In this episode of the ESG Insider podcast we explore climate change and its implications for property insurance through the lens of the wildfires in Los Angeles.  The fires that broke out in LA in January killed at least 29 people and destroyed or damaged thousands of structures. Early estimates from AccuWeather put the total damage and economic losses at more than $250 billion.  “Climate change is not the only culprit here, but it is an accentuating factor that made this event and other events more severe than they would have been otherwise,” says Terry Thompson, Chief Scientist in the Climate Center of Excellence at S&P Global.  We also talk to Gavin Schmidt, Director of NASA's Goddard Institute for Space Studies, about why extreme weather events like wildfires are becoming more frequent and severe as the world warms.  "We can prevent the situation getting worse by reducing, in the end to zero, carbon dioxide emissions," Gavin says. "There's really no practical other way to even stabilize the situation, let alone reverse it.”   And we hear how the insurance landscape is changing in an interview with former California Insurance Commissioner Dave Jones, who is now Director of the Climate Risk Initiative at UC Berkeley's Center for Law, Energy and the Environment.  Dave explains that some property insurers are raising prices and declining to write or renew insurance in places that face rising losses from disasters like the LA wildfires.  “The increase in price of insurance and the increased unavailability of insurance has significant economic consequences for households and businesses,” Dave says. “Insurance is the climate crisis canary in the coal mine, and the canary is starting to expire.”  Listen to our episode about Canadian wildfires: https://www.spglobal.com/esg/podcasts/how-the-canadian-wildfires-impact-business-net-zero-health   Want to get in touch?   Throughout Climate Week NYC, we heard about the importance of collaborating across silos to find solutions to climate change, the energy transition and nature loss. In this episode of the ESG Insider podcast we hear concrete examples of what that looks like in practice.   We speak with two climate scientists about how their organizations are working to communicate across disciplines and build partnerships that can inform areas like policy and urban planning:   -Terry Thompson is Chief Science Officer at the S&P Global Climate Center of Excellence  -Kevin Reed is Chief Climate Scientist at the New York Climate Exchange and a Professor at Stony Brook University.   We also speak to Marina Severinovsky, Head of Sustainability North America at asset manager Schroders, who says the role of policy in enabling solutions was one key Climate Week takeaway. “The biggest thing that's blown me away entirely is the amount of discussion about policy advocacy and engagement of policymakers,” she tells us.   And to understand how the private sector is partnering with government, we sit down with Shannon Thomas Carroll, Assistant Vice President of Global Environmental Sustainability at AT&T. Dan Rives was hired as the head baseball coach at Hinds Community College on April 19, 2021. He succeeds Sam Temple, who spent 16 seasons as the head man at Hinds, with Rives assisting Temple from 2006-2016. Rives was fresh off a one-year stint as athletic director and sports information director at Mississippi Delta Community College and a four-year role as the head baseball coach for the Trojans from 2017-2020. While in Moorhead, Rives and his staff helped over 40 Trojans move on to the four-year collegiate level, including 16 to the Division I ranks. Terry Thompson is a self-taught American artist, born in Chicago, Illinois. He currently lives and work in Baltimore, Maryland. He served in the Army for 9 1/2 years from 1980-1990. He also well-known veteran club dj/producer/promoter with releases on the London, UK record label Defected. During the 80's, Thompson often decorated nightclub parties with his photo-montages and collage works. He produced numerous events over the years including massive parties during the famed Winter Music Conference in Miami. In 1990, Thompson moved to a loft space in downtown Baltimore after a successful Army career. During that period he started his art career with small shows in his loft and eventually branch out to local exhibitions while simultaneously dj'ing and working in corporate America. His art creativity began with figurative collages and paintings influenced by Romare Bearden, Picasso, Miro, Modigliani, and his long-time friend, Spanish painter Salvador Bru. Today, Thompson has his own vocabulary that is a unique blend of colors, shapes, forms, and motifs inspired by dance/dj culture, fashion, design, dreamscapes, and experimental vistas.Thompson held Artist-in-residence from 1999-2004 at School 33 Art Center. Thompson participated in various exhibitions including: Bianco e Nero, YART Gallery Baltimore (2019), Post Cards from the Edge, Bortolami Gallery (2019) New York, ATM at the Former Robert Miller Gallery (2018) New York, Post Cards from the Edge at Gallery 524 (2018) New York, The ArtBox Project 1.0, Basel, Switzerland (2017), Post Cards from the Edge, Metro Pictures (2017) New York, Art Takes Miami at Scope (2014), Scope, Miami (2012), Sub-Basement Art Gallery (2004, 2008), Galerie Francoise (2012), Flash Art Museum, Trevi, Italy (1998). The predecessor to the FWC (the agency name has changed over the years) was established in 1942 by an amendment to the Florida Constitution which became current Article 4, Section 9. It originally gave the Commission power over “birds, game, fur bearing animals, and fresh water fish of the State of Florida.” In later amendments to the Constitution this phrase was changed to “wild animal life and fresh water aquatic life.”   The FWC originally interpreted the 1942 language to give the agency power over captive wildlife in addition to Florida's native free wildlife. In 1960 their attempt to regulate captive animals ended up in the Florida Supreme court with Barrow v. Holland, 125 So.2d, 749, 751 (Fla 1960).  The Court ruled that the amendment did NOT give FWC power of captive animals. As a result, the Legislature stepped in and passed currently numbered Florida Statutes §§ 379.303, 379.304, 379.3761, and 379.3762 to add regulatory authority over captive wildlife to the agency's powers.   