Plusieurs technologies permettraient de diminuer le rayonnement solaire incident sur la Terre afin de, en théorie, contrecarrer le réchauffement du climat. En 2024, la Commission européenne a demandé à son « Group of Chief Scientific Advisors » – dont Éric Lambin fait partie – un avis scientifique sur les risques et opportunités liés à la recherche et au déploiement de ces technologies. L'exposé introduira ces technologies et fera un résumé des recommandations faites à la Commission européenne. Les effets d'une intervention technologique sur le rayonnement solaire sont très incertains, comportent de grands risques et ne résolvent pas tous les problèmes liés au changement climatique. Par ailleurs, aucun système de gouvernance mondiale n'existe pour encadrer un éventuel déploiement de ces technologies. On this week's episode of Rural Health Leadership Radio, we kick off a series focused on NRHA's 2023 Rural Health Fellows and their policy papers. The first group we chatted with includes Lisa Rantz, Kevin Lambing, and Dr. Carrie Shaver who had the task of examining Medicare Advantage. In our conversation we discuss the intricacies, impacts, as well as personal experiences that the Fellows uncovered in their research. “Get involved and advocate and educate on these issues. It will require all of us working together to create the change in policy and funding mechanisms that we need to ensure that our rural Healthcare is supported and continues to be strong.” – Dr. Carrie Shaver Kevin Lambing serves as the Senior Program Officer for Health at the T.L.L. Temple Foundation. In this role, he helps ensure East Texas children, adults, and families are healthy and have access to quality healthcare. He organizes and convenes stakeholders and develops community partnerships with potential health related grantees in East Texas, consisting of 22 rural counties and one primarily urban county, Harris County and Miller County, Arkansas (Texarkana area). In addition, he monitors federal and state legislation related to health with intentions for future gaps in funding health resources in rural East Texas. Kevin's 30-plus-year career in the Air Force culminated in his service as the Senior Advisor to the Air Force Surgeon General. In this role he defined, shaped, and executed health care policy in support of 45,000 personnel at 75 medical treatment facilities around the globe, ensuring a cost effective, patient-centered, and prevention-based healthcare continuum for 2.6M beneficiaries. He earned an Associate of Applied Science degree from the Community College of the Air Force, Bachelor of Science degree from Wayland Baptist University, a Master's of Business Administration degree from Webster University and is a 2023 National Rural Health Association Fellow. He is married to his wife Sheliea and they have 2 children, Noah and Lydia. Lisa Rantz is the Executive Director of Hilo Medical Center Foundation which serves as the Hawaii Island Area Health Education Center, focusing on health career recruitment from K-12 to graduate medical education. She is the President of the Hawaii State Rural Health Association and in 2023 joined the National Rural Health Association Board of Trustees. Lisa is a 2023 NRHA Fellow and has over fifteen years of experience in facilitation and focus groups in education and health care, Lisa has developed impactful programs to address rural health challenges and advocate for community needs. Her accolades include the 2020 Small Business Advocate of the Year, the 2021 Peacemaker Award, the 2022Athena Leadership Award, the 2023 Community Star recognition for Hawaii, and the 2024 NRHA Volunteer of the Year award. Dr. Shaver is an Assistant Professor of Health Management and Leadership at Texas Tech University Health Sciences Center and a founding member of the New Mexico Rural Health Association. Dr. Shaver has a strong background in the social service sector and has experience administering disease prevention, treatment, and health and wellness programs. She endeavors to bridge gaps between traditional silos in healthcare and foster collaboration among healthcare professionals through Systems Thinking. By embracing this holistic framework, she aims to contribute to the development of sustainable, inclusive, and equitable healthcare systems. Dr. Shaver's research centers around understanding and addressing the unique healthcare challenges faced by rural and frontier communities along the United States-Mexico border and countries within Latin America and the Caribbean.

