NATO held its 2025 Parliamentary Assembly in Dayton, Ohio between May 22 and 26. Though it promotes itself as a force in defense of peace and security, the North Atlantic Treaty Organization's history exposes its true purpose: propping up Western imperialism and hegemony. It's an international body started with the goal of containing and threatening the Soviet Union, and since the fall of the USSR has expanded well out of its target areas of North America and the Northern Atlantic, causing death and destruction from Ukraine and Yugoslavia to Libya, Afghanistan, Iraq and beyondNATO is an existential threat to countries that seek to challenge the U.S.-centered status quo and manage their own path of development that doesn't include subservience to the capitalist global order.People from Dayton and around the area recognized the severity of this threat and called for protests outside the Parliamentary Assembly. CovertAction's Rachel Hu was there to cover the events and reports on how the city spent millions of dollars on security, keeping residents away from the summit and holding extravagant fireworks events while people go hungry and don't have their basic needs met on the ground.Support the show

Julian Assange has been a free man since June, but the issue of his long confinement in a UK prison is still in the news. Recently he testified before the Parliamentary Assembly of the Council of Europe (PACE), and the Council then passed a resolution declaring that Assange could be designated a political prisoner. Independent journalist Kevin Gosztola joins Mickey to examine the implications of the PACE decision. They also discuss other press-freedom issues, notably the unprecedented death toll among journalists in the Gaza Strip, at the hands of Israeli forces. Then Steve Macek looks at foreign campaign spending in U.S. elections, taking note both of its widespread presence as well as the relative lack of interest by corporate media in reporting on the subject. He observes that only occasional stories about individual politicians' potential campaign funding transgressions (such as those of NYC Mayor Eric Adams) make the news, but the system itself is seldom covered. Kevin Gosztola is the editor of the Dissenter newsletter, www.thedissenter.org. Oleksiy Goncharenko was born in Odesa, and is a Ukrainian politician, member of the Ukrainian parliament, member of the Ukrainian delegation to the Parliamentary Assembly of the Council of Europe, Vice President of the PACE Committee on Migration, Refugees and Internally Displaced Persons, founder of a Ukrainian network of educational and cultural centres. In 2014, he was elected to the Verkhovna Rada on the party list of Petro Poroshenko Bloc. In the 2019 Ukrainian parliamentary election Goncharenko was re-elected as an independent candidate. Dr. Wolfgang Wodarg born in 1947, is a German physician and international health expert, long active in anti-corruption work - with a particular focus on "Corruption in Health Care" and "Institutional Corruption". He is an honorary member of the Parliamentary Assembly of the Council of Europe (where he was head of the Health Committee), former health politician (1994-2009), initiator and speaker of the Enquete Commission "Ethics and Law of Modern Medicine", author and university lecturer. His European initiatives and reports brought important topics such as "Fake Pandemic" - corruption at the WHO, the role of media for democracy (establishment of a Europe-wide media monitoring), palliative medicine, genetic testing and GMOs (development of green genetic engineering in the states of the Council of Europe) or private military companies (threat to the state monopoly on the use of force) onto the political agenda. Another theme of his address covers Russia's invasion of Ukraine and ongoing “grey zone” assaults on Moldova. About the Speaker: Mihai Popșoi is the Deputy Prime Minister and Minister of Foreign Affairs of the Republic of Moldova, holding a Ph.D. in Political Studies from the University of Milan. From 2019 to 2024, he served as Deputy Speaker of the Parliament and was the Faction Leader of the Action and Solidarity Party. He was also the Vice President of the Parliamentary Assembly of the Council of Europe in 2022. Dr Kapila has extensive experience in global and public health,  international development, humanitarian affairs, conflict and security issues, human rights, diplomacy, and social entrepreneurship, with substantive leadership roles in government, United Nations system and multilateral agencies, International Red Cross and Red Crescent, civil society, and academia. His work has taken him to some 120 countries in all continents. Originally schooled in India and England, Dr Kapila graduated in medicine from the University of Oxford and received postgraduate qualifications in public health from the London School of Hygiene and Tropical Medicine.   