Standardizing Energy Efficiency, with Mark Kresowik

The Current State of US Energy ConsumptionThe United States consumes vast amounts of energy and spends enormous amounts of money every year to fuel our economy, business, and lifestyle. The US accounts for 4% of the world's population, yet uses 16% of the world's total energy. The production and consumption of energy are major drivers of global climate change, hazardous air pollution, habitat destruction, and acid rain. In 2022, US consumers spent $1.7 trillion on energy, amounting to around 6.7% of GDP. Annual energy costs were $5,159 per person in 2022, a 30% increase from 2021. In order to mitigate the large-scale impacts of excessive energy consumption, policymakers are calling for an urgent restructuring of the energy system through increasing efficiency. Energy efficiency is the use of less energy to perform the same task or result, often being achieved through more efficient heating and cooling systems, manufacturing facilities, and appliances and electronics. Simply, energy efficiency reduces the amount of energy required to provide products and services. Many lower-income households are burdened by rising electricity costs and increasing risks from extreme weather events but do not have the resources to fund energy-efficient systems in their homes. To address this disparity, new energy efficiency standards for affordable housing are being developed in order to lower costs and improve climate resilience for households unable to afford high energy prices.Current Initiatives in the USThe Biden Administration has taken a lead in issuing new minimum energy standards for homes built with federal dollars in an attempt to save costs for renters and homeowners. The US Department of Housing and Urban Development (HUD) and the USDA announced the adoption of the Minimum Energy Standards for new single and multi-family homes. The standards are expected to decrease cost expenditures for residents, reduce energy use and pollution, improve resident health, and increase resilience in extreme weather events. The adoption of such energy standards will incorporate cost-saving insulation, air sealing, and efficient windows, lighting, heating and cooling systems in HUD and USDA supported properties to decrease energy bills for families. It is projected that energy efficiency improvements of 37% will decrease energy costs by more than $950 a year for homeowners. Overall, minimum energy standards are projected to expand housing affordability, minimize health risks, and improve resilience of homes during extreme weather.Advantages of energy efficiency standardsEnergy efficiency can increase affordability and reliability for homeowners by reducing total energy demand and peak electricity demand. Peak electricity demand is the highest demand for electricity at any one point in time, which utilities are required to have the capacity to meet. Peak demand is driven by patterns of energy use in the market, with most production occurring in the afternoons. Energy efficiency programs utilize a demand-side management (DSM) strategy to reduce energy demand specifically during these high-volume, peak hours. For homeowners, energy efficiency improvements are cost-effective as they can lower utility bills by reducing the amount of power needed. Further, energy efficiency can decrease our reliance on fossil fuels and enable the growth of renewable energy, thereby decreasing GHG emissions. Updated minimum energy standards are expected to reduce 6.35 million metric tons in carbon emissions over the next three decades, generating an annual cost savings of $13.9 million. Energy efficiency also spurs the creation of new jobs in research, production, installation, and sales. In 2022, more than 2.1 million Americans worked in energy efficiency, with this only growing as we transition to a greener economy. There are many social, economic, and environmental advantages that come alongside transitioning towards an energy-efficient economy,Drawbacks in achieving energy efficiency Although there are many advantages to achieving energy efficiency, there exists roadblocks in achieving the current goals being set. First, innovative technologies rely upon very specialized knowledge, requiring expert research in the field. As well, a large concern in the development of these technologies are the significant upfront costs, through initially high levels of investment in research and development. For projects that are just starting up, it can be difficult to secure funding, potentially leading businesses to solely focus on short-term goals. On the consumer side, there may be a lack of acceptance or awareness of these new technologies prohibiting their take up in the market. To achieve universal acceptance, technologies must attain the energy savings and functionality that consumers expect. Scaling up these technologies can be time-consuming and labor-intensive, requiring complex supply chain logistics, techniques, and manufacturing. Government policies, such as the new energy efficiency standards for lower-income households, will be vital in encouraging innovation and investment to accelerate this transition.Who is our guest?Mark Kresowik, Senior Policy Director at the American Council for an Energy-Efficient Economy, is a strong advocate for centering marginalized communities in policies that work to improve energy efficiency. In episode 57 of The Activist Files, we'll hear a discussion around Grants Pass v. Johnson, a case that went before the Supreme Court on April 22, 2024. According to the National Homelessness Law Center, “this case will decide whether cities are allowed to punish people for things like sleeping outside with a pillow or blanket, even when there are no safe shelter options.”The Center for Constitutional Rights, in our amicus brief, argued that the Supreme Court should rule that ordinances criminalizing homelessness violate the Eighth Amendment's prohibition on cruel and unusual punishment. We're joined by more than forty LGBTQIA+ rights groups who signed on in support of the brief. Amid a national homelessness crisis driven by a lack of affordable housing, the Court's ruling in the case City of Grants Pass v. Johnson will have a profound effect on the rights and wellbeing of the hundreds of thousands of people without shelter in the United States. It will have a disproportionate impact on LGBTQIA+ people because they are unhoused at extremely high rates due to discrimination and bias. Legislators behind the laws have openly stated that their goal is to force unhoused people out of Grants Pass, a city of 40,000 that has no homeless shelters. The U.S. Court of Appeals for the Ninth Circuit sided with the plaintiffs, issuing an injunction blocking enforcement of the ordinances.We're joined by Eric Tars Senior, Policy Director at National Homelessness Law Center, and Justin Lance Wilson, Co-founder of Rise Public Strategies. Speakers:Mikaila Hernández, Bertha Justice Fellows Eric Tars, Senior Policy Director - National Homelessness Law CenterEric Tars serves as the National Homelessness Law Center's Senior Policy Director, leading the development, oversight, and implementation of the Law Center's policy advocacy agenda to cultivate a society where every person can live with dignity and enjoy their basic human rights, including the right to affordable, quality, and safe housing. Paul Johnson welcomes Fellow of the American Association for the Advancement of Science, Global Future Scholar, and former Senior Policy Director in the U.S. House of Representatives Dr. Sybil Francis. They discuss the Center for the Future of Arizona initiative, some of the key findings from big surveys, and talk about the so-called shared public values, and what data is actually showing in regard to divisions in America today. Dr. Sybil Francis shares the origin story of the Center for the Future of Arizona and discusses what it focuses on, as well as the methodology it utilizes. The two big surveys Dr. Francis and her team have done with Gallup were done in 2009 and 2020 – and they helped better understand who Arizonans are. One of the key indicators from polling around the country is that Americans are not as polarized and divided, they agree on much more than they disagree. Dr. Francis touches upon the so-called shared public values and some interesting traits about Arizonans that have transpired from the Gallup surveys. There's a specific approach to the Arizona voter's agenda and its goals, and Dr. Francis tells all about it. In the polling, Arizonians including the majority in both parties have vast agreement on major topics such as education, immigration, and the environment. The Arizona Polling confirms what other polls from around the U.S. show that Americans are not as divided as one could think, yet American politicians are more divided than ever even on this topics where broad consensus exist amongst the public. Dr. Francis says we need to ask why?. Paul Johnson and Dr. Francis shares their thoughts about why and it relates to partisan primaries and the incentive for news networks to play to the fringes, and to demonize the other side to terrify the viewers to watch again tomorrow. In the 14 years, Dr. Francis has had the data, she hasn't seen any better or more promising solution to finding a bridge between what the majority of voters want and politicians than the open primary ranked-choice voting system. Dr. Francis explains that their work is about helping the public understand who we are and thus change our mental construct of what is possible based on data. Furthermore, she plans on taking advantage of the crucial role Arizona will have in the 2024 elections to educate national media about who Arizonans are. Dr. Francis believes that ‘changing systems are the greatest leverage to really impactful change.'     Mentioned in This Episode: optamerican.com Addictive Ideologies: Finding Meaning and Agency When Politics Fail You by Dr Emily Bashah and Hon Paul Johnson The Optimistic American on YouTube Dr. Sybil Francis Center for the Future of Arizona Gallup  American Association for the Advancement of Science  AZ HighGround Arizona Progress Meters Education Forward Arizona WESTMARC State of Black Arizona Arizona Community Foundation