In this week's Scotland Outdoors podcast, Mark chats with Landward's Cammy Wilson about his sheep-farming career. We hear an excerpt where Cammy is telling Mark the story of Fiona, the 'world's loneliest sheep'.Killiechassie Burial Ground near Aberfeldy holds just six graves, five of which are covered over with recumbent flat slabs. For years, it was allowed to become neglected but in the 1990s, the Breadalbane Heritage Society started to take an interest and discovered that it not only dates back hundreds of years but also has connections to King Robert the Bruce and the Wolf of Badenoch. Ian Stewart shows Rachel around.On last week's programme, a listener got in touch to ask how they could stop badgers from leaving droppings in their garden. Mark meets with Eddie Palmer, the chairman of Scottish Badgers, to learn about the ways that we can stop badgers from causing problems in our gardens.A Scotland-wide test of the nation's rivers for microplastics, pharmaceuticals and various other chemicals is underway. The study has started in the north east with sampling being carried out on the rivers Dee and Ugie, which takes in both rural and urban areas. Rachel met with Dr Jessica Gomez-Banderas on the riverbank near Peterhead to find out about how they take the samples and what they're actually looking for.In March, Queen Margaret University opened a new state of the art outdoor learning hub. The facility aims to improve understanding of outdoor learning amongst the teaching profession, whilst also enabling the community to connect to the natural world in new ways. Mark meets with Patrick Boxall, lecturer in Education, to find out more.Over the last wee while, thousands of new trees have been planted on the nature reserve at Loch Ardinning near Glasgow as part of a project by the Scottish Wildlife Trust to create a new oak woodland at the site. To stop the grassland chocking out the saplings, staff have been laying mulch mats and recently they roped in some helpers who were on a corporate volunteering day. Rachel chats to Chris Thomson from the Scottish Wildlife Trust and his corporate volunteers from SPL Powerlines Lee, Cassandra and Lewis.The Natural Trust for Scotland have built a new oak tree nursery as part of the long-term sustainability of the Old Wood of Drum. The wood dates back to Robert the Bruce, and the team there have been really busy planting and growing from acorns harvested from the wood. Mark meets NTS Woodland Ranger Bronwen Thomas to find out more.

The government's spring budget is getting a lukewarm response from many in rural communities - with more discussion of what wasn't in it, than what was. The NFU said it didn't go far enough to offer stability for agricultural businesses, growth in food production and decarbonising the sector. Friends of the Earth described it as: 'yet another missed opportunity to properly invest in building a strong, clean and prosperous future.' The Tenant Farmers Association said it was 'bitterly disappointed' that inheritance tax relief on farms hadn't been restricted only to those renting land out on a long term basis. While the Country Land and Business Association welcomed the extension of tax relief to land in environmental schemes, it said changes on taxing short term lets risked squeezing and stifling rural businesses. Chancellor Jeremy Hunt said it was all about long term growth and encouraging people back to work. We speak to Green Bank, Action on Communities in Rural England and a fruit grower to find out what they thought.We've been looking at lambing this week, and for those of us not involved it's a lovely time of spring, new life and hope. The reality on farms, particularly ones which rely on family labour is that lambing season is a test of endurance. The Government has promised that hedgerows will continue to be protected, even though there's been a gap in regulations after EU rules lapsed at the end of last year. DEFRA has confirmed that legislation will include plans to maintain cutting bans on hedges and 2 metre protective buffer strips. But farmers will also be allowed to apply for an exemption to cut or trim hedges in August, if they are sowing oilseed rape or temporary grass. Conservation groups have welcomed the protections but some, including the Wildlife Trusts say the government could have gone further.The Labour Party is considering stopping the emergency use of harmful neonicotinoid chemicals, if it wins the next election. The chemicals protect crops from pests which spread disease, but are dangerous for pollinators. Their use is generally banned but the Government granted emergency authorisation for farmers to use them on sugar beet this year, for the fourth time in a row.And we visit Wood Farm, near Carlisle, in Cumbria, for lambing! Tom Wilson has 1250 Suffolk Cross Texels to look after, but his family also runs a 200 strong dairy herd so the family employ a live-in lambing assistant.Presented by Anna Hill Produced for BBC Audio in Bristol by Heather Simons

Staffordshire Moorlands District Council, Wiltshire, Dorset and Cornwall are among the latest local authorities which have voted to buy from local farmers when procuring meat, dairy, fruit and veg for council-organised events. Both the government and the Labour Party are aiming for 50% of spending on public sector food to go on local and sustainable produce. We ask Professor Tom MacMillan from the Royal Agricultural University, how significant that could be for farmers. Farms with expensive machinery, miles from their nearest police station, can be easy targets for thieves. The National Farmers Union say that, nationally, rural crime rose by more than a fifth between 2021 and 2022 - costing an estimated £50 million. Thames Valley Police have been taking part in a week of action to try and prevent rural crime.It's lambing time, a full-on time of year for sheep farmers. Last year 15 and a half million lambs were born into the UK flock by June, although that was down six per cent on the year before. We're going to take an in depth look at lambing this week, the highs, the lows, and the measures farmers go to to ensure a good healthy crop of lambs.