In 2007 in house counsel for FWC produced a memorandum arguing that FWC's powers over captive animals comes from BOTH the statutes and the Constitution. To the extent the power comes from the Constitution, their argument is that the agency's powers cannot be altered by the legislature except in the very limited way provided for in the Amendment, which states “The legislature may enact laws in aid of the commission, not inconsistent with this section.”   The basis for this FWC position in the memo is that changes to the Amendment language since 1942 have rendered Barrow no longer applicable law and that references to the Constitutional powers in certain subsequent cases support this interpretation.   An analysis of those changes in language in the amendments to the Constitution and of the cited cases by attorneys at Johnson, Pope, Bokor, Ruppel & Burns, LLP and concurred with by University of Florida Constitutional Law Professor Joe Little reveals that the FWC argument is flawed and that FWC's power over captive animals comes entirely from the statute, not at all from the Constitution (see https://www.jpfirm.com/news-resources/constitutional-authority-florida-legislature-ban-private-ownership-exotic-animals/ ). What the Legislature giveth, the Legislature can take away. Therefore it is clear that the Florida legislature has the authority to ban private ownership of big cats as other state legislatures have done.   WHAT CAN FLORIDA LEARN FROM OTHER STATES AND WHAT SHOULD THE FLORIDA BAR RECOMMEND TO ADDRESS THIS PROBLEM? https://vimeo.com/222234998/ There are only four remaining states that have no laws regarding ownership of dangerous big cats. Until 2011 Ohio was one of those known for having a very large population of unregulated exotic animals.  Then, in a horrible incident known as “the Zanesville massacre” that made national news, Terry Thompson, an exotic animal owner, intentionally released 56 dangerous animals including 18 tigers and 17 lions and then committed suicide. As dark approached law enforcement officials were forced to shoot to kill 49 of those animals. Subsequently Zanesville's Sheriff Lutz has become a strong advocate of national legislation to limit private possession of big cats (see his moving video at 4991058dae ) and the National Sheriffs' Association has endorsed a federal bill severely limiting ownership of big cats (Big Cat Public Safety Act, H.R 1818/S.2990).   What renders almost all of the state laws largely ineffective is that they operate much like the Florida law that only prohibits owning the animals as pets.  I.e. they exempt anyone who has a USDA license.  This includes all of the roadside zoos who continue to keep these animals in conditions that are unnatural and cruel given what we know about how intelligent and sentient these animals are. The animals endure these conditions because, as described in detail above, trying to enforce regulations intended to protect the animals is simply not practical given the cost limitations associated with inspecting, investigating and prosecuting violators.   Fortunately the trend in state law has been NOT to exempt USDA licensees, but instead to recognize that both animal welfare concerns and public safety concerns dictate banning ownership outside of (1) the major zoos accredited by the Association of Zoos and Aquariums, who operate under much higher animal welfare standards than the FWC or USDA standards, and (2) sanctuaries who are needed to care for the discarded or seized animals and do not add to the problem by breeding more cats. The trend toward not exempting all USDA licensees is evidenced in the laws in Washington State, Ohio, Kentucky and West Virginia (although the latter grandfathered in past USDA license holders who keep their licenses in force).   One logical provision common in these laws is a grandfather clause allowing current owners to keep their cats but prohibiting them from breeding or acquiring more. As a practical matter, sanctuaries have very limited capacity and there would be no place for confiscated cats to go if they were taken from all the private owners. The lifespan of these cats is 10-20 years depending on the conditions in which they are kept.  Given the average age of the current big cat population, a law prohibiting further breeding outside the Species Survival Plans managed by the AZA zoos would result in most of the privately owned cats having passed on within a decade after the passage of a law.   Awareness is rapidly growing that the often cited biblical reference to “dominion over animals” does not mean they are like inanimate objects subject to our whim to be used for entertainment or exploited for gain without concern for their natural needs. It means we have responsibility for them. Trying to regulate a large number of private owners is simply not practical. It is time for Florida, once a stronghold of inhumane roadside zoos, to catch up to the growing understanding in our society that these iconic animals do not belong in tiny cages for someone to exploit by charging the public to gawk at them, handle them, or swim with them. Florida should follow the lead of the more forward thinking states that have banned private ownership and breeding outside of the AZA zoos and sanctuaries while grandfathering in existing owners who then have years to transition out of their big cat exhibition activities.   Howie is a genius! Letter to Mike Webber re Terry Thompson Still looking for Terry Thompson notes but found cub age / size chart Jamie did that may be helpful.   https://bigcatrescue.org/wp-content/uploads/2011/01/Tigers2-12weeks_Blackbox.jpg   What I remember from the call was that it was approaching dusk here and I was walking across the field out by the Party House when a call came in as UNKNOWN.  The man on the other end was screaming, "I hate you but I hate them more!"   I get a lot of rabid calls from crazy cat people so I rarely take note of their ramblings unless they will give me something concrete that I can use.  He was screaming, and just about every other word was foul and abusive cursing, but he was saying that everything I had suspected about how these cubs are bred, trucked across country with no permits or record keeping, used as pay to play props and then how they would just disappear was all true.   