The view of a Chinese vessel in our waters highlights our complicated relationship with the country. The visit has been approved by the New Zealand Government, as part of a NIWA research project. Although its movements have been approved, Australia is not the biggest fan, with Prime Minister Anthony Albanese saying he would prefer it wasn't off Victoria's coast. NZ Contemporary China Research Centre Director Jason Young told Mike Hosking we have a complicated relationship. He says that while New Zealand does have a very important trading relationship with China, some of their actions in the Pacific go against our interests. Young says both Australia and New Zealand need to be able to manage those areas of difference, while maininting the positive aspects of the relationship. Crikey, I barely stepped away from the microphone yesterday and we had a double whammy news-wise. Phil Goff sacked as High Commissioner to London for an intemperate comment and question, Greg Foran resigning as Air New Zealand CEO. I heard someone on The Huddle with Ryan Bridge last night saying Greg Foran can now become the High Commissioner, Adrian Orr would become Air New Zealand CEO, and Phil Goff will take over as Reserve Bank Governor - all change. Boy, will Phil Goff be kicking himself all the way back to New Zealand, all the way back to the farm at Clevedon. You are on the pig's back when you get a gig like that – it is a sweet deal. And one intemperate comment ... I think he was just trying to be a bit too clever, showing he's done his homework, showing that he was well read, making appointed remark about somebody the world regards as a graceless buffoon (well, members of Phil Goff's world regard as a graceless buffoon), and he loses his gig, and rightly so. He was asking a question of the Finnish Foreign Affairs Minister at a Chatham House event in London. Goff said he'd been rereading a speech by former British Prime Minister Winston Churchill after the Munich Agreement. “He turned to Chamberlain, he said ‘You had the choice between war and dishonour. You chose dishonour, yet you will have a war',” Goff then said “President Trump has restored the bust of Churchill to the Oval Office. But do you think he really understands history?” So Phil Goff was making it well researched, clever-dick, pointed remark about the American president. What on Earth did he think was going to happen? He was stripped of his position immediately by Winston Peters. The Foreign Affairs Minister said Phil Goff's comments were deeply disappointing. They did not represent the views of the New Zealand Government and made his position as High Commissioner to London untenable. So a number of comments around that. Phil Goff was sacked by Winston Peters immediately. Winston Peters did not have to consult the Prime Minister before doing so – there was no need for him to consult. He was presented with a problem in his own department, and he dealt with it in the appropriate fashion. That's why you have managers, that's why you have ministers. Everything doesn't filter up to the CEO. Imagine in your own organisation if every single decision in your department had to go to the CEO. Why have a dog and bark yourself? So there was no need to consult. Was he sacked because the Government's sucking up, particularly to Donald Trump in the US? No. As Winston Peters pointed out yesterday, and as numerous foreign affairs experts have concurred, Phil Goff would have been sacked if he had made the comment of any foreign leader. When you're in a diplomatic role, you have to be diplomatic, and that wasn't. And what about the Chatham House rules? Chatham House is an actual place where people congregate to debate, discuss ideas primarily around foreign policy, but also about other things. It's a meeting place for pointy heads where they can float and toss ideas around, and they don't have to worry about it being attributable back to them. The rules say when a meeting or part thereof is held under the Chatham House rules, participants are free to use the information received but neither the identity nor the affiliation of the speakers, nor that of any other participant, may be revealed. So Chatham House rules guarantee people can speak freely within the walls. But in this case, the Chatham House rules had not been invoked because it was being live streamed, so you're not going to be able to shield the identity of the speakers because it's being live streamed. So that's why the comments became public, despite the fact they were in Chatham House – oh irony of ironies. The rules have to be invoked. They weren't, and apparently, according to Chatham House, it's not terribly often that they are. So there we go. That's what happened. He stuffed up royally and he's paid the price. And nobody will be more disappointed, I imagine, than Phil Goff except Mrs Goff because that would have been a lovely reward for a long period of time being an uxorious, fabulous support. Being a politician's partner or spouse would not be an easy gig. So you get the cushy number in London, feet up, gorgeous little holidays popping off around Europe. Now back to the farm in Clevedon, tail between the legs. Back on the ride on mower, no gardener for you anymore. He's had his punishment. About 400 people - including Te Pāti Māori co-leader Debbie Ngarewa-Packer - have taken to the streets to protest the Cook Islands Prime Minister's recent decisions. The protest took place outside of parliament in Avarua, a day after Mark Brown returned from China where he signed several agreements. The biggest overarching framework, the Comprehensive Strategic Partnership, has just been made public. The New Zealand Government feels Mr Brown should have been more transparent over his deals that he signed with China. Caleb Fotheringham has more.

