Les derniers chiffres de production de logement neuf au 1er trimestre 2025 publiés ce jeudi 15 mai par Pascal Boulanger, président de la Fédération des promoteurs immobiliers (FPI) donnent le tournis. En Côte d'Ivoire, nous ne sommes plus qu'à onze mois de la présidentielle, et Pascal Affi N'Guessan vient d'être désigné par le Front populaire ivoirien (le FPI), comme son candidat à ce scrutin. L'ancien Premier ministre ira-t-il seul à la bataille ? Non, déclare-t-il ce matin sur RFI. Pascal Affi N'Guessan est en train de se réconcilier avec l'ancien président Laurent Gbagbo. Il nous révèle qu'une rencontre entre les deux leaders historiques de la gauche ivoirienne est même envisagée. De passage à Paris, le président du FPI répond aux questions de Christophe Boisbouvier. RFI : Vous êtes candidat à la présidentielle de l'an prochain pour le FPI. Mais en 2020, vous avez appelé à un boycott actif parce que le président Ouattara se présentait pour un troisième mandat. Si l'an prochain, il se présente pour un quatrième mandat, qu'est-ce que vous ferez ?Pascal Affi N'Guessan : Mais nous avons déjà appelé à ce qu'il renonce à ce quatrième mandat. Parce que déjà, le troisième mandat, vous le savez bien, a été assez chaotique. Et depuis, la situation s'est dégradée aussi bien au niveau intérieur qu'au niveau international. Ce serait un grand risque pour le pays que Monsieur Ouattara soit encore candidat en 2025.Et pourtant, il y a un taux de croissance annuel supérieur à 7 %, non ?Oui, c'est vrai. Mais vous savez, le taux de croissance n'a rien à voir avec la réalité. Sur le plan social, c'est la catastrophe. L'espérance de vie a reculé sous Monsieur Ouattara de 58 à 57 ans. L'indice de développement humain s'est dégradé. Il y a beaucoup de pauvreté. Sur le plan politique, la réconciliation nationale est un échec. Sur le plan de la gouvernance, il y a beaucoup de malversations, beaucoup d'enrichissement illicite, de corruption. Et donc il y a une forte attente de la part des Ivoiriens au changement.Le RHDP au pouvoir appelle Alassane Ouattara à se présenter l'an prochain. A votre avis, il va y aller ou pas ? Je ne crois pas. Je ne pense pas. Parce que Monsieur Ouattara est bien conscient du risque que cela représente pour lui-même et pour le pays s'il était candidat.Et à votre avis, qui sera le dauphin d'Alassane Ouattara pour le RHDP ?C'est une question interne.Vous avez une petite idée ? Oui, j'ai une petite idée, mais je la garde pour moi.On parle du vice-président Tiémoko Meyliet Koné…Évidemment. Quand on a été vice-président, on aspire légitimement à être président. Donc ce ne serait pas une surprise si c'était lui qui était choisi comme le candidat du RHDP.Et quelle est votre stratégie en vue de la présidentielle d'octobre prochain ? C'est d'y aller seul ou de faire alliance avec d'autres ?Vous savez, en Côte d'Ivoire, aucun parti à l'heure actuelle, qu'il soit au pouvoir ou pas, ne peut gagner seul. Nous avons des appels du pied émanant du PPA-CI du président Laurent Gbagbo et il y a donc des frémissements en faveur de ces retrouvailles. Et je suis persuadé que nous allons nous retrouver pour gagner ensemble l'élection de 2025.Alors, Laurent Gbagbo n'a pas toujours été gentil avec vous. Quand il est parti avec le PPA-CI, il a traité votre parti FPI « d'enveloppe vide »… C'est ça. Mais aujourd'hui, le président Gbagbo se tourne vers cette enveloppe soi-disant « vide », ce qui signifie qu'elle n'est pas aussi vide que ça, parce qu'on ne court pas derrière une enveloppe vide, on ne fait pas appel à une enveloppe vide pour construire un rassemblement. Le président Gbagbo a bien compris que c'est dans ces retrouvailles que nous avons une chance de revenir au pouvoir. Il a lancé un appel depuis Bonoua [le 14 juillet dernier], il a envoyé plusieurs délégations en notre direction et donc je pense que le moment est venu de nous retrouver et nous allons faire en sorte que ces retrouvailles-là conduisent notre famille politique au pouvoir en 2025.Et vous seriez tous deux candidats en octobre, quitte à vous désister pour le mieux placé au deuxième tour ? Comment vous voyez les choses ? Tout cela est à négocier. Juste avant ce déplacement en Europe, nous avons reçu une délégation du PPA-CI et il est question que le président Gbagbo et moi, nous nous retrouvions, parce qu'au-delà de l'accord, il y a une réconciliation à organiser. Nous nous sommes opposés. Pour pouvoir rassurer l'opinion, pour pouvoir crédibiliser une quelconque alliance, il faut d'abord que nous donnions des signaux forts à l'opinion, pour montrer que nous avons tourné la page des dissensions. Et cette nouvelle dynamique doit être matérialisée par une rencontre. Et je pense qu'à l'occasion de cette