He said he knew it was true because he had been the one trucking them around the country between doc Antle, Joe Exotic, Kathy Stearns, Mario Tabraue, Gregg Woody, (another name that I recognized at the time but have forgotten now that he's long gone out of business) and a whole bunch of names that I either didn't know, or couldn't remember because he was firing them off so fast in between curses.   He said that he trucked baby tigers and other baby wild animals from coast to coast for all of the big guys on a regular basis because they were all a network of cub pimps who kept each other stocked so that they all always had cubs to offer.  He said many of them died in transit and that the conditions on both ends were often horrific.   He said cubs that outgrew the pay to play stage were often sold or given away to anyone who would take them but that a lot of them just disappeared.  He said they often died or were killed.  He said all of the players knew that there was no enforcement of the laws and they all knew how to circumvent the authorities.   This was at a time when it was still legal to be moving cubs of any age across state lines, as long as there was a USDA license at each end of the transfer to act as the middle man for anyone who wasn't.   I remember asking him to put it in writing because I wasn't where I could write it down.  He just kept screaming that he was sick of these people and that he wanted me to shut them down.  I told him (because I tell everyone) that I can't do anything based on what he tells me; I have to have it in writing, with names, dates, particulars that I can go on to make a case.   He said I could quote him because he didn't care what any of them thought now, but I remember telling him that wasn't enough.  I couldn't just say, "this guy told me..." and have it do any good.  He may have felt his name would make a difference, but I don't remember him telling me his name, and even if he had, I probably wouldn't have known who he was, since he would not have been on my radar given the fact he'd been in jail.   I could hardly understand him because he was so angry and was going on a mile a minute.  I figured he'd email me if he was serious.  I didn't think much of it.  Even the next day, when I awoke to the news of the Zanesville Massacre, I didn't immediately connect the two events, because it was weeks, if not months, before the story was fully known.   Once I had a better understanding of what had happened in Zanesville, it left me wondering if that call had been from Terry Thompson.  I remember trying to go back through my cell phone's past calls to see if I could tell if the call was from OH but I couldn't as no information appeared on a lot of calls marked UNKNOWN CALLER.   I didn't have much reason to try and document the call at the time because all I had was hearsay and if the police had found my number on Terry's phone, I figured they would call me.  I didn't know we'd be doing a movie about it 6 years later where it would have been pertinent for me to ask if Jack Hanna was one of his clients.  I wish I had more, but sans hypnosis, this is about it.   For the cats,  Carole Baskin, CEO of Big Cat Rescue   Hi, I'm Carole Baskin and I've been writing my story since I was able to write, but when the media goes to share it, they only choose the parts that fit their idea of what will generate views.  These are my views and opinions. Yesterday we got two rescue calls. The first one was someone saying they had a serval that “needed rescuing.”  I called them back, but haven't heard any more.  I don't know if it is an owner trying to dump their pet or if someone thinks we can just swoop in and take a serval away from someone who shouldn't have it.   The second one was pretty heart breaking.  Animal Control, in the Port Charlotte area, was called to the scene of an accident where a mother bobcat had been hit by a car and killed.  The witness, who sat with the bobcat as she died, saw kittens across the road.  The Animal Control officer said the mother was not lactating, so the kittens must have been weaned, but no one knew for sure if they were old enough to survive.  A road mowing crew arrived right after the accident and the kittens ran into the woods.   Operations Manager Kathryn took a posse of three car loads of people, I think, to the scene at 601 Rotunda Blvd W Port Charlotte, FL to search for the kittens.  Afton helped them out by sending recordings of Cooper Bobcat to play, in the hopes that the kittens would hear bobcat sounds and reply.  No sound came back from the dense underbrush.  Kathryn has friends in the area and we will continue to seek out tips, but looks like these little guys are on their own now.   Carole's Notes   I've been working on my presentation at the wildlife film festival.  I have to get it down to 4 minutes.  So far, if I describe the 3 prong approach at all, it goes to 5.5 min.  Still working on editing it down, or talking faster.  Maybe I will practice on you guys during a LIVE Facebook walkabout?   10/18/2011, Terry Thompson, out of jail 2 weeks, set free 56 lions, tigers, bears, cougars, wolves and other wild animals.   Cut the doors off the cages, committed suicide, apparent goal was to wreak as much havoc as possible with his last actions.   His horrific act of violence against the animals, and the community, turned out to be a catalyst for change.   Animal protection groups had been trying for years to ban the private possession of big cats.   1/6/2011 Ohio's outgoing Gov Strickland passed emergency executive order to require registration of dangerous wild animals and ban criminals from possessing them.   3/2011 Incoming Gov. Kasich allowed the order to expire   7/2011 IFAW hosted 11 orgs, 18 million supporters, to come up with a 3 prong approach to ending the big cat crisis.   • Generic tiger • USDA cub handling • Fed ban on private possession and cub handling   The 11 org coalition, which included IFAW, HSUS, Born Free & Big Cat Rescue, knew that the next major tragedy involving big cats was just right around the corner, because in our world it's pretty common place news.   10/18/11  When law enforcement had to find and kill 18 Tigers, 17 Lions, 8 Bears, 3 Cougars, 2 Wolves, 2 Monkeys it was a 24 hour long blood bath that came to be known around the world as The Zanesville Massacre.   No matter where you go, when you say “Zanesville Massacre” people know the story.  