As if to emphasize the point, the New Zealand government recently confiscated firearms licenses and the guns they covered from 62 people because of their political ideology. The situation is an important reminder that warnings against registering firearms are correct. But it also raises a red flag about governments' willingness to punish people for the ideas they believe.

In addition to his role as Chief Executive of the Christchurch Call Foundation, he serves as a member of the Aspen Global Cybersecurity Group with the Aspen Institute, one of the world's leading think tanks on a wide range of topics, including security and global affairs. He was the New Zealand Government representative on the Global Internet Forum to Counter Terrorism and has had a long and illustrious career in government, including 21 years with the New Zealand Ministry of Foreign Affairs & Trade, where he served as a Diplomat, Deputy Director of the International Security Disarmament Division and a Senior Policy officer, amongst other roles, before becoming the director of National Cyber Policy, Director, National Security Policy and then the Prime Minister's Special Representative on Cyber and Digital security.  In addition to being an Author & National Security focused Behavioural Economist, Dr Nicole Matejic is the Principal Strategic Advisor at The Christchurch Call Foundation. She is also an adjunct Lecturer on Terrorism and National Security at Charles Sturt University and a partner at Immuto Group, where she focuses on National Security and Sovereign Risk. I was going to start my programme today with some thoughts about the energy crisis, but something else has popped up. But I will share with you some fun facts: Did you know that New Zealand uses the same amount of electricity in 2024 as we did in 2004? Even though our economic activity and population have grown immensely in the past 20 years. What happened is that we, as consumers, became more efficient with our electricity use. We started using LEDs, we started saving, we started being more careful with our use. So the energy crunch is because we're not making as much electricity as we used to - even though we've been saving electricity ourselves  Meanwhile, did you also know that there are currently 22 renewable electricity projects fully consented but not started by the gentailers? So sure, blame the oil and gas exploration ban and that will result in an energy crunch in 10 years. But today's energy crisis is because the generators, who are also the retailers, have not ensured supply despite having it all available to them for years now. I've got more on that - but right now, I have to mention outgoing Treasury head Caralee McLiesh who's leaving for a job as Australia's auditor-general. In her exit interview she said the New Zealand Government needs to make more revenue. And the only way a Government makes more money is more taxes. She'd like to see a capital gains tax She's like to see a capital gains tax - and she says the Government needs to save more in the big expensive items. She mentions super. She'd like to see the age limit raised. Now, Caralee is not some crazy ideological lefty who wants to see the old and rich punished. She's pointing out the bleeding obvious. We are structurally bad. Economists have been saying this for generations. We don't tax enough. When we tax, we tax the wrong people. We don't spend enough and when we do, we do it cheap and too late and then complain when it all starts to fall apart. Faced with all this economic reality, the current Government decided to reduce its revenue to help some taxpayers and landlords. That's the exact opposite of what the problem needs. And then to make things worse, they've stopped spending. And we end up with a country where pregnant Mums can't have toast, Nelson can't get a new hospital building, we run ferries that should be in museums, we run out of power and water, and then we moan we're becoming a third world country and it's all Labour's fault. Someone has to point out the bleeding obvious now and then. I'm pretty sure nothing will happen on Caralee McLeish's advice because to change our structure would be too expensive politically. The New Zealand Government seems to be a bit bloated.  A study from New Zealand Initiative shows New Zealand has 44% more ministers, and one and a half times as many departments as similar sized Parliaments.  Researcher Max Salmon told Mike Hosking that it's all politics, as having extra portfolios can be useful for coalition negotiations and securing allies.  He suspects that the number of departments and ministers is contributing to the productivity issues this country faces.  While Salmon doesn't know if there's a magic number of ministers, similar countries only have about 20 cabinet ministers total.  LISTEN ABOVE See omnystudio.com/listener for privacy information.

