Thursday's Justice and Home Affairs Council meeting has laid bare the stark shift in EU member states' approach to migration, as right-wing politics gain ground across the bloc.While ministers are due to discuss issues related to Schengen and security, the focal point will be a working lunch where ministers will explore new migration deals with third countries and how to make the return of irregular migrants more efficient.The obvious harder line that is being taken on both asylum and irregular migration comes as member states face increasing pressure at the EU's external borders, pushing for the adoption of tougher measures and possible deals with new countries.To break this down host Evi Kiorri spoke with our Paris-based reporter, Théo Bourgery-Gonse.

Government Employees to Get 3% Wage Hike in 2025 Premier Cho Jung-tai says the Cabinet has approved a pay rise for civil servants, military personnel and public school teachers. According to the premier, the public sector workers will be getting a 3-per cent hike next year. Cho said the Cabinet believes that civil servants, military personnel and public school teachers should benefit from the growth in Taiwan's economy - which is in recovery mode (模式). Cho also said he hopes the wage hike by the government will prompt the private sector to raise salaries for employees and strengthen Taiwan's competitiveness. EU Rep Receives Presidential Honor Outgoing top European Union representative Filip Grzegorzewski has been awarded a presidential honor for his contribution to promoting relations between the bloc and Taiwan during his five-year tenure. Speaking at a ceremony after being presented with the Order of Brilliant Star with Grand Cordon by President Lai Ching-te, Grzegorzewski described Taiwan as "a land of good fortune." According to the outgoing E-U envoy, his top memories from his five-year stint included participating in the 13-hour Ironman triathlon in Penghu, summiting Jade Mountain, swimming across Sun Moon Lake and biking around Taiwan's coastline. Lai said he awarded Grzegorzewski the honor to highlight (強調) the envoy's "outstanding contribution to deepening Taiwan-EU relations." US Biden Condemns Police Shooting of Black Woman US authorities have released a video showing a white police officer fatally shooting a Black woman, in a case sparking outrage across the country. The video includes body-cam footage (一段影片) from the sheriffs who responded to Sonya Massey's home in the US state of Illinois on July 6. It has reignited national debate about police use of force and racial discrimination. Sally Patterson reports. EU Ministers' Meeting in Brussels The EU's top diplomat says Hungary won't be allowed to host a strategic EU meeting next month. EU foreign affairs chief Josep Borrell said the upcoming foreign and defense ministers' meeting would take place in Brussels instead of Budapest. The change may be due to Hungarian Prime Minister Viktor Orban's surprise, self-proclaimed (自稱) “peace mission” trips to Moscow and Beijing aimed at brokering an end to the war in Ukraine. The Schengen area is one of the EU's flagship policies and, of the remaining member states, only Cyprus and Ireland – both of which have complicated internal border situations – are not part of the area. In 2011, Bulgaria and Romania's Schengen status was voted on by national ministers, but accession requires unanimous approval by member states and was blocked by the Dutch and Finnish governments, prompting a delay of over a decade. Although Finland's opposition appears to have lifted, last month the Dutch parliament passed a resolution urging Prime Minister Mark Rutte to block approval citing concerns related to organised crime and corruption. Accession for Bulgaria and Romania would pose “a risk to the security of the Netherlands and the entire Schengen Area,” said Dutch lawmakers. The Czech presidency plans to put the matter on the agenda of the next home affairs ministers – likely to be the last under its six-month presidency – for a decision on 8 December. Ministers are expected to take two votes, one for Croatia and another for Bulgaria and Romania. “The wait has been long, I should say, too long. Expectations are high, rightly so, from authorities but not at least citizens,” said Commissioner Johannsson. Last month, the European Parliament backed a resolution by a 534 to 53 margin in favour of Croatian accession, while MEPs also repeated their own calls for Bulgaria and Romania to join the bloc, describing the continued delay as ‘discriminatory'. The two countries invited a fact-finding mission last month to assess their legal frameworks and governance relating to borders, sharing of security information and efficient police cooperation, in an attempt to assuage any remaining questions from member states. Bulgaria and Romania have “strongly proven” that they have met EU requirements on border control, said Johannsson, who added that there was an ongoing EU mission assessing the visa-issuing process and data protection in the two countries. Een prijsplafond op Russisch gas, extra belastingmaatregelen voor fossiele energiebedrijven en een besparingsplicht, dus allemaal zuiniger omgaan met energie: dat zijn een aantal maatregelen die vandaag besproken worden. Tot voor kort leken deze maatregelen echt onmogelijk erdoor te komen. Gaan deze plannen het wel redden?  Te gast is Bas Eickhout, Europarlementarier voor GroenLinks en vicevoorzitter van de commissie die zich bezighoudt met milieubeleid. The EU is divided over how to end its reliance on Russian oil and gas. EU Ministers have been meeting in Brussels to discuss how to reduce their dependence on Russian reserves. The German Finance Minister, Christian Lindner, says his country is ready to move ahead with an oil embargo on Russia. The energy minister says the country's not quite ready for a ban on gas. Other countries, like Hungary, remain opposed to a ban on either fuel. More detailed guidance is expected from the European Union in coming days on what companies are and aren't allowed to do under current EU sanctions. The EU's energy commissioner Kadri Simson says demands for European companies to open euro and ruble accounts at Russia's Gazprombank bank cannot be accepted. Brussels correspondent Rosie Birchard spoke to Corin Dann.