What made it so memorable, was that people just could not believe that it could be legal to privately own such dangerous animals.   So why is it still legal?  Celebrities have a lot of power in Washington and there are several people who have made their fortunes and found their fame by taking cute baby lions, tigers, snow leopards and other wild animals onto talk shows.  Some of the most well known claim to be there with babies from their affiliated zoo, but most of those babies are actually bred by private owners for the pay to play trade.   Those breeders would be banned under the Fed law we lobby for.  The celebrities are doing all they can to thwart our progress.  Media has hampered change by pandering to the romantic notion that you can touch the wild and be held out as a Lion Whisper.   Hi, I'm Carole Baskin and I've been writing my story since I was able to write, but when the media goes to share it, they only choose the parts that fit their idea of what will generate views.  These are my views and opinions. World Wildlife Fund Quotes Howie and Lauds Big Cat Rescue A few hours before sundown on October 18, 2011, law enforcement officials in Zanesville, Ohio, received a strange 911 call: The neighbor of a man named Terry Thompson had spotted a black bear running loose on Thompson's property—then a large male lion. As police officials drove toward the scene, they began spotting other large carnivores. The area was residential, and there was a school soccer game happening nearby, so the officers were ordered to shoot the animals. By the following morning, they had killed six bears, 17 lions, and a slew of other wild creatures—including 18 tigers. Thompson had released all of them from the enclosures in his yard before committing suicide.   The Zanesville incident was so bizarre and horrific that it made international headlines. But it was also a rude awakening to the fact that many people in the US own exotic animals, including Panthera tigris. There are thousands of captive tigers throughout the country. You can find them in backyard enclosures, petting zoos, and even truck stops. They outnumber the tigers believed to remain in the wild today. And beyond the problems their captivity poses in the US, it's putting their wild counterparts at risk.   Leigh Henry, WWF's senior policy advisor for wildlife conservation, says she first became aware of the issue around 2006. “I was working on WWF's TRAFFIC team at the time,” Henry says. “An organization called Save the Tiger Fund approached us and said, ‘We're concerned about captive tigers in the US. Nobody knows much about them. If we get you some funding, could you do a study?'”   With the help of a consultant, Henry put together the first comprehensive report on tiger ownership in the US. The results of their research were jarring. Not only did there appear to be roughly 5,000 captive tigers across the country, but the vast majority of those cats—about 95%—were, like Thompson's tigers, privately owned. That total is just an estimate, Henry adds. “No one can say for certain, because the US actually has no comprehensive system for monitoring captive tigers.”   Instead, Henry found regulations that were patchy and riddled with loopholes. The US Fish and Wildlife Service (FWS), for example, required permits for certain activities that would normally be prohibited under the Endangered Species Act (such as breeding tigers or transporting them across state lines). But at the time, the FWS exempted generic tigers—tigers with genes from multiple subspecies—from those rules. “Generic tigers are basically mutts, for lack of a better word,” Henry says. “Since they aren't genetically pure, they don't have conservation value to the FWS. But most of the tigers in the US are generic.” So the FWS wasn't monitoring them.   The USDA, meanwhile, required exhibitor licenses for tigers that were being shown to the public—whether for free or for profit—but not for tigers that people simply wanted to keep privately as pets. Many states banned private possession of the cats, but still exempted anyone with a USDA license. A handful of others allowed possession with a state-issued permit, and several had no barriers whatsoever.   “Those laws have enormous loopholes. USDA licenses are easy to get, and many people who apply for them are just pet owners trying to evade the state bans,” says Howard Baskin. Baskin and his wife Carole run Big Cat Rescue, a 67-acre large cat sanctuary in Tampa, Florida, that's been operating since 1992. They currently shelter about 70 cats—including 12 tigers. Some came to the sanctuary from people who tried their best to care for the animals but didn't have the knowledge or resources to meet their needs.   “But then there are owners like Terry Thompson, or the woman in Ohio who had four tigers and two lions, and declawed and defanged many of them,” Baskin says. “She would chain them down and charge people thousands of dollars to receive big cat ‘training' experience. People kept getting hurt so she lost her USDA license, but she kept doing it anyway. It was a horrible situation. We took in four of these cats at the request of the state after she abandoned them.”   Besides putting both cats and people in danger in the US, the regulations allowing such behavior also pose big problems internationally. “A huge issue here is cub petting operations— people who breed tiger cubs so they can charge customers to pet them and take pictures with them,” Baskin says. “They can only use the cubs for a few months before they grow too big to be safe, and lose their commercial value.” Once that happens, there's no way to track where the cubs end up—and thus no way to make sure they aren't being sold illegally.   “Our concern is that you have all of these adult tigers in the US that are unwanted,” says Henry. And not just because they're dangerous: They're also incredibly expensive pets. The TRAFFIC report estimated that it costs $5,000-$6,000 a year to feed a grown tiger. And while there are some good sanctuaries like Big Cat Rescue in operation, “most of them are full to overflowing,” Henry says.   On the other hand, the value of a tiger carcass in Asian black markets can climb as high as $60,000. For someone trying to get rid of a large tiger, Henry says, selling its parts on the black market could prove too tempting to resist. And the availability of those parts fuels demand for even more—which in turn drives continued poaching of the cats in the wild.   