At the Capitol, Senators held a vote to raise the debt ceiling. All Democrats voted to raise it and all Republicans opposed it. Senate Democrats are looking for a new way to raise the debt limit without Republican support. Meanwhile, Pope Francis has expressed shame at the scale of child sexual abuse within the Church in France. European Correspondent for the National Catholic Register, Solene Tadie, joins to talk about the report and who commissioned the probe in the first place. Addressing the student loan debt has taken on even greater urgency since the advent of the COVID crisis. Several stimulus proposals call for the cancelation of all or up to $50,000 of student loan debt, but would such relief help or hurt the economy? Mark Goldwein, Senior Vice President and Senior Policy Director for the Committee for a Responsible Federal Budget (CRFB) stops by Clark Hill’s Credit Eco to Go to discuss his latest article “Canceling Student Loan Debt is Poor Economic Stimulus”. Mark acknowledges that while getting rid of debt can be helpful for debt holders, it is not the appropriate vehicle for economic stimulus. For one it does not change people’s cash flow very much and research shows that for every $1 dollar of student loan forgiveness only $.23 cents is returned to the economy. Mark is a proponent of direct economic stimulus and offers some suggested alternatives to help student loan borrowers both in the short and long term. Sweden has a reputation for being a sustainability leader in many areas, so you can imagine how curious we were to learn about a newish proposal from the current Swedish government for a chemical tax on textiles. The proposal was recently made available to stakeholders for comment, and of course, a robust debate has ensued. Is this proposal, as presented today, going to lead to a reduction in harmful chemicals in Sweden and globally? Or is it a smoke screen for a government that is looking for ways to raise revenues for its national budget? And is the proposal a done deal, given the political parties agreed to this ahead of time when forming a government? In Part 1 of this episode, Michael speaks first with textile industry representatives to hear why they think the proposed tax is very problematic. You will hear from Jérôme Pero, Secretary General for the Federation of the European Sporting Goods Industry, Magnus Nikkarinen, Senior Policy Director in Sustainability at the Swedish Trade Federation, Mikael Larsson, researcher at the RISE Research Institute in Sweden, Eliina Brinkberg, Environmental Manager from Nudie Jeans Co. and Anna-Karin Dahlberg, Head of Sustainability at Lindex. In Part 2 you will hear from actors and experts who are more positive to the proposed chemical tax. Given we need bold and smart government leadership more than ever, we think this is an excellent case study for exploring what good government leadership can look like as well as which government actions can be problematic.

