This year's theme was embodied solidarities, inviting reflection on how disabled people can practice better solidarity with one another across diffewrent abilities and backgrounds, locally and across borders, in a time where mass-disabling violence is increasing. The theme also calls for reflection on how non-disabled people can improve solidarity with disabled people. As part of that broadcast, Pauline Vetuna spoke with El Gibbs about the anticapitalist roots of the social model of disability, disability doulas, the expertise of disabled people regarding care, patriarchal devaluing of the gendered care economy, and strategies for collective organising past, present and future. El Gibbs is a disabled person living on Wiradjuri Country, and is the deputy CEO of Disability Advocacy Network Australia. Flood survivor Dee explains the resonating benefits of peer to peer trauma counselling by people who have similar difficult experiences.Earth Matters #1429 was produced by Bec HorridgeLinksRising TideWHAT IS HEALTH SOVEREIGNTY?2023 marked the 75th anniversary of the World Health Organization (WHO). In a year where this organisation promoted the theme ‘Health For All', COVID hegemony - the normalisation of widespread infection achieved by those with power through coercive persuasion, to gain our consent and approval - continued across the western world. Despite this, Covid globalist conspiracy theorists aligned with ableist, eugenicist, transphobic and far right extremists, continued to rail against the threat to the “health sovereignty” of settler colonies and other western nation states supposedly posed by the WHO. Some of them, on the streets of Melbourne's CBD.  Meanwhile, in the state of Victoria, the urgency of the need for genuine health and body sovereignty for some of the most vulnerable members of this society was perhaps nowhere more clearly laid out than in the State acknowledgement of harm project recommendations given to the Victorian Government, following The Royal Commission into Victoria's Mental Health System. The project identified 10 types of harm inflicted by the state (and its police) on victims and survivors of the mental health system, including the recognition that Victoria's system has been, and is both a product and producer of, an ongoing process of colonisation. Even so, Royal Commissions like this or the national Disability Royal Commission, that point to the tip of the iceberg of horrific impacts on health embedded in colonial administration of healthcare and disability services within a capitalist system, do not capture the complexity and full extent of the poverty, violence, and injustice that poor multiply marginalised disabled people, particularly Black disabled migrant women and LGBTQI+ people on precarious visas, experience by the state and at the hands of fellow residents here.  Community-controlled Aboriginal and Torres Strait Islander Health services, set up by and for their communities, shine as the oldest example on this continent of successful and strong resistance to the health destroying impacts of genocide, colonisation and anti-Black, anti-Indigenous racism in the mainstream health system. Other cultural communities, and LGBTQI communities, work hard to initiate and coordinate health promotion for their own communities too. Still, the corrosive ableism and saneism that harms disabled people within and outside these communities, from birth to death, (and sometimes across continents) is arguably poorly understood by health administrators, policy makers and advocates at this time. For our 2023 Disability Day broadcast, we're making space to explore what health and HEALTH SOVEREIGNTY means, holistically and materially, to First Nations disabled people and other disabled individuals, their kin networks and communities, residing on unceded Aboriginal and Torres Strait Islander lands. And imagining what genuinely healing healthcare systems that affirm the lives, self knowledge and expertise of disabled people of all ages and backgrounds can look like in the future.