What's more, America's captive tigers have become a diplomatic stumbling block in efforts to end tiger farming in China and Southeast Asia. When the tiger farm issue is brought up in international meetings, fingers tend to get pointed at China—but China has repeatedly questioned why the US isn't doing something about its own tiger problem. “We need to figure out a better way to regulate the tigers in our own backyard so that the US can continue to be a global leader in combatting wildlife crime, and help influence China, Vietnam, Thailand, and Laos to shut their tiger farms down,” Henry says.   Both WWF and Big Cat Rescue have been advocating for tighter laws that can better regulate captive tigers and halt the breeding of cubs for profit. In 2016, they saw two major victories. The first was an April decision by the FWS to scratch the generic tiger exemption from its laws—a change that more than 450,000 WWF supporters had called for. Around the same time, the USDA enacted a ban on public contact with tigers under four weeks old, in response to a petition from WWF, Big Cat Rescue, and a coalition of other animal rights organizations.   “That was a step in the right direction, but we asked for a ban on all public contact,” Henry says. However, the USDA is still considering further action in response to the petition. She's hopeful about the outcome—and about the pressure these new policies could put on other countries with tiger issues. And Baskin says Big Cat Rescue is advocating for a bill completely banning private ownership and breeding of big cats; so far, it's gained 82 cosponsors in the House of Representatives, and Baskin expects the number to keep growing.   “Unfortunately, it may take more tragedies like Zanesville to really change these laws,” Baskin says. “I'm hoping it doesn't. Terry Thompson was a Vietnam Veteran. He was drafted in 1967. While never formally diagnosed, his friends believe he suffered from PTSD. Terry was a fan of all things fast and furious and in the late 90s when he purchased his first exotic animal – he was hooked. Eventually accumulating 56+ animals – ranging from tigers, lions, bears, etc. You could say he was an exotic animal hoarder. In 2010-2011, Terry spent some time in jail and when he returned home to find that his wife of 30+ years had left him, he felt that his life was over. Terry then made world news when he released dozens of exotic animals into a small town in the middle of Ohio, before taking his own life. Below is mine and this will mark the 30th consecutive year I've baked it for our Thanksgiving celebration. This year I'll make a half recipe. I'm afraid if we don't have this dish, I'll hear from Stacy's attorney. For those of you who need the fluffy white things on top of your sweet potatoes, I'm sorry. This recipe is marshmallow-free.The recipe is found in a wonderful cookbook given to me as a Christmas gift by my sister and brother-in-law. It's “A Taste of the South” by Terry Thompson and if I place the book on my kitchen table, it falls open to a sweet-potato, brown-sugar-smeared page 117. A woman named Alma Smith created this recipe. It may be prepared ahead and baked just before serving; it tastes even better the next day. Ms. Smith, I bow down before you in honor. A final note…this recipe is not for the faint of heart and there will be absolutely no attempt made to calculate the caloric and/or fat content therein.Ingredients4 large sweet potatoes (about 3 lbs. total), peeled, cooked and hot1 cup unsalted butter or margarine, room temperature (set the butter out overnight)1 cup sugar4 eggs2/3 cup evaporated milk2 teaspoons vanilla extractTopping2 cups firmly packed light brown sugar2/3 to 1 cup unsalted butter or margarine, room temperature (same thing, overnight)2/3 cup all-purpose flour2 cups chopped pecansDirectionsPreheat oven to 375F (190C).Lightly butter a deep-sided 13” x 9” baking dish; set aside.In a large bowl, mash hot potatoes thoroughly. (There are no instructions in the book on how to arrive at the hot sweet potato stage. I always bake the sweet potatoes. Just rub them down in oil, slap on a foil-lined cookie sheet and throw in a hot oven until the caramel starts oozing out. Maybe 400F for 45 minutes or so. I have heard tell of others achieving satisfactory results from peeling and boiling the potatoes.)Add butter or margarine (I have never used margarine, by the way, so I can't testify whether it makes the recipe better, but given the option, butter damn near always trumps margarine in my kitchen), sugar, eggs, evaporated milk and vanilla. Beat with an electric mixer at medium speed until blended and smooth (3 to 4 minutes).Spoon mixture into buttered baking dish. To Prepare ToppingIn a bowl, beat together brown sugar, butter or margarine and flour until smooth and fluffy. Fold in pecans. The original recipe calls for 2/3 of a cup of butter, but I've found that the whole cup works as well. What the hell, it's Thanksgiving! Spread over potato mixture (spread isn't exactly the best descriptor of how to get the topping on the potatoes; you have to glop and very lightly attempt to spread it on in small forkfuls. Distribute the mixture as best you can, secure in the knowledge that the topping melts together to cover any exposed potatoes.). Bake in preheated oven until set and lightly browned on top (about 35 minutes or so). Then let it cool for a bit. This puppy gets all kinds of hot. DejaVu is all I can say   It happens over and over, like a recurring nightmare for the wild animals suffering through it; only the names and places change.   Someone wants to “rescue” wild animals because that seems like glamorous work, so they buy animals (and just prolong the problem) until the really bad guys find out there is a new place to dump last year's photo cubs, and then the “rescues” become more legitimate, in the eyes of the “rescuer” because at least they aren't paying for animals any more.   Usually the big cats who need rescuing are the cubs who just outgrew the ridiculous 8-12 week window, in which USDA condones the use of cubs for photo and pay to play sessions. All it takes to fix this mess is for USDA to acknowledge that it is a violation of the Animal Welfare Act to take cubs from their mothers for this inhumane, unethical, albeit lucrative exploitation… But I digress.   