Since 2012, Dr Kapila has been the Professor (now Emeritus) of Global Health & Humanitarian Affairs at the University of Manchester, UK, where he also founded and chaired the Manchester Global Foundation.  Since 2020, he is also Senior Adviser to the Parliamentary Assembly for the Mediterranean, the principal forum for 29 national parliaments of the Euro-Mediterranean region, deliberating on the creation of the best political, social, economic and cultural environment for fellow citizens of member states. He also serves as an adviser on several international bodies, including on the Strategic and Technical Advisory Group for Antimicrobial Resistance for the World Health Organization. After an initial clinical career (1980-1984) in hospitals and general practice in Cambridge,  and then in public health (1984-1990), including initiating and leading the first National UK HIV/AIDS Programme, Dr Kapila joined what is now called the UK Government's Foreign, Commonwealth and Development Office in 1990 where he oversaw British aid health programmes in Asia and Pacific, Latin America and the Caribbean, followed by a spell based in Central and Southern Africa.   Dr Kapila was seconded by the UK Government to the United Nations in 2002-03, initially as Special Adviser to the UN Special Representative of the Secretary-General in Afghanistan and then to the UN High Commissioner for Human Rights in Geneva.  He then became the United Nations Resident and Humanitarian Co-ordinator for Sudan (2003-04), leading what was, at the time, the UN's biggest operation in the world. In 2004, he arrived at the headquarters of the World Health Organization in Geneva as Director of Emergency Response, handling major operations such as the Indian Ocean Tsunami.   In 2006, he joined the International Federation of Red Cross and Red Crescent Societies,  the world's largest humanitarian and development network serving in different roles such as Special Representative of the Secretary General, Director of Policy and Planning, and finally as Undersecretary General where he oversaw several transformations and strategic interventions to scale-up programming.   Dr Kapila has also served in many policy advisory roles, conducted strategic reviews and formulated new programmes with several other international agencies such as the World Bank, UNAIDS, International Labour Organization, UN OCHA and ISDR, as well as served on the Boards of the UN Institute for Training and Research, the Geneva Centre for the Democratic Control of Armed Forces, and the International Peace Academy. He was an early member of the UN Disaster Assessment and Coordination System.    He returned to the United Nations in 2015-2016 to serve as Special Adviser for the first-ever World Humanitarian Summit in Istanbul, and then in 2018-2019 to found and direct the innovative Defeat-NCD Partnership at the UN.     Additionally, he has been active in several civil society groups including chairing the Council of Minority Rights Group International, and chairing the Board of Nonviolent Peaceforce that was nominated for the 2016 Nobel Peace Prize. He has initiated new initiatives on sexual and gender based violence and, as Special Representative of the Aegis Trust,  on the prevention of genocide and other crimes against humanity.  These came out of his personal experiences in witnessing, at first hand, the genocidal atrocities in Rwanda, Srebrenica, and Darfur. Dr Kapila has been a public motivational  and keynote speaker at numerous events including at TedX, and delivered in Nairobi in 2013, the memorial lecture in honour of Nobel Prize winning environmental activist Wangari Maathai.  He has written extensively and served on editorial boards of several publications such as Global Governance and the International Journal of Humanitarian Studies. His memoir “Against a Tide of Evil” was nominated for the 2013 Best Non-Fiction Book award by the Crime Writers Association. Today I have got the honor of talking to Dr. Mukesh Kapila about the Israel-Hamas war and the wider situation within the Middle East.  Dr Kapila has extensive experience in global and public health,  international development, humanitarian affairs, conflict and security issues, human rights, diplomacy, and social entrepreneurship, with substantive leadership roles in government, United Nations system and multilateral agencies, International Red Cross and Red Crescent, civil society, and academia. His work has taken him to some 120 countries in all continents. Originally schooled in India and England, Dr Kapila graduated in medicine from the University of Oxford and received postgraduate qualifications  in public health from the London School of Hygiene and Tropical Medicine.   