L'Iraq che occupa il Kuwait? Embargo totale, risoluzioni ONU, operazioni militari autorizzate. La Russia che invade l'Ucraina? Congelamento di riserve valutarie, esclusione dal sistema SWIFT, price cap sul petrolio, sanzioni mirate su migliaia di individui. Israele che occupa Gaza dopo averla devastata, assediata e spopolata? Nulla. Nessuna sanzione. Nessun embargo. Anzi: accordi commerciali privilegiati, rifornimenti militari e scudi politici a ripetizione. Il doppio standard non è più un sospetto. È un dato giuridico. Il diritto internazionale è chiarissimo: un'occupazione non può prevedere trasferimenti forzati, punizioni collettive, distruzioni sistematiche o blocchi umanitari. Eppure tutto questo è già realtà. E il Consiglio di Sicurezza resta paralizzato dai veti statunitensi. Ora che Israele non si nasconde più, neppure l'Occidente potrà farlo. I governi europei e i partiti italiani che hanno invocato le “regole” contro Mosca devono decidere se il diritto vale anche a Gaza. Se non lo faranno, l'eccezionalismo israeliano non sarà più solo tollerato: sarà legittimato. E con esso, il tramonto dell'ordine giuridico internazionale. Le Processus de Kimberley (PK), adossé à l'ONU, a été créé en mai 2000 du constat de conflits importants sur le continent africain liés ou alimentés par la production du diamant. À l'époque, particulièrement en Angola et en Sierra Leone. Près de 25 ans plus tard, le dernier embargo sur la vente de diamants qui était imposé à la Centrafrique est levé. Dans un récent rapport, the International Peace Information Service (IPIS) s'interroge sur l'avenir de ce Processus. L'IPIS est très critique quant aux résultats obtenus par l'embargo en Centrafrique. Pour le chercheur Hans Merket rédacteur du rapport, sa levée pose en plus la question de son avenir. « On peut se demander aujourd'hui quelle est encore la responsabilité du Processus de Kimberley, s'il n'a pas été capable d'avoir un impact positif dans le seul pays où elle reconnaît encore des diamants de conflit ? Qu'est-ce qu'on peut encore attendre du PK dans d'autres circonstances ? », se questionne le chercheur. « Pour le PK, la levée de l'embargo veut aussi dire que, aujourd'hui, il ne reconnaît pas de diamants de conflits ailleurs au monde. Et donc ça reste un système assez coûteux, assez intensif. On a des réunions deux fois par an pour une semaine, avec deux cents représentants des différents pays. Mais pour discuter quoi encore ? Donc, je pense que ça, c'est vraiment une question qu'on doit se poser, quelle est encore la pertinence et le futur de ce système et de ce Processus de Kimberley ? », s'interroge Hans Merket. Le Processus de Kimberley réunit les représentants des États, de l'industrie du diamant et de la société civile. Jimmy Hamuli est le point focal Afrique centrale de la Coalition de la société civile du Processus de Kimberley : « Aujourd'hui, on peut dire que le PK a contribué à réduire les financements des groupes armés par les diamants. Mais on ne peut pas dire complètement que le PK a éradiqué tous les conflits dans le secteur du diamant ». Pour la société civile, le processus de Kimberley a encore toute sa raison d'être si les définitions et critères du PK sont élargis. La coalition a d'ailleurs fait des propositions en ce sens. « Nous voulons que la définition ne se limite pas seulement aux diamants de conflit, mais qu'elle aille plus loin, qu'elle considère toutes les questions liées aux acteurs et aux actes qui sont posés par ces acteurs dans le secteur du diamant. Nous avons tous les types d'acteurs armés et non armés, étatiques et non étatiques. Cela ne permet pas d'être sûr que les diamants issus des zones où ces acteurs sont présents ne sont pas entachés par des conflits », détaille Jimmy Hamuli. « Le Processus de Kimberley, je pense, devrait jouer ce rôle de prévention. En dehors des guerres, il y a toutes formes de violations des droits humains, des tueries, des violations des droits environnementaux des communautés qui doivent être en tout cas prises en compte dans la nouvelle définition », estime le représentant de la coalition. À Rio, les Brics ont réaffirmé leur soutien au Processus de Kimberley. Ils affirment vouloir poursuivre leur examen de mécanismes pour promouvoir le développement durable du commerce de diamants, mais également de « métaux précieux ». Cuba embraced American comics from the very beginning. And artists eventually created their own uniquely Cuban superheroes. Geoffroy de Laforcade charts the rich history of Cuban comics and shares his favorite comic book artists in Cuba today. Later in the show: Sara Reed looks at domestic advice in popular Cuban magazines before and after the 1959 revolution. She says the role of women within the family underwent big changes as Cuba became communist state. Plus: Nestled in the Cuban countryside is a community called La Picadora. It draws tourists from all over the world to learn about sustainable farming. Krystyn Moon says their sustainability practices were born out of economic crisis.

Terceiro maior produtor de aves do mundo, o Brasil conseguiu manter a gripe aviária longe de suas granjas comerciais desde que confirmou o vírus em uma ave silvestre, em 2023. Até que, no fim da semana passada, um caso foi detectado em Montenegro, no Rio Grande do Sul. Desde então, mais de 15 países e a União Europeia fecharam seus mercados para a carne de frango brasileira. Em circulação desde a década de 1990, o vírus da gripe aviária nunca teve a transmissão comprovada entre humanos. Há risco para pessoas que trabalhem diretamente com animais contaminamos. Especialistas dizem que consumir carne de frango e ovos é seguro. Esses alimentos devem ser bem cozidos antes de ingeridos. Nesta segunda-feira (19), o ministro da Agricultura, Carlos Fávaro, afirmou que o país precisa de 28 dias para ser considerado livre do vírus H5N1 de novo. Até a noite da segunda-feira, outros quatro casos eram investigados. Em conversa com Natuza Nery neste episódio, o economista José Roberto Mendonça de Barros diz que a expectativa é que os casos sejam isolados e não causem grandes turbulências na economia brasileira. Fundador e sócio da MB Associados, o economista explica como a carne de frango e o sistema de vigilância brasileiro são bem-vistos mundo afora. Ele diz que a situação brasileira é bem diferente do que acontece nos EUA, onde mais de 150 milhões de aves foram sacrificadas. Eliot and Eric welcome Edward Fishman, Senior Research Fellow at the Center on Global Energy Policy and Adjunct Professor of International and Public Affairs at Columbia University's SIPA program and author of Chokepoints: American Power in The Age of Economic Warfare (New York: Portfolio/Penguin, 2025). They discuss the American tradition of reaching for economic sanctions as an alternative to kinetic military action or war and how U.S. policymakers have weaponized the role of the dollar in international finance to U.S. advantage as well as export controls like the Foreign Direct Product rule that weaponize U.S. cutting edge technologies. They discuss how these tools, if used inappropriately, can backfire as they arguably did in the early 1800s with the Non-Intercourse Act and the Embargo under Jefferson and Madison as well as the scrap metal and oil embargoes against Imperial Japan in 1940-1941. They consider the record of economic warfare in bringing Iran to the table for the negotiations on the Iran nuclear deal (JCPOA), as a deterrent to Russian military action against Ukraine in 2014 and 2022 and then as tools of attrition against the Russian war effort, as well as in the ongoing strategic competition with China. Finally, they consider whether we should see sanctions and economic warfare as limited tools that can achieve limited goals as opposed to fundamentally changing the behavior of America's authoritarian adversaries.