The Director of Advocacy at the Autistic Self-Advocacy Network, Zoe Gross, shares her thoughts on ABA therapy and what it takes to be a self-advocate. TDC is a group of 40+ organizations that come together to support the full and equal participation of persons with disabilities in all aspects of life. The 4 domains that make up TDC are public policy, brain links, family voices, and small grants. Bio of Carol Westlake: "I am the founding director of the Tennessee Disability Coalition, a position I have held for 32 years. My background and training are in special education, disability and public policy. I have helped start a number of not-for-profit advocacy organizations and enjoy serving the community through volunteer work. I hope that listeners learn that disability is a natural part of the human experience. My call to action is to inclusion - to make sure that everything we do is accessible, inclusive, and supportive of people with disabilities." Bio of Jeff Strand: Jeff is the Coordinator of Government and External Affairs at the Tennessee Disability Coalition. In that role, he is responsible for monitoring state policy, developing content related to TDC policy efforts and working with advocates and self-advocates to support their policy and advocacy work. While the sun sets, the diminishing rays ignite our own introspection on the status quo and our part in that. As we take stock of where we are, intertwined is a wealth of knowledge and strength.  This is the destination, and now is the journey. This work was created in response to my first outing on Country with my new powered 4wd wheelchair, I was finally able to engage in something so integral to my culture. I came across a giant bush covered in spectacular flowers, and was awestruck by the beauty of it. I finally felt in that moment that I could see what true justice for everyone meant, while noting the solid and intricate branches that grew these magnificent specimens. We've had the world stop, and the looming of the unknown has forced us through space and time to reflect on the kind of world it is we're trying to save. Now is the time to be brave, the revolution is here. Just like that beautiful bush, we needed to make sure every branch supports a magnificent display of us.

Hello and welcome to Day in Washington, your disability policy podcast. I’m your host Day Al-Mohamed working to make sure you stay informed.  This is the Disability Report for March 2019. JUSTICE:   March 1st is known within the disability community as the Disability Day of Mourning. It is the day when the disability community comes together to remember the victims of filicide – people with disabilities who were murdered by their family members. Vigils are held on March 1st in cities around the world. Recognized since 2012, the vigils have been supported by the Autistic Self Advocacy Network, ADAPT, Not Dead Yet, the National Council on Independent Living, the Disability Rights Education & Defense Fund and other disability rights organizations. In March 2017, the Ruderman Foundation issued a report that provided more concrete numbers to the number of people with disabilities murdered by their caregivers. They documented more than 200 deaths from 2011 to 2015. And of course, that is only those that merited media attention. There currently is no way to capture all of these murders based on disability. And perhaps what is more disturbing is the public perception and media focus on the killer rather than on the victim. It is seen as a “mercy” or as “ending suffering” or an “overwhelmed caregiver” in fact blaming the victim for their own death. One person with disabilities is killed by a parent or caregiver each week and the Disability Day of Mourning is a recognition of those lives taken, and lives forgotten as worth less than those of able bodied. We’ve been told this over and over. James Skoufis of the 39th Senate District of the State of New York is taking that to heart. He is the sponsor of Senate Bill S4276. The bill makes technical corrections to references to the Office of Mental Retardation and Developmental Disabilities, changing it to the Office for People with Developmental Disabilities. It is not an office for the condition, but for people. Legislation for changes in statute the Office of Mental Retardation and Developmental Disabilities - https://www.nysenate.gov/legislation/bills/2019/s4276   HEALTHCARE:  The Charles and Margery Barancik Foundation and Gulf Coast Community Foundation commissioned the University of South Florida to conduct a scan of mental health services in May 2018. The goal was to identify strengths and gaps in the system and prioritize ways to make the system work for youth and families. The study revealed the annual economic cost of untreated mental illness for children and young adults in Sarasota County is nearly $86.2 million. This is primarily from suicide, criminal justice, education, and worker productivity. Roughly 15 percent of Sarasota County’s residents are under 18 years old, or around 60,488. About one in five experiences a severe mental disorder during their life. Half of all chronic illness begins by the age of 14, and three-quarters by the age of 24. Florida ranks 50th in mental health services, according to the Florida Policy Institute. The state has the third-highest percentage of mentally ill persons who are also uninsured. In 2014, the state provided just $36.05 per person in support of mental health services, less than one-third of the U.S. average of $125.90. The study specifically highlighted a lack of inpatient care, residential treatment programs, independent living options for adults, case management, post-discharge services from crisis stabilization units, and youth psychiatric treatment. The study doesn’t solve the problem but it puts hard numbers and a price to what many disability and mental health advocates have known for years.
