Pour la première fois depuis novembre 2021, un directeur de la CIA s'est rendu en Russie. Le déplacement de John Ratcliffe, ce mardi 25 août, avait pour but de mettre en garde Moscou contre toute attaque visant un membre de l'OTAN. Des évaluations américaines évoquent notamment la possibilité que la Russie cherche à tester l'Alliance avec une "attaque limitée". Cette menace pourrait aussi prendre des formes plus discrètes. La Russie développe notamment des bases secrètes de drones. Le Telegraph a révélé un vaste système de lancement de drones susceptibles de frapper la Pologne, voire même d'atteindre les côtes britanniques. En France, Céline Berthon, directrice générale de la sécurité intérieure, alerte sur le risque d'actions de guerre hybride. Selon elle, la France pourrait être confrontée à des opérations plus brutales visant à déstabiliser le pays. Face à ces risques, l'OTAN renforce sa surveillance en mer Baltique. Des moyens français participent à l'opération "Baltic Sentry", lancée pour renforcer la surveillance maritime de la zone. Un avion de patrouille maritime français Atlantique 2 a notamment été engagé pour suivre les navires de la "flotte fantôme" russe. Dans le ciel, quatre Rafale français ont également été déployés en Lituanie pour une mission visant à protéger l'espace aérien des pays baltes au sein de l'Otan et de pouvoir intervenir rapidement en cas de vol suspect. La surveillance se fait également sous la surface. Des bouées acoustiques sont larguées pour détecter d'éventuels sous-marins dans la zone. En Ukraine, les drones occupent désormais une place centrale dans les combats. L'industrie du drone s'est considérablement développée depuis le début de la guerre.