This video was shot in 2009 at JnK's Call of the Wild and the dangerous conditions, lack of respect for the powerful nature of these wild animals and lack of understanding of their physical and emotional needs was evident.  The cats were thin, but not starving yet at that time.   Five years go by, and citations pile up for not providing sufficient shelter, not having an attending vet, not willing to provide documentation of where the cats came from or went and having a perimeter fence that was only 2 feet above the 6 feet of snow.  This article from 2009 detailed the illegal purchase of a leopard that resulted in seizure and a fine, as well as a number of other violations, and yet the media treated it like a puff piece.  http://bigcatrescue.org/lions-tigers-and-bears-find-refuge/   So, every few weeks more litters of lions, tigers, primates and bears are bred, used and discarded into these pseudo sanctuaries. But then the animals grow up into 500 pound apex predators who require thousands of dollars in food & vet care each year and before you know it, the “sanctuaries” have collapsed under the collective weight and debt. Then other sanctuaries, of varying financial stability, are called in to clean up the mess; but most of those are not in much better shape than the facilities they are being asked to bail out.   Big cats are bounced around from breeder, to photo booth operator, to the public as pets, who then dump them into the hands of backyard hoarders, who collapse and then the bigger sanctuaries come and move them to their fourth or fifth home, where they may stay until they die, but even then will sometimes end up in yet another rescue situation when the bigger places fail as well.   The second worst part of all of this is that the animals suffer from the time they are only a few hours or days old, when they are ripped from their mothers and thrust into this dismal cycle, and begin the years of suffering as the legal processes wind through the courts.  The worst part of this scenario is that it would be so easily avoided by a ban on public contact with cubs.  Help do that here:  https://www.votervoice.net/BCR/Campaigns/30111/Respond   That's what happened at JnK's Call of the Wild.   In 1997 Ken and Jackie Wisniewski started “rescuing” big cats, bears, wolves and a variety of other wild and domestic animals. Before long they were in over their heads. Feeding the animals wasn't a problem because there is a lot of roadkill in Sinclairville, NY. We counted half a dozen dead deer, a duck and raccoon, in just two days visiting this sleepy little town. Maybe the locals drive too fast, or maybe it is all of the grape vineyards and farms that attract so much native wildlife.   The problem was that the rotting carcasses were just left to fester, along with the piling excrement, in the tiny, barren cages. The lions and tigers, who are the most fastidious creatures on earth, were forced to live in these abysmal, fly infested conditions while USDA went through the tedious process of citing the facility year, after year, after year with no improvements.   Finally after many years of failing to to provide vet care or clean and safe caging, USDA revoked the license, which is a multi year task. The state of NY had previously banned the private possession of big cats, bears and wolves, but in all but 4 states (KY, OH, WA & WV) a person could circumvent the ban if they held a USDA license.   Now JnK had lost their USDA license and the animals could have been seized years ago, but as is often the case, the violator will just have a family member or friend get a USDA license issued in their name and then the whole process starts over. When Ken and Jackie Wisniewski lost their USDA license, they just had their daughter, Kristy Wisniewski, get one in her name. It's easy: a one page form, name, address and phone and $40 and you can get around any ban, just about anywhere.   So, the long legal battles had to start over again until the daughter had a falling out with her mother and decided not to renew her USDA license. What usually happens is that there would now be no government agency checking in on the animals and conditions. These kinds of places would then enjoy the luxury of doing as they please with no one looking over their shoulder, and that would always lead to worse conditions for the animals.   By this time Terry Thompson in Zanesville, OH had set free 56 lions, tigers and bears in 2011 and state agencies awakened to the fact that it could happen in their states too. The NY state attorney's office decided to send a message to all of the backyard breeders, dealers and pseudo sanctuaries that they would no longer turn a blind eye to the danger that these facilities pose to the public and launched the biggest seizure of wild animals in New York's history.   USDA contacted the Global Federation of Animal Sanctuaries and asked if they could place the JnK animals. GFAS made arrangements for all of the animals to be rescued, but then Jackie Wisniewski decided that she didn't want to give them up and would wait and see if the NY Department of Environmental Conservation really would take action, or if they would, like they do in most places, just ignore the situation until someone was mauled or killed.   On May 27, 2014 at 7:30 am Jackie Wisniewski found out the state of NY wasn't bluffing.   What she couldn't know, and we couldn't tell you, is that the International Fund for Animal Welfare, IFAW, had taken the lead and arranged for the 11 tigers, 3 lions, 3 bears, and 2 wolves to be picked up and transported to Big Cat Rescue in FL via Loving Friends, Safe Haven Wildlife Rescue Zoo in NV, Wild Animal Sanctuary in CO, In-Sync Exotics in TX, the Exotic Feline Rescue Center in IN, and Animal Lifeline would transport the wolves to a facility in PA.  On July 3rd IFAW reimbursed the transport costs of $4,409.03 for Big Cat Rescue.   We couldn't let the cat out of the bag until after the last animal was rescued from the site for fear of starting a media circus that could propel the owner into doing something dangerous to the animals or the rescue crews. We know that most people who will donate to help big cats want to fund a rescue, but once the cats are safe, they are off to the next exciting rescue.   