rencontre, nous allons échanger sur la manière d'aller ensemble à ces élections de 2025.Et si Laurent Gbagbo reste inéligible, que se passera-t-il ? Il appartiendra au président Gbagbo de voir quelle est la posture à adopter. Mais ce qui est important, c'est que nous soyons ensemble pour ces élections, soit avec le candidat du FPI soutenu par le PPA-CI. Évidemment, étant donné qu'il y a un ticket, ce sont des choses qui se négocient, pour mobiliser l'électorat de gauche afin qu'ensemble nous puissions gagner.Est-ce que l'ancien ministre de Laurent Gbagbo, Charles Blé Goudé, ne convoite pas lui aussi l'électorat de Laurent Gbagbo ? Et est-ce qu'il ne risque pas d'être pour vous un rival politique ? Il est plus jeune, il a le temps pour lui et je pense que, à l'heure actuelle, il s'agit pour la Côte d'Ivoire de savoir choisir un président qui soit en quelque sorte une passerelle entre l'ancienne génération [incarnée par] le président Gbagbo, le Président Alassane Ouattara et cette nouvelle génération dont vous parlez. Et je pense que, logiquement, je devrais être le candidat de la transition, le candidat de la passerelle, pour permettre à cette nouvelle génération de se renforcer, et demain, d'assurer la relève.

Le président de la CEI, le magistrat Coulibaly Kuibiert Ibrahime, répond aux questions de Christophe Boisbouvier. RFI : Coulibaly Kuibiert Ibrahime, en Côte d'Ivoire, la composition de la Commission électorale indépendante (CEI) que vous présidez, fait polémique entre pouvoir et opposition. Sur le papier, tout cela paraît assez équilibré, mais le vrai point de bascule, ce sont les six représentants de la société civile. Est-ce que les représentants du Conseil national des droits de l'homme par exemple et des cinq autres ONG qui siègent à la CEI ne penchent pas un peu, beaucoup pour le pouvoir ?Coulibaly Kuibiert Ibrahime : Ah ça, je ne saurais le dire ! Pour moi, les partis politiques peuvent faire des alliances, peuvent amener à avoir des membres de la société civile à leurs profits. C'est ce qui peut justifier une certaine position. Mais moi, je ne suis pas dans le secret des dieux, je ne suis pas un initié. La loi a dit qu'il faut six membres de la société civile. Maintenant, si ces six membres de la société civile penchent à gauche ou à droite, c'est une question d'indépendance personnelle.En tout cas, la CEI n'est pas jugée crédible par l'opposition. Est-ce qu'il ne faut pas la reformer ?Pour quel objectif ?Pour qu'il y ait consensus ?Oui, mais tous sont là. Le PDCI est représenté, le PPA-CI est représenté, le FPI est représenté, les partis politiques de l'opposition par groupement sont représentés. Alors j'ai dit, qu'on nous dise ce qu'on reproche à la Commission électorale indépendante.Peut-être qu'on connaîtrait les demandes particulières de l'opposition s'il y avait un dialogue entre le pouvoir et l'opposition sur ce sujet ?Ah ben, oui ! Bon ça, ça ne relève pas de la Commission électorale indépendante !Donc vous êtes d'accord avec l'idée d'un dialogue sur ce sujet ?Oui, peut-être ! Mais, on est au 5e dialogue politique.Autre pomme de discorde, les interdictions pour Laurent Gbagbo et Charles Blé Goudé, d'être candidats à la présidentielle de l'an prochain.Oui !Est-ce que l'exclusion est une solution ?Ben, je ne saurais présenter la chose de cette façon. La loi dit qu'il ne faut pas être condamné. Parce que la condamnation peut vous déchoir de vos droits civils et politiques. Il se trouve que les personnalités, dont vous faites état, ont été privées de leurs droits civils et politiques à la suite d'une condamnation pénale. Bon, la Commission électorale, à l'occasion de la révision, écrit au ministère de la Justice : Pouvez-vous nous donner le nom de toutes les personnes qui sont déchues de leurs droits civils et politiques ? Donc, quand on nous donne la liste, nous en tirons les conséquences. Ces personnes sont des milliers !Oui, mais-là, on parle d'un ancien président de la République.Oui !Est-ce que vous avez une opinion personnelle là-dessus ?Non pas du tout ! Parce qu'un ancien président de la République en Afrique du Sud, Monsieur Jacob Zuma, a été déchu de ses droits civils et politiques. Un ancien président en Mauritanie a été déchu de ses droits civils et politiques. Conséquences, ils ont tous été radiés de la liste électorale. Ce n'est pas propre à la Côte d'Ivoire. Moi, je n'apprécie pas s'il méritait d'être déchu de ses droits civiques ou non. Mais je dis que, dès qu'une décision de justice l'atteste, nous en tirons les conséquences.Alors vous faites une comparaison avec l'Afrique du Sud et la Mauritanie, mais là, on est en Côte d'Ivoire. Et politiquement, vous vous en souvenez, quand le candidat Alassane Ouattara a été exclu du