Most of the argument for again allowing ballot drop boxes in Wisconsin hinges on what the state's absentee voter law did and did not say. The new liberal-majority Wisconsin Supreme Court heard oral arguments Monday on whether it should overturn a 2022 decision from the then conservative-majority court that outlawed ballot drop boxes. “[The 2022 court] read a restriction into the statute that simply is not there and in doing so made it harder for municipal clerks to carry out their duties and for Wisconsin voters to return their ballots for no adequate legal reason,” David Fox, attorney for Priorities USA told the court Monday morning.Full story:https://www.thecentersquare.com/wisconsin/article_760fef88-115a-11ef-9c8c-cf3b1f86abc7.html

Gordon of The Wall Street Journal writes: “Three U.S. service members were killed and at least 34 were injured in an Iran-backed militia's drone strike on a base in northeast Jordan, U.S. officials said on Sunday, marking the first American troops killed in hostile action since the start of the Hamas-Israeli conflict in Gaza. A U.S. official said that the attack took place overnight at Tower 22, a small outpost near the Syria border. The drone struck living quarters for the troops, contributing to the high casualties, a U.S. official said. The strike, which was carried out by a one-way attack drone, signals an escalation in the fighting in the region. Anne Caprara was born and raised in the Philadelphia area and graduated from American University in 2001 with a B.A. in communications, law, economics, and government. She graduated from The George Washington University in 2003 with an M.A. in political management, while concurrently working as a Business Development Assistant at Cassidy & Associates – a government relations firm in Washington DC.After graduating from GWU, Anne started working as a Research Tracker at EMILY’s List – a year later, she became Deputy Research Director, a role she worked in for just over two years. After leaving EMILY’s List in 2006, Anne worked as Chief of Staff for Congresswoman Betty Sutton (D-OH). She left this role in 2007 to become the Campaign Manager for Congresswoman Betsy Markey’s (D-CO) first congressional campaign – a campaign she was victorious in. After the win, Anne continued on as Congresswoman Markey’s Chief of Staff for two years, leaving the role after her reelection loss in 2011. With this stint, Anne served as COS for two members of Congress before the age of 30.In May 2011, Anne took a job at the DSCC as Deputy Political Director (where she covered all races east of Wisconsin), and in January 2013 moved into the role of Political Director, where she helped oversee Senate races in 33 states. She was in this role for two additional years, leaving in December 2014. The question of who’s to blame for the mess we’re in with coronavirus is not a fun one. It’s clear that the U.S. response has been pretty terrible on a number of fronts: the testing component has been a disaster, as has the lack of preparation regarding medical equipment, from personal protecting gear to ventilators. And then there’s the president, who’s public statements have mostly been erratic. As Tom Edsall wrote in the New York Times, Trump "has lurched from complete denial (“One day, it’s like a miracle, it will disappear”) to “I am not responsible” to “We’re doing a great job” to “It’s going to disappear” to “It will go away” to awarding himself a 10 out of 10 to calling the unavailable tests “PERFECT” to claiming “We have it very well under control” to setting Easter, April 12, as the date to reopen the country “a beautiful time, a beautiful timeline” to boasting of high ratings as death projections soared. On Tuesday, Trump seemed to have come to his senses, at least for now: “This is going to be a very painful, very, very painful two weeks.”But the question of how to critique the president is delicate. The instinct for everyone to row in the same direction at this moment of crisis is strong and understandable. At times of emergency, Americans often rally to the president. And that’s reflected in the fact that Trump’s approval rating has risen recently. However, compared to leaders of other countries, the bump in Trump’s approval rating is pretty small: 5 points compared to increases of 18 to 29 points for the leaders of Germany, Canada, Australia and Britain. We’ve begun to see political ads criticizing the president’s response, and that struck me as a rather delicate maneuver. So I spoke with Guy Cecil, who runs Priorities USA, one of the most influential Democratic super PAC’s in the country. They spent $190 million in the 2016 presidential election and over the past week spent $7.5 million to run ads critical of the president’s response to the pandemic in five key states that will likely decide the 2020 election: Wisconsin, Michigan, Pennsylvania, Florida, and... In this episode we discuss the business of conducting polls in the midst of the coronavirus pandemic before reviewing some recent