We hope that you are different.   We went out on a limb because these cats were literally starving to death, and one tiger, Sasha, had died before we even arrived. (We had agreed to take four tigers, but when we got there Sasha was no longer alive and no one seemed to know anything about why or when she died.  Some said she was alive last summer, others said she was still alive in Feb of this year and others said she had been dead for years)  We had to give up the chance to involve everyone in the excitement of a rescue because these cats depended on us keeping quiet so the owner wouldn't do anything foolish. We were able to load our tigers by 1PM on Tues. May 27, 2014 but had to maintain silent mode until all of the animals were safely on their way to other rescue sites.   What we saw during the rescue was unimaginable suffering and conditions that clearly threatened everyone in the area. No agency had been able to inspect the animals since December 2013 (nearly 6 months ago) and at that time they said the cats were well fed, but that the rotting carcasses, piles of feces and ramshackle cages were reason enough to seize the animals.  “Well fed” appears to be a judgement call because the 2009 video of the tigers showed them to to be far too thin 5 years ago, in our opinion.  JnK had a pile of citations for not allowing inspectors onto the property, but in many cases those are considered by the bad guys to be far less incriminating than actually answering the gate and letting inspectors see what they are doing.   The cats were starving to death!   Their ragged fur, which was missing in places from laying in their own excrement, was stretched taut over protruding bones. Kimba the tigress, (born 8/94) seemed to have just given up and laid, unresponsive, in her den. Former volunteers there said she had been bred to Zeus for 4-6 litters of cubs in her life. It wasn't until she saw that there was the promise of food, in exchange for pulling her aching body up into the transport wagon, that she came to life. Big Cat Rescue President, Jamie Boorstein, had locked Kimba in her den so that we could push the wagon up to the rickety door. As soon as she was released and given the scent of beef on a stick, she followed it right into the foreign transport box without much hesitation.   Zeus the tiger, (born 9/96 to Kimba) has limited vision and it looks like his retina may be separated in his eye, which can be extremely painful. Other tigers there had the same strange looking eyes, where the golden part of the iris has almost completely covered over the lens.  As soon as Zeus saw food, he RAN down the length of his cage, chasing Big Cat Rescue's Operations Manager, Gale Ingham, who was racing  (outside the cage) toward the beast wagon that had been affixed to a hole that was cut into the side of his cage. Zeus was the largest tiger and the hole wasn't really big enough, but metal piping made it impossible to make the hole any larger. Zeus didn't care. He wanted that life giving morsel of food so bad that he squeezed, like liquid tiger, through the opening into the circus wagon. Jamie dropped the door and Zeus was on his way to a life of luxury that he couldn't possibly imagine.   The cages were rotted to the point of falling apart. Rusty screws held ragged sheets of plywood together for the dens and doors. If the tigers had any strength left in them, they could have burst through. This made for some tense moments, especially when it came to loading Keisha the tigress. (born 5/00 to Kimba and Zeus)   Apparently, the way cats had been fed, back when they were being fed, was they were locked out of their dens, the food tossed into the dens via a back door, and then they were let back into the den.   The part that has to be explained here is that the dens were made of crumbling plywood. Citations went back to 2012 for these unsafe conditions.  The doors had deteriorated over time to the point where a makeshift system was rigged to keep the tigers from just pushing the doors out of their rotted frames. It was made of curtain rod hooks that were shaped in a semicircle and screwed with tiny, and now rusted screws; one on either side of the door opening. Then 2 pipes were passed through the hooks to hold the doors shut. Jamie took a handful of the material and it turned to shards and dust in her hand.   The first attempt at capturing Keisha was to shut her in the den, then hook up the transport to a hole that was hastily cut into the side of her prison cell. With the other cats, Rescuers had been able to shut them out of their dens and lead them into the wagons, but Keisha still had life enough left in her to be frantic to eat, so as soon as her den door shut her out into the yard, she began clawing frantically to get back into the den where she thought the food would be. When a cat is focused on something, there isn't much you can do to get their attention. Gale was waving the chicken and beef chunks on a stick and trying to get Keisha to forget about getting back into the den for food. It wasn't working.   The area where Rescuers were working was so tight that the rope holding the transport door open had to be threaded into a vacant, nearby cage and operated from there by Big Cat Rescue's CEO and Founder, Carole Baskin.  Jamie decided to pull the den door open and hold it open so that Keisha could see for herself that there wasn't any food in there, but Keisha was afraid to climb into the hay filled beast wagon and sensed it was a trap.   In typical cat style, she would stretch her neck and one paw as far toward the juicy meat as she could, without committing her back legs. Gale let her come in and get a piece or two, to see that nothing would happen, and on the third offering Keisha was emboldened to climb all the way in.   Keisha only has half an ear and a little bobbed tail. We think she lost them to the lions next door.   All over this compound the bears and big cats shared common walls of a material never witnessed by Big Cat Rescuers for housing big cats. The openings in the metal cattle panels were 8 inches wide and 6 inches high. It is incomprehensible that no human ever lost their life or limbs working so close to such dangerous wild animals, with nothing to prevent the animals from reaching the full length of their arms out to grab the passerby.   