scrutin il y a 25 ans, il y a eu beaucoup de troubles dans votre pays. Est-ce que vous ne craignez pas aujourd'hui que l'exclusion de Laurent Gbagbo ne produise les mêmes effets ?Bon, vraiment, je n'ai pas d'opinion sur la question, mais je ne sais pas si c'est la même situation qui a justifié l'exclusion du président Alassane Dramane Ouattara. Pour moi, tout ce qui peut apporter la paix, c'est ce qui serait intéressant.Qu'est-ce qui peut apporter la paix justement ?La bonne foi. Moi, je voudrais bien que les acteurs politiques soient de bonne foi. Parce que, voyez-vous, quand une institution de la République est créée pour mener une mission, il faut que les citoyens accordent tout le crédit à cette institution, jusqu'à ce qu'elle rapporte la preuve qu'elle n'est pas digne, ou bien que ses animateurs ne sont pas dignes de mener cette mission. Mais quand vous jetez le discrédit sur l'institution parce que vous êtes en difficulté, mais ce n'est pas bon, alors que vous savez bien que ce n'est pas vrai.Donc, vous en voulez à l'opposition de dire que votre Commission n'est pas crédible ?Oui, parce qu'ils n'ont pas d'éléments. Moi, je veux bien qu'on me rapporte des éléments. Mais l'élection n'est bonne que lorsqu'ils l'ont gagnée. Mais ce n'est pas comme ça que ça fonctionne. Donc la Commission n'a rien à voir là-dedans. Elle n'est même pas partie au procès. Nous ne faisons qu'organiser des élections. Et je vous dis, il y a des grandes personnalités de l'opposition qui ont été élues face à des grandes personnalités politiques du pouvoir, Monsieur Kafana à Yopougon.Ah, vous parlez des législatives ?Des législatives, par exemple, Monsieur Ahoussou Jeannot à Port-Bouët, le ministre Siandou Fofana. Mais, il y a bon nombre des candidats qui sont de l'opposition qui ont été élus, sur la base de cette liste électorale et par cette Commission électorale qui ne semble pas être crédible. C'est pour ça que je dis qu'ils fassent un peu preuve de bonne foi. Le problème, ce n'est pas la Commission électorale indépendante. Things Discussed: Analytics: You have to know how they're made to understand their value. FPI is going to punish Michigan for having a much tougher schedule than Penn State. SP+ is made from scrubbing play-by-play data and roster data, and isolating what different factors mean. PFF is made from pass-fail grading. They are predictive up to a point, and then from there it's up to the analyst to understand how it applies to a specific team, e.g. defensive SP+ in the Big Ten West can't handle how bad B10 West offenses are, and measures that say 5-star quarterbacks in their third year of starting are good but not if they've spent that time behind one of James Franklin's OL. Craig Ross tells the story of the gangs of his high school, and Joe Blue Tony. Moral of the story: Jim Harbaugh wanted love, it was over when they pulled the plug on the TRO case. Sam: makes some sense. Seth: Michigan's mistake with Harbaugh is they decided to stay in the Big Ten and NCAA instead of joining the NFL, which has the Lombardi Trophy. Two-loss teams in the Playoff? Depends on who they beat, if they win the B10. I share my proposal for three showcase games to replace the Big Ten Championship Game. BRIEF SEGUE: THE SHOWCASE PROPOSAL Instead of a 1 vs 2 game for the championship we play the best three games that weren't played during the regular season. #1 plays the best team they haven't played, #2 plays the best they haven't played, etc. Where necessary the conference is allowed to make judgement calls so that there is always a *clear* champion after the games are played. The games are all played on championship Saturday in three major cities within the Big Ten footprint (New York, Detroit, Chicago, Indianapolis, Los Angeles, Seattle, Philadelphia, Minneapolis, etc.). Downside: it's another Big Ten game, not winner-take-all, although in many cases the #1 game will be winner-take-all. Upsides: three big games instead of one, opportunities to enhance resumes for six teams with Playoff hopes, no rematches, no weird Big Ten champions who finished behind better teams, lost to other teams, etc. Jaishawn Barham: Like adding a 1st rounder. PFF coverage score last year was bunk. He could be an NFL DE, a lot of his Maryland tape he's not the guy making the sack; he's the guy causing the sack. His versatility is what Michigan's wanted from the LB position all along. Think he's going to be a star this year then go pro. Is coverage more important than pass rush? That's what the Ravens were about. It's true in the NFL because the NFL puts most of its money into beating pass rush: QBs who read out everything and know what to do with the ball immediately, tackles to protect them outside, etc.