Ian was Chief Executive Officer of the International Federation of Accountants (IFAC) (2002-2013). Earlier, as Chairman of the IFAC Public Sector Committee (now the International Public Sector Accounting Standards Board), he initiated and led the development of International Public Sector Accounting Standards. While with the New Zealand Treasury (1987-1994) Ian was responsible (as Director of Financial Management Policy and Central Financial Controller) for the design of the New Zealand Government's financial management system and the development of the Public Finance Act 1989. Sheila Weinberg is the founder and CEO of Truth in Accounting. Since 2002 Ms. Weinberg has led Truth in Accounting's research initiatives. Because of her expertise in governmental budgeting and accounting, Ms. Weinberg has testified before the Federal Accounting Standards Advisory Board (FASAB), the Government Accounting Standards Board, and numerous state legislative hearings on matters of proper government accounting. Bill Bergman served as Truth in Accounting's Director of Research. He led question formation, idea development, and application of research initiatives. Bill teaches finance courses at Loyola University Chicago. He has over 30 years of financial market experience, including thirteen years as an economist and policy analyst at the Federal Reserve Bank of Chicago. Joanna Siekiera is an international lawyer and Doctor of Social Sciences in public policy sciences. She studied under a New Zealand Government scholarship at the Victoria University in Wellington. Her specialization is legal and political relations in the South Pacific, and the law of armed conflict. She is prodigious author, having written a book, co-authored three monographs, over 90 scientific publications in several languages, and over 40 legal analyses. In today’s podcast, we explore the legal aspects of Multi-Domain Operations and the protection of civilians, what we can learn from the on-going war in Ukraine as it pertains to U.S. policy and legal implications, and her concerns about security and policy in the Indo-Pacific. The following bullet points highlight key insights from our interview: Dr. Siekiera’s goal is to advise commanders on how to lawfully accomplish their military aims by understanding legal possibilities. Law is important, both as a discipline and within the context of society. Societal and cultural context help us to accurately analyze a conflict and understand the initial ideas and values that send countries to war, in order to respond appropriately and proportionally. There are no ethics in international law – one country’s system of values may not translate to another, creating differences in approaches to the law of armed conflict. Context and history can teach us why countries may see things differently and help to predict further actions. Dr. Siekiera uses the terms “East” and “West” not to divide but to make people aware that the two are not the same. Assuming that an adversary shares your cultural values is a dangerous and misleading bias — mirror-imaging — that threatens security. Alliances between nations are maintained when a shared identity is fostered. The legal aspects of Multi-Domain Operations and the protection of civilians are not being treated with the requisite importance. Although international laws exist to protect civilians in armed conflicts, a nation that does not hold the same values cannot be relied upon to comply with these otherwise widely accepted humanitarian laws. This must be recognized when planning all aspects of military operations. China – the biggest threat not only to western civilization but to NATO – slowly influences economic and societal changes in surrounding nations, quietly creating a military threat decades before it is recognized. Separatist fighters in Indonesia's Papua region have released video footage of a New Zealand pilot taken hostage seven days ago. Philip Mehrtens was kidnapped after landing his plane in Papua's remote mountainous province of Nduga. In the video sent to the BBC's Indonesian service, Mehrtens was surrounded by seven West Papua National Liberation Army fighters. They pledged to release the pilot if Papua was granted independence. A spokesperson for the group, Sebby Sambom, told RNZ Pacific they had kidnapped him because the New Zealand Government co-operates with the Indonesian military. The fighters appearing in the videos were armed with a mixture of assault rifles and bows and arrows.  Mehrtens is seen wearing a blue denim jacket, a matching hat and long khaki pants.  He read a prepared statement in which he repeated the rebels' demands.  Sambom said the group continues to demand negotiations from the New Zealand Government for Mr Mehrtens release. He says they would not harm the New Zealander.

Supercars will not be coming to New Zealand next year. The 2023 Supercars calendar was announced Wednesday, with the season beginning in Newcastle from March 10 and ending in Adelaide on November 26, but a New Zealand leg was missing from the schedule. Pukekohe Park Raceway had previously been the New Zealand home of Supercars, but the venue will close to motorsport activity from April next year after a change in ownership in 2021, leaving organisers scrambling to find a replacement. Hampton Downs was initially considered as the favourite for the new Kiwi leg of the V8 circuit, but acquiring funding to upgrade the facilities in time for the 2023 season became an issue. Supercars CEO Shane Howard said he is hopeful the championship will return to New Zealand in the future. “We are still in progressive talks with our counterparts there for an event in the future, however as they continue it is in the best interest of all parties involved to focus on 2024 and beyond. “We have every intention to return to New Zealand and we are confident of an announcement in the new year regarding a partnership with a new venue.” The Herald reported earlier this month that the 2023 Supercars calendar release was delayed whilst details were finalised around Pukekohe Park's replacement, with Quinn motorsport Group appealing to the New Zealand Government for financial help. The announcement suggests funding remains an issue. MBIE's manager of New Zealand Major Events Kylie Hawker-Green said the Government will continue discussions with Supercars organisers around financial support for the future. “Major international events generate significant economic, social and cultural benefits for Aotearoa New Zealand,” Hawker-Green said. “The Ministry of Business, Innovation and Employment has previously supported the V8 Supercar events over five years from the former Major Events Development Fund and will continue to liaise with event organisers to consider how the government could support the event returning to Aotearoa New Zealand in future.” The date on the 2023 calendar that was set aside for New Zealand has now been given to Sandown, which will see the return of the traditional 500km, pre-Bathurst endurance race.See omnystudio.com/listener for privacy information.