In the 2009 video Jackie Wisniewski reaches her arm, all the way up to her armpit, to pet the cats and talks about how her staff and volunteers have to earn the cat's trust to pet them this way, but then admits that the cats are always looking for a way to pull you into the cage.   In some places a new barricade fence had been erected (where previously there had been none) and it was so tight against the cage that there was NO safe way to walk around the enclosure. All of the animals had shared walls which must have led to some intensive fights and quite possibly the deaths of animals along the way. No one seemed to know exactly when or how Sacha the tigress had died.   The only cage to have a double wall (one with a space of about 3 feet between the walls) was the one between Keisha and 2 lionesses. Keisha and the lionesses both had common walls with Zeus, but it would appear that after Keisha lost her ear and tail, someone finally installed a double wall between the lions and Keisha. That one small measure has probably saved her life, but her tail healed in such a scarred and unusual way that it's doubtful she had a vet attend to her wounds.  In the video you can see that her tail was missing as far back as 2009.   As each of the cats were loaded into their transport wagons they were rolled up into Loving Friend's transport vehicle where they probably experienced air conditioning for the first time ever. Even though they loaded quite easily, they were all stressed out by the move and the chaos of the day, so the lower temp helped take some of the edge off. Within minutes Kimba was sound asleep in the deep, soft hay.   If anyone wouldn't survive this trip, it would be Kimba. She just had so little spirit left in her. I checked on her several times to be sure she was still breathing, and seemed blissfully asleep.  Update:  17 Days later we had to euthanize Kimba because she could not recover from the ailments brought on by being kept in such filth and starved.  More here:  http://bigcatrescue.org/euthanize-tiger/   Zeus gulped down water before laying down in his big fluffy hay bed. These cats, like so many others across the country, were kept on rocks. There was no place for them to feel the soft earth, nor roll in the grass, nor enjoy the shade of trees or bushes. The only shade, or escape from the sharp edged rocks, was in their smelly dens and on a small table in each cage, but these cats didn't look fit enough to jump up onto them. Zeus had been a big and powerful male tiger at some point in his life, but now you could see the remains of his wasted muscles and protrusion of his ribs and hips.   Big Cat Rescuers loaded tigers for 2 hours and the officer in charge commented that we worked together like a well oiled machine. Despite the rush to load the tigers and move out of the way for the next rescue group, there were some heart breaking moments. The worst for cat lovers was the owner said her cat had died, so she had thrown the cat into the cage that housed the 4 youngest tigers, who appear to have been born at JnK in 2004 and were probably considered favorites.   As hungry as those tigers must have been; something must have registered in their heads that this was just too awful to consider. Time may have finally caused them to overcome their disgust at being fed another cat, had they not been rescued today, so the bloated body of the domestic cat laid there in a haze of flies.   As soon as the tigers were all loaded and their transport cages were strapped down for the 22 hour trip, Big Cat Rescuers and JT and Laura Taylor of Loving Friends were on their way back to Tampa.   The cost of the transport and rescue was approximately $7,000, but that is just the beginning. Getting these tigers back on the road to health will mean vet care, and specialists for the eyes. It means a lot of high quality food, vitamins, joint supplements and probably a good deal of pain management. Just one healthy tiger costs Big Cat Rescue $10,000 per year, just for food and vet care and these neglected tigers will need much more intensive care. Even though they are safe and will never go hungry again, it is only because people like you will open your hearts to these precious creatures. Some have romantic memories of old Holdens: Terry Thompson is ever the realist but loves them all the same. Terry Thompson is a director of the ARDC, and has a long history in many things to do with cars and motoring, including the New South Wales Road Safety Advisory Council and a whole pile of motoring clubs, including the 48 and FJ. Holden Owners Club. We chatted to him about the history. You can listen to the interview here Terry has been the owner of a number of old Holdens including a couple of sedans and a panel van. When he used to take them down the street, he said a common response was "Hey mate I had one of these It was the best bloody car I've ever had" to which he would screw up my nose and think “Oh, my God. What have you been driving since you got there?”. I asked him as delicately as possible what he use to use the panel van for, was it similar to the types of things we did in later, larger, versions of this sort of car. I was thinking of going camping or the like. He noted that there use to be a sticker on the back of panel vans and utes that said “Yes. This is my ute and no, I'm not helping you move”. While the first Holden came off the production line nearly seventy-two years ago there are still a considerable number of car clubs dedicated to the early models. Terry noted that some are for the keeping the purity of the original cars including things like vacuum run windscreen wipers while others were not adverse to some modern electrics and other features on the old cars. The encouraging point he made that these car clubs are not just a bunch of old men. He said: “A whole new tribe of younger people coming in to take over the cars and look after them”. One of the great features of the early Holdens was “three on the tree”. These were the manual models with a column change and three forward gears. Terry took one of his to the Bathurst races one year and let radio and television personality Clive Robinson drive it around the track. Actually Clive only drove it the very last section down Conrod Straight because he didn't know how to drive a manual. Mike Raymond, the track commentator at the time said that he thought Terry was a very brave man.