Since 2012, Dr Kapila has been the Professor (now Emeritus) of Global Health & Humanitarian Affairs at the University of Manchester, UK where he also founded and chaired the Manchester Global Foundation.  Since 2020, he is also Senior Adviser to the Parliamentary Assembly for the Mediterranean, the principal forum for 29 national parliaments of the Euro-Mediterranean region deliberating on the creation of the best political, social, economic and cultural environment for fellow citizens of member states. He also serves as adviser on several international bodies including on the Strategic and Technical Advisory Group for Antimicrobial Resistance for the World Health Organization. After an initial clinical career (1980-1984) in hospitals and general practice in Cambridge,  and then in public health (1984-1990) including initiating and leading the first National UK HIV/AIDS Programme, Dr Kapila joined what is now called the UK Government's Foreign, Commonwealth and Development Office in 1990 where he oversaw British aid health programmes in Asia and Pacific, Latin America and Caribbean, followed by a spell based in Central and Southern Africa.   Dr Kapila was seconded by the UK Government to the United Nations in 2002-03 initially as Special Adviser to the UN Special Representative of the Secretary General in Afghanistan and then to the UN High Commissioner for Human Rights in Geneva.  He then became the United Nations' Resident and Humanitarian Co-ordinator for Sudan (2003-04) leading what was at the time, the UN's biggest operation in the world.  in 2004, he arrived at the headquarters of the World Health Organization in Geneva as Director for Emergency Response handling major operations such as for the Indian Ocean Tsunami.   In 2006, he joined the International Federation of Red Cross and Red Crescent Societies,  the world's largest humanitarian and development network serving in different roles such as Special Representative of the Secretary General, Director of Policy and Planning, and finally as Undersecretary General where he oversaw several transformations and strategic interventions to scale-up programming.   Dr Kapila has also served in many policy advisory roles, conducted strategic reviews and formulated new programmes with several other international agencies such as the World Bank, UNAIDS, International Labour Organization, UN OCHA and ISDR, as well as served on the Boards of the UN Institute for Training and Research, the Geneva Centre for the Democratic Control of Armed Forces, and  the International Peace Academy. He was an early member of the UN Disaster Assessment and Coordination System.    He returned to the United Nations in 2015-2016 to serve as Special Adviser for the first-ever World Humanitarian Summit in Istanbul, and then in 2018-2019 to found and direct the innovative Defeat-NCD Partnership at the UN.     Additionally, he has been active in several civil society groups including chairing the Council of Minority Rights Group International, and chairing the Board of Nonviolent Peaceforce that was nominated for the 2016 Nobel Peace Prize. He has initiated new initiatives on sexual and gender based violence and, as Special Representative of the Aegis Trust,  on the prevention of genocide and other crimes against humanity.  These came out of his personal experiences in witnessing, at first hand, the genocidal atrocities in Rwanda, Srebrenica, and Darfur. Dr Kapila has been a public motivational  and keynote speaker at numerous events including at TedX, and delivered in Nairobi in 2013, the memorial lecture in honour of Nobel Prize winning environmental activist Wangari Maathai.  He has written extensively and served on editorial boards of several publications such as Global Governance and the International Journal of Humanitarian Studies. His memoir “Against a Tide of Evil” was nominated for the 2013 Best Non-Fiction Book award by the Crime Writers Association. He served as Vice-Chair of the Standing Committee on Transport, Infrastructure and Communities, and the Standing Committee on Agriculture and Agri-Food. Still very active, he is also a member of the Canada-France, Canada-Israel, Canada-United States and Canada-United Kingdom Interparliamentary Associations.  He is also a member of the Canadian delegation to the Parliamentary Assembly of the Organization for Security and Cooperation in Europe.

