Recently, a rising chorus of voices on the center-left, including figures like Ezra Klein, have embraced the thesis that perceptions of disorder in cities like New York, Chicago, Los Angeles, and San Francisco have contributed to America's rightward turn. But is that accurate? And can anything be done about it?In this episode, Sam is joined by organizer, writer, and podcaster Hayes Davenport to discuss his experiences fighting against this sort of backlash in Los Angeles. While most political junkies have their eyes on DC in the wake of Donald Trump's successful bid to return to the White House, we're looking south, where Los Angeles voters delivered a seismic shift to the region's politics, passing Measure G, which expands the Los Angeles County Board of Supervisors from five members to nine, and Charter Amendment DD, which creates an independent redistricting commission for the city. Support for reform measures exploded after the 2022 release of "The Tape," a secret recording of council members Nury Martinez, Gil Cedillo and Kevin de Leon and LA County Labor Fed President Ron Herrera making racist and derisive comments about their colleagues and constituents, and planning a gerrymander of Nithya Raman's district in order to oust her. Two years after the release of the tape, de Leon was the only one of the four still in place, and on November 5, District 14 voters handed the former state senator his walking papers in favor of DSA candidate Ysabel Jurado, giving the Democratic Socialists a four seat bloc on the city council. The 2020 elections brought in a wave of progressive politicians from mayors to district attorneys. But many of those leaders were subjected to recalls or even ousted from office. In a piece for the New York Times, columnist Nicholas Kristof, who recently ran for governor of Oregon, offered this rejoinder to critics of liberals running cities struggling with rising crime and homelessness: “[T]he problem isn't with liberalism. It's with West Coast liberalism.” According to Kristof, in governance, progressives were valuing intentions over outcomes. As San Francisco prepares to elect its next mayor, and as Oakland decides whether to recall theirs, we launch a new Forum series examining progressive politics in our region. Hello! Today we have a great interview with Nithya Raman, the City Councilmember for Los Angeles's District 4. We talk about housing, the despair around the homelessness problem in California's biggest cities, and whether there might be a different future for the city's political machine. My interest in Councilmember Raman started back when I was writing the newsletter for the Times because there was an effort by some of the more powerful local politicians to redraw her district in ways that would both disenfranchise many of the people who had voted for her to be their representative but also seemed to reflect the unrelenting power of homeowners in Southern California. You can read some of those pieces here, here, and here. What became clear to me during the reporting of those pieces was that Mike Davis was right when he wrote “the most powerful ‘social movement' in contemporary Southern California is that of affluent homeowners, organized by notional community designations or tract names, engaged in the defense of home values and neighborhood exclusivity.” The real battle in California, then, is between the self interests of homeowners to protect their value and the “character” of their neighborhoods and the best interests of everyone else. This is not a fight that follows basic partisan lines nor is it one that really has much coherence to it, but it's the fight that every politician in California, especially in Los Angeles or here in the Bay Area, must navigate to get anything done. Nithya and I talked about all that and the massive scandal in the Los Angeles City Council in 2022, where Latino members of the council and labor leaders were caught on tape making bigoted statements about pretty much every other group in the city. What those tapes revealed, at least to me, was how a type of identity politics actually functioned in the country's second biggest city. In her own neighborhood, she joined the Silver Lake Neighborhood Council's Homelessness Committee as Co-Chair and co-founded the SELAH Neighborhood Homeless Coalition in 2017, which grew into one of the most active all-volunteer homeless services nonprofits in the city. More recently, Nithya served as the first executive director of Time's Up Entertainment, the organization that grew out of #MeToo activism, where she advocated for equity and safety for women in the entertainment industry. Nithya ran for office on a platform of delivering compassionate and effective services for people experiencing homelessness, building more affordable housing, and moving faster to meet our city's climate goals -- and she won a historic victory, becoming the first challenger in 17 years to defeat a sitting City Councilmember. She lives in the Silver Lake neighborhood of Los Angeles with her husband and five-year-old twins. In the past, she has initiated the SELAH Neighborhood Homeless Coalition as well as served as the first executive director of Time's Up Entertainment. Her work is deeply inspired by the need for justice and equity within her community. In this episode of Asian Voices Radio, Councilwoman Raman shares her personal thoughts on her work and what continues to motivate her as an urban planner and activist. Today, Councilwoman Nithya serves as the Los Angeles City Councilmember for the 4th District since 2020. Both of her experiences at SELAH and Time's Up have provided her the experience and insight needed to present opportunities of growth to the community. With SELAH, Councilwoman Nithya helped organize weekly outreach programs, and providing access centers serving hot meals, case management, showers, clothes, and other services to a region of the city severely lacking in resources for people who are homeless. Time's Up was focused on equity and safety for women in the entertainment industry. Under her leadership, the team launched a mentorship program for the executive and producer pipeline, published comprehensive Know your Rights resources related to sexual misconduct in the workplace, built a critics database, and created regular opportunities to build community among women in Hollywood. Elected to the Los Angeles City Council in November, Nithya Raman ran on an explicitly urbanist platform. Her slogan: "Nithya for the city." Raman had previously worked in the City Administrator's Office analyzing funding for homelessness initiatives and, more recently, led a nonprofit that advocates for women in the entertainment industry. Initially, though, Raman arrived at public service via urban planning. She earned her master's in urban planning from MIT and spend several years working her in native India, advocating for impoverished populations in Delhi and Chennai. Raman's council district, District 4, spans both sides of the Hollywood Hills, including wealthy, homeowner-dominated neighborhoods like Larchmont Village and Sherman Oaks as well as denser, lower-income neighborhoods like Van Nuys and Hollywood. Raman's city council platform includes several planks related to progressive land use and attention to disadvantaged populations, including rent forgiveness, subsidized housing, and vastly increased services and housing options for unhoused people. Raman is the second urban planner to serve on the Los Angeles City Council and the first to serve since Ed Reyes was termed out in 2013. In unseating former councilmember David Ryu, Raman became the first challenger to win a council seat in 17 years. CP&DR's Josh Stephens spoke with Raman on February 18.
