while also reducing staffing at the NRC.” The Commission is already down to just three members from its usual five and according to this report, “a dozen senior level managers…have left or announced they will leave since January, and…143 staff departed between January and June.” The Commission is currently considering five reactor applications and “expects another 25 to 30 soon.” Whatever one's thoughts are on nuclear energy in general, it is wildly irresponsible and dangerous to consider these reactor proposals by a commission short-staffed and constantly threatened with dismissal.* Finally, the Government Accountability Project has submitted a stunning whistleblower complaint on behalf of Chuck Borges, Chief Data Officer at the Social Security Administration. This complaint concerns “serious data security lapses, evidently orchestrated by DOGE officials, currently employed as SSA employees, that risk the security of over 300 million Americans' Social Security data…including apparent systemic data security violations, uninhibited administrative access to highly sensitive production environments, and potential violations of federal privacy laws by DOGE personnel.” The most critical violation is the DOGE staffers' move to “create a live copy of the country's Social Security information in a cloud environment that circumvents oversight.” As this complaint explains, “This vulnerable cloud environment is effectively a live copy of the entire country's Social Security information…that…lacks any security oversight from SSA or tracking to determine who is accessing or has accessed the copy of this data.” This includes “all data submitted in an application for a United States Social Security card—including the name of the applicant, place and date of birth, citizenship, race and ethnicity, parents' names and social security numbers, phone number, address, and other personal information.” If this data were to be compromised – as is eminently possible given the unsecured and unsupervised nature of the cloud copy, “Americans may be susceptible to widespread identity theft, may lose vital healthcare and food benefits, and the government may be responsible for re-issuing every American a new Social Security Number.” This staggering degree of carelessness and incompetence is almost unbelievable, if not for the fact that it comports perfectly with the DOGE track record. In February, South Carolina US House of Representative, Nancy Mace gave a "scorched earth" speech on the house floor. In the speech she accused several men of serious crimes, including rape, physical abuse and sex trafficking. None of the men Mace accused have been charged with any of the crimes she accused them of and all have denied her allegations. In this episode aan important ruling by the judge and an arrest has been made. Four previous Impact episodes have been about her February speech.