Tanner founded Counterpart to help small businesses navigate the ever-changing insurance landscape with innovative tools, proactive services, and leading coverage. He has deep expertise in scaling large, data-centric businesses after co-founding two successful ventures including the Malaysian arm of Lazada, which quickly became the largest e-commerce company in Southeast Asia and was purchased by Alibaba for $3.5bn in 2018. He subsequently co-founded Button, which has become the world's largest mobile-first affiliate platform, partnering with global brands like Amazon, Walmart, Booking.com, and Uber. In addition to his entrepreneurial endeavors, Tanner is active in mental health research, having started Openminded.org as a means of accelerating research, collaboration, education, and awareness for this critical societal issue. Tanner is a member of the Edmund Hillary Fellowship, a New Zealand Government sponsored community of global problem solvers focused on making a lasting positive impact on the world. Highlights from the Show Counterpart initially started as HR tech, meant to create better corporate culture to drive down risk and drive up employee experience and engagement, but it was hard to get potential customers to act on this today They pivoted to insurance looking at ways they could reduce the risk of claims rather than just paying for them after they happen In learning about the space, they saw that the product itself needed to be rethought to be able to drive different behavior and improve underwriting, so they built an insurance product in addition to the risk mitigation tools they were developing Tanner comes from outside of insurance, which allows him to lead by asking questions, but also means he's made a point of building a strong insurance team around him because it is a complex and expertise-driven space This is part of why Markel and Aspen, their capacity providers, have signed on to back Counterpart's product Counterpart pairs outside data to better understand risk in more nuanced ways than the industry has been able to through applications, and iterates its rating model based on what they're actually seeing every 30 minutes This has allowed them to have best-in-class loss ratios despite focusing on the higher-frequency small end of the market Beyond underwriting differently, Counterpart's strategy focuses on interacting with the insured to make them a better risk There's self-selection in this approach, too, as insureds who choose an insurer like that are likely to be better risks Small businesses need the help, especially now, given that they've gone through COVID and all that means for employees, then facing supply chain and labor constraints Similar to the way data can help in underwriting, the same should be done in claims given the trends and data out there on claims and how you can use it to make better decisions and intervene differently Building Counterpart taught Tanner that the best product doesn't necessarily win in insurance because relationships matter, and no one has time in small business to scrutinize the product differences That means respecting and supporting how things have been done, and recognizing you need to give brokers what they need to make their work easier because they're stretched too thin today, so insurers need to make things easier on brokers, too This approach of better underwriting and making small businesses better risks should drive the cost of coverage down for everyone, increase the total addressable market, which is better for everyone Better value for insureds More insureds can afford coverage and see the benefit in buying it Easier for brokers to sell the product Better loss results for insurers This episode is brought to you by Pinpoint Predictive (pinpoint.ai) and The Future of Insurance thought leadership series (future-of-insurance.com) from Bryan Falchuk. In a dramatic shift at the United Nations oceans conference in Lisbon this week, a series of Pacific Governments have formed an alliance to oppose deep sea mining in international waters but Greenpeace says the continued silence from the New Zealand Government on the issue is deafening. To standing ovations, a series of Pacific nations including Fiji and Samoa joined an alliance opposing deep sea mining announced by Palau on Monday. Adding to the momentum, the following day, Tuvalu, Tonga, and Guam announced their support for a halt to deep sea mining and France is now also calling for a legal and robust framework to ban deep sea mining in the high seas. But to date, the New Zealand Government has not formed a position on the issue. Joe spoke to James Hita, part of the Deep Seabed and Mining Campaign at Greenpeace Aotearoa on the matter.

This flightless parrot is native to Aotearoa New Zealand and was nearly extinct in the late 20th century.