Auslöser war eine Entscheidung des Justizministers des Bundesstaates Kentucky, wonach es im Zusammenhang mit dem gewaltsamen Tod der Schwarzen Breonna Taylor vor einem halben Jahr zu keinen Anklagen gegen die drei beteiligten Polizeibeamten kommt. In der größten Stadt von Kentucky versammelten sich daraufhin Demonstranten. Vereinzelt kam es zu Zusammenstößen mit der Polizei. Nach deren Angaben wurden zwei Beamte angeschossen. Weitere Proteste gab es in New York, Washington, Atlanta und Chicago. Belarussische Polizei setzt Wasserwerfer gegen Demonstranten ein Tausende Menschen haben in der belarussischen Hauptstadt Minsk gegen die Vereidigung von Staatschef Alexander Lukaschenko demonstriert. Die Polizei setzte am Abend Wasserwerfer gegen die Demonstranten ein. Dutzende Menschen, die unter anderem "Lang lebe Belarus" riefen, wurden festgenommen. Die Menschenrechtsorganisation Viasna teilte mit, in mehreren Städten seien zusammen mehr als 140 Personen inhaftiert worden. Auch in Brest protestierten zahlreiche Menschen gegen Lukaschenko. Dieser hatte sich am Morgen ohne Vorankündigung in Minsk für eine weitere Amtszeit vereidigen lassen. Reisewarnungen für immer mehr Regionen in der EU Wegen steigender Corona-Infektionszahlen hat die Bundesregierung weitere Regionen in elf EU-Ländern zu Risikogebieten erklärt und entsprechende Reisewarnungen ausgesprochen. Wie das Robert-Koch-Institut mitteilte, sind unter anderem fast das gesamte Gebiet Tschechiens, das österreichische Bundesland Vorarlberg und die Provinz Utrecht in den Niederlanden betroffen. Neu hinzugekommen sind auch Regionen in Dänemark, Irland, Portugal und Slowenien. In Deutschland müssen sich Rückkehrer aus Risikogebieten auf das Coronavirus testen lassen, sofern sie kein aktuelles negatives Testergebnis haben. Frankreich verschärft Corona-Beschränkungen Wegen des ungebremsten Anstiegs der Corona-Neuinfektionen greift Frankreich zu noch schärferen Maßnahmen: In der am stärksten betroffenen Stadt Marseille müssen ab Samstag alle Bars und Restaurants schließen, wie Gesundheitsminister Olivier Véran sagte. Im Großraum um Marseille und Aix-en-Provence gilt nun die zweithöchste Corona-Warnstufe, ebenso wie für das Überseegebiet Guadeloupe in der Karibik. Auf Twitter erklärte der CDU-Politiker, ein beim Handelsministerrat in Berlin anwesender Mitarbeiter eines EU-Ministers sei positiv auf Corona getestet worden. Daher habe er sich vorsorglich in häusliche Quarantäne begeben. Er sei am Freitag negativ getestet worden. Das sei der wirksamste Schritt, den man im Kampf gegen den Klimawandel machen könne, sagte Gouverneur Gavin Newsom. Die Anordnung gilt auch für Lastwagen. Es sei schon viel zu lange zugelassen worden, dass Autos mit ihren Abgasen die Luft verpesteten. Der Transportsektor sei derzeit für mehr als 50 Prozent des Treibhausgasausstoßes in Kalifornien verantwortlich. Benziner und Dieselwagen sollen durch die Regelung nach und nach verschwinden.