polls on President Trump’s handling of the crisis. We then discuss the government response at both the federal and state level, covering everything from the stimulus package being debated in Congress to local stay-at-home orders here in Colorado. Segment 1: To Poll or Not to Poll? In a typical election year, our political and government clients would be planning on fielding surveys to plan for November. This is not shaping up to be a typical election year. So what are the drawbacks to polling during the coronavirus pandemic? At what point is just regular old issue or campaign polling ok? Are there any actual benefits for the polling industry? Segment 2: A Review of Recent Polling A new round of recent polls show a bump for President Trump’s job approval, whether the question is general or specifically related to his response to COVID-19. Gallup shows a bump even among Democrats and Independents. In a Monmouth poll, 50% of respondents think the president is doing a good job, though that lags behind “your state’s governor” at 72% and health agencies in the federal government at 65%. Still, the truth is that it’s probably too soon to make any judgments about how the crisis will affect the President’s reelection chances. Boston College political scientist David A. Hopkins has a good blog post explaining why. Segment 3: Stimulus Package The Senate has finally passed a $2 trillion stimulus package to deal with the crisis. Vox has a breakdown of what’s included in the package. It includes a $500 billion loan program for businesses, increased unemployment insurance, $150 billion into the health care system, $150 billion to state and local governments, direct payments of $1,200 per adult and $500 per child for households making below $75,000 (individual) or $150,000 (couple), and another $367 billion for small business loans. The package will now be voted on by the House on Friday morning, though already at least one Republican is threatening to hold up the vote. What do you make of the politics of the stimulus package? Conservatives are attacking Nancy Pelosi and other Democrats for playing politics during the crisis, holding up the stimulus package and attempting to jam in a Democratic wish list while Democrats criticized Republicans for proposing less money for poor households and holding up the bill over unemployment insurance. Segment 4: Political Storylines Now let’s look at a few other political storylines stemming from the crisis. One argument that Democrats are advancing is that President Trump was slow to grasp the severity of the crisis, and in doing so misled the American people and heightened the risk. That’s the case being made by Priorities USA Action, one of the main Democratic super PACs, in a new ad running in Wisconsin, Pennsylvania, Michigan and Florida. Will this argument be effective come November? President Trump and other Republicans are also starting to pivot toward advocating a quicker return to normalcy, with Trump saying on Tuesday that he would “love to have the country opened up and just raring to go by Easter.” This is in line with an emerging argument from Republicans that continued damage to the economy will be worse than deaths from the coronavirus, with Texas Lt. Governor Dan Patrick going so far as to say that he would be willing to risk his health for the good of the country’s economic future. Because this line of thinking is directly in contrast to the advice of public health experts, it will likely only add fuel to the fire of Democratic attacks like the Priorities USA ad. However effective these partisan attacks end up being in this November’s elections, COVID-19 may fundamentally alter our politics for years to come. David Siders explains the shift in Politico. To sum it up, the era of big government may be back for good. Is that case? Segment 5: The Colorado Response Let’s end by discussing the response close to home here in Colorado. Governor Polis had resisted pressure to issue a statewide shelter-in-place or stay-at-home order, in keeping with his preference for local control over statewide mandates. This had earned the governor praise from across the political spectrum. However, as more and more local government issued stay-at-home orders, the Governor finally issued the statewide order this morning. Who’s right? What is the appropriate response?

In the second hour of the show C4 talked about the new bathroom laws around transgender students and then C4 talked to the Baltimore Sun's Luke Broadwater about being bared from watching the Baltimore City vote recount Monday. In the third hour of the C4 Show C4 was joined by Lt. Governor Boyd Rutherford to talk about the heroin epidemic in MD and C4 finished off the hour talking about how the TSA is hiring clowns and horses to distract people from long wait lines. In the final hour of the show C4 was joined by Delegate Shelly Hettleman to talk about why kids should take a Gap year between high school and college and how the MD legislature is trying to help.