In this interview with French political scientist Laure Neumayer, we discuss how a particular form of anti-communist memory politics were mobilized and utilized by "memory entrepreneurs" in Europe following the Cold War. A particular interpretation of the socialist past was put up against official European memory of the 20th century as the EU enlarged into Eastern Europe. A mixture of anti-communist nationalists, former dissidents and liberals wanted a pan-European identity to be rewritten in a way that criminalized communism as it had after World War II criminalized Nazism. Here's a description of Laure Neumayer's 2019 book The Criminalisation of Communism in the European Political Space After The Cold War: Memory has taken centre stage in European-level policies after the Cold War, as the Western historical narrative based on the uniqueness of the Holocaust was being challenged by calls for an equal condemnation of Communism and Nazism. This book retraces the anti-communist mobilisations carried out by Central European representatives in the Parliamentary Assembly of the Council of Europe and in the European Parliament since the early 1990s. Based on archive consultation, interviews and ethnographic observation, it analyses the memory entrepreneurs' requests for collective remembrance and legal accountability of Communist crimes in European institutions, Pan-European political parties and transnational advocacy networks. The book argues that these newcomers managed to strengthen their positions and impose a totalitarian interpretation of Communism in the European assemblies, which directly shaped the EU's remembrance policy. However, the rules of the European political game and recurring ideological conflicts with left-wing opponents reduced the legal and judicial implications of this anti-communist grammar at the European level.

About the Speaker:   Federica Mogherini has been the Rector of the College of Europe since September 2020. She has co-chaired the United Nations High Level Panel on Internal Displacement since January 2020. Previously she served as the High Representative of the European Union for Foreign Affairs and Security Policy and Vice-President of the European Commission, from 2014 to 2019. Prior to joining the European Commission, she was Italian Minister for Foreign Affairs and International Cooperation (2014), and a Member of the Italian Chamber of Deputies (2008-14). In her parliamentary capacity, she was Head of the Italian Delegation to the NATO Parliamentary Assembly and Vice-President of its Political Committee (2013-14); member of the Italian Delegation to the Parliamentary Assembly of the Council of Europe (2008-13); Secretary of the Defence Committee (2008-13); and member of the Foreign Affairs Committee. Friday, March 29, 2019 - 18:00, Academy House. About the speaker Michele Nicoletti is Professor of Political Philosophy at the University of Trento. He has authored books on Kierkegaard's philosophy of subjectivity (1983), Carl Schmitt's political theology (1990), Politics and the Evil (2000) and edited critical editions and translations of XIX and XX century philosophers like Rosmini, Stein, Guardini, Boeckenfoerde. His research interests focus on the intertwining between ethics, anthropology and political theory. Visiting fellow at several international universities (i.a. Freiburg i.B.. KU Leuven, Notre Dame, IN, USA), he has been the scientific coordinator of national and international research projects and is the chief editor of the scientific journal Politica e Religione. Annuario di Teologia politica. 2013-2018 he has been a member of the Italian Chamber of Deputies and of the Parliamentary Assembly of the Council of Europe, where he has led the Socialist, Democratic and Green Group. From January to June 2018 he has served as President of the Parliamentary Assembly of the Council of Europe. During his mandate, he has launched the Council of Europe Academic Network initiative, which he is now developing: a project for the coordination of major universities and academic institutions in the field of human rights, democracy and the rule of law. About the discourse In his presentation, Professor Nicoletti will discuss how fear, intolerance, resentment, hatred, mistrust in the ruling classes are seriously affecting European countries. Representative democracies are showing an increasing weakness and lack of efficacy in governing the great contemporary challenges, such as climate changes, migrations or the protection of social rights. The overlapping of different democracy levels (local, national, international) does not help. These difficulties are not new, but it is clear that the meaning and practices of democracy in Europe require a new theoretical and practical effort to regain the trust of citizens. This effort should start with an in-depth analysis of the present situation. In this context, the fear of self-dispossession can be identified as a feature common to contemporary societies. This fear can either draw regressive responses, such as instable self-identification with charismatic leaders or populist movements, or can foster emancipation. The latter is possible through a vigorous re-proposal of the principle of ‘self-belonging', understood as, on the one hand, the aspiration that one's dignity is respected, and, on the other, that the irreducibility and inviolability of the Self be recognized. This principle can serve as the foundation for not only an existential perspective of the liberty and relationality of the individual, but also a vision of society based upon respect for basic universal rights and discursive and participatory procedures which extend from the local to the global level. This vision entails an idea of democracy which aims to be truth-sensitive, non-paternalistic, transparent and responsive, and can serve as a new conceptual basis for rethinking Europe as a community of peoples and States based on the recognition of diversity and mutual respect.
