Today Aidan and Candice talk about her career and why she got involved in politics, the work she is doing as leader to unite our strong party, and the Trudeau liberals disastrous decision to remove mandatory minimums. Candice Bergen was first elected to the House of Commons in 2008 and was re-elected in the 2011, 2015, 2019 and 2021 elections, representing the riding Portage-Lisgar in Manitoba and is currently serving as the Conservative Deputy Leader. Between 2013 and 2015, Candice served as Canada's Minister of State for Social Development having previously served as Parliamentary Secretary to the Minister of Public Safety. In her role as Minister of State for Social Development, she worked with all provinces and territories to ensure Canada's affordable housing programs were fair to taxpayers and sustainable for those families needing support. She also reformed the government's Homelessness Partnering Strategy towards an evidence-based housing first approach that is producing measurable results in reducing homelessness. As the lead Minister responsible for the Office of Disability Issues, Candice ensured families and Canadians living with disabilities were supported through world-leading programs such as the Registered Disability Savings Plan, Opportunities Fund and Enabling Accessibility Fund. On November 20th, 2015, Candice was appointed to the Opposition Shadow Cabinet as Critic for the Natural Resources Portfolio. On September 15, 2016 Candice was appointed as Conservative House Leader by Interim Conservative Leader, Rona Ambrose. In August 2017, she was reappointed as the Conservative House Leader by the Party's new leader, Andrew Scheer. Most recently in August 2020, Candice was appointed by Conservative Leader, the Hon. Erin O'Toole, as Deputy Leader. She was reappointed to the role in November 2021. As Deputy Leader, Candice has been given the task of connecting the Conservative Party with companies expanding their focus on ESG (Environment & Social Governance) to lessen their impact on the environment and attract new, green investment. Conservatives understand that companies, especially in the energy sector, are turning to green governance to make Canada's already clean, ethical energy, even better. Candice brings extensive experience in both the business and political communities. Prior to becoming a Member of Parliament, she worked in the financial planning industry, and was the Manitoba Campaign Manager for Stephen Harper's leadership bid for the Conservative Party of Canada. She has also acted as an advisor to several Members of Parliament and served as Chief Organizer for the Conservative Party of Canada in Manitoba. Candice is also committed to her community and has done extensive volunteer work within Manitoba. She has dedicated her time to various youth groups and has worked with at-risk youth as well adults in correctional facilities. She has also volunteered with the palliative care program at her local hospital, Boundary Trails Health Centre. Born in Morden, Manitoba, Candice now resides in Oak Bluff, Manitoba with her husband, Michael.

With the rules laid out, the race to become the next leader of the Conservative Party of Canada is officially on. Candidates will need to raise $300,000 and 3,000 signatures from party members in order to make their candidacy official. Conservative insider Alise Mills says she likes the strict entry requirements in order to keep the race limited to serious candidates only. She says the next leader will define the CPC's brand, and it's important for the party to be very careful about who they allow to enter the race. Mills says now is the time for fundamental change within the party, but none of the declared candidates seem to be offering that. She says it will be very interesting to see what Rona Ambrose does, because the former interim leader is unlikely to enter the race unless she believes the party needs to be saved. Mills joins Gormley to discuss the race and why the next leader has to be truly inspiring and not just an alternative to Trudeau.