Nuclear weapons testing is mostly a thing of the past: The last nuclear weapon test explosion on US soil was conducted over 25 years ago. But how much longer can nuclear weapons testing remain a taboo that almost no country will violate? In an official statement from the end of May, the Director of the U.S. Defense Intelligence Agency (DIA) expressed the belief that both Russia and China were preparing for explosive tests of low-yield nuclear weapons, if not already testing. Such accusations could potentially be used by the U.S. to justify a breach of the Comprehensive Nuclear-Test-Ban Treaty (CTBT). This month, Ariel was joined by Jeffrey Lewis, Director of the East Asia Nonproliferation Program at the Center for Nonproliferation Studies and founder of armscontrolwonk.com, and Alex Bell, Senior Policy Director at the Center for Arms Control and Non-Proliferation. Lewis and Bell discuss the DIA’s allegations, the history of the CTBT, why it’s in the U.S. interest to ratify the treaty, and more. Topics discussed in this episode: - The validity of the U.S. allegations --Is Russia really testing weapons? - The International Monitoring System -- How effective is it if the treaty isn’t in effect? - The modernization of U.S/Russian/Chinese nuclear arsenals and what that means. - Why there’s a push for nuclear testing. - Why opposing nuclear testing can help ensure the US maintains nuclear superiority.

Missed out on Next Up: The LA River, Archinect Sessions' live podcasting event? Now you can listen to the first half all at once, on One-to-One. Next week we'll release the full second-half. This playlist of live recordings features interviews with: Frances Anderton (host, KCRW’s DnA) and Christopher Hawthorne (architecture critic, Los Angeles Times) Steven Appleton (co-founder, LA River Kayak Safari) and Catherine Gudis (co-founder, Play the L.A. River game) Marissa Christiansen (Executive Director (formerly Senior Policy Director), Friends of the Los Angeles River) Deborah Weintraub (Chief Deputy City Engineer, LA Bureau of Engineering) About Next Up: The LA River When Frank Gehry's office was first attached to the L.A. River's master plan and redevelopment, the river began attracting fresh attention over a project that had already been evolving for decades. This October, in an attempt to do justice to the river's complexity and history (and the accompanying urbanist discourse), Archinect hosted 'Next Up: The LA River'—a live podcasting interview series with an array of architects, planners, artists, and journalists with varying perspectives on the subject. We're now eager to share those conversations with everyone as eight Mini-Sessions, released as part of our Archinect Sessions podcast. Amelia Taylor-Hochberg, Paul Petrunia and Nicholas Korody moderated the conversations, which took place at the Los Angeles Architecture + Design Museum on October 29, 2016. While we reached out to them, unfortunately no representatives from Gehry's office were able to take part.

Our second conversation from 'Next Up: The LA River' is with Marissa Christiansen, Senior Policy Director of Friends of the Los Angeles River. FOLAR, as the non-profit is known, turned 30 this year, and was founded on the mission to "protect and restore the natural and historic heritage of the Los Angeles river and its riparian habitat through inclusive planning, education and wise stewardship." Its role in much of the river's discourse has often included reminding all parties involved that the river is indeed a natural river, and host to a diverse ecosystem—despite its characterization as the "world's largest storm drain" ever since the Army Corps of Engineers paved most of it for flood control in the 1930s. Christiansen trained as an urban planner before joining FOLAR this year, and spoke with Archinect's Nicholas Korody about the organization's history within the river's redevelopment, its focus on reconnecting people with the river's immense natural resources, and the delicate balance between conservation, revitalization and gentrification.

I'm pleased to post Show #210, April 22, my interview with Mary Wong, Senior Policy Director at the Internet Corporation for Assigned Names and Numbers (ICANN) on the move towards international administration of the Internet. Over the past three months, there has been much discussion about the move from US to ICANN administration of domain names. Mary, a former law professor, is at the center of this issue at ICANN, and I wanted Mary to come on the show to answer questions and dispel myths about this important procedural issue. In our discussion, we discussed the role of ICANN and what their increased role in administering domain names means and doesn't mean. I enjoyed the discussion. {Hearsay Culture is a talk show on KZSU-FM, Stanford, 90.1 FM, hosted by Center for Internet & Society Resident Fellow David S. Levine. The show includes guests and focuses on the intersection of technology and society. How is our world impacted by the great technological changes taking place? Each week, a different sphere is explored. For more information, please go to http://hearsayculture.com.}