EU foreign ministers on Monday agreed in principle on a new mission — which would include naval assets — to monitor Libya's UN arms embargo,  German Foreign Minister Heiko Maas said. It was later confirmed by his Italian and Austrian counterparts. Monday's decision includes measures to address concerns that the presence of European ships in the Mediterranean Sea would create a "pull factor" for migrants looking to reach the European Union from Libya. The new mission will replace Operation Sophia, which was initially launched in 2015 to stop human trafficking from North Africa to Europe, while also enforcing a UN arms embargo. This one hour radio documentary charts the amazing 21 year history of The Cross Border Orchestra Ireland, who are based in Dundalk, whilst following them through their Peace Proms 2017 concerts in Liverpool, Dublin, Belfast & Limerick. Founded in 1995 as a peace initiative, the Orchestra has graced some of the most well-known stages across the world. Over the past 21 years, the Orchestra have performed for President McAleese at Áras an Uachtaráin; for the Queen at Hillsborough Castle; at special gathering of EU Ministers in Slane Castle; in Armagh to celebrate the 10th Anniversary of the Belfast agreement and at the Battle of the Boyne site to celebrate the European Union's contribution to Cross-Border Cooperation, amongst others. Internationally, the Orchestra has toured extensively throughout Europe, the United States and Asia. In addition, they were chosen by the Government to open the 2016 Commemorative Programme Year with a special Peace Proms in the National Convention Centre on New Year’s Day 2016. Featuring interviews with Sharon Treacy-Dunne, Founder of the CBOI, and Greg Beardsell, Musical Director, along with soloists Patricia Treacy, Eoin Hynes, Zena Donnelly, Lauren Murphy and Cormac Keegan, we also hear from members of the orchestra from North and South, including the Colmcille Pipe Band, Harris Piping, the Michelle Johnston School of Highland Dance and the Rooney O'Malley Maguire School of Irish Dancing. Teachers and pupils involved in the Peace Proms from all across Ireland & from Liverpool are also featured, talking about how taking part in the Peace Proms has been a major event for them over the last number of years. On 14 December 2020, Janusz Wojciechowski, European Commissioner for Agriculture, attended the 3781st meeting of the Agriculture and Fisheries Council chaired by Julia Klöckner, German Federal Minister for Food and Agriculture, in Brussels, Belgium.During the Council meeting, the EU Ministers kicked off negotiations on the three regulations fixing fishing opportunities for 2021 in certain areas of Atlantic and North Sea, Mediterranean and Black Seas as well as for certain deep-sea stocks (the latter also for 2022). They also approved Council conclusions on an EU-wide animal welfare label. On 4 June 2020, Adina Vălean, European Commissioner for Transport, attended the videoconference of Ministers for Transport - Meeting n°VC-TTE-040620 chaired by Oleg Butković, Croatian Minister for Maritime Affairs, Transport and Infrastructure. During the meeting, the EU Ministers for Transport discussed the future of the transport sector in the EU and the need for a sustainable and digital recovery of the sector. Ministers pointed out the necessity to ensure the full recovery and viability of the transport sector in the medium and longer term. Any additional measures for the greening, digitalisation and liberalisation of the transport sector, including measures to promote the uptake of alternative fuels and renewable energy, should be based on a sustainable, efficient and digital approach, whilst considering social, health and economic aspects. Furthermore, Ministers recognized the need for a continued coordination within the sector in order to achieve harmonization and uniform application of the various COVID-19-related measures in order to achieve minimization of health risks, non-discrimination and a level playing field between transport operators in the EU, continuation of free movement of essential goods in the Union, cross-sectoral coordination of the measures proposed in the Tourism and Transport package and restoration of the citizens' trust in transport operations.