It was a bill which would require lawyers who want to be eligible for a federally appointed position - as well as sitting judges - to undergo training to be able to better deal with sexual assault and rape cases on the bench. It was brought by former Conservative Rona Ambrose. But now, it has died in the unelected Senate. That's because they didn't get around to passing it before the federal election this fall - once that election happens, it clears the slate of bills for the Senate to consider. Conservative Senators are being accused of stalling tactics which meant this bill and others could not get passed in time. But now, Rona Ambrose has told the Simi Sara Show that all party leaders have agreed to put mandatory training for judges on sexual assault and rape cases in their platforms. That should mean that a government bill will be introduced - meaning the Senate can treat is as a priority. We want to come back now to a story that we talked about on Friday's program. Two years ago, a bill passed through the House of Commons that would require training for judges on sexual-assault law. That was two years ago. It still hasn't made it through the Senate. It keeps getting pushed back. Right now, it's stuck at a Senate committee, who have not yet started studying the bill. More on that in a moment - but first let's hear from Rona Ambrose. She's the former leader of the Conservative Party of Canada, and the former MP who actually introduced the bill in the first place. On Friday's show, she told us she believes it's important this legislation gets passed. Now as I mentioned, it's stuck at the Senate Legal and Constitutional Affairs Committee. They have not yet begun studying this bill so it can advance to the next stage and get to a point where it's passed into law. Why is that? There is no denying that sexual assault of any and all types continues to be a cancer upon our societies. Governments of all stripes wax poetic about real change in the way these crimes are investigated, prosecuted and punished. So where is the change? The only number that goes down consistently is the percentage of assaults reported to authorities. Victim support organizations report of ever increasing numbers of survivors and reluctance to trust the police, the courts and our governments to fix this societal issue. The judicial system is supposed to be unbiased and informed on all criminal matters. Former Federal Court judge Robin Camp and Nova Scotia Provincial judge Gregory Lenehan demonstrate this is not necessarily the case. Law enforcement is supposed to respect complainants and deliver proper investigations. Formal complaints against police demonstrate this is not consistently done. Governments claim to want to stop the culture of sexual assault. Male Liberal MPs are accused of harrassment of female NDP MPs, so the internal investigation is confidential. Senator Don Meredith resigns for abusing his position and having sexual relations with a minor. Female politicians walk the walk but scant little progress happens over partisanship aims. Rona Ambrose sat in Privy Council for 9 years, but says now is time to fix things when in opposition and heading out the door. Judges insist they can police themselves. Defense counsel groups insist changes to the Criminal Code are not the answer. Julie Lalonde is an Ottawa-based women's rights advocate and public educator. She works with various organizations dedicated to ending sexual violence, engaging bystanders and building communities of support. Julie has won numerous awards for her work including the Governor-General's Award in Commemoration of the Person Case. The View Up Here welcomes Julie to examine this societal illness.

AI to model brains and Commissioner Hutchinson's vision of the Coast Guard   In this episode of Vanguard Radio, Marcello Sukhdeo talks about the delay in Canada's new defence policy, also he touches on a new military research program that aims to model artificially intelligent systems after the brains of living creatures and shares a snippet of an interview that he did with Commissioner Hutchinson of the Canadian Coast Guard.    Show Notes:   New defence policy   Defence Minister Harjit Sajjan announced that the new defence policy which was expected this week would be released on June 7.   This will be after the Prime Minister attends a meeting with other NATO leaders in Brussels on May 25.   This week the Defence Minister and Foreign Affairs Minister will hold scheduled talks in Washington with the Trump administration. This move has infuriated many from the opposition including Interim Conservative leader Rona Ambrose who said, “I know the chamber has not seen it, members of Parliament have not seen it, and the military has not seen it.”   “Why do Washington insiders get privileged access to Canadian defence policies before the Canadian public does and before the Canadian military does?” she said in question period.   Currently, Canada spends less than one per cent of GDP on defence, which is way below NATO's target of two per cent. So, it will be interesting to see what the increase will be like when new defence policy is released on June 7th.   AI to model brains   A new military research program in the US aiming to model artificially intelligent systems after the brains of living creatures. The reason - biological systems don't completely freeze up when they encounter a new situation, but computers often do.   When an organism encounters a new environment or situation, it relies on past experience to help it make a decision. Artificial intelligence, on the other hand, relies on data, and if it hasn't encountered a specific situation before or don't have the date then it can't select the next step.   The program named the Defense Advanced Research Projects Activity is searching for technology that constantly updates its decision-making framework to merge experience and new “lessons learned” to situations it encounters instead to what is being done today, that is to retrain the machine learning's system with new relevant data sets relevant to manage the situation, by erasing the previous programming in favor of the new data.      Interview with Commissioner Hutchinson   Snippet of an interview with the Commissioner of the Canadian Coast Guard, Jeffery Hutchinson on his focus and vision of the Canadian Coast Guard and as compared to that of his predecessor.
